Description
B
C
Our
Heavenly
Father,
we
ask
thy
continued
help
and
understanding
in
our
counsels
to
students.
Mate
today,
grant
us
Lord
not
to
be
anxious
about
earthly
things,
but
to
love
things
heavenly,
and
even
now,
while
we
are
placed
among
things
that
seem
to
be
passing
away
to
hold
fast
into
those
that
shall
endure,
we
ask
that
you
give
us
the
wisdom
to
make
the
right
and
proper
decisions
and
continue
to
hold
us
in
the
palm
of
your
hands,
amen.
B
D
Now,
therefore,
the
City
Council
of
the
city
of
Punta,
Gorda
Florida,
does
hereby
proclaim
the
week
of
May
22

2017
as
national
safe
boating
week
and
urges
those
who
boat
to
partner
with
a
lifejacket
and
a
personal
locator
beacon
and
to
practice
safe
boating
habits
at
all
times

and
duly
adopted
in
regular

The

will
be

B
Now,
therefore,
the
City
Council
of
the
city
of
Punta,
Gorda
Florida,
does
hereby
proclaim
May
20th
2017
as
hibiscus
day
and
encourages
all
residents
to
plant
hibiscus
to
beautify
the
city
and
continue.
The
tradition
which
began
many
years
ago
has
been
duly
adopted
in
regular
session,
the
17th
day
of
May
2017
city
of
Punta,
Gorda,
Florida,
Rachael
Keesling
mayor
and
our
two
favorites

festival.
People
are
here,

lessen
and
Michael
Heyman.
F
B
G
Good
morning
for
the
record,
Joan
LeBeau,
urban
design
and
I'm,
this
is
our
23rd
year
celebrating
the
Arbor
Day
program
and
we
do
a
special
program
with
this
students
at
Sally
Jones
elementary
school.
We
wish
to
welcome
the
principal
miss
Hoke
and
the
students
who
have
done
so
well
in
performing
and
participating
in
this
year's
program.
G
G
As
you
can
see,
we
had
two
elementary
schools
that
participated
in
the
actual
Arbor
Day
celebration,
which
was
held
at
Lashley
Park
April
28th,
and
there
were
over
200
students
there
we
planted
seven
trees
and
they
are
the
mahogany
trees.
So
when
you
go,
you'll
see
them
all
staked
and
with
the
water
bags
on
them.
G
With
our
volunteers,
we
were
able
to
plant
those
trees
and
the
students
each
get
to
participate
in
putting
some
dirt
into
the
plant
and
watering
it.
So
they
had
a
great
time
doing
that
they
walked
around
the
knowledge
trail,
which
identified
how
trees
in
the
community
are
are
well
welcomed.
We
have
the
forestry
telling
them
how
the
clearing
occurs.
Keep
your
trees
away
from
the
house.
Fire
department
explains
how
far
away
to
keep
the
trees
so
that
they
don't
burn.
G
The
house
utilities
teaches
the
students
how
not
to
plant
trees
above
the
water
lines
under
power
lines.
So
it's
a
really
good
education.
It's
a
good
ground
resource
for
them
to
learn
this
year's
theme
was
trees,
are
terrific
and
useful
in
so
many
ways
and
we're
going
to
start
with
the
mayor's
artistic
award.
This
is
an
award
that
Mayor
Keesling
has
started
to
provide
an
additional
award
to
one
of
our
students
for
their
wonderful
work
that
they
do
that
may
not
have
been
qualified
under
the
program
itself
to
win
the
poster
contest.
Thank.
B
Cat
ears,
so
heaven's
I
chose
this
for
the
artistic
award,
because
I
really
love
the
way
the
girl
was
in
the
little
hammock
and
she
was
reading
her
book,
which
was
made
out
of
paper,
and
then
she
was
thinking
about
all
the
ways
that
trees
are
useful
and
I.
Just
love
them,
especially
love
the
blue
and
the
pink
hair
on
the
girl
and
the
bunny
here.
