Description
Description
A
It
is
9
a.m.
I'd
like
to
call
the
city
council
meeting
for
january
20th
2016
to
order
let
the
record
reflect
all
city
officials
are
present.
We
have
mr
herbert
sitting
in
for
mr
levin
today.
Thank
you
very
much.
Please
stand
for
the
invocation
and
pledge
of
allegiance.
B
Dear
heavenly
father,
as
we
meet
here
today,
to
perform
our
appointed
tasks,
we
invoke
your
guidance
and
blessings
on
all
that
we
do
here.
We
ask
to
guide
those
here,
our
elected
officials,
to
reach
their
decisions
in
a
fair
and
incredible
manner,
for
all,
let
them
always
be
aware
that
they
serve
the
people
of
the
city.
A
Amen,
thank
you.
John
you're
welcome,
okay,
just
to
make
a
couple
announcements
under
proclamations
and
presentations.
We
have
postponed
two
presentations,
so
we
could
have
all
the
attendees
at
at
those
awards.
So
b,
one
and
two
have
been
po
b
one.
The
two
items
under
b1
have
been
postponed,
so
the
first
we
have
is
one
a
proclamation
celebrate
literacy
week,
ms
prafke.
C
I
am
happy
to
do
this.
Thank
you,
whereas
the
just
read
florida
office
and
the
florida
department
of
education
in
partnership
with
the
office
of
earning
excuse
me,
early
learning,
school
districts,
early
learning,
coalitions
and
numerous
other
state
agencies
are
pleased
to
announce.
The
eighth
annual
statewide
celebrate
literacy
week
florida
and
whereas
the
barbara
bush
foundation
for
family
literacy
describes
support
for
family
literacy
programs
as
a
win-win
for
parents
and
children,
where
they
acquire
basic
literacy
skills
which
help
them
advance
their
education
and
provide
greater
opportunities
to
succeed.
C
Now,
therefore,
the
city
council
of
the
city
of
punacorda
florida
does
hereby
proclaim
the
week
of
january
25th
through
29th
2016
is
celebrate
literacy
week
florida
and
encourages
everyone
to
rediscover
the
joy
of
reading
past
and
duly
adopted
in
regular
session.
This
20th
day
of
january

our
local

and
we
are
part
of
the
kickoff

that
we're
having
tomorrow
night
is
with
gallery

we'll
have
characters
around
town,
roger
and
jan
will
be
at
sun

I'm
going
to
be
reading

my

in
the

we'll
have
the

broadway

of

in
the
breezeway
near
the
parking
garage
we'll
have
the
charlotte

D
Library
is
going
to
be

Oh,
don't
want
to
forget
princess
leia
near
I
think
it
was
river
city
group,
great.
E
D
E
E
F
Yes,
we
have
a
10-year
service
award
for
lieutenant
katie
heck
as
she
comes
up
here
and
gets
her
certificate
a
little
tidbit.
You
probably
don't
know
that
in
a
few
months
that
katie
has
been
our
community
services
lieutenant.
She
has
single-handedly
pushed
joe
angelina
aside
as
the
police
department's
facebook.
F
H
H
She
was
hired
in
2006
where
she
returned
to
charlotte
high
as
a
school
resource
officer
and
then
restarted
our
department's
canine
unit
after
10
years
of
being
without
she
was
promoted
to
corporal
in
2013,
and
she
was
just
recently
promoted
to
lieutenant
in
our
community
services
section
where
you
might
have
noticed.
We
launched
our
new
facebook
page.
I
I
I
think
the
switch
now
from
coming
off
the
road
and
seeing
the
other
side
of
things
and
taking
this
new
position
with
community
services,
I'm
loving
it
and
I
can't
wait
to
spend
the
next
15
years
with
not
only
my
work
family,
but
I
mean
I
have
the
pleasure
working
with
my
real
family
too,
which
is
pretty
neat.
So
thank
you
guys.
I
appreciate
it.
