Father
in
Heaven,
we
beseech
thee,
bestowed
thy
blessings
on
this
council
and
its
members
and
we
meet
today.
We
continue
to
be
grateful
for
our
abundance
of
the
spiritual
and
material
gifts
you
have
provided
for
us
and
ask
thy
infinite
guidance
to
all
our
undertakings.
We
pray
that
our
members
will
continue
to
grow
in
wisdom
and
understanding,
thereby
benefiting
our
society.
We
also
ask
that
my
gift
of
abiding
love
for
all
the
people
of
the
world,
providing
us
freedom
from
fear
and
want,
and
peace
and
tranquility
reign

State

acknowledge
our

upon
God,
to
give

for
the

our

to
Thursday

Rachael

mayor
in

involved
here
this
morning
on
website.
And
how
do
you
live
out
a
little
bit
about
tomorrow,
National
Day
of
Prayer?
There
you
go!
Thank
you.
I
Consecutive
year
that
there's
been
a
National
Day
of
Prayer,
but
there
were
many
many
others
throughout
the
history
of
our
nation
or
well
over
two
hundred
years,
and
it
is
not
a
demonstration.
It
is
not
any
way
political,
but
in
a
time
when
we
see
is
terrible,
rioting
and
destruction
of
property
and
so
forth
in
our
nation,
and
we
see
people
opposing
the
freedom
of
speech.
I
We
know
that
we're
in
trouble
and
it's
time
for
us
to
pray,
and
so
this
is
a
time
when
we
will
gather
simply
to
pray
for
our
nation
and
call
out
to
God
to
heal
our
land,
and
it
all
begins
by
changing
us,
changing
our
attitudes
and
our
own
views
on
things
for
sure
we
invite
you,
if
you
would
like
to
come
tomorrow,
right
outside
here
in
part
of
the
city
hall,
annex
at
noon,
for
about
a
half
an
hour.
It
will
be
a
time
when
people
come
together
to
pray.

