You
mayor
I'd,
like
to
read
the
opening
lines
of
the
Declaration
of
Independence,
would
cite
God
as
the
author
of
our
quest
for
freedom.
We
hold
these
truths
to
be
self-evident
that
all
men
were
created
equal
that
we
are
endowed
by
our
creator
with
certain
unalienable
rights
that,
among
these
are
life
liberty
and
the
pursuit
of
happiness.
Let's
pray
father!
We
thank
you
for
over
two
hundred
and
forty-three
years
of
freedom
as
a
nation.
J
We
respectfully
request
this
day
for
your
assistance
to
continue
to
be
that
one
nation
under
God
to
recognize
the
gift
as
a
nation
and
your
care
and
your
concern
for
us
I.
Remember
a
quote
from
the
founding
father,
Benjamin
Franklin
I
have
lived
sir
a
long
time.
The
longer
I
live,
the
more
convincing
proofs
I
see
that
God
governs
in
the
affairs
of
men.
If
a
sparrow
cannot
fall
to
the
ground
without
his
notice,
it
is
possible
that
an
empire
cannot
rise
without
his
aid.
J
We
ask
you
the
God
of
creation,
for
your
presence
to
oversee
and
to
guide
these
elected
city
officials.
May
they
see
your
hand
governing
the
fares
of
this
day?
May
each
presentation
and
each
issue
be
immersed
in
your
peace
as
they
address
a
and
every
important
item
before
them.
We
thank
you
for
being
one
nation
under
God,
the
freedom
that
we
enjoy.
G
F
L
First
of
all,
chief
Pam
Davis
was
gonna,
go
to
police
department
and
I
just
want
to
thank
City,
Council
and
Howard.
You
always
recognize
our
cities
for
their
service,
our
employees
to
their
service
to
the
city
and
I,
appreciate
that,
but
I
want
to
say
a
couple
things
about
Joe.
If
you
don't
mind,
Joe
came
to
us
from
the
Charlotte
County
Sheriff's
Office
after
25
years
of
experience
and
and
retired
with
them,
and
you
hit
the
ground
running
when
you
got
here,
went
to
patrol
became
a
field,
training
officer,
and
then
he
found
his
niche.
L
He
became
a
school
resource
officer
with
Sally
Jones
elementary
school
and
discovered
a
way
to
connect
to
those
kids
by
teaching
the
DARE
program
and
there's
not
like
it
used
to
be
it's
not
just
about
resisting
drugs
and
saying
no
anymore.
He
teaches
anti-bullying
leadership,
communication
skills
and
like
basic
life
skills,
and
if
you've
ever
been
to
a
dare
graduation.
These
kids
love
it
and
they
always
say
I,
love
officer
Joe.
L
So
they
tell
me
that
every
time
at
the
graduation,
the
other
good
thing
about
it
is
when
they're
in
fifth
grade
so
they're
going
to
middle
school
the
next
year.
So
they
take
this
positive
interaction
they
have
with
with
Joe
Angelini
and
carried
on
as
a
good
relationship
with
the
police.
You've
also
recognized
by
the
state
as
a
mentor
to
other
dare
instructors
so
he's
teaching
other
people
how
to
teach
there,
but
Joe's
won
a
lot
of
awards
in
his
career.
L
What
I
like
most
about
him
is
the
fact
that
he
volunteers
in
both
the
city
and
the
county,
but
one
notable
thing
that
he
does
is
every
year
organizes
a
Christmas
luncheon
for
all
the
foster
kids
and
their
foster
families
in
the
entire
county,
and
this
luncheon
is
huge.
It's
a
big
holiday
fee
and
you
make
sure
every
single
kid
gets
a
gift
from
Santa
Claus
each
year,
so
Joe
outstanding.
Thank
you
for
what
you
do
for
our
department
and
we
do
for
our
city.
M
And
I
nearly
got
it
to
the
sheriff's
office
and
had
a
great
career.
The
sheriff's
are
not
that,
but
as
I
got
to
that
that
point
at
46
years
old
here.
M
M
C
M
When
I
came
here
push
when
they
started
as
a
school
resource
officer,
he
said:
Joe
I
need
to
get
it
going
unless
you
get
it
off
the
ground.
It's
okay
but
I
make
sure
I
get
off
the
ground.
