So,
in
addition
to
those
refacing,
those
existing
signs
based
on
the
evaluation
of
the
system
and
the
locations
that
we're
trying
to
get
to
staff
proposed
for
our
three
new
signs.
This
is
on
East
Marion
Avenue.
Just
before
Nesbitt
Street,
you
have
you
know,
court
center
and
historic
district
straight
ahead
and
then
we're
pointing
directing
people
to
the
Vietnam
Wall,
Lashley
Park
and
the
Justice
Center
mm-hmm
and
again
the
flag.
G
A
So,
looking
at
this
again
and
the
logic
of
having
historic
district
on
the
flags
when
we're
east
of
of
tamiami
trail,
this
flag
should
actually
have
historic
district
instead
of
downtown.
And
if
we
do
that,
then
the
historic
district
on
top
is
potentially
redundant
and
you
could
substitute
an
event
center.
Where
would.
G
B
B
E
A
A
So
the
next
proposed
sign
this
is
on
Nesbit
Street.
This
is
north
of
Marion
Avenue
as
you're
proceeding
towards
the
park.
All
the
previous
signs
have
directed
people
to
have
had
the
boat
ramp
symbol
when
they're
directing
people
towards
lashley
park,
if
you're
actually
on
Nesbit
Street-
and
you
don't
know
where
the
boat
ramp
is-
and
you
end
up
at
the
end
of
Nesbit
Street
in
the
parking
lot.
That
can
be
a
problem
yeah,
especially
with
a
larger
boat.

22
we
are
back
in
session
and
we
are
moving
into
the
regular
City
Council
agenda
under
the
public
hearings.
We
do
not
have
any
public
hearings
what
we
do
have
or
quasi-judicial
public
hearings.
What
we
do
have
second
readings
which,
if
you
wanted
to
comment
on
the
one
of
these
second
readings,
that
would
be
the
time.
So
the
one
is
the
kayak
rack,
which
was
a
very
interesting
discussion
last
time
and
the
other
one
is
the
Medical
Marijuana
treatment
center
coordinates.
B
J
And
this
is
the
second
reading
of
an
ordinance
which
will
read
my
title
only
in
ordinance
of
the
city
of
Punta
Gorda
Florida
amending
when
we
go
to
code,
chapter
26,
land
development
regulations,
article
3
regulating
district,
section,
3.13,
special
residential
overlay,
district,
subsection,
1
storage
of
vehicles
and
watercraft
to
clarify
provisions
for
the
storage
of
small
watercraft
on
racks
on
a
dock
renumber.
Accordingly,
providing
for
conflict
and
severability
and
providing
an
effective
date
in
this
ordinance
was
modified
per
direction.
The
City
Council
any.
D
Lissa
Hannon
zoning
official
for
the
record,
we
don't
regulate
canal
maintenance.
Actually
in
building
department,
regulates
the
docks
and
the
lifts
if
it
was
not
attached
to
the
seawall
or
the
sea
wall
capper
in
the
yard.
Davit
I
would
have
to
defer
that
to
the
building
department.
But
if
the
small
watercraft
I
know
that
some
people
use
these
small
lifts
for
jet
skis
and
such
and
if
it's
a
small
watercraft
that
we
would
have
no
issues
with
that,
any.
C
E
J
G
E
B
Carried
unanimously
next,
we
move
on
to
the
consent
agenda,
which
we
have
approval
of
the
minutes
of
three
meetings
and
three
two
invoices
and
the
monthly
litigation
report.
Does
anybody
have
any
items
to
pull
from
that
list?
No
citizens
comments
on
consent.
Agenda
now
would
be
the
time
anybody
want
to
speak
on
the
consent
agenda
items.
E
B
We
have
a
motion
a
second
to
approve
the
consent
agenda.
All
in
favor
opposed
carried
unanimously.
Okay,
regular
agenda
citizens
comments
now
on
the
basically
the
rest
of.
What's
on
the
agenda.
For
today
under
budget,
we
have
the
appropriation
for
the
21
foot
marine
vessel.
We
have
the
fiscal
year,
2019
Department
performance
objectives.
