The

party
last
year
was
the
last
weekend
was
awesome.
Thank

under
the
leadership
of
this

I
did
a
when
thinking
about
their
vision
in
the
master
plan
and
the
RFP
that
will
initiate
the
action.

research

I
don't
know
a
whole
lot
about
this
process
and
specifically
on
developing
up
RFP
I
looked
at
several
cities
and
the
projects
of
one
community
Culver
City
California
had
some
questions
that
they
posed
that
are
I
thought
were
particularly
relevant
to
Punta
Gorda.
So
I
can't
claim
ownership
up
these
questions,
but
I
paraphrase
them
slightly,
and
these
are
the
essential
questions.
I
think
we
need
to
answer
what
is
precious
here,
that
we
don't
want
to
lose.
What
is
almost
good
that
we
need
to
change
them?

it

get

So
these
are
questions
that
I
think
that
all
of
us
would
have
slightly
different
answers
to
perhaps
but
I
think
there
would
be
a
great
commonality
between
our
answers
and
I'm
sure
that
this
would
be
where
we

begin

different
methodology,
but

think
we
all
want
what's
best
for
Punta
Gorda,
so
I
strongly
believe
that
this
vision
and
the
way
that
RFP
must
be
citizen-driven

that
it

we
identify
stakeholders.

outreach
activities
with
specific
plans
to
bring
in
people
who
are
probably
underrepresented
and
we
utilize
find
information
sharing
strategies
we
utilize
creative
and
technical
and
professionals
who
are
already
residents
of
this
community.

use
online
and
social
media
and
we
use
creative
methods
for
community
involvement.
So
it's
important
to
me
that
we
don't
have
one
group
look
at
this
plan
and
then
another
group
look
at
this
plan
because
it's
through
the
dialog
between
the
citizens
and
the
city
and
the
business
owners
that
can
ownership.
This
plan
is
going
to
be
created.

plan

2005
was
a
testimony
and
a
blueprint
for
goal-setting
and
evaluation,
and
it
was
done
by
many
people.
Punta
Gorda
is
thriving
in
so
many
ways
due
to
the
various
stakeholders:
government,

businesses,
citizens
from
all
the
populations
volunteers,
all
of
whom
give
our
city
stability
and
vision.

conservation.

are
going
to
have
a
new

plant
that

precious
water
manufactured,
that

precious

that's
expensive,
that

precious

will
need
skid
updates

think
the
citizens
am

over
the
time.

will

think
that
we
need
to
look
at
the
commercial
district,
downtown
and
enclose
the
mall

think
we
need
to
advance
sustainability
for
a
green
team.

that
all
of
our
buildings
should

address
the
bird

the
land
purchased
for
the

PGI
I
know.
The
proposal
made
by

seller
is
the
same.
That
has
always
stood
in
the
past
and
then
was
and
was
a
green
one
in
the
past
two
years,
I
know
the
further
proposals
this
gentleman
has
made
seem
a
little
bit
outlandish.

hope
that
the
committee
and
our
city
take
a
look
at
the
people
who
would
really
appreciate,
instead
of
butting
heads
trying
to
come
to
an
agreement
with
this
gentleman
and
whether
his
lawyers
that
there
must
be
somehow

know

else
he
plans
to
do
with
this
land.
But
there
must
be
some
have
that
we've
gone
this
far
that
we
can
work
things
out,
whether
it's
with
this
proposal,
which
I
doubt
or
other
recommendations
that
both
people
can
have.

the
Army
Corps
of
Engineers
has
taken
a
long
time
to
get
back
with
us
and
I
think
all
this
should
understand
that
certain
government
issues
get
in
the
way.

between
me
and
many
many
people
and
the
area
I'm
in,

appreciate
it
if
you
would
just
try
to
make
things,
work
and
I
think
if
we
try
to
do
that,
everybody
will
be

master
plan,
I'd
like
to
remind
folks
that
may
not
have
been
here
in
2005
and
6,
where
it
came
from
the
tradition
of
citizens.
Involvement
in
this
community
and
working
with
government
is
extremely
strong.
After
Charlie,
a
small
group
of
people
were
concerned
that
government
appropriately
had
their
eye
on
public
safety
and
infrastructure
problems
and
that
somebody
needed
to
start
talking
about
the
vision.

about
$200,000
in
about
eight
weeks
to
hire
a
city
planner
with
the
city,
not
in
isolation,
to
develop
the
citizens
master
plan,
everybody
who
lived
there
then
was
involved
in
some
way.
We
are
pleased
and
proud
that
this
is
still
a
guiding
document
for
the
city,
we're
glad
that
you
are
reviewing
it.