for

G
I
will
explain
later
in
more
detail,
as
we
perceive
through
presentation
this
morning,
but
at
this
kind
of
data
collection
space
is
complete.
We
are
analyzing
the
results
prior
to
creating
our
report.
We
start
to
deliver
our
report
from
the
city
managers.
Therefore,
our
objective
in
this
project
was
was
to
collect
a
list.
It
was
originally
called
a
waterphone
activity
center.
The
committee
renamed
as
the
guilty
party
activity
center
so
as
to
allow
the
wide
view
of
thoughts
of
what
type
of
activity
could
or
should
be
offered
at
this
location.
G
Our
objective
was
to
collect
input
from
the
community
at
large,
through
structured
interviews
with
organizations
currently
using
creative
facility,
informal
conversations
with
organizations
and
individuals
throughout
the
city
and
an
open
survey
to
the
public.
Our
focus
was
to
explore
the
types
of
activities
to
community
would
find
to
be
most
desirable
to
have
this
specific
location
in
the
event
that
activity
buildings
were
replaced
with
a
single
fit
for
purpose
structure.
Are
those
bright
provide
input
into
the
same
preliminary
design
phase
that
would
incorporate
community's
desired
activities
into
the
building
design?
G
Both
the
land
lease
with
the
city
that
expires
in
April
of
2021
they
enter
and
make
that
facility
available
to
poor
other
organizations
on
a
rental
basis.
The
club
is
also
available
for
rental
for
special
events.
The
bank
run
center
showed
a
little
right-hand
picture
is
owned
by
the
city.
It
is
managed
by
the
YMCA
who
both
the
short
term
lease
with
extension
options.
G
If
all
the
options
are
executed,
the
lease
it
would
expire
about
the
same
time
as
both
club
campus
YMCA
makes
the
facility
available
to
other
organizations
on
a
rental
basis
and
is
regularly
used
for
special
events.
The
buildings
are
approximately
two
years
of
age.
Together
they
are
12,000
square
feet
in
size
just
for
reference.
The
Punta
Gorda
IVA,
Civic
Association
building
is
12,500
square
feet
in
size
and
the
Isles
Yacht
Club
main
building
to
16,000
square
feet.
There
are
eight
regular
user
organizations
using
these
two
facilities.
G
Their
combined
membership
deducting
for
duplicate
memberships
is
one
thousand
two
hundred
and
seventy
there's
a
desire
of
some
people
that
we
have
spoken
with
to
have
these
facilities
become
the
net
revenue
generator
for
the
city
just
for
informational
purposes.
Today,
the
city
receives
approximately
10,000
per
year
in
rent
and
all
other
rents
and
fees
collected
by
the
primary
tenants
come
to
an
additional
12
toxicology
totaled,
approximately
22,000
dollars
per
year.
G
We
collected
calendars
from
each
organization
that
uses
the
facility,
and
we
find
this
during
the
season
with
our
pro
forma
calendar
that
we
constructed
that
the
facilities
are
consistently
used,
but
with
widely
varying
sizes
of
groups
in
those
active
for
a
data
collection.
We
collected
our
data
by
conducting
seven
structured
interviews
with
beautiful,
encouraged,
neutral
organizations
without
new
formal
conversations
with
other
organizations
and
individual
obtain
their
opinions
about
the
subject.
G
G
Going
into
the
project
that
I
think
it's
important
to
just
talk
about
briefly.
First,
we
assume
that
the
existing
building
looking
to
be
replaced
by
another
building
of
some
type.
Our
interview
and
survey
design
reflected
this
assumption.
The
feedback
we
received
included
a
significant
number
of
great.
B
G
By
individual
people
to
leave
the
park
natural
for
holding
that's
one
question
that
we
did
on
through
the
survey.
Our
premise
also
was
that
you
cannot
have
a
fit
for
purpose
facility
unless
you
look
at
this
little
purpose
is
to
be
our
survey.
Questions
are
focused
on
the
current
future
use
patterns
and
what
types
of
activities
people
who
to
have
available,
we
purposely
could
not
address
the
issues
of
cost,
how
to
pay
for
ongoing
operating
costs.
Similarly,
we
did
not
request
any
input
free
time
until
facility
size
and
style
or
any
other
design
feature.
G
So
for
our
survey
results,
the
end
of
the
field.
Citizen
survey
is
complete
with
that
1,031
responses,
this
fraud
response
provoked
the
city
of
Punta
Gorda
population
and
also
for
Charlotte
County
population
would
give
us
95%
confidence
that
our
error
rate
was
within
3%.
We
received
inside
the
survey
826
individual
written
comments.
Each
comment
has
being
individually
reviewed
by
a
member
of
the
committee
we
received.
A
very
large
room
was
very
good
at
their
sincere
comments
from
the
technology
of
the
survey.
The
survey
was
open
to
the
community
at
large,
our
initial
demographic.
G
You
suggest
that
our
respondents
have
similar
demographic
makeup
to
the
city
of
March.
The
survey
was
open
for
approximately
seven
weeks.
It
was
available
in
printed
form
for
the
did
not
have
access
angela
electronic
version.
The
survey
design
was
intentionally
simple
and
brief
to
encourage
participation.
We
owe
many
thanks
to
the
city,
manager
and
council
members
for
promoting
the
survey
anew
updates.
The
main
questions
we
wanted
to
answer
in
the
survey
were
first
individual
of
current
use,
patents
out
of
people
who
supported
a
and
then
future
activities
is
honored
by
individuals.
G
We
offered
at
this
specific
site,
location
of
the
park
and
then
future
capabilities
of
the
facility
desire
to
support
these
activities
to
do
our
next
steps.
Now
we
have
a
lot
of
data
to
work
with
committees
in
the
process
of
completing
the
analysis
of
the
survey
once
that
is
done,
we'll
combine
that
with
results
of
our
formal
interview
that
inform
the
conversations
from
this
will
create
a
series
of
findings.
These
findings
will
be
incorporated
into
a
report
to
be
submitted
to
the
city
manager
in
the
fall
of
2017.
G
A
R
A
M
A
A
The
CRA
automating
supporters
of
the
record
reflect
that
all
commissioners
are
present.
The
first
item
of
business
and
citizens
comments
on
CRA
agenda
items,
which
would
be
the
project
status
report,
the
renewal
of
the
city
attorney
agreement,
the
approval
of
two
sets
of
minutes
for
blacks
to
meetings
March
as.
A
N
B
N
In
the
agenda,
we're
going
to
talk
about
the
marina
fund
and
the
five-year
proforma,
and
it's
a
very
healthy
pungent
and
the
marina
is
still
doing
quite
well
and
the
pump
out
vessel
nearly
the
same
amount
of
pom-poms
as
a
year
ago
and
the
gallons
prompt
a
little
less
than
a
year
ago.
With
the
last
travel.
Precious.
N
N
N
So
unfortunate
that
we
got
to
do
that,
but
that's
what
it
took
so
seat,
wall
work,
sea
wall
panels
have
arrived,
they're
being
placed
the
sidewalk
along
Retta
has
been,
it
has
been
forward,
you'll
be
seeing
Street
work
going
on
there
very
shortly
and
there's
a
lot
of
sub
sub
site.
So
there
are
humor
point
not
in
that
order
and
the
library
we're
finishing
up
this
final
site,
soil
remediation
cyber
aviation
in
the
parking
area.

