Description
Description
A
B
Heavenly
Father,
as
we
approach
the
beginning
of
our
hurricane
season,
we
who
are
a
fishing
and
boating
community,
invoke
the
special
care
and
love
for
those
may
be
involved
with
dangerous
weather,
as
we
remember
the
words
of
our
Navy
hem
turtle,
father
strong
to
save,
whose
arm
does
bound
the
restless
wave
who
bits
that
mighty
ocean
deep
its
own
appointed
limits.
Keep
o
hear
us
when
we
pray
to
thee
for
those
who
peril
on
the
sea,
amen.
C
Is
my
honor,
as
the
council
Master
Gardener,
here
proclamation
city
of
clinic
or
to
Florida,
where,
as
gardeners,
have
a
passion
for
nurturing
the
beauty
and
these
sources
of
the
earth
through
the
planting
of
seeds,
the
care
of
all
plants
and
the
riches
of
their
efforts?
And
whereas
gardeners
seek
to
add
Beauty
splendor
fragrance
in
nutrition
to
our
lives
through
the
growing
of
herbs,
vegetables,
foliage
and
flowers,
and
whereas
gardening
furnishes
a
challenging
and
productive
activity
for
our
citizens?
C
Now,
therefore,
the
City
Council
of
the
city
of
Punta,
Gorda
Florida,
does
hereby
proclaim
June
3rd
through
929
2018
as
national
garden
week,
and
encourages
residents
to
acknowledge
the
importance
of
gardening
and
the
numerous
contributions
of
gardeners
and
garden
clubs
past
and
duly
adopted.
In
regular
session,
this
sixth
day
of
June
2018
city
of
Punta,
Gorda
Florida,
signed
Rachael
Kiesling
mayor
and
accepting
is
Carol
Houston.
D
C
E
A
Thank
you.
It's
my
honor
and
pleasure
to
be
serving
as
your
voting
member
at
the
Southwest
Florida
league,
but
I'm
also,
president
of
that
group,
as
well,
and
this
last
year
and
the
year
before,
traveled
to
Tallahassee
and
Washington
DC,
on
behalf
of
not
only
the
city
of
Punta
Gorda,
mostly
but
the
region
of
Southwest
Florida,
and
it's
been
very
rewarding
and
I.
You
know
I.
A
It's
the
50th
anniversary
of
home
rule
being
put
into
the
Constitution,
so
they're
gonna
make
a
really
big
deal
and
it's
gonna
be
a
friendly
competition
with
the
other
regions
of
the
of
the
state.
So
we're
gonna
have
to
up
our
game
a
little
bit
so
to
say
so,
you'll
be
hearing
from
me.
If
you're
gonna
be
attending
the
conference
on
those
activities
that
will
be
happening
there,
so
thank
you.
A
F
A
Okay,
I
would
like
to
call
the
CRA
meeting
to
order.
Let
the
record
reflect
that
all
CRA
members
and
officials
are
present.
The
first
item
of
business
we
have
under
the
Community
Redevelopment
Agency
is
citizens
comments
on
CRA
agenda
items
only
which
would
be
the
approval
of
the
minutes
for
the
meeting
of
May,
2nd
the
project
status
report,
the
renewal
of
the
lease
listing
agent,
the
herald,
Court
Center
signage
and
award
to
bond
S
for
the
Lashley
Park
parking
project.
If
anybody
would
like
to
speak
on
those
items,
now
would
be
the
time.
A
H
A
A
I
A
H
E
H
H
H
H
A
H
H
J
And
their
and
their
plan
of
their
business
business
plan,
they
have
projected
in
several
years
out
there
we're
going
to
buy
a
location
and
start
manufacturing
and
and
expressing
chocolates
around
the
country,
and
they
decided
to
take
foot
landing
instead
of
buying
a
location
which
is
good
for
us
and
how
about
coffee
shops
here.
So
that's,
even
you
get
better.
H
A
H
A
K
H
90%
plans
around
July
5th
and
we'll
have
an
updated
picture
that
shows
the
parking
that
we've
approved
so
the
next
time
we'll
have
an
updated
picture
that
shows
the
different
parking
options
that
we've
already
approved
playground
we
did
plant
five
oak
trees
sign
will
be
end
of
June.
Unfortunately,
we
have
two
depressions
that
has
been
formed,
so
the
contractor
as
well
is
aware
of
it
no
solution
yet
not
yet,
but
they
have
to
that's
under
warranty.