A
A
Okay,
I
did
have
a
request
because
we
have
several
people
here
for
one
item,
which
is
six
a
marion
avenue
and
golf
view
road
intersection.
Would
everybody
be
okay
to
move
that
up
before
we
do
the
consent
agenda,
but
okay?
Okay,
all
right!
So
let's
move
to
public
hearing
agenda.
We
have
no
public
hearings.
We
have
no
quasi-judicial
public
hearings.
We
have
one
resolution
and
at
this
time
we
will
take
public
comment
on
that.
One
resolution,
which
is
an
annexation
agreement.
K
Good
morning
everybody
rob
bernsen
big
w
law
firm.
I
was
concerned
when
I
came
back
for
the
first
time
in
a
long
time
with
such
police
presence.
I
was
like.
Oh,
they
warned
him.
I
was
coming
so,
but
in
all
seriousness,
we're
here
seeking
your
approval
of
the
pre-annexation
agreement
and
I'll
be
happy
to
answer
any
questions
that
you
may
have.
K
A
L
A
resolution
of
the
city
council
of
the
city
of
punta
gorda
florida
approving
the
pre-annexation
agreement
between
the
city
of
punta
gorda
and
clinton
and
rachel
kiesling
for
the
annexation
of
property,
generally
described
as
three
zero
one.
Five
cooper
street
and
three
two
two
four
tamiami
trail
puente
gorda,
charlotte
county
florida
and
more
particularly
described
in
exhibit
a
attached
here
too,
authorizing
the
vice
mayor
to
execute
the
agreement
providing
for
conflict
and
severability
and
providing
an
effective.
F
Date,
this
is
a
voluntary
annexation
that
the
property
owners
have
come
to
the
city.
It's
it's
not
quite
across
the
street
from
the
public
works
utilities
complex
on
cooper
street,
not
quite,
but
it
could
lead
the
way
to
other
annexations
in
the
area
if
people
want
to
so
staff
has
no
issues
at
this
point
in
time.
M
C
C
G
P
P
If
you
do
a
search
on
the
public
records
for
hearings
regarding
golfview
the
number
of
times
this
has
been
brought
to
city
councils,
it's
like
every
couple
years,
every
go
round
of
council.
We,
this
issue
is
brought
up.
P
We
have
a
very
difficult
situation
there.
We
have
the
hump
in
the
bridge
and
then
gulf
view
intersection,
there's
no
easy
solution
for
it.
Now
that
it's
built,
if
it
were
to
be
rebuilt
today,
there
would
probably
be
some
different
considerations
taken,
but
those
become
very
costly
and
and
very
burdensome.
If
we
try
to
take
something
like
that
on
today,
we've
looked
at
different
things
over
the
years.
Another
speed
bump
prohibiting
left
turns
medians
those
kinds
of
things.
P
A
R
My
name
is
joanne
lancaster.
I've
lived
here
for
36
years,
so
I've
seen
a
lot
of
progress.
That
intersection
needless
to
say,
is
quite
dangerous.
No,
I
have
not
seen
an
accident.
I've
seen
many
almost
accidents,
my
son
many
years
ago,
almost
got
hit
by
a
car
coming
flying
over
the
bridge
and
that's
before
even
the
new
bridge
and
there
were
no
sidewalks.
So
we
ended
up
driving
him
to
school
because
we
couldn't
trust
him
walking
over
to
marin.
R
N
N
Me
look
up
my
wallet,
yeah
don
wheatley.
I
live
on
the
gulf
view
intersection
this
morning
I
sat
there
and
watched
the
cars
coming
down
and
when
a
car
went
by,
I
hit
my
stopwatch
until
I
could
not
see
him.
N
I
looked
this
up
on
internet
typical
engineer,
stopping
distance.
If
you've
got
a
slow
reaction,
person
is
162
feet.
That
canal
is
100
feet
wide
or
so
so
they're,
not
if
you
get
out
there
or
you
stall
or
you
do
something
wrong.
You're
nailed!