K
The
consent
agenda,
or
should
we
discuss
it
now,
I,
took
a
question
on
how
we
can
move
forward
and
not
have
things
come
to
the
council
of
the
morning
about
the
council
meeting
or
during
the
council
meetings.
It
is
three
needs
that
work
dollars
that
I
would
be
willing
to
have
it
11
spend
more
time
advancing
the
council
meetings
that
we
are
able
to
receive
the
information
on
the
time
you
mark,
because
there
are
times
when
protect,
we
get
county
council.
K
We
handle
sudden
we're
handed
something
that
were
supposed
to
five
tabatha
tentative
judgment
information,
so
those
of
the
things
I
think
is
just
the
performance
appraisal.
Type
of
the
situation
I
feel
it's
important.
That
I
would
have
that
discussion.
It's
not
that
I.
Don't
feel
that
mr.
Levin
is
not
a
high
caliber.
That
is
wrong,
capable
of
doing
what
we're
doing
more
of
how
it's
being
done.
F

I
T
L
T
Out
as
as
kindly
as
possible,
sometimes
I'll
get
something
at
the
last
minute
that
else
plants
or
whatever
they
become
closing
council.
Sometimes
they
get
things
that
late
I
try
to
give
excuses,
but
there
may
be
justifiable
reasons
that
probably
shouldn't
discussed
it
Halloween,
but
I
hear
your
concern
and
I've
tried
that-
and
this
is
not
the
first
time
you
that
or
mention
that
and
I've.

Is
minor
technicality
but
in
your
current
contract
that
exists
under
item
number
item:
number
nine.
It
says
during
the
month
of
March
of
each
anniversary
here,
attorney
shot
by
letter
advised
the
city
manager
of
the
automatic
renewal
clause
of
this
agreement.
However,
your
letter
is
dated
April,
22
I
know
it's
a
technicality,
but
I
also
noticed
that
previous
contracts
were
also.
The
letter
was
also
written
a
couple
of
times
in
April
I
think
we
should
say
more
attention
to
those
that's
going
to
be
a
clause
with
contract.
K
T
K
E
You,
despite
the
comment
that
I
recall,
probably
about
a
year
ago
now
we
had
a
similar
discussion,
whether
we
would
want
to
look
to
have
a
full-time
lawyer
within
the
city
or
to
continue
contracting
out.
My
position
at
that
point
was
as
we're
still
a
small
community
and
by
contracting
to
firms
such
as
David's
that
we
also
have
a
wider,
broad
expertise
that
becomes
available.
E
That
has
a
value
to
to
us
that
also
and
I
agree
with
this
opinion,
but
a
company
president
that
I
talked
to
about
this
through
our
lawyers
have
commented
to
David
Lentz,
a
very
good
organs.
I
just
would
like
to
say
that
I
think
that's
an
important
part
of
what
we're
just
doing
mundane
day-to-day
things,
a
weekly
weekly
or
every
good
thing,
so
I,
just
kind
of
the
deficit.

