Mitchell
Austin
urban
design,
the
Royal
Poinciana
right-of-way
I
believe,
was
plaited
at
80
feet.
So
there
is
room
within
that
right-of-way
for
that
two
years
ago,
city
staff
and
an
ongoing
partnership
with
the
engineering
college
at
Florida,
Gulf
Coast
University
provided
a
potential
project
that
the
students
looked
at
on
burnt,
store,
Road
and
they
evaluated
bicycle
lanes
and
adding
a
multi-use
recreational
trail
to
that
facility,
and
they
determined
that
adding
that
the
shared
use
path
to
the
to
the
right-of-way
would
be
a
more
cost-effective
option,
which
is
actually
reflected
in
our
unfunded
capital.

countywide,
bicycle

master
plan.
That
document
will
be
presented
to
the
MPO
Board
for
approval
I
believe
that
their
next
meeting

it
will
be
up
to
the
county
charlotte
county
as
to
whether
or
not
they
had
adopt
and
take
on
that
dot.
However,
that
document
will
serve
to
inform
the
the
MPO
process
in
terms
of
their
planning
for
bicycle
and
pedestrian
facilities.

on
us,
41
are
planned
from
county
line
to
county
line
on
both
sides
of
the
right-of-way,
which
is
actually
consistent
with
the
FDOT
standards
for
those
facilities.
It's
just
a
question
of
funding
as
to
win
those
occur,

in

its
present
form.
The
city
has
not
pushed
for
those
facilities
on
the
western
side
of
the
right-of-way,
because
we
had
the
eastern
side
of
the
right-of-way.

as
a

Most
of
the
share

lane
signs
are
on
roadways
where
we
have
the
sharrows
installed
in
the
right-of-way.
The
share
of
the
lane
signs
are
warning
signs,
they're,
yellow
and
black
signs.
The
bicycle
may
useful.
What
excuse
me
may
use
full
lane
signs
of
regulatory
signs,
they're
they're,
white
and
black,
so
those
signs
are
actually
under
Florida
Statute
factually
correct.
That
is
the
law
that
a
bicycle
may
maintain.
The
fault
may
take
the
full
lane
if
the
lane
isn't
wide
enough
for
a
bicycle
and
a
motor
vehicle
to
share
them
safely.

to
the

traffic
control
device
standards,
it
recommends
that
when
you
use
sharrows,
you
use
the
appropriate
signage

since
the
florida
statutes
do
permit
bicycles
to
take

lane,

no
legal
requirement
to
change
what
we

we,
our
procurement
manager,
met
with
Wyler
engineering,
and
there
was
some
Wyler
engineering
frankly
did
not
realize
that
the
previous
volunteer
engineering
firm
had
not
produced
nearly
what
he
thought.
Wyler
has
agreed
to
do
the
civil
engineering
portion,
but
that's
25
percent
or
less
of
the
total
project.
So
because
of
that,
we
need
to
move
forward
with
tech
going
to
our
engineering
library
asking
for
proposals
and
bringing
back
to
you
a
contract.

shall
be

did

out
that
the
original
engineering
contractor
that
had
been
hired
by
the
city
I
raised
concerns
because
they
had
the
plans
to
completely
raise
ponce
park.
All
of
the
mature
trees,
at
which
time
the
City
Council
did
vote
to
retain
the
trees.
So
I
would
hope
that
if
they
do
bid
again
that
they
may
have
reevaluated
that
plan.

engineering,
so
we
with
our
new
plan
to
essentially
split
the
Wildlife
Center
into
two
locations.
We
can
now
proceed
with
the
plans
for
our
building
in
Ponce
Park.
We
will
be
able
to
reduce
the
original
size
that

planned
on
of
the
building,
so
in
the
meantime,
I'll
be
moving
forward
with
our
architects
in
order
to
get
at
least
get
the
design
of
the
building
going,
and
we
can
start
planning
out
our
acre
as
far
as
the
enclosures
and
things
like
that
as
well.

