When
we
initially
let
the
engineering
contract,
we
requested
that
the
firm
provide
utility
emmos
in
regard
to
technical
memos
in
regard
to
the
state
of
the
water
and
wastewater
systems
going
to
the
park
site.

The
utility
memo
looked
at
two
different
scenarios.
It
looked
at
installing
a
tank
and
pump
and
installing
a
new
water
line
out
to
the
site
of
the
two
scenarios.
A
new
water
line
was
actually
less
expensive
to
build.
It
provides
the
accommodation
for
the
piece
or
Wildlife
Center
and
any
future
park
improvements.

The
total
cost
of
that
project
is
approximately
four
hundred
and
sixty
one
thousand
dollars,
and
that
is
for
design
and
construction.
The
city
looking
at
this
bill
asked
utilities.
Well,
was
there
any
reasonable
way
that
utilities
could
pay
for
this
project
as
a
as
a
capacity
improvement
in
the
utility
system,
and
they
said
no,
because
there
is
limited
development
potential
down
that
way.
There
would
never
be
a
need
for
that
level
of
water
service
on
that
corridor.

So
city
staff
looked
at
it
and
said:
okay.
Well,
if
a
developer,
a
private
developer
were
coming
to
us
with
this
project,
we
would
we
would
request
that
they
pay
for
that.
So
we
definitely
took
that
to
the
picture
of
a
Wildlife
Center
and
proposed
that
they
pay
for
the
actual
pipe
installation
included
in
that
four
hundred.
Sixty
one
thousand
dollar
cost
as
restoration
of
the
actual
Road
way,
so
they
had.
That
was
the
discussion
that
city
staff
had
with
the
Peace
River
Wildlife
Center,
as
as
the
private
entity.

On
the
wastewater
side,
we
had
much
better
news:
the
the
actual
service
line,
the
fourth
main
from
the
park
back
up
to
the
the
rest
of
the
waste
water
collection
system,
is
sufficient
to
handle
the
proposed
improvements
in
park
area
as
well
as
Peace
River,
Wildlife
Center.
However,
the
design
of
the
park,
the
redesign
of
the
park
to
accommodate
the
peace
or
of
a
Wildlife
Center,
the
actual
lift
station,
needs
to
be
relocated
and
relocation
of
the
existing
lift
station
is
impractical
due
to
its
age.
So
it
would
be
a
new
facility.

We
have
to
date
about
two
hundred
forty
thousand
dollars
worth
of
engineering
services
into
the
park.
That's
the
initial
design
of
164
change
order,
one
for
sixty
thousand,
and
that
was
for
seawall
and
boardwalk
and
pier
work
that
needs
to
be
deficiencies
that
were
found
in
the
initial
inspection
that
need
to
be
addressed,
and
then
the
request
for
the
letter
of
map
revision.

The
actual
sewer
line
running
from
the
park
to
North
Marion
Court
is
sufficient
for
the
current
or
future
needs
of
the
park.
So
it

not
going
to
be
replaced.

lines
running
from
the
the
proposed
restroom
and
peace
or
Wildlife
Center
within
the
park
to
that

comments

I

couple
conversation
with
the
folks
from
the
Peace
River
Wildlife
Center
about
this
a
few
weeks
ago,
and
the
bottom
line
is
there's
no
money
in
that
part
of
money
at

end
of
the
rainbow
to
do
this
on
their
part
and
the
city
owns
the
park,
the
city
owns
the
land,
they
are
a
tenant
of
ours.

cannot,
in
any
good
conscience,
say
that
it
would
be
their
responsibility
to
pay
for
half
of
the
cost
of
this
I
think
the
city's
responsibility
is
to
provide
a
safe
environment
for
all
the
citizens
that
live
here.
It
is
a
city
park
and
we
need
to
put
a
fire
hydrant
in
there.
I
mean
that's
the
reality,
and
if
we
don't
have
a
fire
hydrant,
we
don't
have
the
water
line,
it
doesn't
matter.
The
park
can
burn
down
and
nobody's
going
to
care,
but
I
don't
want
to
see
that
happen.

this
is
critical
for
everybody's
safety
and
security.
If
we
had
a
boat
fire
down
there,
the
fire
trucks
would
have
to
put
a
submersible
hose
in
the
harbor
and
then
trash
their
equipment
with
all
the
salt
water
to
put
the
fire
out.
That's
just
not
reasonable
I
think
we
have
to
do
this
and
it
has
to
be
the
city's
burden.
I
would
never
ever
ask
them
to
do
this.

point

not-too

different
future
there's
going

to
be
a
major
repair
or
replace
of
that
lift
station
correct.

the
only
other
comment
that
I
want
to
make
relative
to
the
Peace
River
Wildlife
Center
is.
It
is
a
wonderful
amenity
that
we
fought
very
hard
to
keep
within
the
park
due
to
circumstances
that
were
the
city's
fault
as
far
as
leasing
land
to
them
that
the
city
may
not
have
had
the
right
to
do
and
they've
been
there
for
quite
some
time
under
those
circumstances.