Good
mic
for
the
record,
Terry
Stark
I
work
for
why
Green
Energy
Fund.
We
were
one
of
the
pace
providers.
The
last
meeting.
There
are
a
couple
of
questions.
They
came
out
my
response
with
a
dress,
those
one
of
those
was
around
in
terms
of
the
financing
and
the
pending
useful
life
we
are
required
by
legislation
should
never
finance
beyond
the
useful
life
of
the
equipment
and
in
the
packet
that
you
were
given
prior
to
your
last
discussion.
X
There
is
literally
pages
in
that
listed
all
the
potential
improvements
and
useful
life
that
goes
along
with
those
we
came
at
financed
beyond
that.
So
though
there
are
providers.
That
is
a
lot
of
25
years.
If
it's
something
that's
going
to
last
five
years,
there
was
also
a
question
around
the
special
assessment
and
that
somebody
was
buying
the
house.
Would
they
be
aware
of
that?
So
there
is
a
lien
that
goes
along
with
that.
It
does
become
part
of
the
disclosure
and
it
would
show
up
at
closing,
certainly,
but
they
are
required.
A
Regular
agenda
item
anybody
like
to
see
make
your
way
through
so
uhm
a
we
have
three
minutes,
coordinator
of

and
I'm
dressing.
The
issue
as
a
light
brown
and
just
wanted
to
let
consul
know
that.
There's
a
lot
of
semantic
support
for
that
and
I
understand,
he's
listing
the
price
tag
for
that
is
$3,500
and
I
just
want
to
make
sure
that
your
council
realizes
that.
Don't
let
that
be
an
issue
that
if
there
are
group
cycle
upon
that,
if
you
leave
anybody
else
like
this
begun
regular
agenda.
Y
The
record
and
call
would
represent
in
our
the
Tribunal's
United
Association,
like
a
vice
president
stated.
We
just
need
some
clarification
as
to
the
budget
and
relative
to
the
community
garden
project.
I
was
informed
by
the
staff
a
week
or
two
ago
that
we
were
considering
not
accepting
CDBG
funds
and
does
the
change
in
the
request
or
a
council
to
consider.
Y
Now,
when
we
looked
at
the
lead
on
the
agenda
for
today,
one
of
the
items
is
stating
it
lies
that
you're
still
going
to
use
CDBG
funds,
but
instead
of
using
it
for
the
project
that
it
was
intended
or
approved,
for
that
your
intent
is
to
use
the
funds
for
varnishing
Cooper
stream.
Given
that
format,
your
paper
furniture
for
the
Cooper
Street
made
in
room
again
we're
just
seeking
clarification
as
to
the
use
on
the
judgment
call
on
that
we're
not
we
are
requesting
also
based
underneath.
Y
So
they're
really
struggling
right
now
to
be
sustained,
and
so
we're
all
same
question
that
if
you
do
decide
to
use
CDBG
funds
arm
that
you
consider
maybe
split
and
instead
of
all
14
thousand
dollars
being
used
to
purchase
furniture,
you
allow
them
to
use
start
of
that
$14,000
for
scholarship
to
be
used
as
a
public
service
component
to
be
used
for
scholarship,
so
again,
just
request
and
whether
the
reporting
procedures
for
CDBG,
high-speed
EBG
is
different
depending
on
use,
because
I
have
a
different
interpretation.
So
just
requesting
clarification
on
natural
line
item.
Thank
you.
A
Would
this
be
the
time
for
alligator
pen,
hey
I
am
John
kid
wolf.
I
have
been
arrested
here
for
20
years.
I
have
lived
on
the
rim
canal
for
17
years
I
had
when
tomatoes
I'll
give
a
background
of
I
was
professional
registered
engineer
in
Ohio
for
39
years
last
spring
I
expressed
a
lot
of
concern
in
IP
route.
U
U
The
proposal
has
pilings
blocking
each
end
of
the
cuts
by
feet
apart
and
I
have
to
say
that
one
of
my
favorite
things
when
we
have
guests
come
in
here
is
to
take
them
on
tour
through
the
smugglers,
cut
and
the
favorite,
or
for
many
of
our
friends
they
have
family
visitors
come
in
and
if
the
pilings
are
there,
we
won't
be
able
to
make
our
business
through
that
cut
and
I'm
asking.
Why
do
we
have
to
block
that
off?
U
Because
it's
something
that
is
even
even
people
back
in
the
bird
section
tell
me
that's
one
of
their
favorite
places
they
go
through
there
and
a
lot
of
our
guests
are
old
enough.
They
can't
take
kayaks.
So
the
only
way
they
see
it,
I
love
it
is
by
meaning
to
take
smaller
boats
through.
The
last
point
is
about
the
use
of
the
smuggler
step
and
a
navigator
jet
a
lot.
U
The
whole
basis
seems
to
be
for
the
assessment
district
is
the
people
and
that
districts
what
we
the
only
ones
using
that
cut,
and
they
will
only
use
that
cuts.
That's
the
only
way
that
I
could
see
that
you
can
say
they