I
think
the
whole
thing
was
just
really
cute
and
I
just
thought.
It
was
very
artistic.
Congratulations.
G
G
G
These
students
go
through
about
seven
or
eight
months
of
a
class
with
me
and
we
go
through
all
of
the
ways
the
trees
are
are
important
to
the
environment,
how
they
are
important
to
the
community,
their
biology.
So
we
like
to
introduce
them
to
that
and
they
really
do
work
hard
to
have
a
end
product
that
is
worthy
of
these
gifts
and
we'd
like
to
thank
them
for
participating
in
this
year's
Arbor
Day
program.
G
We
like
to
thank
our
City
Council
for
allowing
us
to
do
this
program,
our
sponsors,
of
course,
the
Forestry
Division
and,
of
course,
the
numerous
volunteers.
It
is
a
huge
undertaking
to
put
this
event
on
throughout
the
year.
Not
only
do
we
do
the
tree
Academy,
but,
as
I
said,
the
Arbor
Day
annual
celebration
at
Lashley
Park
is
a
big
hit.
So
thank
you
very
much
and
we
hope
to
see
you
next
year,
possibly.
H
B
B
H
Everybody
assembles
the
project
of
the
Year
award
by
the
American
Public
Works
Association
is
for
the
vietnam
memorial
wall
project
that
the
city
and
vietnam
memorial
wall
volunteers
raise
money.
We
got
a
state
grant
and
we're
awarded
a
best
project
of
the
year.
For
that
particular
project.
It
was
a
labor
of
love,
as
we
call
it.
B
I
Is
an
award
that
that
really
was
the
city's
award
for
their
tremendous
support
and,
as
we
talk
to
the
people
on
the
staff
of
the
ABA
PWA,
it
was
evident
that
what
they
really
appreciated
was
the
hand-in-hand
efforts
from
the
city
and
from
the
private
sector.
It
was
an
unusual
unusually
tight
framework.
It
wasn't
one
leading
or
the
other
and
and
quite
frankly,
that's
why
we
got
the
award
for
the
best
in
the
whole
state
of
Florida
and
congratulations
to
the
city.
Thank
you
very
much
for
your
support.
I
At
this,
at
the
same
time
that
we
were
there,
we
had
nominated
Wayne
Goff,
who
was
our
volunteer
general
contractor
on
this
project
to
build
the
wall
and
Wayne
was
absolutely
terrific.
We
nominated
him
as
the
contractor
of
the
year
for
the
whole
state
of
Florida,
and
he
won,
and
this
is
a
terrific
honor
we're
presenting
now
to
the
golf
family.
H
So
as
as
he's
taking
a
picture,
Jason
began
his
career
with
the
Lee
County
Sheriff's
Office.
As
a
dispatcher,
we
actually
have
a
few
of
our
police
officers
who
started
with
the
Lee
County
Sheriff's
Office
and
decided
to
come
across
not
across
the
river,
but
over
into
Punta
Gorda.
He
has
was
hired
as
a
police
officer
in
the
city
and
may
fit
1997
and
worked
his
way
up.
The
ranks
he's
currently
captain
of
support
services,
along
with
now
the
interim
police
chief
and
what
a
support
services
they
handle.
H
A
Good
morning
adjacent
to
skini
from
the
police
department,
first
Howard
thank
you
and
council,
and
the
city
staff
and
I
especially
appreciate
my
co-workers
coming
out
this
morning.
To
recognize
me
it's
hard
to
believe
20
years
ago.
You
know
quite
honestly:
I
grew
up
in
Southwest,
Florida
and
punta
gorda
was
never
on
my
radar
finish
up.
The
police
academy
was
putting
out
applications.
Different
places
and
Punta
Gorda
happen
to
be
one
of
the
places.
A
I
was
hiring
at
the
time
and
lo
and
behold
are
the
first
one
that
offered
me
a
job
and
Here
I
am
20
years
later.
It's
it's
been
an
amazing
career
law
enforcement
is
a
very
difficult
profession
to
be
in
a
lot
of
personal
and
family
sacrifices.