N
N
Q
S
My
name
is
xavier
nerdowitz
and
I
leave
a
maria
court
and
I
can't
get
out
of
the
street
unless
it's
clear
all
the
way
down
to
the
yacht
club.
Now
he
stated
that
if
somebody's
doing
30
miles
an
hour,
it's
three
seconds
now,
that's
not
a
problem.
It
is
a
problem,
but
it's
not
a
problem
because
I
have
to
get
out
in
the
middle
of
the
street
make
sure
nobody's
coming,
but
if
somebody's
doing
40
you've
got
about
one
and
a
half
seconds
now.
S
T
We
walk
our
dogs
and
ride
bikes
and,
of
course
the
sidewalk
is
across
marion,
so
we
have
to
cross
this
section
so
when
you're
standing
there
looking
towards
the
bridge
you're
thinking,
okay,
here
I
go
you
you
get
to
that
median
and
if
you
can't
see
anything
all
of
a
sudden,
it
comes
over
you're,
going
to
lose
yourself,
your
dog
or
on
our
bikes.
If
we're
coming
back
across,
it's
very,
very
dangerous,
something
has
to
be
done.
There's
many
of
my
neighbors
that
do
walk
their
dogs
and
we
all
ride
bikes
on
sunday
mornings.
U
U
U
They
have
come
this
close
to
me
and
I've
had
to
accelerate
to
get
out
of
their
way.
I
had
a
second
person
wave
his
finger
at
me.
People
do
not
understand
that
we
cannot
see
when
we
come
out
of
gulf
view
and
if
you
take
a
right
out
of
gulf
view,
you
are
slowed
down
enough
so
that
they
are
going
fast.
U
If
you
haven't
seen
them
in
the
first
place,
you're
again
in
jeopardy,
not
as
much
as
if
you're
crossing,
but
trust
me
we're
not
going
to
have
a
fender
bender
there
we're
going
to
have
somebody
killed.
It
is
that
bad
I've
had
two
policemen
who
were
at
my
house
for
something
else
say
to
me:
yes,
that's
a
very
bad
place,
so
please
do
something
about
this
problem.
V
I'm
carol,
taylor,
bellshaw
and
I've
lived
on
2260
gulf
view
road
for
approximately
three
years,
and
I've
witnessed
one
near
accident
there.
It
is
a
very
bad
intersection.
Initially
I
thought
that
by
turning
right
and
then
following
ue
back
to
where
we
needed
to
go,
that
that
would
be
the
solution,
but.
V
A
W
This
is
very,
very
dangerous,
I'm
a
witness
to
it,
because
I
can
be
in
the
front
of
my
house
and
see
it
all
the
time.
It
is
very,
very
bad.
I've
been
trying
to
get
some
action
on
this
for
quite
a
few
years.
Talk
to
bill
alberts
about
it,
talked
to
the
policeman
about
it
and
been
trying
to
work
on
it
for
quite
a
few
years
or
trying
to
get
someone
to
listen
to
me
and
so
far
nothing.
W
X
X
A
You
please
no
applause,
please
thank
you.
We'd
like
to
move
on
with
the
meeting
we're
going
to
close
the
public
hearing
now
and
have
our
discussion
so
mark.
As
far
as
what
your
recommendation
as
an
engineer,
because
when
you
show
this
median
crossing
here,
that
was
my
concern-
is
that
once
they
take
the
right,
they're
left
to
go,
take
a
u-turn
somewhere
else,
sticking
them
back
in
in
the
median
once
again.
So
what?
What
is
the
actual
recommendation
that
you
have
if
we
were
to
take
any
action.
P
I
don't
know
that
I
have
a
recommendation.
I
have
options
for
you,
speed
bump
this
prohibited
left
turn
there.
The
the
description,
if
I
can
describe
what
happens
here
that
makes
this
much
safer
is
the
vehicles
will
be
turning
right,
leaving
in
the
same
direction
that
the
vehicles
that
are
in
conflict,
if
there
is
an
accident,
there's
a
split
second
more
time
and
we're
talking
fractions
of
seconds
or
clearance,
whether
vehicles
collide
or
not,
and
it
also
means
a
rear
end
collision,
which
is
much
less
traumatic
than
a
side
impact
collision.