would
be
the
ones
responsible
for
paying
for
all
of
us.
Having
lived
on
the
canal
for
17
years,
I
said:
they're,
not
fishermen,
anytime,
there's
wind
up
on
a
harbor.
They
go
by
all
the
time
going
out
on
this
kind.
Likewise,
I
look
at
where
people
are
going
to
go
out.
U
The
Assumption
seems
to
be
that
everyone's
going
south,
but
I
looked
at
my
me
over
the
last
year,
75%
of
times
when
I
go
well
because
I'm
not
going
south
I'm
going
around
to
Lashley's
or
our
Puni
raised,
or
the
Yacht
Club
or
Oh
divine
occupation.
So
I
really
think,
and
we
think
about
the
assessment
area.
It's
not
just
the
people
in
the
earth
sections
that
are
using
this
app.
It's
a
lot
of
our
whole
area
is
going
through
there
and
the
people
and
perfecting
also
can
do
interviews
on
10
months.
U
A
R
Johnson
CEO
Kim
Carter
I
want
to
comment
on
the
bicycle
Corral
at
Marion
and
Sullivan,
and
change
like
when
I
had
a
flex
for
distances
program
that
we've
been
offering
free
bicycle
racks
to
businesses
around
town
and
I
would
like
to
state
that
we
would
prepare
to
provide
matching
funds
for
a
portion
of
that
we
could
go.
We
can
go
50/50
on
micahel
because
it's
needed
and
thanks
for
considering
it
to
greatness.
Thank.
I
Z
So
many
people
would
benefit
from
that,
including
everyone,
basically
on
immortals,
who
will
have
the
option
of
using
that
cut
another
one
of
the
rationales
was
safety
indicating
that,
should
there
be
folks
out
in
the
harbor
or
there
be
bad
murder
or
a
magic
emergency,
the
vessels
would
come
into
that
direction
as
a
closer
quicker
way
to
return.
That
also
would
apply
to
all
voters,
input,
boertie,
Isles
and
surrounding
areas,
not
just
voters
in
the
bird
section
in
terms
of
according
ment
of
benefit,
I've
been
told
and
I
I.
Don't.
Z
That
applies
that
bird
section
launder
and
benefit
1,000
times
more
than
the
rest
of
PGI
or
the
other
boaters
who
will
be
paid?
Nothing
for
this
cut
that
does
not
be
mayor
to
me.
I've,
been
it
just,
doesn't
make
any
sense.
I
would
encourage
the
council
to
reject
any
methodology
that
isolates
a
certain.
B
Z
Z
That
also
implies
that
the
entire
community
benefits,
which
leaves
the
entire
mmunity,
should
also
be
part
of
the
initial
expense
in
terms
of
enjoyment
use
with
the
other
legal
criteria
for
alarm
assessments
in
terms
of
its
job
enjoyment,
that's
open
to
everyone
in
terms
of
property
value,
that's
still,
undetermined
I
have
lived,
and
in
the
bird
section
now
for
25
years,
I've
been
paying
for
the
Ponce
Inlet
for
25
years
and
will
continue
to,
as
will
my
neighbors
the
people
who
live
closer.
They
do
have
enhanced
property
value,
but
I
still
pay
for
it.
Z
S
Morning,
Carolyn
Freeland
I
have
been
a
resident
of
Punta
Gorda
for
21
years,
and
the
issue
of
the
cut
has
been
on
the
minds
of
everyone.
Probably
since
then
in
terms
of
the
assessment
and
I
made
a
case
I
believe
but
three
years
ago,
that
is
a
project
for
our
city.
Our
city
is
a
voting
community.
I
mean
we
promoted
in
our
mission
that
we
want
to
again
enhance
our
waterfront
activities.
We
are
voters,
that's
across
people
to
enjoy
them.
We
have
an
amazing
staff.
S
They
have
come
up
with
ways
to
pay
for
projects
over
the
years
in
wonderful
ways.
I
do
not
believe.
I
did
not
believe
340
years
ago
that
we
needed
to
have
a
special
assessment
on
any
group
of
people
and
I
still
believe
that
I
believe
this
is
a
citywide
project
and
it
should
be
looked
at
as
a
citywide
budget
items.
Thank
you.
O
Breath
are
gambling
and
I'd
like
to
mention
a
couple
of
things
on
this
that
have
not
been
mentioned
previously.
We
all
in
this
community
support
by
program,
biking
programs.
Most
of
us
do
and
that's
for
everybody.
There
are
many
things
should
we
start
now
putting
tolls
on
roads
and
things
just
because
we
live
in
the
bird
section.
We
don't
pay
to
come
to
the
bird
section.
It
could
become
ridiculous
in
our
mission
statement
up
here.
It
says:
vibrant
waterfront,
community
and
I
just
kind
of
hope.
O
We
don't
go
down
the
road
of
separating
our
community
by
abode
of
community
by
where
you
live
and
by
having
to
assess
them
on
them.
Where
you
live,
everybody
can
use
that
entrance.
There's
no
question
about
that
and
I.
Don't
think
anyone
wants
to
go,
restrict
the
freedom
of
the
voters
in
our
vibrant
voting
community.
Thank
you.
I.
V