I
want
to
get
back
to
the
street
because
I
worked
the
street
my
whole
career
and
but
I
got
in
there
him
four
years,
five
years
later,
I'm
still
there,
but
it's
a
great
job.
M
Being
a
role
model
and
help
them
talk
about
making
good
choices,
and
things
like
that
I
again,
I
could
sit
here
all
day
and
talk
about
that
and
I
know
you
guys
gotta
move
on
with
the
next,
but
I
do
appreciate
it.
Thank
you
so
much
for
embracing
me
and
being
being
part
of
this
community,
because
it's
an
awesome,
community
and
I
will
reach
out.
If
anything
I
got
to
do
for
you
or
your
families,
don't
ever
hesitate
to
contact
me.
The
children
can
change
we're
always
here
for
you.
Thank
you.
Now.
K
We
have
another
ten
year
service
award
for
another
individual
came
from
us
from
Cleveland
and
little
tidbit.
Oh
I
went
to
undergraduate
college
in
Cleveland
back
in
the
70s
and
we
used
to
go.
There's
only
one
big
place.
We
could
go
to
a
campus
at
the
time.
It
was
called
the
brick
cottage
and
we
get
beer
three
two
beer
at
that
time
and
burgers,
and
it
was
run
by
Captain,
norm,
Nora's
family
and
that's
who's.
Getting
his
10
year
service
award
here
today.
L
Howard
mentioned
norm
came
from
Cleveland.
He
spent
ten
years
up
there
and
came
to
us,
and
just
excelled
immediately
did
patrol
but
then
was
was
put
in
our
Criminal
Investigation
section
and
became
a
decorated
detective
solved
a
lot
of
cases
at
a
lot
of
awards.
He
was
promoted
to
lieutenant
in
2016
and
then,
when
I
got
here
in
January
2018,
he
was
the
interim
captain
overseeing
our
operations.
L
Division
and
I
took
some
time
trying
to
guy
who
ate
things
and
seeing
who
I
wanted
to
have
as
the
top
leaders
in
the
department
and
it
became
very
apparent,
he
was
the
perfect
fit.
He
cares
about
the
city,
he
cares
about
all
of
you
all
our
residents
and
he
cares
about
all
of
our
employees
at
the
department.
So
he
was
an
easy
choice
to
be
the
captain.
He
was
promoted
in
July
of
2018
and
has
not
looked
back
and
he
hasn't.
L
N
The
years
are
eligible
for
retirement,
it's
started
my
career
21
years
ago
and
didn't
just
one
by
quick.
So
you
know
five
years:
I
get
the
option
to
continue
or
sit
with
all
your
fine
folks.
G
P
K
Q
Michels
supervisor,
John
manager
and
I'm
happy
to
participate
in
today's
recognition
of
Mitchell's
15
years.
Many
of
you
may
not
know,
but
Mitchell
started
on
August
16
2004
the
day
the
Monday
after
Hurricane
Charley
had
many
people
would
not
have
shown
up
to
that
day.
Knowing
the
city
Mitchell
came
in
and
at
that
point
from
there
on,
he
just
hit
the
ground
running.
He
had
Ground
Zero
delivered
water
to
the
community.
Throughout
his
first
few
months
of
employee
I'm
told
he
and
David
Hillston
hit
all
side
streets
and
really
went
through
the
town.
Q
The
go-to
man
for
our
questions
and
answers.
He
assists
our
staff
with
our
report,
verbage
and
and
and
general
over
all
his
historical
knowledge
of
is
amazing.
He
has
a
photographic
mind
and,
through
the
years
his
talent
efforts
have
helped
build
this
city
from
the
ground
up
stood
on
many,
if
not
all,
of
the
development
projects
since
for
and
can
share
in
the
city.

E
This
is
the
first
reading
of
an
ordinance
that
I'll
read
by
title.
Only
the
norms
of
the
city
of
Punta,
Gorda
Florida
men
go
to
code,
chapter
23
traffic
articles,
the
areas
section;
23-17,
a
limiting
street
parking,
long
portion,
Goldstein
Street
to
the
west
side
of
the
street,
providing
for
conflict
and
severability
and
providing
effective
day.

Kevin

227,
Goldstein
Street,
and
it's
true
that
everybody
who
lives
on
ghosties
trade
comes
from
that
side.
We
shall
move
north
to
the
south
if
this
is
east
to
the
west.