P
Looking
at
the
accident
history
here
generally
we're
required
by
the
state
to
take
an
intersection,
look
at
our
intersection,
accidents,
all
accidents,
and
if
we
have
five
in
a
year,
we
must
take
some
action
to
correct
that.
We
have
two
accidents
in
the
last
10
years
here,
the
most
recent
one
being
500
in
damage,
that's
very
low
on
on
the
reactive
scale
that
we
have
that
the
state
gives
us
to
make
intersection
improvements.
P
If
we
go
simply
on
that,
we're
not
required
to
make
any
improvements
at
the
intersection,
but
we
have
the
option
to
do
whatever
we
choose
there.
A
speed
bump,
I'm
not
sure
what
a
30
mile
per
hour
speed
bump
is
the
folks
that
are
towing
boats
to
to
the
boat
launch
at
ponce
park.
I
don't
think
that
they're
going
to
consider
anything
a
30
mile,
an
hour,
speed
bump.
P
If,
if
your
car
can
take
that
bump
and
not
really
be
jolted
at
30
miles
per
hour,
the
guy's
boat
on
the
back
end
is
not
and
he's
gonna
we're
gonna
hear
complaints
of
that
we'll
be
glad
to
look
at
we've.
Looked
at
many
other
options
too.
We,
the
folks
that
make
our
blinking
yield
and
caution
signs.
P
They
make
a
radar
operated
sign
that
would
pick
up
sense
of
a
vehicle
coming
up
on
the
bridge
and
a
blinker
up
on
the
bridge
that
if
it's
sensing
a
vehicle
coming,
it
could
blink.
We
thought
that
would
be
very
good,
but
it's
not
fail
proof
if
we
put
something
there.
That
gives
people
a
false
sense
of
security
and
for
some
reason
that
radar
doesn't
pick
up
that
vehicle.
Q
Like
to
make
several
comments
and
relative
to
I
don't
know
what
the
solution
is
either,
what
would
the
best
be
solution?
Is
I
do
know
that
from
the
speed
bump
farther
on
down
marion
people
have
complained?
Well.
Q
People
here
on
these
particular
three
intersections
are
complaining
multiple
times
during
the
week,
not
the
one
time
a
week
that
they
take
their
boat,
etc.
It
is
a
precarious
situation.
I
would
also
like
to
point
out
that
the
signage
that's
just
ahead
of
maria
court
at
night
time.
You
cannot
see
it
at
all,
because
the
lighting
is
on
the
other
side
of
the
road,
there's
no
lighting
to
that
limited
sight,
and
also,
as
you're
approaching
down
marion,
you
can
for
a
portion
of
that
time,
as
you're
approaching
down
marion.
Q
That
sign
is
obstructed
by
a
utility
pole,
so
that
triangular
side
is
not
always
it's
not
really
as
obvious
as
I
think
that
it
could
be.
I'm
just
saying,
that's
something
we
should
look
at
coming
the
other
way
it's
at
the
beginning
of
the
a
bridge
and
there's
literally
two
street
lights
at
night
that
light
that
up
both
the
one.
That's
up
on
the
utility
pole
and
the
decorative
light.
That's
really
right!
Next
to
it
it's
easier
to
see,
but
that
doesn't
necessarily
mean
that
it's
adhered
to.
Q
Q
Like
that,
you
know
I,
I
guess
what
I'm
asking
at
this
meeting
is
to
to
direct
mark
to
come
to
us
with
some
viable
alternatives
that
we
can
consider
to
try
to
resolve
this
and
at
least
temper,
this
situation
for
the
for
the
future,
because
it
is
not
uncommon
for
me
to
get
stuck
in
the
middle
of
marion
as
I'm
coming
out
as
people
come
over
that
road.