I
certainly
appreciate
my
family
for
everything
that
they
have
put
up
with
over
the
last
20
years,
but
I
appreciate
the
honor
and
thank
you
very
much.
The
recognition.
J
Good
morning,
I'm
Chris
simmer
from
new
operation.
Cooper
Street
I
have
the
honor
of
being
the
president
of
the
board
of
directors
for
the
center
and
was
very
I
appreciate
the
invitation
to
come
and
share
with
you
about
what's
happening
these
days,
it's
been
a
very
busy
and
exciting
year.
So
you
don't
mind.
I'll
stand
this
like,
because
I've
got
a
look
at
that:
okay,.
G
J
Few
years
ago,
we
only
had
about
40
students
in
the
after-school
program,
which
is
just
one
of
the
pieces
of
the
activities
that
happen
at
the
Rec
this
year.
We
are
up
to
between
70
and
75
students
in
the
K
through
8
programs.
So
that's
a
good
amount
of
growth
and
we're
anticipating
it
going
up
again
in
the
new
year
next
year,
we've
added
recreational
activities
this
year,
Julie
Heitmann
and
rich
bernzy
and
the
Bernese
Russell
CDC
have
all
supported
a
brand
new
tennis
program.
J
So
if
you
come
by
the
tennis
courts,
every
other
Friday
between
4:30
and
6
o'clock,
you'll
see
a
lot
of
kids
out
there,
learning
how
to
play
tennis
enjoying
it
and
at
no
charge
to
them
or
their
families.
We've
also
started
a
chess
program
and
if
you
happen
to
have
a
little
bit
of
free
time
this
afternoon,
around
4:30
to
5:00
o'clock,
please
stop
by,
because
we
are
having
the
finals
of
our
very
first
chess
tournament.
The
the
kids
have
really
taken
to
it.
J
J
That
is
one
area
where
they
can
save
money
is
by
not
paying
for
aftercare.
So
we
made
the
decision
that
we
would
be
able
to
accommodate
the
middle
schoolers
without
a
significant
change
in
our
staffing.
So
since
then,
we've
already
brought
in
about
eight
or
nine
additional
middle
school
students
which
are
getting
them
off
the
streets
of
Punta
Gorda
and
having
them
stopped
as
they're
walking
home
from
Punta
Gorda
middle
school
they're,
stopping
and
staying
with
us
for
a
while
and
getting
homework
done,
getting
a
snack
having
time
to
play
and
some
social
times.
J
So
last
summer
we
had
a
community
meeting
and
also
some
meetings
with
with
Howard,
and
you
know
the
question
was
what
else
is
happening
here:
we've
got
this
great
building
and
it's
being
used
for
hours
a
day
on
school
days.
Well,
what
else
can
we
do
with
it?
How
else
can
we
use
it?
So,
since
that
time,
we've
been
very
actively
working
with
organizations
and
individuals
in
the
community
to
bring
more
things
into
the
rack
and
more
activities
to
the
neighborhood.
So
the
Charlotte
County
community
task
force
meets
their
monthly.
J
The
city
of
Punta
Gorda
has
worked
with
us
and
has
been
involved
with
us
on
a
number
of
projects.
The
es
have
Benjamin
Baker
CDC
in
the
Bernice
Russell
CDC.
The
senior
friendship
lunch
program
has
been
with
us
for
many
years,
we're
sad
to
see
them
moving,
they're
moving
to
the
veranda
and
the
5th
of
June,
and
we
are
happy
that
that
the
folks
that
have
been
coming
to
us
will
have
a
larger
group
of
seniors
to
socialize
with,
but
we're
really.
We
really
are
sad
to
see
them
go.
J
The
NAACP
tells
a
number
of
meetings
at
the
Rec.
Now
BB&T
Bank
has
leased
a
rented
space
from
us
for
some
meetings.