So
we
don't
know
why
what
they
have
to
fix
it.
H
Restrooms
are
on
today's
council
agenda
for
approval,
so
we
can
get
started
right
away
and
that's
the
large
restroom
half
in
the
playground
and
then
half
outside
and
the
Lamar
LOM.
Our
letter
of
map
revision,
that's
for
the
restrooms
by
the
pavilions
and
the
phase.
One
work
that
we
did
and
90%
plans
by
the
middle
of
the
month.
H
L
L
These
were
the
proposed
signage
that
was
agreed
upon
during
the
council
meeting
and
there
they
the
herald
court
center
would
be
on
top
of
the
corners
there.
We
would
have
a
projecting
sign
on
some
other
areas.
I'll
show
you
in
a
minute
and
then
the
free
public
parking.
Originally
it
just
states
public
parking.
Now
we
would
remove
them
so
that
they
would
match
the
rate.
The
lettering
for
the
herald,
Court
Center
at
the
top.
L
If
you
look
closely,
you
can
see
the
signage
again
in
the
tower
there.
There
is
the
herald,
Court
sign,
herald
Court,
Center,
sign
it
very
it's
hard
to
see
when
you're
driving
up
to
it.
You
really
have
to
look
it's
a
little
subtle
and
then
on
the
second,
the
photo
on
the
right.
If
you
look
closely
at
the
tower
there's
a
projecting
sign
with
the
letter
P
and
that
is
easily
seen
it
does
stand
out
again
on
this-
would
be
in
the
herald
court
area.
L
There's
the
free
public
parking
sign
on
the
right
with
the
tower
and
then
the
projecting
sign
on
the
left
hand,
signs
sticking
out
again.
People
would
be
able
to
see
it.
That
will
be
double
sided,
so
it
can
be
seen
from
both
ways.
Since
it
is
a
two-way
street
on
the
other
roads,
it
will
only
be
showing
one
way.
So
we
don't
have
anybody
accidentally
making
the
wrong
turn.
As
was
discussed
in
the
meeting
as
well
good
point.
The
proposed
signage
estimates
came
in
for
the
form
letter
plastics
for
Herald
Court
Center.
L
Maybe
it's
time
for
new
glasses
form
plastic
letters
for
the
free
public
parking
to
match.
That
would
be
fifteen
hundred.
We
only
need
one
of
those
above
the
entrance
to
the
garage
there,
one
double-sided
which
would
be
on
the
herald,
Court
Road
there,
the
street
sign
and
then
the
single
sided
projecting
signs.
We
would
need
two
of
them,
one
on
u.s.,
41
north
and
then
one
on
Olympia
and
for
a
total
of
7800.
L
M
Okay,
with
regard
to
the
the
signage
that
says,
Harold,
quartz
Center,
is
there
any
way
that
we
could
incorporate
the
new
logo,
because
I
think
it
would
be
important
for
us
to
continue
the
the
branding
and,
if
you
know,
and
use
this
consistently
throughout
all
of
the
city
properties
in
some
way
shape
or
form.
We.
M
Thinking
like
where
it
says,
Harold
quartz
Center,
on
the
picture
on
the
right
there.
Maybe
the
words
could
be
down
on
this
section
right
below
that
with
the
logo
in
the
in
the
the
moon
shaped
arch,
I,
think
it
would.
It
would
show
that
it's
a
city
owned
facility
and
that-
and
you
know
again-
continuity
of
the
branding
and
and
continuing
to
spread
the
word
about
who
we
are
and
what
we,
what
we
own-
and
you
know
what
we
offer
in
terms
of
visitors
I,
just
think
it
would
look.
Nice.
K
K
A
A
N
A
A
H
No
presentation
on
this
one,
the
reason
it's
on
the
CRA
agenda
is
because
it's
CRA
property.
Currently,
that's
the
only
reason
the
actual
appropriation
of
the
funding
will
be
on
the
council
agenda.
So
we
need
you
to
approve
the
the
award
of
the
agreement
so
that
you're
allowing
the
additional
parking
to
be
ca,
property.
A
N
A
We
have
a
motion
second
to
approve
the
award
all
in
favor
aye
opposed
carried
unanimously.
Next,
we
have
citizens
comments
on
CRA
on
the
Community
Redevelopment
Agency.
Anybody
like
to
speak
on
the
CRA.