It
is
a
problem
of
controlling
the
speed
on
those
people,
as
mark
had
pointed
out
in
some
communications
that
we've
had.
Q
This
doesn't
meet
the
standard
of
line
of
sight
by
a
good,
30,
35
percent.
I'm
not
sure
if
that
standard
site
even
takes
what
does
or
doesn't
take
into
consideration
the
safety
berms
along
the
sidewalk.
For
me,
because
I'm
a
pretty
short
guy
and
when
I'm
driving
my
sports
car,
I'm
a
little
bit
lower
coming
out
to
marion.
So
it
may
be
160
feet
short,
but
it
might
be.
For
me
it
might
be
250
feet
short
by
line
of
sight
just
because
of
the
angle
that
I
would
be
approaching
in
so.
Q
I've
asked
my
neighbors
to
and
asked
to
have
this
on
the
agenda
to
hopefully
look
at
this
in
a
more
serious
manner
manner
and
try
to
bring
this
to
a
to
a
tempered,
if
not
absolute,
we're
not
going
to
rebuild
the
bridge.
I
understand
that,
but
to
to
temper
the
situation
for
the
residents
on
bel,
air,
golfview
and
maria
cortes
myself,
so
that
it
can
be
a
safer
way
for
us
to
travel
around.
A
M
M
A
O
P
Well,
I
certainly
try
what
ms
devine
just
suggested
is
not
something
that
we'd
looked
at.
That's
a
very
low
impact
solution.
I'd
probably
turn
that
over
to
the
police
department
to
see,
if
that's
something
they
feel
like
in
a
force.
A
O
C
This
is
I
this
isn't
the
first
time
that
we've
brought
discuss
this.
I
brought
it
up
the
last
time.
Some
residents
in
the
same
area
commented
to
me
not
the
same
residents
but
different
residents,
and
I
think
kim
you
have
a
great
suggestion
mark.
I
don't
know
if
their
other
fdot
has
other
suggestions
on
traffic
calming
kinds
of
methodologies
or
not,
but
I
would
say
we
do
need
to
do
something.
H
I
was
just
going
to
comment
on
the
as
far
as
the
enforcement
of
that
goes
without
question.
I
think
any
increased
penalty
is
certainly
an
increased
deterrent.
The
problem
that
we
face
is
not
that
we're
doing
any
type
of
lack
of
enforcement
out
there
or
education
out
there
we're
constantly
out
there
from
citizen
complaints.
The
problem
is,
is
that
when
the
renters
turn
over
or
you
have
different
service
workers
that
are
out
there
all
the
time
you
get
this
consistent
transient
flow.
So
you
do
an
education
campaign.
H
C
Yes,
you
will
nancy
well,
you
know
and
listening
to
what
you're
saying
chief,
it's
it
made
me
think
that
some
of
these
people
that
are
headed
out
to
ponce
park,
it's
they're,
trying
to
get
from
point
a
to
point
b.
So
it's
not
the
local
residents
that
are
really
the
problem.
It's
probably
a
lot
of
other
people
that
are
using
the
road.
C
I
I
wouldn't
have
a
problem,
then
what
I
wouldn't
want
to
do
is
come
up
with
a
solution
that
that
actually
penalizes
the
local
residents.
I
don't
know
how
we
do
that,
but
it's,
but
we
do
need
to
find
some
kind
of.
A
And
as
it
was
suggested
earlier
that
obviously
we've
done
the
speed
treatments
at
the
other
bridge
down
further.
So
maybe
we
could
include
the
minutes
from
those
meetings
and
when
those
decisions
were
talked
about,
because
there
are
two
major
speed
bumps
down
in
pgi.
F
When
we,
we
had
a
independent
engineering,
firm,
did
a
complete
study
of
marion
avenue
years
ago
and
city
council
at
that
time.
F
Base
did
not
really
follow
those
recommendations
for
various
reasons
we
put
in
speed
bumps
on
the
vasco
people's
bridge.