They
hold
regional
meetings
with
folks
that
come
from
it's
from
Manatee
County,
all
the
way
to
Collier
County,
so
our
location
is
ideal
for
them
to
bring
folks
in
we're
not
very
far
off
the
interstate
and
so
they've
been
with
us
for
one
meeting
so
far,
but
we're
looking
forward
to
them.
J
So
what
else
is
happening?
We've
got
projects
that
we
are
hardly
being
able
to
keep
up.
With
this
year,
the
United
Way
began
a
new
initiative
with
collaborative
grant
applications,
and
so
the
Cooper
Street
rec
center,
in
collaboration
with
the
Charlotte
County
imagination,
library,
which
is
a
an
affiliate
of
Dolly
Parton's
Imagination
Library
that
provides
free
books
to
preschool
children
and
in
collaboration
with
the
Charlotte
local
Education
Foundation.
Adult
education
program
submitted
a
grant
application
to
the
United
Way
back
in
December.
J
It
will
also
provide
for
us
to
begin
GED
classes
in
put
order
at
the
Rec
Center
on
Tuesday
nights
and
Saturday
mornings,
which
is
a
major
gap
that
we
are
thrilled
to
be
able
to
fill
right
now.
The
only
GED
classes
held
in
Punta
Gorda
are
at
the
Baker
Center
and
those
are
on
weekday
mornings.
So
for
folks
that
are
working
at
that
time,
they
aren't
able
to
do
that
and
the
only
other
classes
are
held
up
at
the
mall.
J
J
The
most
exciting
news
is
that
we
have
received
from
the
William
and
Marie
Selby
Foundation
a
grant
for
one
hundred
and
three
thousand
and
eighty
dollars
to
renovate
the
interior
of
the
REC,
and
this
has
been
a
labor
of
love.
Putting
this
together
nurturing
it
through
the
process
other
than
the
wing
that
was
built
after
Hurricane
Charley.
J
We
will
be
renovating
most
of
the
rest
of
the
building,
starting
with
two
sets
of
exterior
security
doors,
new
flooring
throughout
from
the
from
the
door
to
the
playground
all
the
way
through
the
entire
rest
of
the
building,
the
city
Engineers,
redid,
the
doors
to
the
restrooms
that
are
off
the
large
room.
That
was
the
part
of
the
original
building
because
they
are
very
narrow
and
short
and
so
we'll
be
raising
the
lintel
and
widening
those
doors
will
also
be
renovating.
J
Four
of
the
seven
bathrooms
in
the
building
taking
the
door
to
the
library
off
and
turning
that
into
an
archway
then
allows
the
bathrooms
that
are
off
that
hallway
to
become
fully
ABA
compliant.
So
five
of
the
seven
restrooms
in
the
building
will
now
be
fully
ADA
a
compliant
and
there's
a
few
other
little
pieces
that
are
part
of
that
actual
grant
application.
J
But
there's
been
a
lot
of
other
partners
that
have
been
working
with
us
on
the
project
and
they're
all
listed
here.
Just
some
of
the
things
that
are
happening
briefly.
Keller
Williams
Realty
was
there
last
week
with
us
and
brought
about
20
or
30
people
who
redid
the
front
landscaping
and
painted
the
main
room,
so
the
green
that
was
in
there.
That
was
the
wrong
color
originally,
when
it
got
put
on
you
know
it,
but
you
know
what
happens
when
the
wrong
color
gets
made
you
own
it.
J
So
we've
owned
it
now
we
don't
have
to
own
it
anymore,
and
then
the
city
will
be.
Thank
you
very
much.
Repaving
the
parking
lot
sometime
this
summer
right
and
now
as
I
speak
with
you.
We
have
about
10
inmates
from
Charlotte
Correctional
Institute,
who
are
very
busy
packing
up
the
library
and
moving
all
of
the
books
and
the
bookcases
into
storage
up
in
the
twenty
two
thousand
seven
wing
to
get
them
out
of
the
way.
J
J
We've
really
worked
on
communicating
better
with
the
community.
This
year
we
have
started
a
newsletter.