That's
sure
and
everybody
goes
back
to
work
that
way
and
the
simple
solution
to
the
streets.
We
already
have
no
part
in
this
side
astray.
On
the
west
side,
they
just
have
to
move
to
the
east
side.
U
G
P
G
G
E
V
E
Thank
you.
This
is
an
appeal
of
the
Burton
store
hours,
canal
advisory
committees,
denial
of
a
petition
for
special
permit
under
the
provisions
of
section
6,
6
J,
Punta
Gorda
Code
to
install
a
boat,
lift
with
three
boat,
lift
pilings
and
a
portion
of
2
foot
wide
aluminum
walkway
outside
the
45
degree
angle,
which
is
prohibited
by
section
6
6
C
4.
When
I
go
to
code
at
lot,
100
block
273,
section,
15,
Punta,
Gorda
Isles,
also
known
as
6
7,
0,
Macedonia
drive,
Punta
Gorda,
Florida,
the
owner
and
petitioner
is
Jeffrey.
E
A
Finkelstein
Kalli
parcel
ib
is
for
one
two:
three:
three:
zero:
two:
zero:
three:
zero
zero
one.
I
might
make
a
couple
of
introductory
remarks
on
this
matter.
Well,
it's
noted
that
this
is
and
it's
called
an
appeal.
It's
not
an
appeal
in
a
typical
sense,
where
you're
going
to
consider
whether
or
not
the
canal
advisory
board
made
the
right
decision.
E
Instead,
under
our
code
appeal
hearings
before
the
City
Council
shall
be
considered
as
de
novo
hearings,
meaning
it's
it's
your
consideration,
your
consideration
of
this
matter
from
the
start
as
if
it
before
the
advisory
board.
That
means
that
your
decision
is
going
to
be
based
upon
the
competent
and
substantial
evidence
that's
presented
at
the
hearing
today,
and
the
must
make
a
determination
based
on
that
evidence
that
the
project
would
conform
to
the
six
criteria
of
6-6.
E
J-Just.
Read
those
to
you
and
at
the
conclusion
of
the
public
hearing.
When
you
make
your
determinations
we'll
put
this
back
up
there,
a
is
what
it
would
that
the
the
special
permit
would
be
in
harmony
with
the
general
tent
and
purposes
of
section.
Six.
Six
see
that
the
special
permit
would
be
would
not
be
injurious
to
the
waterway
involved
that
the
special
permit
would
not
impede
safe
navigation,
that
the
special
permit
would
not
allow
a
structure
or
use
aesthetically
or
functionally
incompatible
with
the
existing
structures
or
uses
on
surrounding
lands.
E
That
special
permit
would
not
permit
any
structure
or
activity
that
would
interfere
with,
will
be
detrimental
to
the
quiet
and
peaceful
use
and
enjoyment
of
any
nearby
land
and
would
not
otherwise
be
detrimental
to
public
health,
safety,
health,
welfare
and
safety.
So
it
would
be
the
applicants
burden
to
present
to
you
sufficient
evidence
to
demonstrate
that
that
crate,
those
six
criteria
have
been
Jack.
G
E
And
that's
the
purpose
of
the
special
program.
This
is
not
event.
This
is
not
a
variance.
This
is.
This
is
a
relief
that's
provided
for
in
our
statute
in
our
custom,
in
our
code
that
allows
a
deviation
from
limitation,
provided
that
the
six
criteria
are
met,
it's
similar,
in
effect
to
a
variance,
but
it's
legally
and
technically
different
than
a
variance.
It's
a
special
comment
opportunity
to
get
a
variance
criteria
to
get
a
variance
is
more
stringent
than
what
would
be
authorized
and
permissible
as
a
special
point.
E
W
W
W
Specifically,
the
reason
for
the
the
variance
is
the
three
pilings
here
here
and
here,
and
a
portion
of
the
boatlift
is
outside
the
45
degree
angle
in
Canal.
Construction
structures
are
to
be,
or
are
only
allowed
without
a
special
permit
to
be
built
within
the
45-degree
angle.
So
this
does
extend
outside
of
that.
In
addition,
there's
an
aluminum
wok
board
on
the
left
side
of
the
drawing
that
would
extend
beyond
the
45
specific
to
this
application.
That's
that's
what
the
property
owner
is
requesting.
W
W
Historically,
that's
that's
topic.