about
revaluated
the
scope,
because
we
realized,
through
the
discussion
with
mr.
Wyler,
that
some
of

important
tasks

scope
was
omitted

need

make
sure

qualifications
package.
That
goes
out
to
the
to
the
qualified
engineers.

hopefully

would

the
fiscal
year
we
should
be
able
to
go
out

RFQ

qualified
engineers
and
then

it'll
be
probably

to
four
weeks
for
them
to
prepare
their
package.

we

committee
and
do
presentations
interviews
and
then
hopefully
get
a
count
agreement
to
City
Council

their
award.

champion

the
Wildlife
Center
all
along,
but

concern
for
them

that
they
have
to
be
open
for
season.

their
primary
fundraising
time
and
the
intent
was
to
immediately
close
after
season
and

breakdown

the
park
and
get
things
going
so
that
they
could
be
open
for
the
following
season.
So
they're
on
a
very
tight
timeline
and
we
wait
till
November
to
get
a
contract
in
place.

building

doing

study

building

that
study

need
the
space

whatever
county
function.

exists

lobbyist
could
explore
funding

heritage
grant

would
be
the
only
facility
in
the
state
that
would
be
like
this,
and
so
with
this
I'll
just
give
you
a
quick
history
of
kind
of
from
that
time
period
how
things
went
and
just
so
where
it
is
from
today.

The
idea
for
a
cultural
heritage
center
came
from
the
idea
of
the
Blanchard
house
need
to
expand
and
got
together
with
with
with
well
coast
university
about
looking
at
you
and
there's
also
joined
with
Charlotte
County
Tourism,
so
they're
looking
at
what
they
can
do
initially.
Looking
at
one
other
building
historic
district
Dennis
said
look
at
the
library.
So
then,
once
that
got
more
put
together,
we
went
to
team
Punta
Gorda
and
he
had
and
Nancy
Johnson
did
visioning
for
the
team.

So
we
kind
of
really
fleshed
out
how
the
vision
would
be
from
that
point,
then
the
Jerry
Paul
took
this
around
to
a
lot
of
legislators
as
well,
as
also
spoke
words
from
the
grant
other
people,
and
basically
they
determined
that
I'm
putting
this
together
that
because
the
state
didn't
have
something
like
this,
this
would
be
something
that
could
be
funded
to
a
level
that
could
pay
for,
let's
say
long
term
cost
like
a
million
plus
dollars
or
grants.
People
do
this.

Basically,
what
we
would
need
to
be
able
to
get
the
cultural
heritage
grant
would
be
actually
to
have
matching
funds
or
matching
funds
which
would
be
the
building
itself
with
that
said,
we
were
looking
at
what
we're
getting
more
into
this.
So
then
we
decided
to
talk
to
the
Punta
Gorda
Historical
Society,
because
ultimately,
if
it's
going
to
really
be
a
cultural
heritage
center,
it
needs
to
start
from
the
beginning
the
historical
basis
of
the
county
and
go
to
it's
more
diverse
self.
Now
and
so
the
kind
of
idea
what
Kelly
was
saying
earlier.

That
is
something
which
actually
makes
this
work
in
a
big
way
because
of
the
fact
that
I'm
there
actually
are
a
few
different
models
which,
in
researching
this
I
found
out.
One
University
of
Texas
San
Antonio
has
the
Center
for
Texan
studies,
which
basically
shows
all
the
people
who
are
Texans
in
the
same
way
that
we
show
all
the
people
who
are
south
of
Lourdes.
So
they
did
that
very
well.
Also
I
went
to
the
Folklife
Festival
Smithsonian.
Similarly
that
and
then
lastly,
actually
up
in
Bartow
Florida
the
Polk
County
Historical
Center.

