I
know

long
it

before
all
the
paperwork
is
in
and
they
assemble
and
remember

This
is
where

Harbor
walk
goes
first,
so

we

make

connection

that
will

The
district
was
extended
until
December
2013
County,
with
the
proviso
that
any
tax
revenue
we
receive
can
only
be
used
towards
that
service.
So,
depending
on
how
the
debt
service
payments
are
made,
we

we
may
retire
the
CRA
earlier
and
you'll
see
why
the
taxable
value
went
up.

city

which
is
that's
a
good
thing
coming

not-so-good

is

higher
the
increase
means
the

general

there
are
three
divisions
in
the
CRA.
The
first
division
deals
entirely
with
that
service
and
that's
where
all
the
tax
money
comes.
Two-Thirds
of

tax
money
to
support
the
CRA
comes
from
Charlotte
County,
one-third
from
Punta
Gorda.
So
you
can
see
why
Charlotte
County
wants
the
CRA
to
end,
because
all
that
money
comes
back
into
their
general
fund
same
with
the
plan
of
Gordon
tax
increment
money
that
will
come
into
the
general
fund.

when
you
look
at
our
five-year
pro
forma,
that
too
is
looking
sound.
The
revenues,
especially
now
that
we're
getting
close
to
being
a
hundred
percent
leased
out,
are
paying
for
the
expenses,
which
is
a
good
thing
and
we're
building
up
a
reserve,
because
at
some
point
in
time
there
may
be
another
major
expense.
We're
gonna
need
to
take
care
of
the
parking
garage.
We
don't
know.
We
just
didn't
want
a
few
years
ago,
a
$500,000
one,
two
for
some
leaks,
so
hopefully
you'll
be
sound
for
a
while.

fountain
maintenance,
that's
the
interactive
fountain.
We

some
maintenance
around
the
marina
and
the
park.
We
always
set
aside
some
money
for

record

so

land
leases,

reserve

Council

city

Punta,
Gorda
Florida,
relating
to
the
dredging
project,
providing
authority
and
definitions
remaining.
The
initial
assessment
resolution
approving
amendments
to
the
final
assessment
role,
providing
for
the
imposition
of
assessments
to
fund
the
Buckley's
past
dredging
project,
providing
for
collection
of
the
assessments
pursuant
to
the
uniform
of
assessment
collection
act.
Providing
for
the
effect
of
this
resolution
providing
severability
and
effective
date.

we
came
down
to
is
we
found
that
there
were
two
developments
where
we
were
able.
We
received
clear
and
convincing
evidence
in
order
to
reapportioned
their
assessments,
because
the
assessments
for
some
of
those
residents
increased
over
the
maximum.
They
were
already
noticed
for
public
hearing.
We
are
required
to
have
this
public
hearing
on
those
higher
assessments.

So
those
all
the
water,
gardens,
condominiums
and
Admirals
point
are
the
two
developments.
We
didn't
notice
all
property
owners
in
those,
even
their
assessments
were
proposed
to
go
down
just
so
they
know.
What's
going
on
for
water
gardens,
that's
a
small
development.
They
only
have
three
docks.
Initially,
they
were.
The
three
docks
were
split.
Equally
me
equally
among
the
eighteen
unit
owners.
When
we
met
with
the
Association,
we
were
provided
deeds
for
two
of
those
docks
where
they
were
specifically
deeded
to
a
residential
unit.

third
dock
is
a
common
dock,
and
so
the
apportionment
is
the
two
units
with
the
water
access
units
received
a
full
water
access
unit
for
each
and
then
all
eighteen
of
them
actually
share
the
common
element
because
they
are
still
all
owners.
So
there
were
two
owners
that
went
up
slightly
above
the
one
water
access
unit
for
at
most
point
condominium.
Their
situation
was,
they
actually
have
one
more
water
access
unit
than
residential
units,
so
they
had
11
water
access
units
divided
among
ten
property
owners.

they
brought
in
their
condo
docks,
which
specifically
stated
that
they
each
received
one,
and
then
one
unit
received
that
additional
one.
And
so
we
received
the
assignments
for
that
unit,
and
so
they
were,
ten
of
them
decreased
to
one
water
access
unit
and
the
one
was
raised
to
two
when,
at
the
time
we
published
the
ad
and
we're
required
to
give
twenty
days
notice,
we
thought
there
would
be
a
change
to
the
wine
terrace
based
on
the
language
and
their
bylaws.

was
possible,
however.