That's
typically
discussed
at
our
meetings
when
special,
we
are
a
boating
community
and
we
do
want
we'll
have
access
to,
but
we
also
want
to
make
sure
that
it's
done
a
safe
manner
which
to
do
so
and
so
again
the
staff
recommendation
at
the
board
meeting
was
to
was
to
approve
the
special
permit.
W
E
O
G
W
This
particular
property
had
a
lift
in
place
since
1987
that
subject
to
that
requirement
to
install
the
whole
lift
at
this
particular
property
and-
and
essentially
this
property
owner,
could
legally
more
about
in
the
exact
location
where
this
lift
is
located
or
where
the
proposed
lift
would
be
located
and
still
be
within
city
code,
because
they
can
more
about
outside
the
forty
five.
They
could
go
up
to
these.
These
birthday.
W
He
said
that
he
would
actually
prefer
to
have
his
boats
stored
out
of
the
water
and
be
in
compliance
with
the
most
current
regulations
in
terms
of
having
a
boat
on
the
lift.
However,
he
recognizes
that
he
had
to
get
the
special
again
I,
don't
know
the
exact
size
of
the
boat
I
thought
of
one
of
the
meetings.
That
course
in
that
question
was
ask.
E
And
it
vertically
referred
to
this
as
a
variance,
and
it's
not
variance
it's
a
special
permit
and
and
the
Maynard
main
distinction
queen
of
variants
and
a
special
permit
is
that,
in
order
to
obtain
a
variance,
it's
it's
mandatory
that
need
for
the
variance
was
not
self
created
by
the
applicant.
In
other
words,
as
you
said,
people
to
have
a
size
boat
to
research,
whether
or
not
that
boat
would
be
acceptable.
Only
the
codes
for
that
particular
property.
G
Then
a
clarification,
so
what
you're
saying
here
is
there's
we
have
two
things
at
under
consideration.
We
have
the
45
is
one
thing,
but
then
there
is
the
birthing
line,
which
would
be
you
design
something
mr.
Parr
designed
something
designed
it
so
that
then
the
vessel
doesn't
go
without
outside
those
lines
because
that's
to
protect
the.
W
D
W
O
O
W
H
X
X
G
X
So
I
think
part
of
what
the
issue
was
was
the
this
property
to
the
right?
The
homeowners
were
we're
in
here
and
expressed
some
concern
until
I
had
talked
to
him
about
what
the
actual
design
was
and
how
they're
not
competing
for
space
and
then
they're.
They
seem
to
be
okay
with
it.
After
that,
I
feel
like
the
board
kind
of
felt
like.
Maybe
they
weren't
happy
with
it
to
the
right.
Since
then,
they
have
put
their
house
up
for
sale,
anyways.
C
X
Just
try
to
keep
everything
flowing
in
the
same
direction.
It's
long
in
a
boating
community
as
long
as
everything
everybody
has
their
own
space
I
feel
like
it
goes
injunction
and,
like
I
said,
we've
done
a
bunch
of
them
in
PGI,
but
you
have
90
miles
of
sea
wall
compared
to
15.
So
there's
going
to
be
a
lot
more
opportunity
and
corners.
X
Well,
yeah
it
by
far
it
turns
into
a
good
design,
because
that,
like
I
said
we've,
we've
done
them
the
other
way
and
you
can
fit
it
inside
the
45,
but
kind
of
the
way
the
special
permanent
came
around
when
my
uncle
was
the
generation
before
me
putting
in
dachshund
lifts.
He
came
up
with
this
idea
of
basically
you're
allowed
to
more
a
boat
there.
So
all
we're
asking
to
do
is
be
able
to
lift
it
out
of
water.
O
E
W
W
X
X
The
other
thing
that
we
did
get
a
special
exception,
which
it's
jumping
through
more
hoops
and
waiting
more
time,
but
it's
there
once
you
build
it.
It's
there.
You
can
pull
in
and
out
no
problem.
It's
in
to
me.
That's
that
should
be
the
harmony
of
all
corners
and
all
ends,
and
a
part
of
that
has
to
be
on
the
contractor
to
say
we
can
do
it
this
way.
X
Application
to
get
in
from
the
board
has
become
more
and
more
to
where
you
have
to
get
your
own
engineer
drawings,
which,
basically
now
it's
$800
to
get
in
front
of
the
docking
Canal
for
me,
I.