They
do
such
a
good
job
of
marrying
this
idea
between
museum
and
X
Center
to
the
point
where
it's
actually
a
visit,
Florida
site,
and
so
a
point
is
that
there
are
three
very
good
examples.
Have
a
son
so,
with
this
there's
been
a
whole
lot
of
energy
that
County
tourism
is
put
into
supporting
this
khaleesi.

is
the
future
or
the
growth
for
that
for
the
county,
to
the
point
of
even
this
year's
tourism
luncheon,
which
they
considered
more
successful
as
actually
being
a
cultural
heritage
luncheon,
and
so
they
even
brought
like
an
award-winning
filmmaker
and
screenplay
person
to
to
speak
on
this,
and
so
with
this,
we
ended
up
doing
something
with
fisherman's
village.
This
two
months
ago,
a
international
culture
fest
to
highlight
this,
and
then
actually,
this
Friday
we're
actually
having
something
a
trip
around
the
world
which
we're
going
to
be
actually
at
the
pond
or
libraries.

people
can
kind
of
see
what
it's
like
to
have.
This
type
of
thing
inside
that's
gonna,
be
from
from
from
two
to
five
thirty
in
the
afternoon.
Basically,
the
thought
is
is
that
something
that
really
gives
a
place
to
all
of
its
people?
We
talked
about
something,
but
really
all
those
people
and
all
the
beautiful
diversity
which
we
are.

also
allows
us
to
have
a
place
where
we
can
highlight
our
history
as
well
as
highlight
pretty
much
how
we
relate
to
each
other,
I
mean
to
the
point
of
even
cooking
classes
and
in
dancing
and
in
dress
and
preparing
for
travel
and
language
classically
of
things
that
would
really
celebrate
who
we
are,
and
so
what
we've
been
doing
from
a
stand
for
organizational

is
trying
to
put
together.

very
best
package,
though,
be
presented
to
the
County
Commissioners
I
mean
to
include
the
Civic
benefit,
as
well
as
also
bringing
money
to
the
table
as
well.
So
this
is
why
I'm
we've
been
working
from
stateside

putting
together
a
picture
that
if
the
county
were
able
to
provide
matching
funds
being
the
building
that
we'd
be
able
to
actually
bring
money
to
pay
for
it
itself?
So
it
wouldn't
have
to
be
reliant
on
public
funds
per
se,
and
so
that's
something
we'd
be
just
moving
on.

now
renting
from
the
county
for
ten
dollars
a
year
on
grace
Street,
so
really
cheap,
but
we
were
demonstrated
our
ability
to
be
an
actual
organization,
and
so
that
also
qualified
us
to
then
get
some
grants

kind
of
thing.
So
what
has
this?
The
the
cultural
heritage
group
done
to
do
its
own
fundraising
to
come
up
with
and.

But
I
mean,
as
of
now,
we've
been
able
to
have
one
thing
about
this
organization
because
it
exists
as
a
collaboration
of
many
different
standing
organizations.
So
it's
many
different
ethnic
affinity
groups
from
around
the
region,
so
they
all
bring
it
so
when
we
have
to
still
get
the
spin,
but
we
don't
have
to
dish
so
they
spin
so
much
because
everyone
is
a
fully-grown
okay.
So
what
this
is
is
a
hub
and
that's
the
idea
of
making
one
central
place
at
all.
These
are
the
people
in
common.

plays
like
that,
but
you
have
to
have
a
space
like
this.
To
do
something
like
that,
I
mean
right
now
we're
able
to
do
like
we're
doing
our
stuff
library

week
we
do.

shows

nothing

state

Florida
right

History
Center,

more
of

a
archive
form
or
not

buildings,

historic,
artifacts

documents,
and
for
research
and
yet

display

have
a
current,
exhibit
we're
going
to
have
a
new
one,
that's
going
to
be
coming
up,
and
so
and
it
was,
it
was
started
because
Vernon
peoples,
quite
honestly
the
Charlotte
County.
This
historical
group
lost
us
Cleveland,
some
of
us
Cleveland's
documents
and
Vernon
people's
said.

county

have
his
documents
because
he

not
trust
that
they
would
be
maintained,
and
so
the
organization
was
started
to
preserve
his
his
expansive
collection.

we've
now
been
getting
more
and
more
things,

it

partnership
as
an
historic,
History
Group,
but
different
from
you
know,
