and
security
with
staging
and
for
the
acts
they
are
requesting
to
close
the
harbour
walk
during

event

It's
the
Blackwater
Country
Jam
September
21st
through
the
23rd,
the
actual
event
date

September

It

same
site
plan,
their
tickets
range

admission

VIP.
They
do
meet
the
criteria
due
to
safety
concerns
with
the
staging
and
the
ticket
cost
and
staff
recommends
approval.

is

circus

at

marketplace.

reason
bringing
this

our
chapter
for

the
pen
award

code
for
amusements
has
some
pretty
strict
requirements

with
the
city
treasurer

each
ride,
they're
not
going
to
have
like

major
carnival
rides
a
large
ferris
wheel.

will

at
the

favorable

conflict
existed
only
if,

official

either

special
game
or
loss
as
a
result
of

matter

they
were
gonna,
be
voting
on
special

contrasted
with

general
benefit

the

elected
official
is
a
member
of
a
large
enough
class
that
there
are
so
many
people
that
would
either
benefit
or
or
lose
as
a
result
of
whatever
actions
City
Council
took.
That
was
not
a
special
benefit

gain

person.

So
we
requested
a
formal
opinion
from
the
Commission
on
ethics
and
there
had
been
able,
basically,
a
1%
rule
of
thumb
that
gain
or
benefit
was
going
to
be
achieved
by
a
class
that
was
so
large
that
the
voting
member
was
1%
or
less
of
that
class.
Then
it
wouldn't
be
considered
to
be
a
special
benefit,
resulting
in
a
in
a
voting
conflict.
I
That
was
a
special
enough
benefit
to
constitute
a
voting
conflict,
and
in
this
case,
because
the
member
of
the
council
had
was
less
than
1%
of
the
class,
the
Commission
on
ethics
determined
that
it
was
not
a
violation
of
the
Voting
conflict
requirements,
because
the
class
was
so
large
and
the
interest
was
so
small.
It
was
not
a
special
benefit
and
that
helps
us
in
other
areas.
When
the
City
Council
member
is
voting
for
an
assessment
in
an
area
that
they
owned
property
and
their
ownership
was
slight
compared
to
the
larger
class.

end
it

it
doesn't
have
anything
to
do
with
commercial
or
residential.
Just
how
big
is
that
class
and

what
is
the
holding
of
land
within
that

whether

it's

vote
of
anybody
that
lives
in
the
city.
The
vote
could
benefit

some
extent

be

loss,

opinion

upon

rule
and
we

a
great
rally.
They
brought
in
mayor's
from
very
large
cities
around
Florida
to
give
us

pep
talk
and
instead
of
being
on
defense,
we've
decided
to
be
on
offense
this
next
year.

we're
really
gonna
work
hard
talking
to
legislators
as
soon
as
the
new
ones
come
in.
We're
really
gonna
be
on
offense
this
year
and
we
did
lose
a
couple
of
people
that
were
not
our
friends
so
pay
for
that
and
taking
a
home
rule
to
the
next
level,
our
new
slogan
under
President
Lee,
a
long
worth
as
we
live
local.
So
let
cities
work
which
was
Gil's
if
our
presidency
tagline,
that
was
a
message
to
the
legislators.
Let
cities
work
get
out
of
our
way.
Let
us
throw
our
business
for
serve
home
rule.

let
cities
be
what
they
want
to
be,
because
we
were
always
up
there.
Fighting
preemption
fighting.
You

bills
that
were
coming
against
tree
trimming
and
vacation
rentals,

the
list
was
super

long

local
business

regulating
business
and
cities,
which
is
really
none
of
their
business
in
Tallahassee.

it's
very
exciting
stuff

just
found
out
yesterday
that
I
was
appointed
to
Leo
long
Moore's
executive
committee.

that's
pretty
exciting
and
I
was
also
appointed
to
be
the
vice
chair
of
my
policy
committee.