We
have
the
Veterans
Park
phase
to
design
funding
discussion.
We
have
the
facilitator
for
development
of
the
2020
strategic
plan.
We
have
appropriation
of
funds
for
building
division,
staff
and
security
enhancements
at
city
facilities.
B
We
have
the
unfinished
business
of
the
Gilchrist
Park
play
ground
surface
issues.
We
have
the
discussion
regarding
downtown
Merchants,
Association
farmers,
market
local
business
tax.
We
have
FDOT
intersection
improvements.
We
have
to
learn
to
sail
request
for
outdoor
storage.
Those
items
now
would
be
the
time
to
comment
on
any
one
of
those
items.
Please
take
the
podium
to
my
right.
You
have
three
minutes
if
you
would
specify
which
item
you're
speaking
on
or
if
there's
multiple
anybody,
okay,
seeing
none,
we
will
move
into
the
regular
agenda.
B
E
E
E
E
E
H
Good
morning
Michaela
Finkel
paralegal,
the
chapter
six
rewrite
has
been
on
the
books
for
actually
several
years.
It
just
keeps
a
combination
of
things
from
the
boards
from
things
we're
learning
when
they're
out
in
the
field
building
docks
that
it
needs
to
be
rewritten.
The
order
it's
in
is
confusing
even
for
staff,
so
we
are
rewriting
it
actually.
Yesterday,
I
sent
out
for
staff
review,
the
articles
will
be
changing.
H
The
next
section
is
going
to
be
an
article
specifically
on
the
sea
walls,
the
cities
authority,
the
ownership
of
the
sea
walls,
the
cities
authority,
more
clear
definition
of
what
the
city
is
responsible
for
or
the
canal
maintenance
districts
are
responsible
for
versus
the
homeowners.
Then
the
third
article
is
going
to
be
just
the
construction
portion
about
how
docks
are
constructed
special
permits,
and
then
the
current
articles,
two
and
three,
which
are
the
canal
districts
developed
themselves,
will
just
be
remembered.
Two
four
and
five,
so
article
one
by
itself
is
11
pages.
H
So
that's
why
we're
breaking
it
up
and
taking
that
to
the
boards
just
for
their
review.
It's
not
a
public
hearing
that
the
public
hearing
will
come
when
it's
all
one
one
ordinance,
so
we
just
thought
we'd
break
it
up
and
then
the
decisions
wouldn't
be
so
hard.
Are
the
recommendations
we're
also
going
to
seek
send
it
out
to
the
local
marine
contractors.
You
know
to
get
some
public
feedback
about,
especially
on
the
construction
stuff
and.
J
I
would
point
out
that
that
essentially,
this
chapter
has
been
in
existence
for
a
long
long
time
and
as
the
city's
been
building
out
questions
that
really
weren't
apparent
necessarily
when
it
was
originally
written
which
predated
my
tenure
here
come
on
and
so
we're
trying
to
address
those
that
we
know
have.
Some
experience
that
need
to
be
addressed
sounds.
B
F
Question
and
then
this
may
even
applies
to
the
whole
of
the
Code
of
Ordinances
when
I
go
to
the
budget
document,
it's
very
well
indexed,
so
I
can
click
on
the
index
on
the
on
the
left
on
the
screen,
and
it
takes
me
right
to
the
page.
I
want
to
go
to
so
I
don't
have
to
scroll
through
300
and
some
or
whatever.
F
Trying
to
just
find
a
detail
to
answer
a
question
for
a
resident.
Is
there
any
way
that
we
can
index?
All
of
these,
like
the
budget
is
so
that
it
makes
it
so
much
easier
for
us
to
search
and
for
our
residents
as
well,
because
I
I
refer
people
to
it
all
the
time
and
the
only
thing
they
can
do
is
just
scroll
through
it.
So
I
try
to
point
them
to
the
chapter
or
you
know
the
chapter,
the
the
particular
area
in
the
page
number.
But
if
it's
indexed
it's
really
gonna
save
everybody.
The.