So
we
have
a
certain
moral
obligation
to
the
Peace
River
Wildlife
Center,
but
with
that
said,
there's
also
an
ROI
that
the
city
and
the
businesses
with
input
to
go
to
realize
from
the
Peace
River
Wildlife
Center,
because
it's
a
great
attractive
engine.
Anybody
that
goes
to
the
Peace
River
Wildlife
Center
is
driving
past
commercial
areas
of
in
our
city,
developed
or
non
developed,
fisherman's,
village
being
one
in
particular
or
they're,
going
to
go
through
downtown
and
even
if
they
come
up
through
Henry
Street
they're
still
going
through
the
commercial
aspects.

there
are
people
that
come
from
out
of
town
to
go
to
the
Peace,
River
Wildlife
Center,
and
then
they
come
and
then
are
going
to
spend
some
money
here
at
the
same
time.
So
we
should
should
also
keep
in
mind.

think
that
they
are
a
financial
asset
as
well
as
a
cultural
asset
to
our
community.
So
that's
just
the
comment
that
I
wanted
to
also
throw
out

concurrent

everything
that
I've
heard
from
from
my
fellow
council
members
regarding
our
commitment
to
the
Peace
River,
Wildlife,
Center
and.

Anybody
out
there
in

wildlife
center
group
agree
with
me

not
agree

me

I
think
that
they
would
be
willing
to
push
their
project
back
a
little
bit
if
they
had
to
so
that
we
could
accommodate
this,
but
I
do
think
it's
the
city's
responsibility
and
as
Gary
alluded
to
it,
is
a
major
tourist
attraction
for
that
for
our
area.
In
addition
to
being
an
economic
engine,
part
of
our
community
I
mean
there's,
there's
three
kind
of
major
things
in
the
city.

the
visual
arts
center
I
mean
there's
a
lot
of
things
that
bring
people
here,
but
the
Wildlife
Center
brings
in
thousands
of
people
every
year.
So
I
think
it's
critical
that
we
help
support
them,
since
we
did
push
so
hard
to
make
sure
they
stayed
here
and
and
I
value
their
there
their
service
to
the
community.

I
think
it's
our
responsibility,
I
can't
say
it
or
no
jaw

beginning
of
2020
to
plan
for
2021,
but
for
now
this
is
what's
proposed
for
next
year
the
key
performance
indicators-
some
of
them,
are
missing
within
the
plan
right
now,

will
all

filled

next
time.

we
have
in
this
city

I've
mentioned

Before
as
prior
to
2008,
we
had
1.7
staff
to
every
1,000
population.

are

means
that
we're
understaffed
anyway,
we've
never
recovered
that
staff.
This
is
something
else
we
haven't
recovered.
So
when
the
economic
downturn
comes,
we
don't
have
the
luxury
of
being
able
to
cut
staff
as
easily
because
we're
already
running
lead.
Now.
That
is
a
complement
to
the
way
the
city's
been
run.
We
have
been
running
lean
and
very
effective
and
what-have-you,
but
with
that
said,
it
comes
times.
For
example,
if
that
we
have
to
rewrite
code,
we
really
need
a
consultant
because
we
have.

the
question
is,
do
we
have
the
competency
within
the
city
to
rewrite
code?
The
answer
would
be
yes,
but
do
we
have
the
capability
because
of
available
manpower
with
everything
else
that's
going
on.
From
my
perspective,
the
answer
is
no
and
that's
why

have
to
hire
consultants
as
frequently
as
we
do
is
because
of
a
lack
of
of
extra
ability
timewise
within
the
city.
It's
not
a

not
a
reflection
on

competency
of
staff.
It's
a
reflection
of
a
person
can
only
do
so
much
in
so
many
hours

city's

committees

vacancies
utility
advisory
board.
We
have
a
four-year
term
as
a
Resident
Commissioner
on

Pentagon
Housing
Authority.
We

seat
and
then
an
unexpired
term
as
an
alternate
on
the
Historic
Preservation.
Advisory
Board
well
also
spoke
into
our
fire
chief
and
he
has
assisted
me
with
identifying
a
couple
of
folks
to
do
the
invocation.
We
have
the
fire
department,
chaplain
and
the
police
department
chaplain,
and
they
are
going
to
alternate.

legislation

great

Each
of
us
has
meetings
that

even
though
we

be

assisted
living

engineering
person
his
architect,
his
landscape
designer,
and
we're

have
several
of
this
local
citizens

volunteered

him
on
Tuesday
morning
and
more
to
come

that,

he's

co-chaired
journey

future
and
planned

developed
a
very
successfully
together.

would
offer
that
if

any
support
that
team

give

Melissa

city
staff
and
any
of
those
elements,

proven
team
and
we're
happy
to
be
there

the
chart
was
a
bit
illuminating
to
me
in
that
there
was
a
time
when
I
was
involved
in
looking
at
impact
fees
in
various
communities
and
for
the
possibility
of
development
projects,
and
if
I
looked
at
that
chart,
I
would
say
what
and
I
was
a
thousand
miles
away,
which
sometimes
is
the
case.
I
would
probably
say
to
myself:
well
what's
wrong
with
Punta
Gorda.
Why
are
they
so?
Why
are
they
the
cheapest?
Do
they
have
a
problem?

they
have
a
problem
economically
or
do
they
are
they
inexpensive
because,
usually
not
because
they're
wealthy?
It's
usually
because
there's
some
they're
just
not
attracting
it
they're,
not
in
the
market,
so
it's
just

point