I
have
some
jobs
to
do
when
I
attend
those
meetings.
Now,
but
that's
very
exciting,
as
well.
I
was
asked
to
moderate
a
session
which
I
thought
went
very
well.
It
was
two
lawyers,
but
they
were.
They
were
good.

weren't
like
over
our
head

chip,
Morrison
who's
of
counsel
for
the
Florida
League,
and
it
was
all
about
home
rule
and
how
to
talk
about
it
and
how
to
message
it
and
and
what
it
really
means
to
your
cities,
and
they
used
great
examples,
and
we
have
our
own
great
examples
that
we
can
use.
So
I
thought
it
was.
It
was
a.
It
was
a
really
neat
workshop
to
be
a
part
of
any
other
comments
about
the
conference
before
I
move
into
the
other.

on
the
florida
league
of
mayors
board
now,
so
that
was
my
first
board
meeting
for
the
florida
league
of
mayors.
So
that
was
interesting
too,
and
that's
really.
It
is
a
different
group
than

board

directors.
There's
not
that
much
overlap,
so
they
had
a
candidate
forum
on
wednesday
and
they
had
some
of
the
governor
candidates
there,
so
they
they
do
some
other
different
types
of
stuff.

during
this
horrible
red
tide
and
algae
blooms
that
that
have
been
affecting
our
whole
region,
although
we
don't
have
dead
fish
and
algae
in
charlotte
harbor,
we
are
affected
because
of
the
tourism
and
the
communication
that
out
there
is
out
there
that
all
the
waters
of
Florida
are
sick
and
gross
and
green
and
nasty.
And
you
know
out
of
control,
we
have
been
in
contact
with
Kevin
Ruane,
who
is
now
he
just
got
elected
mayor
of
Sanibel.

First,
vice-president
of
the
florida
liga
mayors
and
he's
been
we've
been
in
constant
communications,
he's
put
out
call
to
action,
calls-to-action,
which
I
have
one
in
my
email
box
right
now,
but
that
they
had
asked
me
over
our
break
to
sign
on
to
this
letter
that
they
were
carrying
to
the
Lee
County,
Commission
and
Howard
and
I
didn't
feel
comfortable
without
it
being
heard
by
the
council
for
me
to
sign
on
to
something
that
hadn't
been
discussed.
So
it's
on
here
for
your
consideration.

already
been
done,
but
we
can
still
sign
on,
even
though
it's
already
been,
it's
been
presented
to
the
Lee
County
Commission,
but
I
would
like
the
authority
to
be
able
to
sign
on
for
any
letters
of
support
or
any
other
items
to
do
with
this
issue.

what
we
did,
Kevin,
Rayne
and
I-
is
that
we
had
the
league
help
us
craft.
This
resolution
that
you
see
here,
the
Florida
FLC
resolution
2018
14,
because
the
resolutions
that
come
through
the
Florida
League
have
to
be
federal
in
nature.

we've
kind
of
crafted
this
one
into
what
we
want
our
congressional
delegation
to
be
doing.
For
us,
because,
obviously
the
Corps
of
Engineers
is
federal
and
then
you
got
the
state
and
you've
got.
You
know,
fingers
pointing
every
which
way
so
they
helped
us
craft
this
resolution
and
it
was
passed
unanimously.
It
was
walked
on
at
the
meeting
and
it
passed
unanimously.
So
I
worked
heavily
with
him
and
trying
to
get
support
for
it.

everybody
know
what
we
were
doing
with
that.

would
like
to
know
that
I
have
support
to
be
able
to
sign
on
to
these
types
of
things,
because
it's
continuing
on
while
they
are
cleaning
up
and
they've

appropriated
some
funds

grants

there's
about
three
million
and
Mayor
Ruling
told
me.

needs
to
be

30
million,

getting
the
appropriations

we're

important
ecologically,
we

postpone.

topic

addresses

small

strong
need

get
off

septic
systems

our
freshwater
body,

I
don't
see
that
we
have
an
alternative
other
than
to
support
it.

brethren
communities
and
in
Southwest
Florida

don't

situation

our

does
impact
us

our
residents

town
near

and

wife
are
looking

property

national
news

green
algae
and
he
wanted
to
know
what

choices
are
and
what

going
on
in
Punta
Gorda

tucked
in

the
far
east
side
of
Charlotte
Harbor.

get
any
of
that
stuff.

not