Take
it
very
serious
and
trying
to
explain,
though,
we've
this
already
kind
of
is
a
precedence
that
has
been
set.
X
G
C
G
X
It's
basically,
you
find
the
birthing
area
by
taking
a
45
degree
out
of
both
corners
and
that
bisecting
angle,
splits
the
difference
of
for
lack
of
a
better
term,
their
water,
my
water.
So
if,
if
I
was
to
design
the
property
to
the
right,
you
would
do
a
special
exception,
the
same
way
using
the
same
birthing
line.
That
way,
no
one
is
competing
for
space
and
can't
be
stuck
by
lot
120,
but
I,
don't
know
how
to
I
don't
know
when
that
was
installed.
Obviously
they
would
have
to
do
reconstruction.
That's
how
to
do
it.
G
S
S
D
D
X
I
I
feel
like
going
back
through
the
minutes.
It
kind
of
reports
that
as
well,
that
we
had
worked
through
sorry
mic
bar
from
part
marina,
have
been
sworn
but
yeah
I
feel
like
that.
That's
what
I
was
trying
to
bring
up
is
that
maybe
I
didn't
walk
through
slow
enough
that
everybody
was
on
the
same
page,
but
by
the
time
they.
X
H
G
E
So
please,
when
you
make
your
determination,
make
it
based
on
the
evidence
and
testimony
presented
today,
and
that
leads
me
into
what
the
appropriate
form
of
your
motion
ought
to
be.
You
should
start
off
by
saying,
based
on
the
evidence
and
testimony
presented
at
the
public
hearing
today,
you
would
go
through
the
six
criteria
and
determine
whether
or
not
based
on
that
criteria.
The
applicant
is
entitled
to
a
special
permit.
O
O
And
we're
getting
to
the
point
where
there's
a
lot
of
vacant:
lots
that
are
square
anymore,
so
the
lots
that
are
being
built
on
are
these
kind
of
blots,
yes
and
they're,
able
to
purchase
them
a
little
bit
less
expensively.
That's
it
just
because
you
want
waterfront
property.
You
can't
assume
that
you
have
the
rights
to
using
the
waterway
and,
depending
upon
the
type
of
property
that
you
purchase.
We
have
to
take
that
into
consideration.
H
G
O
Wish
that
I
had
had
a
little
bit
more
time,
I
would
have
personally
gone
over
to
see
this
property
personally,
so
it
makes
it
I've
done
this
a
lot
when
I
was
on
Planning,
Commission
and
bza
I
would
go
to
the
property
and
get
a
physical
at
the
actual
site
because
it
really
does
help
you
understand
what
specifically
is
going
on
with
this
request,
but
I
think
this
makes
sense.
Well.
B
E
G
E
Than
it
is
today,
he
brought
up
the
question
about
the
neighbor
to
the
the
right,
and
the
question
would
would
have
come
up
during
a
request
for
something
well.
How
is
that
going
to
be
in
by
the
neighbor
house
the
neighbor
to
the
right
going
to
impact
you
typical
response
would
be
well,
it's
a
vacant
lot
and
the
neighbor
had
they'd
only
had
the
opportunity
to
show
up
and
the
object
and
didn't,
and
so
that's
how?
Theoretically
a
they
dock
require
the
boat
come
in
in
front
of
the
neighbors
property
would
have
gotten
approved.
G
Those
were
the
last
Lots
yeah
yep,
okay,
are
we
okay
doing
it
and
even
need
a
break?
Okay,
so
will
there's
no
or
we
have
no
ordinances
or
resolutions
today?
So
we
will
move
on
with
the
consent
agenda
and
the
first
thing
that
we'll
do
is
take
citizens
comments
on
any
consent
agenda
items.
Those
are
minutes
request
from
the
Punta
Gorda
start
mural
society
to
create
a
mural
at
the
new
clinic
or
the
library,
and
it's
awesome
legal
department,
bills
and
PG
PB
grant
requests
any
citizens
comments.
G
There's
been
a
motion
and
a
second
to
approve
the
consent
agenda.
Would
all
those
in
favor,
please
signify
by
saying
aye
aye
opposed
motion
carries
unanimously?
Okay,
we
will
move
into
the
budget
discussion
and
we
have
four
items.
Actually
we
wanted
the
regular
agenda,
so
we
want
to
take
citizens
comments
on
any
regular
agenda
items,
so
you
have
four
budget
items
and
which
would
include.