As
you
enter
the
bridge
and
as
you
go
over
the
bridge,
we
had
so
many
complaints
and
I'm
not
talking
from
voters
from
local
residents,
so
many
complaints
that
we
took
out
one
that
the
speed
bump
on
the
as
you
go
over
the
bridge
that
on
colony
point,
we
took
those
out
and
we
just
left
one
in
every
now,
and
then
we
get
complaints
about
those.
M
Kim
not
that
we
need
to
discuss
it
at
this
meeting,
but
I
just
think
slowing
down
the
speed
limit
in
our
community.
All
around
is
a
good
thing.
I
mean
I
all
of
the
streets
you
go
down.
We
have
so
many
walkers
and
bikers
now
that
are
that
we
didn't
have
before
we've
changed
over
the
last
10
years
and
I
think
really
a
consideration.
M
P
A
C
C
An
hour,
and
definitely
if
you're
going,
you
know
very
fast-
your
car
rocks
a
lot.
So
there
was
obviously
some
methodology
in
place.
F
P
To
the
best
of
my
knowledge,
we
can
set
the
speed
limit
at
whatever
we
choose
several
years
ago
in
our
sign
reduction
and
it
came
apart
about
as
when
a
kia
style
was
posted
at
35..
We
went
across
the
board,
made
the
speed
limit
30
miles
per
hour.
We
have
very
few
speed
limit
signs
in
the
city.
Basically
anywhere
you
come
off
41.
You
should
see
a
speed
limit
sign
and
you
won't
see
another
sign
throughout
the
city.
P
O
O
G
Q
I
just
want
to
make
a
couple
comments.
One
is
regarding
the
speed
bump
and
it's
the
augmented
time
the
local
residents
will
get
used
to
it.
They'll
know
the
speed
bumps
there.
They
won't
be
surprised
by
it.
They
may
be
annoyed
initially,
but
then
you
get
into
the
habit
and
learn
to
accommodate
it.
The
other
point
relative
to
the
speed
limit
that
you
brought
up
kim.
Q
Q
If
you
wanted
to
okay,
then
you
have
donna,
and
then
you
have
maria
court
and,
as
I
pointed
out,
the
signage
at
the
corner
of
maria
court
from
my
perspective
is
not
particularly
well
visualized
anyway,
and
you
have
no
speed
limit,
whether
it's
30
or
not,
because
it's
all
the
way
back
by
41..
So
you
know
people
if
I've
slept
since
then,
so
they
may
not
be
paying
as
much
attention
that.
Q
So
if
we
were
to
change
speed
limits
and
then
start
enforcing
for
a
while,
a
lot
of
the
people
start
getting
the
habit
if
that's
doable,
get
cut
and,
and
that
would
help
temper.
I
think
the
situation,
possibly
if
we
could
get
that
speed
limit
down
and
for
the
folks
at
golfview
and
bel
air,
quite
a
bit
for
the
folks
on
maria
court,
such
as
myself.
Q
We
do
have
good
signage,
but
we
still
have
that
30
mile
an
hour
limit
that
is
exceeded
and
even
occasionally,
actually,
I
think,
the
the
guys,
the
boaters,
generally
speaking,
are
less
of
a
problem
every
once
in
a
while
you'll
get
a
hot
rod
with
the
with
the
you
know.
Guy
they'll
come
over
and
his
boat's
bouncing
all
over
the
place,
but
I
think
he's
really
kind
of
the
not
the
norm.
I
think
the
motor
trailer
tends
to
come
up
by
a
little
bit
slower
and
they
tend
to
be
a
higher
vehicle.
Q
So
you
get
to
see
them
a
little
bit
easier
anyway
versus
the
the
the
local
visitor
and
then
some
of
this
may
also
be
seasonal,
too.
You
know,
and
the
seasons
as
kim's
pointed
out
has
changed
here.
You
know
it's
we're
getting
we're
getting
denser
we're
getting
a
lot
of
people
here
and
then
ponce's
is
an
attraction
to
those
visitors,
and
you
have
vivante
that
wasn't
here
10
years
ago.