member
of
put
the
border
for
almost
18
years,
and
that
meant
at
18
years
ago
there
was
a
fella
by
the
name
of
buck
aqua
and
back
then
I
sat
on
the
first
committee
to
talk
about
putting
the
additional
cut,
which
was
at
the
time
pretty
soft
people.
18
years
ago,
I
was
not
18
is
now
I
belong
to
both
in
three
clubs.
Quite
a
boating
clubs,
because
I
came
here
as
a
boating
community
and
with
my
discussion
on
people
that
live
virtually
all
over
put
water
aisles.
V
V
My
the
comment
for
most
of
the
people
that
I
spoke
to
throughout,
with
the
broader
agree
that
we
will
all
gain
from
it,
because,
when
whether
it's
rough,
if
their
boat
is
small,
they
have
an
opportunity
to
go
in
and
alligator
cut
and
thereby
make
a
safe
return
to
fall
places
even
including
going
over
to
its
fisherman's
village,
because
they
leave
that
exposed
water
to
protection.
I'm
going
to
just
suggest
that
we
reconsider
and
I
know
we
use
the
bird
cut
as
a
word.
V
That's
used
in
a
paper
and
commented
too
often
and
I
said
very
any
very
often.
Why
isn't
it
under
an
additional
cup?
Why
don't
we
keep
using
the
bird
cut?
The
bird
cut
is
truly
the
location
it
is,
but
it
is
for
old
people
and
putting
the
Gorda.
Please
consider
the
idea
that
it
belongs
to
all
of
a
waterfront
community.
Thank
you.
A
W
W
About
the
need
to
eliminate
parking
space
on
Marian
Avenue
because
of
someone's
fight
issues
so
that
parking
space
was
eliminated
and
we
marked
it
with
as
a
no
parking
zone
and
that
zone
requires
enforcement,
see
the
condition
there.
If
you
have
a
large
vehicle
like
a
pickup
truck
SUV
parked
in
that
location,
you
would
not
be
able
to
see
and
it
will
create
a
potentially
hazardous
condition,
and
then
what
staff
proposes
is
a
what's
called
it
by
Corral,
which
is
bicycle
parkings
facility
that
adds
10
spaces.
W
It
involves
wheel,
stops
and
pavement
markings
in
this
location,
and
it
prohibits
an
offering
for
parking,
ayats
design.
So
there's
physical
barriers.
As
of
my
heart's
content,
we
couldn't
have
the
enforcement
need
as
greatly
with
this
configuration
so
proposed.
Facility
and
plan
would
look
something
like
this.
The
actual
Corral
itself
would
be
more
of
lessons.
W
Somebody
runs
at
the
stop
bar
looking
down
the
street,
so
it
would
not
impede
actually
those
bicycle
Corral
does
provide
safe,
convenient,
secure
parking
is
highly
visible.
It
provides
customer
parking
where
now
there
is
none
in
this
highly
visible
location
staff
is
recommending
that
we
we
choose.
Bicycle
rack
that
is
Norwest
branded
and
it
is
high
resistance
or
know
that
it's
there
on
top
of
it
will
hurt
their
vehicle.
W
W
A
W
The
design
which
professionally
was
provided
by
polar
quartz
engineering,
there
would
be
one
wheel
stop
here,
which
would
prevent
this
vehicle
parked
vehicle
from
treating
into
the
space
station
will
stop
from
Mary
and
Avenue.
There
are
no
barriers,
but
the
rack
facility
itself
is
quite
stout.
It
is
solid
or
it
is
a
steel
tube,
Union
steel
rails,
it's
always
connected
and
attaching
to
the
asphalt
anchor
bolts.
So
it's
my
pleasure.
The.
W
Are
two
delineators
they're
post
here
and
here,
and
that's
just
vertical
elements
to
make
drivers
aware
that
that's
not
parking
space
want
to
use
the
minimum
amount
of
vertical
elements
so
that
to
notice
the
drivers
that
they
camp
out
there
before
they
get
their
installments
to
avoid
working
purely
with
it.
Yesterday.
S
K
N
L
K
K
K
As
senior
citizens
they're
concerned
about
having
anything
in
any
of
these
parts,
that
was
black
their
disability
dependents
and
what
was
expressed
to
me
totally
in
favor
of
death
of
the
corral.
Just
don't
want
these
parking
spaces.
They
have
to
issue
that
same
cart,
come
down
the
road.
So
that's,
and
it's
not
just
this
box-
would
be
hardly
near
where
everyone
says
here.
V
E
And
obviously,
bicycles,
first
of
all
have
spokes
you
see
through
the
wheel,
they're
like
frames,
I,
don't
see
compared
to
an
automobile.
There's
got
to
be
exciting
to
20%
of
the
visibility
your
spirits
at
this
particular
location.
At
the
same
time,
as
is
pointed
out
by
you
Rachel,
there
was
somebody
illegally
carpet
out
already,
so
this
is
already
going
to
encourage
that
behavior
that
seeds
of
the
system,
which,
in
the
overall
scheme
of
things
violets
that
grew
visibility
at
this
corner
paper,
so
I
think
it
relative
to
this
particular
location.
So
far,
they.
F
K
Me
persuade
I
think
it's
a
good
idea,
I'm,
not
sure
I,
like
location
and
merely
from
a
safety
standpoint.
I
think
you're
going
to
have
situation,
possibly
where
somebody
it's
time
to
do
something
on
their
bikes
and
they
back
up
into
the
roads
by
accident,
are
bound
by
and
clip
them.
In
fact,
I'm
very
concerned
for
the
safety
of
the
bicycle
plumbers,
because
I
think
that
had
it's
very
vulnerable
location
and
the
traffic
goes
through
there
pretty
fast.
If
they're
trying
to
beat
the
light
and
have
great
concern
that
snap
location.