G
Y
Z
Z
We
notice
that
page
79
of
the
draft
report
of
the
city
master
plan
questions
the
planned
use
of
portions
of
gophers
Park
for
parking,
although
it
appears
as
though
the
number
of
parking
spaces
going
up,
we
see
it
simply
as
a
replacement
for
the
80
informal
parking
spaces
that
currently
are
regularly
used
in
the
grassy
area
in
front
of
the
boat
club.
That
will
become
the
harbour
wall.
Z
We
appreciate
the
fact
that
our
city
planners
recognize
that
need
and
have
planned
for
it
if
there
is
an
option
in
the
contract
to
use
permeable
paving
in
the
new
Lots.
That
was
seemed
a
reasonable
compromise,
given
that
the
current
spaces
bring
being
replaced
operable
glass.
As
for
the
timing
between
the
harbour
walk
and
the
parking
parts
of
the
project,
we
understand
that
the
harbour
walk
is
planned
to
be
done.
First
we'd
like
to
point
out
that
this
would
result
in
the
parking
scarcity
that
would
negatively
impact
the
neighbourhood.
Z
AA
Good
morning,
Patti
Allen
general
manager,
fisherman's
village
morning
good
morning,
I
would
respectfully
like
to
comment
on
agenda
item
6b
for
the
harbor
walk
area
to
a
and
B
and
I
just
downloaded
the
citizens
met
are
the
we
don't
call
it.
The
citizens
master
plan,
the
master
plan
all
hundred
ninety
seven
pages.
This
document
represents
your
foresight
and
initiative
to
bring
a
company
here
specializing
in
the
future
for
that
I.
Thank
you.
AA
AA
Today,
I'm
kindly
requesting
that
you
delay
the
approval
of
the
bid
for
Phase
two
temporarily
by
delaying
the
vote
today,
it
will
give
all
citizens
the
opportunity
to
absorb
the
master
plan
and
we'll
give
you
councilmembers
time
to
explore
potential
other
options
that
will
not
only
potentially
save
the
city
millions
of
dollars,
but
would
enhance
the
beauty
of
the
park
for
many
to
enjoy.
Thank
you
for
your
consideration.
Y
Good
morning
and
Heinen
into
the
procurement
manager,
for
the
record
first
item
is
award
of
the
renewal
to
public
risk
management,
a
Florida
Health
Trust
to
Fort
Myers
for
the
city's
group,
health,
dental
light
vision
and
an
Employee
Assistance
Program
Department
requested
procurement
to
issue
a
request
for
proposal
for
insurance
plans
and
pricing,
because
at
that
time
they
anticipated
a
large
increase
in
our
premiums.
For
the
next
procurement
released,
the
solicitation
we
received
two
responses.
Y
Came
for
City
Council's
recommendation
to
move
forward
with
the
renewal
the
award
to
our
current
provider.
The
anticipated
increase
in
premiums
for
the
next
fiscal
year
will
be
approximately
6,000
the
historical
renewal
history
from
the
last
million
years,
that
is
in
line
with
the
average
historical
increase
of
you
have
any
questions
regarding
ramp
staff
is
here
too.
K
Have
12%
in
the
budget
that
has
been
proposed
at
the
first
budget
public
hearing
in
September
that
will
be
September
4th.
We
are
going
to
give
you
two
options
you
have.
One
option
would
be
to
keep
the
savings
in
the
budget
and
put
it
in
reserves,
and
the
second
option
will
be
to
reduce
the
millage
rate
ever-so-slightly
be
able
to
decide
that
on
certain.
G
H
G
Y
Y
Y
Y
Y
Y
F
D
F
H
D
F
C
G
I
F
F
T
T
G
G
O
H
Well,
I
think
the
aesthetically
that
it
would
and
I
think
that
it
probably
fits
in
well
with
the
decor
that
we
want
to
keep
with
the
park
as
a
whole.
However,
what
I
would
like
to
ask
it
to
bring
up
at
this
time
is
I
assume
most
if
not
all
of
us
have
been
approached
by
the
potential
of
a
an
alternate
way
of
looking
at
this
at
the
two
phases.
However,
I
do
not
feel
that
we
want
to
procrastinate
any
more
than
we
would
need
to
on
the
harbor
water
portion
of
the
face.