Hotel

Village.
The
project
is
conceived

three
areas:

and
three
area.
One
was
completed
with
federal
funds.
The
seawall
was
constructed
prior
in
the
prior
year
to
that
with
local
funds
for
area
two
and
then
area
three
is,
is
the
the
western
three,
the
smaller
parks

concept
plan

The

left
side

the

One
on
the

are
the
more
or
less
the
extents,

the
streets
would
be
gill
to
Barry.

have
a
little
bend
there
so
that
we
can
save
a
tree
and
provide
good
ad
a
compliant
access
to
the
fishing
pier
into

the
main
body
of
the
park.
There
are
very
little
changes,
just
some
walkways,
etc.
The
existing
pickleball

tennis
court
locations
remain
unchanged.
There
is
an
area

bubble
designated
for
a
future
informal
or
formal
garden
space.
There's
no
program,
there's
no
design
in
this
project
at
in
this
engineering
project,
there's
no
design
or
construction
anticipated
in
that
location.

just
a
placeholder
for
where
we
think
that
could
go
if
in
some
point
in
the
future,
in
some
future
project
and
then
a
long
red
Esplanade,
you
will
see
streetscape
improvements,
intersection
treatments
and
on
street
parking.
There
will,
of
course,
be
stormwater
management
entailed
in
this
project
to
accommodate
the
additional
parking
whoops
moving
further
west.
We
get
into
the
most
active
portion
of
the
park
with
the
the
playground
and
the
basketball
courts
and
then
the
bayfront
center
and,
of
course,
the
Boat
Club,
which
is
a
leasehold
property,
is
outside
of
the
project
area.

But
in
this
vicinity
the
streetscape
improvements
are
intended
to
care
along
with
again
the
on
street
parking
and
the
the
intersection
treatments.
The
main
the
main
ad
in
this
location
is
off
street
parking
formalizing
and
connecting
the
off
street
parking
lots,
which
would
extend
from
Chasteen
streets
of
the
barre
street,
right-of-way
and
associated
storm
are
management
improvements.

So
because
parking
is
such
an
issue
at
Gilcrest
park,
we
went,
we
had
the
consultant
go
through
and
give
us
a
good
summary
of
the
existing
formal
parking
that
is
in
the
park
as
well
as
what
their
proposal
would
be
to
get
us.
Some
good
counts
on
that
displayed
here
is
the
is
the
parking
as
it
exists
in
the
park
today,
and
this
is
the
formalized
parking
spaces,
so
there
are
121
total
spaces
of
those
120
134
exist
in
area
one,
so
there
would
be
87
spaces
in
this
area
to
the
proposed
construction
area.

So
the
area
to
base
concept
plan
proposes
a
total
of
212
parking
spaces
15
of
those
being
accessible
spaces.
This
is
an
increase
of
over
hundred
and
20
of
125
spaces
and
would
upon
completion
of
area
2.
Assuming
the
base
plan
was
constructed,
246
total
parking
spaces
for
Gilcrest
park
to
put
246
parking
spaces
into
some
perspective.
The
parking
garage
and
Herald
Court
Center
is
approximately
400
spaces.
The
parking
lot
at
City
Hall
Complex
here
is
about
125.
So
as
a
substantial
amount
of
parking
is
roughly
equivalent,
it's

believe
it.

So,
at
a
one-to-one
comparison
walking
through
aerial
area
to
proposal,
we
will
get
the
existing
conditions
upon
the
slide
on
the
left
and
then
the
proposed
get
based
concept
plan
on
the
right.
In
the
first
area
from
Gill
street
to
McGregor,
we
currently
have
25
existing
spaces
in
the
the
Gill
Street
parking
lot.
The
base
concept
plan
would
provide
14
spaces
of
on
street
parking
in
that.

concept
plan,
initial
cost
estimate
is
approximately
3.2
million
dollars.
Of
that
approximately
2.5
million
is,
is
the
direct
costs
of
the
project,
there's
mobilization
and
the
engineer
included
contingent
a
substantial
contingency
into
the
cost
estimate,
because
this
is
based
on
a
conceptual
design.
So
this
is
not
an
engineer's
cost
estimate
for
the
project.
This
is
a.
This
is
a
takeoff
of
the
concept
design.