That
also
has
increased
the
amount
of
traffic
that's
going
down
here
versus
when
we
may
or
may
not
have
discussed
this
in
the
previous.
Q
So
again
what
I've
I've
asked
my
neighbors
to
come
out
here,
and
I
want
to
thank
them
all
for
responding
to
make
this
point
that
I
would
like
to
see
if
we
can
come
up
with
ways
to
temper
this
situation.
A
So
is
everybody
okay,
with
having
mark
do
some
additional
research
work
with
our
bicycle
pedestrian
coordinator,
who
I
see
over
there
shaking
his
head
different
ways
when
we
were
talking
about
different
things
and
then
come
back
with
some
more
thorough
options
and
possibly
recommendations
on
what
we
could
do
to
help
the
situation?
I
think
it's
so
unique
here
too,
because
literally
the
cars
are
hanging
out
there
right
in
the
middle
of
the
road,
and
it's
not
a
good.
A
You
know
situation
for
the
person
coming
over
the
bridge
or
the
person
trying
to
you
know
take
the
left,
so
we
really
need
to
look
at
it
kim.
I
just.
A
Okay,
everybody,
okay,
okay,
okay,
it'll,
be
coming
back
and
I'm
sure
gary
and
everybody
will
have
it
advertised
so
you'll
know
when
to
come
back
for
additional
input.
Thank
you.
Okay.
Now
we're
going
to
move
to
the
consent
agenda
and
the
first
item.
I
will
ask
council
members
if
they
have
anything
to
pull.
C
C
I
would
have
pulled
item
c1,
the
public
safety
community
garden
sign,
because
when
I
met
with
howard,
I
commented
that
the
sign
had
a
mosaic
emblem
at
the
top,
and
there
was
no
name
of
the
community
garden
on
the
sign
and
suggested
that
possibly
putting
the
mosaic
logo
at
the
bottom,
along
with
the
city
and
the
team,
pentagorda
logo
made
more
sense.
C
I've
been
informed
this
morning
by
john
lebeau
that,
in
fact,
she
did
speak
with
team
pentagon
representatives
last
night
and
in
fact
that's
what
they're
doing
so
sign
as
as
it's
shown
in
the
consent
agenda
has
changed
and
it
does
have
the
name
of
the
community
garden
at
the
top
okay.
So
I'm
good
with
it
and
any.
G
A
Y
I'm
sandy
dressler
and
I'm
from
team
pentagorda,
and
I
do
want
you
to
know
that
we
did
take
recommendations.
We've
moved
the
three
logos
to
the
bottom
of
the
sign
and
also
gave
a
title
to
the
garden
either.
The
title
would
be
the
community
garden
at
the
public
safety
building
or
the
public
safety
community
garden.
G
A
Opposed
cared
unanimously.
Okay,
now
we're
going
to
move
to.
It
is
c1
on
my
agenda.
The
numbering
moved
because
we
didn't
have
the
citizens
comments
lines
in
there,
but
it
is
the
public
safety
community
garden
sign
that
we
are
discussing
now.
I.
M
G
M
Mean
it's
just:
every
space
is
filled
here
with
this
sign
and
you
have
the
logos
and
then
you
mention
each.
You
know:
team
puna,
gorda
mosaic
pontegorda,
a
city
of
puna
gorda,
but
you
have
the
logos
there.
So
it
was
like
all
logo
and
all
names
of
the
logos
it
just
seemed
kind
of
redundant
if
you're
going
to
make
the
logo
smaller
and
put
them
along
the
bottom.
M
F
C
C
Well,
I
would
move
to
a
prove
that
we,
the
sign,
as
we
have
been
advised,
that
it's
been
changed
and
that
we
approve
the
name
public
safety
community
garden
at
the
top.
C
M
A
G
A
7A
is
still
active,
which
is
consideration
of
providing
land
at
the
former
public
works
utilities
site
on
west
henry
for
the
peace
river
wildlife,
keep
charlotte
beautiful
cigarette
litter
prevention
program,
charlotte
county
mpo,
project,
prioritization
and
discussion
of
proposed
amendment
to
exterior
lighting
standards,
and
also
we
can.