we
sat
down
with
the
Association
president,
they
were
unable
to
provide
evidence
of
who
actually
were
assigned
the
docks.
They
only
had
assignments
for
half
of
them,
so
the
one
gentleman
who
was
claiming
he
didn't
have
use
of
a
dock
because
someone
was
assigned
to
there
were
also
six
others
who
could
have
claimed
they
weren't
assigned
a
dock
because
there
was
no
documentation
so
because
we
didn't
feel
we
had
the
complete
picture.

village
and
clipper
Cove
at
Bell
Harbor
in
the
same
boat,
was
the
same
developer.
They
actually
have
some
units
in
one
one
of
the
developments
who
has
water
access
in
the
other.
So
we
looked
at
both
of
those
went
through
their
condo
docks.
They
have.
Each
phase
has
a
condo
declaration.
We
went
through
all
of
those.
The
condo
docks
do
talk
about
a
limited
common
element.
Nowhere
in
laughter
they
mention
boat
slips
or
the
dock,
being
the
limited
common
element.
The
Association
currently
license
the
water
access
units.

copy
of
their
agreements
that
they've
signed
as
as
late
as
2018.
Their
agreements
drawn
up
say
that
they
own
the
water
access
units
and
they're
just
a
license
to
use.

reviewed
that
with
the
legal
counsel

agreed,
it
was
her
opinion
that
the
license
to
use
was
not
a
sufficient
to
apportion
the
water
access
units
differently.

pickleball

opinion,

was

right

the

the
gorgeous
remodeling

it

only
thing

disappointed.

created
the
pickleball
courts

Punta,
Gorda

because
we
didn't
have
any
and
lo

behold
the
weekend
it
opened
was
a
tournament
with
a
lot
of
rain
and
they
just
didn't
have
any
respect
for
the
city
and
packed
on
the
grass
and
it
became
a
muddy
mess

eventually

for

people

live
across

June
12th.
We
settled
on
a
home
in
KCK

it's

exciting.

sold
our
property
up
on
a
New
Jersey
coast
to
move
here
and
I
love,
Punta
Gorda.
So
far
and
I
would
like
to
say
one
of
the
reasons
I
did
move
to
Punta
Gorda
is
your
pickleball
at
Gilcrest.

past
two
winters
I
have
a
case
in
here
for
three
months
and
during
that
time
I
played
pickleball
two
years
ago
for
three
months,
we
stayed
for
four
months
played
here
at
Gilcrest.
I've
played
several
other
places
in
the
nation,
and
Gilcrest
is
just
beautiful.
You
understand,
there
are
some
problems
with
the
residents
and
all
it's
a
difficult
situation
for
sure.
I
hope
the
same
barriers
are
helping.

committee
that
did
the
decibel
hearing

upon
eight
courts

concern

difference

understand
that
in
my

pickleball
players
have

it
is
a
park,
so
we
should
enjoy
it
as
a

changed

purchased
different
panels
to
make
it

hours

The
people
that
we
play
with
at
lunchtime
also
work.
We
leave
our
jobs
and
go
play
for
an
hour
lunch
time.

in
the
evening
so
cutting
the
hours
from
Gilcrest
wouldn't
work
for
us
now.
Maybe
you
would
love
and
do
the
new
time,
but
if
you
stop
at
three
or
four
whatever,
we
would
not
be
able
to
do
that
in
the
evening.

but
I
looked
at
the
data
I'm
asking
the
council
to
review
the
data.
The
presentation
that
the
pic

that
you
guys
have
and
brawn
up
review
their
data
the
sound
study,
the
sound
laws
did
work,
but
I
was
amazed
at
the
level
of
the
decibels
that
it
was
even
before
the
sound
wall
and
obviously
the
song
would
that
affect
it.
But
I
was
really
struggling
with
trying
to
figure
out
I
know
the
neighbors.
Don't
like
the
crowds,
they
don't
like
a
gathering
of
people.
They
don't
like
people
having
fun.

The
noise
maybe
support
that,
so
the
data
also
supports
restoring
it
back
to
eight
courts,
as
opposed
to
the
four
courts.
I
believe
we
all
have
mentioned
here,
that
you'll
be
needing
those
eight
courts
is
a
season
when
people
come
back
so
because
the
sound
study
shows
that
there's
hardly
a
difference,
not
even
one
DB
between
the
eight
and
the
four
they
get
considered
bringing
back
date.

I'm
really
surprising
to
struggle
with
why
the
four
courts
were
removed
without
their
data
being
there
initially
in
the
labor
and
removing
those
I
think
they
should
be
restored,
as
opposed
to
if
you
got
to
the
courts
recently.
If
you
can
see
what
the
courts
are,
were
you
guys
did
remove
those
four
courts,
whoever
did
the
work
left,
all
the
debris
and
the
loose
grindings
and
all
the
cement
stuff
laying
on
the
courts.