K
A
B
W
W
Traditionally,
the
city
has
installed
black
bicycle
racks,
didn't
motivation
in
a
in
a
president
in
any
an
area
that
was
originally
built
as
a
as
a
parking
spot,
we
would
probably
want
to
choose
the
admissibility,
color,
I
would
say,
yellow
red
or
blue
they
may
have
communities
will
take
and
fun
with
it.
So.
A
A
N
N
N
B
N
N
And
the
reason
is
that
all
the
requirements
to
construct
it
through
CDBG
or
so
onerous
that
a
we
got
higher
bits
than
we
think
we
would
get
if
we
did
it
on
our
own,
no
local
bidders,
and
it's
just
yes,
we
have
the
funding
to
do
it.
We
could
do
it
with
CDBG
funding,
get
it
built,
and
then
we
have
to
set
aside
five
thousand
dollars
a
year
or
I.
Think
it's
the
next
three
years
to
ensure
that
up
captain
that's.
N
Set
hut
a
notice
that
we
are
no
longer
going
to
be
a
part
of
the
CDBG
program,
we
only
get
so
much
dollars
a
year
and
the
amount
of
work
that
goes
involved
in
monitoring
and
ministering
that
program.
It's
just
not
cost-effective.
We're
asking
council
appropriating
$40,000
to
refit
the
project
with
the
use
of
city
funding.
You
think
that
we
will
get
much
better
bids.
N
N
N
N
N
We
use
that
$40,000
number
because
we
think
it
come
in.
We
hope
that
it
will
continue
to
less
than
that.
Based
on
how
we
built
the
history
park,
community
garden
to
the
photo
city
good,
you
know
they
have
all
that's
the
approach
we
want
to
take
and
it's
just
the
federal
requirements
for
just
our
schools.
For
that
small
amount.
A
A
B
N
Own
altitude,
it
comes
from
revenue
dollars
coming
in
more
than
anticipated
in
the
FY
2017
budget,
which
is
taking
those
forty
thousand
dollars
of
additional
revenues
and
local
government
sales
back
and
using
it
towards
this
particular
project.
Instead
of
a
72,000
project
would
be
forty
thousand
dollars,
that's
our
destination.
How.
D