The
third
edition
of
it
is
currently
in
progress
and
that
gets
mailed
out
to
all
of
the
people
that
live
within
about
a
one-mile,
circumference
or
radius.
I
should
say
of
the
rack.
We
have
a
new
website
under
development
that
will
be
up
and
running
in
July
to
early
August,
we've
been
putting
out
a
lot
on
our
Facebook
page
and
also
reaching
out
directly
through
the
churches
to
the
community.
J
In
fact,
I've
been
invited
to
come
and
speak
this
weekend
at
one
of
the
churches
and
I'll,
be
there
talking
with
them
about
in
inviting
them
to
share
with
us
what
they
would
like
to
see
happening.
What
how
they
would
like
the
REC
to
be
used
is
you
know,
to
support
their
congregation,
so
we're
continuing
along
that
line,
we're
also
reaching
out
to
other
community
groups.
J
We've
worked
with
the
health
department
this
year,
we've
worked
with
this
County
Family
Services
Department,
and
we
are
hoping
to
bring
some
of
those
groups
into
the
rep
to
be
itinerant.
Service
providers
for
the
families
and
individuals
that
live
in
this
part
of
Punta
Gorda,
so
that
if
they
need
to
have
services
from
the
Health
Department,
perhaps
they
can
come
and
do
flu
shots
in
in
the
fall.
You
know
a
couple
of
days
we
did
have
a
voter
registration
drive
before
the
national
elections
last
last
fall.
J
They
had
run
out
of
room
to
display
all
of
their
their
books
and
resources,
and
so
we
were
very
happy
to
welcome.
They
had
addition
to
the
rack
and
make
it
available
to
the
community
students.
Whoever
wants
to
come
in
and
use
the
you
know
the
resources
and
we
also
have
begun
a
post-secondary
resource
and
Career
Center,
which
will
go
hand-in-hand
now
with
the
GED
classes
that
will
be
getting
this
summer
and
I.
Think
that
that
oh
no,
what
has
the
board
been
doing?
We
updated
our
strategic
plan
created
a
fundraising
plan.
J
We've
been
working
with
the
Paterson
foundations,
no
margin,
no
mission
program
about
how
to
better
learn
how
to
earn
income
instead
of
just
doing
fundraising.
What
can
we
do
to
what?
What
resources
do?
We
have
that
we
can
turn
into
earned
income
so
we're
going
through
that
process,
which
has
been
very,
very
helpful
and
we
are
scheduled.
We
have
scheduled
a
homecoming
alumni
homecoming
at
the
Rec.
J
Our
actual
cost
monthly
per
student
for
the
after-school
program
is
one
hundred
and
fifty
dollars
a
month.
We
charge
the
families
sixty
dollars
for
one
child.
Ninety
for
two
and
a
hundred
and
twenty
for
three
or
more
so
we
have
to
make
up
the
difference.
That's
where
all
the
fundraising
comes
in
just
for
that
program,
the
rep
is
about
a
whole
lot
more
than
the
after-school
program,
so
we
are
working
on
raising
the
funding.
J
J
B
Any
question
I'm
glad
to
see
the
GED
program.
I
know
I
participated
in
that
meeting,
and
that
was
you
know
one
of
the
educational
components
that
came
up
and
that
was
a
good
meeting.
I
hope
you
continue
to
do
things
like
that.
Absolutely
love
the
community,
especially
after
the
renovations,
are
done.
Yes,
Howard.
H
In
conjunction
with
the
grant,
the
city
went
out
to
bid
and
the
low
bidder
happens
to
be
a
Punta
Gorda
firm.
Who
is
worth
with
us
a
lot
construction.
So
they
are,
they
have,
they
will
be
awarded
the
bid
to
do
all
of
the
work
or
the
grant,
and
they
want
to
get
started
right
away,
because
we
want
to
do
that
over
the
summer
and.
J
Since
the
year-round
schools,
the
students
return
on
the
12th
of
July,
we've
got
a
small
window,
but
we'll
make
it
we'll
make
it
happen
and
the
if
we're
not
quite
finished,
we
can
use
the
2007
edition.