H
H
So
if
we
were
to
want
to
consider
some
of
these
other,
this
other
alternate
development
that
its
development.
At
this
time,
we
could
procrastinate
for
another
two
meetings.
If
we
need
to
to
allow
time
for
that
to
develop,
to
see
if
it
would
be
worth
not,
the
city
is
wild
because
the
individual,
what
the
process
is
talking
about
investment
like
a
circle
amount
of
money
that
we
don't
have.
H
The
idea
of
eliminating
that
part
of
is
is
not
big
cast
in
concrete
or,
in
this
case,
asphalt
idea.
That
was
just
part
of
it.
What
they're
asking
for
is
additional
time
to
further
develop
the
concept
that
they
would
like
to
propose
to
us.
It
is
not
cast,
and
so
they
may
be
willing
and
interested
in
leaving
that
Street
open
I
happen
to
think.
Personally.
It
is
a
good
idea
to
close
it,
because
that
edge
actually
forces
that
to
be
a
calming
after
a
big
traffic
calming
issue.
H
For
that
whole
whole
venue
around
the
park
with
people
that
are
consciously
not
always
at
the
crosswalks
going
in
and
out
of
the
park.
That's
number
one
and
number
two
is:
is
that
it's
speaking
with
the
fire
department,
it
would
not
create
a
imposition
of
significance
to
to
those
condos.
That
would
be
also
be
impacted
by
making
rieta
s
panade.
In
my
mind,
a
non
through
street
takes
care
of
making
this
a
true
Parkway
type
of
street,
rather
than
a
thorough
through
Thruway,
which
happens
to
be
my
favorite
way
to
come
home.
H
H
G
T
I
mean
Ben
I,
don't
think
we're
ready
for
that.
I
think
we're
just
talking
about
one
more
time
like
I
actually
was
waiting
for
this
meeting,
because
earlier
this
summer,
I
met
with
Dover
coal
and
I
showed
them
our
current
plans
and
pretty
much
there
in
congruent
with
the
master
plan
before
them
do
2000
tonight
and
I
thought
that
it
just
just
it
would
just
be
and
be
responsible
for
us
to
at
least
allow
the
master
plan
to
be
share.
The
community
before
we
make
a
decision
among
something
is
really
pretty
much.
T
Just
invasive
is
looking
at
how
we're
gonna
do
this
parking
right
now?
I
think
that
I
think
the
city
deserves
to.
Let
us
have
you
know,
think
we
deserve
to
give
a
resinous
a
little
bit
more
time
to
mull
over
this
as
well.
I.
Think
just
you
know
right
this
moment,
you
don't
make
a
decision
in
this
I
think
that
delaying
this
a
little
while
I
think
that's
the
responsible
thing
to
do.
G
I
actually
looked
at
the
masterplan
read
through
it
very
clearly,
and
the
specific
reason
why
I
asked
Howard
about
can
me
in
the
future
consider
some
kind
of
pervious
paper,
some
kind
of
pervious
surface,
so
that
it
would
make
it
consistent
with
what
is
on
in
the
master
plan,
which
is
what
is
recommended
and
Howard
said.
Yes,
we
can
do
something
like
that
down
the
road,
because
we're
not
making
that
decision.
We've
got
some
time
to
adjust,
and
so
I
think
that
that
this
is
consistent
with
the
master
plan.
G
H
Okay,
that
was
just
an
idea.
It
was
just
it
was
thrown
out
there.
What
they're
asking
for
us
right
now
is
merely
a
procrastination
if
you
will
or
a
that's-
probably
not
the
best
word
but
works
for
me,
but
a
to
take
a
pause
at
this
juncture
to
allow
them
to
more
thoroughly
develop
what
they
would
like
to
propose
to
us
and
I
think
that
they've,
just
by
this
discussion,
understand
that,
probably
that
they
would
want
to
propose
it
to
us
without
closing.
H
Yes,
but
not
it's
a
it's.
A
potential
I
think
we
should
I
think
in
in
regards
to
what
Nancy
said,
I
think
we
should
at
least
give
a
little
bit
hint.
There
is
a
proposed,
a
public-private
proposal
to
allow
certain
developments
in
this
area
that
have
been
distressed
on
our
wish
list,
but
we
don't
know
exactly
how
to
do
it
and
we
wouldn't
have
the
money
for
many
years,
probably
well
more
than
a
decade
or
two.