Please
take
this
podium
to
my
right.
Citizens.
Comments
on
CRA,
seeing
nobody
rising,
will
move
into
commissioner
comments,
we'll
start
with
Gary.
Thank.
C
Just
a
comment:
I
know
that
we've
all
had
meetings
with
our
Economic
Development
Director,
very
important
in
productive
means
and
with
Commissioner
Doherty
and
with
Rob
humble,
given
those
meetings
and
having
thought
about
it.
Since
council
is
actually
approved,
going
forward
with
updating
the
citizens.
Master
plan,
I'd
really
like
to
propose
that
we
table
any
kind
of
a
committee
at
hoc
committee
and
include
in
an
environmental
scan
which
would
be
a
normal
part
of
a
citizen's
master
plan,
update
all
the
various
things
that
are
going
on
in
Charlotte
County.
C
That
could
affect
Punta
Gorda
because
that's
really
important
to
us
in
that
consideration.
And
if
at
the,
if,
after
that,
we
determined
that
there
needs
to
be
committees
about
something.
Then
we'll
have
a
lot
more
information
to
base
that
on
and
could
be
more
inclusive
about
all
kinds
of
things
that
we
need
to
write
to.
A
K
C
And
I
think
that's
just
a
normal
part
of
a
scan
if
you're
going
to
do
a
master
plan
as
I
recall,
I
think
there
there
are
information
similar
in
the
existing
citizeness
master
plan.
At
least
it
should
be.
I
can't
see
how
you
would
do
I'm
asked
to
play
an
update
with
that.
Knowing
what's
going
on
around
you.
H
A
3Rd,
ok,
yes,
let's
review
the
meaning
dates.
Really
quick,
I'm
glad
you
brought
that
up,
because
I
meant
to
do
it
at
the
beginning
of
the
meeting.
June
20th.
So
the
month
of
June
is
regular
schedule
we'll
meet
again
in
two
weeks
from
today.
July
is
different.
We
meet
on
Tuesday
July
3rd
and
then
we
meet
on
Wednesday
July
11th
and
then
we
take
our
summer
break
and
then
we
come
back
in
August
for
one
meeting
on
August,
22nd
and
we'll
make
sure
the
city
clerk
gets
us
up
on
the
website.
A
As
far
as
the
dates
go,
is
it
on
the
on
the
calendar
it's
on
the
calendar,
but
we'll
get
it
on
a
separate
page
too.
So
then
Wednesday,
the
only
meeting
in
August
is
Wednesday,
August
22nd
and
then
in
September
we
resume
the
regular
1st
and
3rd
Wednesdays
at
9:00
a.m.
so.
Those
are
the
meeting
dates
for
the
summer.
Thank
you
for
reminding
me.
Ok,
so
be
here:
Tuesday
July,
3rd,
ok,.
M
Just
to
echo
what
Nancy
said,
I
think
I
think
taking
a
proactive
approach
to
doing
the
citizens
master
plan,
update
and
incorporating
all
of
what
we've
already
talked
about
and
I.
Think
if
we,
if
we
look
at
the
project
across
the
harbor
as
something
that
we
can
benefit
from
and
and
treat
it
as
if
it's
it's
not
a
stepchild,
it's
something
that
we
can.
We
can
actually
benefit
from,
and
the
city
will
possibly
be
able
to
have
some
successes
as
a
result
of
that
project
coming
in
I.
M
G
We
may
be
denying
ourselves
an
opportunity
to
react
quicker
to
understand
how
the
city
can
benefit
to
be
able
to
draw
on
our
resources,
our
staff
resources,
perhaps
to
better,
explain
and
identify
what
might
have
to
be
done
to
take
advantage
of
those
possible
benefits.
So
my
current
concern
again
is
that
I
would
be.
It
would
bother
me
that
we're
going
to
delay
the
opportunity
to
react
quicker
to
understand
how
we
can
benefit
and
what
we
might
have
to
do
to
to
take
advantage
of
those
opportunities.
So
that's
that's
my
concern
with
going
this
direction.
G
M
E
Of
the
rules
of
that
committee,
unfortunate
is
what's
said
in
that
committee
is
supposed
to
stay
in
that
committee.
There's
not
supposed
to
be
leave
that
room
whatsoever.
It's
really
an
informational
purpose.
It's
not
a
committee
that
has
the
authority
or
the
content
to
actually
solve
a
problem,
but
rather
to
share
information
among
the
various
groups,
so
that
would
be
problematic.