So,
to
put
that
number,
which
is
quite
large
into
perspective,
the
cost
of
Harborwalk
area
1
was
approximately
1.6
million
dollars.
The
extent
of
Harborwalk
is
615
feet
and
it's
approximately
four
and
a
half
eight
and
there
are
only
34
parking
spaces
included
in
that
project
that
were
to
be
constructed.

The
initial
cost
estimate
is
one
point
time
1.9
times
more
than
that
that
cost
for
area
1,
but
the
Harborwalk
is
two
and
a
half
times
larger
at
1500
linear
feet.
The
park
area
is
almost
two
and
a
half
times
larger
at
10.95
acres
and
we're
providing
over
five
times
as
much
parking
with
178
spaces,
so
that,
while
the
number
is
large,
the
cost-effectiveness
of
this
proposal
is
actually
quite
good.
Considering
how
much
park
area
will
be
rehabilitating
improving
and
additional
parking
provided.

hero
will
summarize
the
the
plan
options
and
given
the
number

options,
maybe
we
want
to
have
a
separate
vote
after
each
option

decide

we
want
to

we're
looking
at

pond
stantly
on
statue,
rehabilitation
of
the
basketball
courts
wide
for
the
pickleball
and
tennis
courts,
the
parking
lot
at
Gill
Street
and
the
parking
lot
at
MacGregor
Street.

the
first
and
easiest
one
is
the
access
to
the
Ponce
de
Leon
statue.
Currently,
the
access
to
the
statue
area
is
provided
from
the
rear
of
the
statue
from
the
existing
pathway.
The
base
plan
proposal
intends
to
move
the
access
to
the
the
Pont
statue
to
a
walkway
that
connects
from
the
street
and
from
parable
walk.

But
you
approach
the
statue
from
the
front,
so
the
option
would
be
to
add
back
in
and
a
connection
from
harbor
walk
directly
to
the
rear
of
the
statue,
which
is
the
shortest
distance
between
the
harbor
walk
and
statue.
But
it's
not
maybe
them
the
best
for
the
viewing
of
the
statute.
So
this
option
is
approximately
five
thousand
dollars,
an
additional
cost,
which
seems
like
a
whole
lot,
but
there's
a
an
elevation
change
that
needs
to
be
made
because
the
statue
is
up
on
hill.

So
the
second
option
that
were
to
discuss
is
the
rehabilitation
of
the
existing
basketball
courts.
We
worked
with
the
with
the
Design
Engineer
to
try
and
figure
out
how
to
make
increase
the
level
of
service
of
the
existing
courts
the
way
it's
set
up.
Now
you
have
basically
one
regulation
court
that
runs
more
or
less
north-south
from
the
neighborhood
to
the
to
the
harbor,
and
then
you
have
nets
that
are
set
up
on
the
the
east
and
west
side
of
the
courts.

So
basically
you
get
a
only
one
usable
court
or
are
two
usable
half
courts.
So
we
looked
at
different
basketball
types
and
we
can
actually
get
without
changing
the
footprint
of
the
basketball
court
as
it
currently
exists
like
a
resurface
that
put
in
new
goals
and
posts
and
end
up
with
two
recreational
sized
courts.

the
third
piece
that
we
want
to
talk
about
is
the
the
court
lighting
in
the
initial
discussion.
We
definitely
there
was
an
agreement
that
the
court
lighting
need
to
be
looked
at
and
updated
since
we're
updating
the
rest
of
the
park.
So
we
looked
at
LED
fixtures
which
would
save
energy
and
and
have
good
light
quality
for
foreplay.
They
would
be
full
cutoff
fixtures
to
hopefully
reduce
some
of
the
off-site
glare
and
light
spillage.

lighting
there
right

time

that

the

not

gave
us
two
options
on
the
Gil
Street
parking
lot.
While
it
looks
like
we
could
just
retain
the
existing
parking
lot
as
it
exists
today,
it
actually
doesn't
meet

current

city
has
for
a
parking
lot.
It
is
too
narrow.
The
spaces
are
too
short.
There
are
only
about
16
feet
long
and
the
drive
aisle
is
only
about
12
feet
wide,
so
it
doesn't
meet
the
current
standards.

has
two

through
those
in
a
little
bit

the
top

plan,
