authority

Star

limited
partnership,
they're
seeking
a
rezoning
from
neighborhood
center
to
plan
development
on
a
4.5
2
acre
site
on
Airport
Road.
In
order
to
permit
development
of
an
affordable
apartment
community
not
restricted
to
sceners,
they
will
be
funding
coming
from
the
state
in
terms
of
subsidies,
but
this
is
not
a
HUD
housing
community.
So
I
hope
that
answers.
The
question
that
you
were
seeking.
There
will
be
a
couple
of
voucher.

There
will
be
five
four
four
four
public
housing
units
that
will
be
allocated
within
the
apartment
complex.
The
remainder
will
be
open
to
the
community
at
large
as
long
as
they
meet
the
income
requirements.
When
the
senior
affordable
housing
community
was
approved
on
the
adjacent
parcel
right
at
the
corner.
This
parcel
retained
its
neighborhood
center
zoning
to
allow
for
the
potential
to
explore
developing
a
Senior
Center
on
the
site.

The
Housing,
Authority
and
North
Star
have
abandoned
that
plan
and
they
now
seek
to
address
a
much
more
pressing
problem
providing
affordable
housing
of
units
for
particularly
affordable
apartment
units
within
this
community.
Within
the
city,
a
PUD
rezoning
requires
several
findings
and
analysis.
Those
findings
is
contained
in
both
the
application
and
in
the
staff
report.
Briefly,
the
rezoning
change
must
be
consistent
with
a
comprehensive
plan.
This
is
an
infill
site
that
will
meet
a
significant
public
need,
affordable
housing.
It
adds
to
the
diversity
of
the
city's
stock
of
housing
types.

There
are
very
few
rental
apartments
available
within
the
city
of
Punta
Gorda.
The
proposed
apartments
are
compatible
with
the
surrounding
neighborhood.
It's
an
adjacent
to
an
existing,
affordable
housing
site
and
is
in
the
neighborhood
that
contains
a
variety
of
housing
types
as
well
as
non
residential
uses.
The
site
will
install
a
required
landscape
buffer,
it's
served
by
city,
water
and
sewer,
and
it
abuts
a
major
collector
Road,
Airport
Road,
which
currently
has
75%
of
its
level
of
service
sea
capacity
still
available.

So
the
addition
of
cars
from
the
apartment
complex
will
not
create
a
perfect
problem.
The
project
site
contains
no
environmentally
sensitive
areas
and,
most
importantly,
it
is
located
within
walking
distance
to
a
preschool,
an
elementary
school,
a
middle
school,
a
high
school
as
well
as
walking
distance
to
shopping
for
daily,
daily
resinates,
as
well
as
employment
opportunities.
The
Punta
Gorda
Housing,
Authority
and
North
Star
Development
joins
in
staffs
analysis
and
the
recommendation.
The
unanimous
recommendation
from
the
Planning
Commission
and
we

join
in
the

conclusions,

we
request
approval
for
this
PUD
rezoning.

starting
rent
was
state.

thought
at

time
was
going
to
be

for
a
studio.
It's
now
900
for
a
studio,
the
prices

quoting
or
for
multiple
bedrooms.
If

look,
the
information
was
always
in
the
public
was
always
accurately
stated.

were
neighboring
residents
who
believed
it
was
going
to
be
affordable
housing
and
the
connotations
that
that
sometimes
carries
who
continued
that
narrative
through
the
hearings
wrote
letters
to
the
editor
stating
that
and
created
the
impression
that
it
was
going
to
be
a
restricted,
affordable,
housing
community.
That
was
never
stated
on
the
application.
It
was
not
stated
at
the
neighborhood
meeting.
It
was
not
stated
in
the
public
hearings,
so
I
just
want
to
be
really
clear
on
what
occurred
there.