Okay
and.
A
I
think
at
this
point
the
lines
of
communication
are
open
and,
and
they
are
understanding
our
desire
to
know
things
that
you
know
the
properly
and
we
need
to
work
on
our
and
as
well
as
opening
opening
those
lines
of
communication.
So
I
thought
the
meetings
were
excellent
in
an
excellent
way
and
we
can
all
do
that.
We
can
all
have
one-on-ones
any
time
any
time
we
wish
and
really
the
Sunseeker
website.
A
A
So
if
you
go
on
their
website
and
you
really
dig
into
the
information
that
they're
putting
out
there
there's
a
lot
there,
I
was
surprised,
I
didn't
realize
they're
all
gonna
be
fully
furnished.
I
did
not
know
that
because
people
are
just
saying
the
price
tag
number
throwing
the
numbers
out
there.
Well,
these
are
fully
furnished
units.
A
M
Many
other
projects
that
are
going
on
in
the
county
I
mean
we're
looking
at
the
possibility
of
Tucker's
grade
getting
developed,
there's
projects
that
may
be
done
at
the
airport
area.
So
there
is,
there
are
a
lot
of
things
that
can
all
be
pulled
together
and
and
allow
us
to
be
proactive,
hungry,
so
I
think
I
think
Nancy's
right
once
we
get
the
citizens
master
plan
charettes
and
everything
going.
I
think
it'll
give
us
a
much
better
feel
for
what
we're
looking
at
going
forward
and.
C
E
It
just
rests
upon
us
relative
to
to
make
sure
that
we
don't
miss
opportunities,
then,
with
this
doesn't
get
pushed
out
from
additional
discussions
and
so
forth.
I
think
we
have
to
keep
in
mind
that
this
needs
to
be
going
forward
if
there's
something
that
just
becomes
a
roadblock
that
is
intentially
going
to
necessarily
slow
it
down.
Then
I
think
we
need
to
revisit
to
revisit
this
issue
at
that
point
in
time.
K
I
A
A
O
C
L
Morning
for
the
record,
Joan
LeBeau
urban
design
manager-
and
this
is
the
second
reading,
as
the
attorney
has
has
iterated.
These
and
I-
have
been
sworn
I'd
like
to
enter
our
staff
report
into
record
in
its
entirety,
and
these
are
the
out
the
remaining
parcels
of
the
loop
and
with
that
I
am
available
for
any
questions.
C
A
A
A
Have
a
motion
and
a
second
to
approve
CP
0
1
1
8,
all
in
favor,
aye
opposed
carried
unanimously,
and
that
is
settled.
So
there's
still
one
little
one
little
piece
out
there
we
have,
we
have
to
get
eventually.
Hopefully
we
can
do
that.
Good
luck
on
that.
Okay!
Next
we
have
two
second
readings
and
two
resolutions:
CA
0
1,
1,
8,
z,
a
0
4,
1,
8
and
2
resolutions.
A
O
The

area
attached
hereto
from
its
current

zoning

How
a

provide
an

D
O
Next
is
za
0
4
18,
which
is
the
second
reading
of
an
ordinance
which
I'll
read
by
title:
only
dorrance
the
City
Council

Now
would
be
citizens
comments
on
the
entire
consent
agenda.
If
anybody
would
like
to
speak
on
the
consent
agenda
now
would
be
the
time
so
that
would
include
the
donation,
review
committee,
bylaws
amendment
approval
of
minutes
of
the
regular
meeting,
the
resolution
for
the
housing
authority,
employees
to
be
part
of
the
city's
Insurance
Program,
the
monthly
litigation
report
and
legal
invoice
and
a
resolution,
the
approval
of
the
demolition
and
the
back
taxes
and
lien
for
four
one,
two
Allen
Street
and
a
resolution
for
a
utility
easement
at
Jones
Loop
area.
A
If
anybody
would
like
to
speak
on
any
one
of
those
items,
now
would
be
the
time
okay.
Seeing
none
I
will
take
a
motion
to
approve
the
consent
agenda
without
d3.
So
we
have
a
motion.
Do
we
have
a
second
okay
John
a
second?
We
have
a
motion,
a
second
to
approve
the
consent
agenda
without
d3
all
in
favor
aye
opposed
carried
unanimously.
So
now
we
will
hear
d3
on
its
own.
We're.