When
the
year-round
schools
go
back,
we
won't
need
the
whole
building
at
that
point.
So
it'll
work
any.
J
K
B
Okay,
now
it's
time
if
your
name
is
in
the
running
for
a
border
committee-
and
you
would
like
to
introduce
yourself-
please
make
your
way
to
this
podium
over
here.
Anybody
else
to
have
their
name
for
a
border
committee
and
would
like
to
introduce
themselves
okay,
seeing
none.
We
will
move
into
our
public
hearing
agenda,
the
first
of
which
is
va0
to
deaf
one.
Seven,
yes,.
L
This
is
the
first
reading
of
the
audience.
Are
we
by
title
only
in
audience
of
the
city
of

providing

and

M
Good
morning,
Lisa
Hannon
interim
zoning
official
for
the
record,
this
was
topic
had
been
discussed
in
September
and
November
at
the
2016
Planning
Commission's.
We
have
attached
the
ordinance
based
on
the
input
from
those
meetings.
Basically,
everything
is
the
same
except
to
allow
the
rocks
and
the
side
yards
between
the
front
and
rear
architectural
features
of
the
house.
The
ordinance
was
reviewed
by
the
Planning
Commission
at
the
24th
meeting.
M
Planning
Commission
recommended
approval
with
an
amendment
to
parent
a
parent
to
eliminating
the
need
for
plans
to
be
submitted
by
landscape
professional
and
requesting
that
the
permit
be
a
no
charge.
Permit.
Staff
actually
recommends
approval,
as
originally
drafted
originally
drafted.
The
requirement
for
the
design
professional
to
submit
permit
plans
will
ensure
proper
drainage
and
as
Matt
and
all
other
requirements
are
met
prior
to
installation.
B
E
M
K
N
O
The
record
Mitchell
Austin
urban
design.
Yes,
we
frequently
do
see
conflicts
between
neighbors
relative
to
drainage
issues.
The
perception
of
drainage
issues
and
staff
feels
that
it
would
be
a
wise
protection
to
have
somebody
other
than
city
staff
and
the
property
owner
certified
that
this
won't
cause
any
issues
and.
B
I
think
too,
with
the
new.
If
this
does
go
through
when
we
do
allow
the
rocks
in
the
side
yard,
you
know,
people
will
probably
push
the
limits
because
you've
seen
it.
You
know,
even
though
it's
not
allowed
it's
out
there
and
people's
yards,
so
I
guess
just
another
look
over
and
make
sure
that
it's
right
and
I
like
the
way
that
the
Planning
Commission
they
went
through
the
details
of
how
thick
and
you
know
the
thickness
of
the
rock
and
stuff
like
that.
So
I'm.
D
M
K
B
P
M
M
M
Well,
the
downspouts
are
supposed
to
be
directed
to
the
drainage
easement,
which
is
three
feet
between
each
property
line,
and
it
should
help
maintain
drainage.
If
it's
a
you,
if
you
only
have
grass
and
the
grass
is
dying
because
of
it,
it
should
help
with
the
percolation
and
let
it
drain
properly.
We've
asked
the
city
engineer
and
he
had
no
issues
with
it
when
it
is
between
the
two
houses.
So.
P
M
O
I
made
Mitchell
awesome
urban
design.
The
drainage
is
designed
to
go
essentially
from
the
center
point
towards
so
from
the
front
of
the
house
more
or
less
and
most
configurations,
the
drainage
runs
towards
the
Swale
in
the
front
and
then
from
there
to
storm
drains,
which
then
discharge
into
the
canals
essentially
from
the
house
through
the
back
yard
towards
the
canal.
The
drainage
is
designed
to
flow
a
you
want
it
to
personalize
into
the
soil
B.
You
want
it
to
flow
towards
the
canal.
P
B
P
B
B
K
Sounds
like
it
I
respect
the
conversation
and
the
recommendation
of
the
Planning
Commission,
because
I
think
that
you
know
don't
want
to
see
us
add
red
tape
to
things
unnecessarily.