N
K
A
N
K
Y
Produce
again,
if
I
can
clarify
that
plausible
needs,
assessment
will
address
an
economic
development
and
training,
and
we
were
addressed,
we
need
simply
fresh
produce.
Is
the
legal
name
of
the
entity
that
we've
created
to
protect
because
we're
selling
produce?
If
that's
a
protection,
armored
man
trouble
you
once
United
Association
have
agreed
to
collaborate
with
the
city
to
ensure
that
its
property,
which
is
317
East
Virginia
Avenue,
is
used
for
the
intended
purpose
of
operating
operating
a
garden.
Y
E
A
A
B
H
We
put
the
five
years
Reforma
in
for
each
of
these
for
fun
and
looking
at
the
building
fund
in
the
proposed
fiscal
year.
18
we're
recommending
keeping
the
same
number
of
staff
and
18
in
19
is
projected
at
a
possible
need
for
two
FTEs
for
an
inspector
and
a
perm
on
Clark
permanent
Clerk,
so
that's
currently
in
there,
but
that
would
be
looked
at
in
the
fiscal
year.
Nineteen
budget,
maybe
just
a
year
two
years,
depending
on
the
needs.
H
B
H
B
H
H
Its
expenditures
do
include
upgrade
for
facilities
of
3000
or
replacement
of
the
washer/dryer
for
3000,
and
we
start
putting
in
money
for
the
more
skilled
and
doggone
are,
which
initially
observes
doesn't
come
a
bath
and
have
more
plans
for
next
year.
And
then
the
dredging
R&R
of
30,000
and
that
will
be
carried
over
depending
are
beneath
again
because.
H
We
have
our
additional
5
cent
gas
tax
fun
and
this
is
on
the
paving
program
fund
and
we
are
balanced
for
18.
The
reserves
are
staying,
pretty
steady.
You
will
see
on
the
next
slide
that
the
gas
tax
funds
are
expected
to
be
approximately
eighty
one
thousand,
and
we
do
still
have
the
general
farm
subsidy
or
canals
over
to
five
years.
Look.
We
are
just
estimating
a
one
percent
increase
on
these
farms
are
kind
of
all
souls
based
on
gas
prices.
H
When
gas
prices
go
well,
consumption
usually
goes
down,
so
the
need
is
there
to
using
those,
and
then
we
have
our
six
cent
gas
test
on
in
this
one
of
the
operations
of
our
hole
right
away,
basically,
division.
So
again
we
are
balanced,
perfect
for
your
18th
and
any
reserves
do
get
used
up
going
through
your
22
in
this
year,
particularly
your
18.
We
did
move
the
rest
of
the
fleet,
maintenance
and
gas
it
already
with
some
that,
but
because
there
was
extra
funds,
there
means
where
you
lose.
A
A
little
bit
I
like
that,
better
okay
will
allow
the
next
presenter
to
get
set
up
in
the
same
compartment
comments.