H
Asking
that
council
first
to
at
least
approve
the
demolition
and
the
payment
of
the
back
taxes
and
lien.
So
we
can
clean
up
that
property,
get
the
neighborhood
back
in
shape
and
then,
after
that,
we
can
discuss
options
for
the
property
itself.
But
I'd
like
to
at
least
first
get
the
approval
for
the
demolition
and
the
payment
of
back
taxes
and
lien
write-offs
done.
And
then
we
can
talk
about
how
to
go
from
there.
I'll.
C
F
C
Would
I
know
that
I
looked
on
online,
they
tried
to
find
what
property
values
could
be.
It's
not
going
to
raise
any
significant,
some
money,
I,
affordable
housing,
isn't
such
dramatic
need.
I
would
be
in
favor
of
us,
donating
it
to
Habitat
for
Humanity,
allowing
them
to
put
that
into
their
program.
It
would
put
that
back
on
the
tax
rolls
and
it
would
help
a
family
and
it's
a
wonderful
program.
I
would.
I
A
M
H
H
M
E
It
is
possible
if
he
were
to
consider
the
selling
that
we
could
sell
it
for
the
cost
of
that
they
will
demolition.
It
I
know
that
I
just
know
from
my
own
experience
back
at
right
after
Charley
when
I
had
to
finish
the
demolition
of
my
property
because
of
the
house
that
was
destroyed,
that
was
$15,000
I,
don't
know
what
it's
a
smaller
piece
of
property
might
be
less,
but
it
was
still
not
a
small
sum
of
money,
and
so
we
might
consider
that.
E
P
P
Is
I've
got
someone
in
my
office
who
dabbled
in
mortgages
for
real
estate,
and
she
could
possibly
look
up
online
and
find
some
comps
on
sold
properties
in
the
area
to
kind
of
get
a
general
idea,
but
normally
we
would
either
we
have
the
three
choices
we
can
try
to
sell
it
on
our
own
through
the
bid
process
or
through
auctioning
or
hire
a
real
estate
company
to
do
it
to
sell
the
property
and
pay
them
the
Commission
fee.
Now
the
Commission
fee
would
be
rather
low
on
this
piece
of
property.
P
A
A
A
P
Extended
if,
if
it's
not
getting
close
to
our
reserve
price,
we
can
always
extend
it,
it's
varies
flexible
and
then
you
know
the
one
good
thing
about
the
system
we
use.
It
is
a
call
to
popcorn
auction.
So
if
the
deadline
comes
for
the
date
for
that
time,
as
long
as
a
bid
is
in
like
within
a
minute,
it
opens
up
for
a
little
bit
longer
until
there's
no
activity
for
a
full
minute
or
two.
A
N
E
To
a
non-profit
such
as
Habitat,
would
they
be
the
ones
responsible
for
the
demolition
is
part
of
it
I
at
the
way
it
sits
now,
I
realize
it's
not
but
I'm,
just
trying
to
to
minimize
the
exposure
to
the
city
as
we'll
be
talking
about
later.
I
have
concerns
about
our
substandard
reserve,
and
this
is
another
piece
without
bringing
a
value,
necessarily
direct
value
back
to
the
city
right
away.
So
it's
a
nickel,
but
it's
still
a
nickel
does
I
thinks
worth
discussing.
We.
A
H
A
M
E
Councilman
Cummings
pointed
out,
it
would
come
back
on
the
tax
roll
and
at
some
point
in
time
we
would
recoup,
through
through
taxes,
our
portion
of
that
it
might
be
eight
years
ten
years.
I'm
sorry
widget
with
Nancy
say
she
owes
me,
but
we
would
still
be.
There
would
still
be
that
ROI
from
that
perspective,
just
over
extended
period
of
time,
but
as
long
as
that
money.
As
long
as
we're
aware
of
how
we're
getting
our
value
back
I
just
think,
we
need
to
be
clear
on
that.
A
P
A
E
A
A
C
A
Yes,
so
we'll
take
that
burnt,
store,
aisles
underground
utility
assessment
area,
public
hearing
we'll
take
that
as
its
own
okay.
So
now,
if
you
now
we're
just
asking
for
comments
not
on
that,
but
the
rest
of
the
agenda,
so
if
you'd
like
to
speak
on
any
of
the
regular
agenda
items,
that
would
be
the
time
you
can
take
either
podium
and
state
your
name,
and
you
have
three
minutes.