If
you
want
to
comment
on
the
swift
mud,
that's
fine
too.
So
citizens
comments
on
any
of
those
agenda
items.
Please
come
to
the
podium
state,
your
name.
You
have
three
minutes.
E
Good
morning
carolyn
freeland
ponegorda.
E
Z
Steve
fabian
I'd
like
to
just
comment
about
5a
the
strategic
plan.
Looking
at
the
strategic
plan,
it
seems
we
always
keep
showing
in
various
departments
expenses
exceeding
revenue.
I
think
somewhere
along
the
line.
We've
got
to
eventually
stop
relying
on
reserves
to
cover
the
cost.
We've
got
to
look
at
some
way
of
bringing
those
two
back
in
balance,
and
I
also
agree
with
carolyn
that
you
know
over
the
I
looked
at
20
years
over
20
years,
the
money
we
put
into
swift
mud,
the
city
as
taxpayers.
AA
AA
I
know
that
building
a
new
playground
is
a
major
undertaking
and
it
could
be
very
expensive
and,
as
a
citizen,
I
would
like
to
see
the
community
more
involved
in
the
decision
making
and
perhaps
have
a
meeting
like
the
one
at
the
public
library
that
was
held
last
week.
As
a
citizen
I'd
like
to
make
some.
I
have
ideas
and,
of
course,
wish
list.
G
AA
AB
My
name
is
robert
beginning,
I'm
here
to
talk
about
the
amendment
or
proposed
amendment
to
lighting.
I
find
it
surprising
in
this
day
and
age
that
this
community
has
no
restrictions
on
residential
lighting.
I
found
this
out
when
my
neighbor
decided
that
he
doesn't
like
me
and
he
bought
two
very
powerful
lights
on
the
side
and
put
him
on
the
side
of
his
house
and
aims
it
at
our
window.
AB
AB
AB
Now!
I
can
tell
you
this
today
that
you
can
go
to
home
depot
and
buy
a
200
lumen
light.
Put
it
on
your
house
and
direct
it
against
your
neighbors
and
there's
nothing.
Anyone
can
do
about
it
now.
To
give
you
an
example
of
other
communities
that
have
residential
lighting
in
florida
and
near
us,
I
can
tell
you:
there
are
a
great
deal
of
them
up
north,
and
that
is
the
city
of
bonita
springs.
AB
Bonita
springs
starts
out
there,
basically
their
new
lighting
amendment
in
the
past
few
years,
because
they
say
the
homes
are
getting
closer
together,
we're
getting
a
more
heavily
populated
community
and
the
fixtures
that
are
available
are
obtuse
to
people.
So,
as
a
result,
they
talk
about
similar
to
what
you
have
in
your
commercial
lighting
ordinance
with
regard
to
spillage,
but
they
make
it
a
little
simple.
AB
AB
They
do
it
in
foot
candles,
.3
foot
candles
for
a
stationary
light,
and
we
can
presume
that
the
other
one
1.5
foot
candles
is
for
a
intermittent
light,
which
would
be
one
on
a
photocell.
AB
AC
AC
I
have
two
children
and
I've
seen
shane
have
the
playground
change
throughout
the
years
that
I've
been
here,
however,
not
to
the
better.
It
seems
that
things
are
disappearing
because
they
break
everything
seems
to
be
geared
towards
smaller
children.
AC
I
I
think
there
need
to
be
a
lot
of
changes
to
the
playground
to
make
it
more
creative,
more
open
and
play
just
updated,
newer
things,
and
also
that
a
10
year
old,
11
year
old,
find
it
interesting
and
I've
spoken
with
kim
before
and
have
showed
her
some
ideas.
I'm
european
and
I
see
I've
seen
a
lot
of
playgrounds
that
invite
all
ages
of
children
to
a
playground,
and
I
hope
that
happens
sooner
than
later.