But
if
there
are
issues
with
drange
that
are
going
to
come
up,
I
think
it's.
It
sounds
like
it's
good
to
have
professional
yeah.
D
E
K
B
B
L
M
Morning
again,
Lisa
Hanna,
an
interim
zoning
official.
This
topic
was
discussed
in
October
of
2016
at
City,
Council
and
November
2016
at
Planning
Commission.
This
is
just
to
get
a
little
more
clarification
versus
commercial
and
residential
and
to
allow
for
the
nautical
style,
flagpoles
and
staff
and
Planning
Commission
recommend
approval
of
the
proposed
ordinance.
D
Peggy
Lisa
with
regard
to
the
the
National
Flag
Code.
Are
we
following
all
the
rules
that
are
part
of
that,
because
it
was
brought
to
my
attention
that
in
a
couple
of
cases
we
have,
we
have
situations
where
we
are
possibly
flying
flags
of
two
different
nations
on
a
flagpole
and
by
law,
they're,
not
supposed
to
do
that
when
flags
of
two
or
more
nations
are
displayed-
and
this
comes
from
the
flag
code
with
flags
of
two
or
more
nations
are
displayed
there
to
be
flown
from
separate
staffs
of
the
same
height.
D
L
This
may
be
splitting
hairs,
but
I
had
the
opportunity
to
investigate
the
legal
effects
of
the
sign
the
flag
code.
It
is
not
a
statutes,
not
it's
a
it's
a
it's
a
guide
for
what
their
description
so
I'm,
not
saying
that
anything
that
we
discussed.
It
is
violative
of
that.
But
even
if
it
was
it's
not
against
the
law,.
E
L
E
L
There
was
a
question
as
to
whether
or
not
the
flag,
the
representation
of
the
flag
violated
the
law
relating
to
Flags
American
flag.
Before
that
time,
I
had
never
had
done
had
an
occasion
to
do
a
research
with
respect
to
it.
So
y'all
wanted
to
know
what
was
what
was
the
flag
code
and
and
ultimately,
as
I
said,
what
I
discovered
was
that
it
is
not
a
statute
that
is
enforceable
wearing
off.
It's
enforceable.
It's
just
considered
to
be
a
protocol.
B
Any
other
questions
before
we
open
the
public
hearing.
It
was
a
good
discussion.
Okay,
this
is
the
a
0
3-1
7.
If
you'd
like
to
speak
on
this,
please
make
your
way
to
the
podium.
You
have
three
minutes:
VA
0,
3,
1
7.
Anybody
like
to
speak
on
it,
make
your
way
state
your
name.
You
have
three
minutes
I.
N
Cj
Metcalfe
and
I
work
a
lot
with
veterans
and
take
very
seriously
our
flag
to
heart.
I
am
a
patriot.
N
Is
there
any
way
in
this
that
we
could
make
reference
to
the
city
follows
the
United
States
congressional
flag
code
that
in
itself
would
eliminate
you
having
to
be
specific
and
things
like
that.
True,
there
is
no
entity
that
enforces
the
flag
code,
but
it
does
allow
the
residents
to
object
how
far
they
would
get
with
that
I
don't
know,
but
with
the
veteran
memorial
wall
here
in
Punta,
Gorda
I
think
Punta
Gorda
is
is
under
the
eye
too
to
be
properly
patriotic
and
there's
at
this
point.
N
What
you're
saying
is:
there's
nothing
to
stop
people
from
having
the
flying
the
American
flag
and
putting
whatever
they
want.
Underneath
of
it.
You
guys
have
to
realize
and
remember
that
so
many
lives
have
been
lost
for
that
flag
and
we
need
to
respect
and
support
what
it
stands
for
which
it
is
too
technically.
They
prefer
that
it's
life
by
itself,
unless
they're
you,
you
can
have
state
flags
government
flag,
is
flying
underneath
of
it,
but
for
to
allow
people
and
promote
them
to
hang
whatever
they
want.