H
That
would
allow
us
to
improve
quality
of
life
and
potential
for
the
park
area
if
it's
a
demoness
and
acceptable
concept.
So
I'm
asking
at
this
time
that
we
just
consider
a
pause
and
if
we
we
could
even
set
that
date,
that
would
have
to
be
the
first
meeting
the
September,
perhaps
second
one
or
the
second
one,
whichever
date
that
is
before
we
accept
before
we
go
forward
with
accepting
the
bid
as
such.
H
If
the
proposal
that
comes
to
us
is
of
such
significance
that
it
would
make
prudent
sense,
then
to
have
to
split
the
bids.
I
don't
want
to
split
the
bids
that
we
don't
matter.
If
we're
this
isn't
going
to
go
something
to
be
something
as
acceptable.
We
want
to
go
through
Harborwalk,
ASAP
I
agree
with
this,
so
we're
just
asking
for
another.
H
Was
it
for
four
week
pause
before
we
accept
the
bid
and
that
I,
don't
think
would
be,
is
unreasonable
when
this
individual
is
talking
in
terms
of
investing
and
excess
and
the
millions
of
dollars
to
potentially
develop
this
property?
Is
this
area
in
a
way
that
would
be
very
amenable
possible
to
both
to
all
entities
so
I'm,
just
merely
asking.
T
Looking
I'm
part
of
with
why
I'm
asking
more
delay
is
because
again,
having
actually
set
now
a
double
call
about
this,
showing
them
looking
at
impacts
on
the
neighborhood
that
our
existing
plan
right
now.
Listen,
not
necessarily
in
the
best
interest
of
those
who
live
by
it
and
so
I
think
just
giving
us
a
little
more
time
to
discuss.
This
is
a
great
deal
in
the
community.
I
think
that's
only
responsible,
I,
don't
see
why
we
can't
wait
to
make
a
decision
I.
Think
that's
the
only
responsible
one.
G
T
T
Park,
which
is
merely
not
been
an
interest
of,
should
meet
my
personally
to
the
park
or
the
residents
and
I
think
that
just
having
a
chance
to
sit
down
because
it's
I
don't
see
why
we
just
wouldn't
want
to
make
sure
that
our
park
design
is
congruent
with
the
master
plan.
We're
spending
money
for
I,
don't
see
why
today
we
do
this
I,
don't
see
why
we
can't
let
the
city
by
our
residents
can't
be
an
introduced
master
plan.
T
Well,
they
can't
see
the
bigger
vision
is
and
why
we
can't
talk
about
incorporating
this
park
design
with
that
I,
don't
see
what
we're
afraid
of
actually
having
a
eventually
plan
be
useful
rather
than
it
just
read.
Just
the
Charette
process.
I
think
in
master
plans
purpose
is
to
have
us,
have
a
congruent,
aligned
measure
of
development
for
the
city,
not
just
just
some
study
where
we
asked
people
what
they
wanted
them.
We
don't
do
anything.
H
B
H
We
take
the
pause
for
two
weeks
to
allow
the
entity
and
his
public
crime
to
put
together
their
proposal.
That
would
result
in
an
investment
in
the
millions
of
dollars
to
develop
the
this
area
further
in
ways
that
we
had
kind
of
have
contemplated
in
the
future
to
come
back
to
us
to
give
us
a
proposal
to
see
if
it
makes
sense,
that
is
only
for
crap
pausing
procedures
for
the
Harborwalk
for
two
weeks.
If
that
proposal
is
exciting
enough,
then
we
can
make
our
decision.

The
total
lonesome
bid
to
complete
the
project
and
652
dollars
and
60
cents,
which
includes
a
20
thousand
dollars
and
estimated
city

permits
of
$25,000.
The
total
construction
time
to
complete
a

is
180.

G
Estimate
I
would
like
for
us
not
as
a
part
of
this
project,
but
a
subsequent
project
is
some
kind
of
shade
structure
at
the
Gazebo,
so
that
the
people
who
are
there
for
observances
or
whatever
it
might
be,
might
be
in
the
shade.
As
opposed
to
having
to
be
in
this.
You
know
sitting
in
the
Sun,
because
people
are
always
gravitating
over
to
be
under
the
trees,
and
it
would
really
since
we're
spending
all
this
money
to
make
it
nice
with
people
to
be,
and
you.