H
J
C
B
Just
wanted
to
add
under
administer,
this
should
be
administer
city
council,
election
August,
20,
19,
November,
20,
19,
and
then
I
would
also
like
to
add
debrief
actions
take
in
and
provide
a
report
to
Council
from
the
election
kind
of
like
what
howard
did
after
Emma
with
that
document
that
he
put
together.
That
said,
you
know
what
you
guys
did,
how
it
went
the
outcomes
and
type
of
thing.
Okay,.
I
And
for
a
standalone
election
Council
would
receive
a
lot
more
information
as
the
year
progresses
because
we're
so
much
more
involved
when,
when
there
we
have
a
race
on
the
county's
ballot,
where
we
are
more
or
less
not
permitted
to
participate
in
that
other
than
the
things
we
do
the
candidate
pack
at
the
qualifying
campaign-
finance
reports
so
but
in
an
odd-numbered
years,
but
we
can
definitely
we
could
do
that
during
a
an
even-numbered
year.
Okay,.
B
B
F
I
Objective
about
it
that
yours,
we
constantly
look
for
ways
to
improve
that
process,
some
of
the
things
that
we
have
done
in
the
past.
With
that
just
being
a
general
objective,
we
have
changed
the
process
for
the
renewals
from
from
actually
printing
a
thousand
renewal
notices
and
hand
mailing
them
to
the
click
of
a
button
where
we
we
just
send
out
an
email
to
them.
D
I
I
I
don't
feel
the
survey
is
serving
any
purpose
at
this
point
other
than
to
just
reinforce
that
we
are
doing
an
excellent
job
and
our
customers
are
very
happy
with
with
what
we
do
and
and
how
we
service
them.
So
my
proposal
is
actually
to
discontinue
the
survey.
It
doesn't
it's
not
serving
any
purpose
at
this
point.
Well,.
F
And
I
guess
when
I'm
looking
at
this-
and
this
is
just
an
example-
this
may
be
one
of
these
things
where
it's
really
not
an
objective.
It's
just
one
of
the
things
that
you
do,
and
so
some
of
these
objectives
that
are
even
throughout
this
whole
document,
really
they're,
not
objectives
they're,
just
things
and
I
could
we
can
go
into
other
departments
as
well,
but
you
know
so
that
you
really
focused
on
some
key
things
that
you're
really
trying
to
achieve
as
opposed
to
just
a
really
long
list
of
things
as
well.
So
I'm
just.
G
Maybe
we
can
revise
or
update
the
questions
you're
asking
to
give
it
a
fresh
look
just
to
do
something
a
little
different
but
I
think
the
customers
I
agree
with
Nancy
I.
Think
the
customer
service
aspect
of
your
department
is
extremely
important
and
you're
in
a
very
visible
location
in
the
City
Hall
structure,
so
I
think
I
do
think
you
should
continue
doing
it
because
I
think
people
appreciate
the
fact
they're
even
being
asked.
That's
just
my
personal
opinion.
F
I
F
Turn
it
into
an
objective
I
mean
something
you
really
are
trying
you.
You
would
feel
that
if
you
could
do
this
kind
of
be
visionary,
and
if
we
could
do
this,
this
would
really
make
a
difference.
Then
what
would
that
be?
And
maybe
let
your
team
help
come
up
with
some
of
those
notions?
Maybe
it's
instead
of
sending
a
paper.
Is
it
paper
that
people
send
back.
B
I
F
B
Through
the
other
thing,
too,
that
I
brought
up
that
I
would
like
to
see
in
this
is
that
vacation
rental
and
we've
had
some
discussion
and
to
to
really
go
through
that
vacation
rental
document
that
we
have
and
up
and
make
sure
that
it's
because
right
now,
it's
centered
toward
somebody
who
wants
to
open
a
vacation
rental.
But
we
all
get
a
lot
of
questions
about
who
can
do
it,
how
they
can
do
it?
B
Why
they
can
do
it,
and
david
has
put
together
just
a
recent
as
yesterday
a
memo
and
I'm
hoping
to
see
some
of
that
included
in
this,
that
vacation
rental
document.
So
it's
not
just
centered
to
the
people
that
want
to
open
a
vacation
rental,
it's
for
all
citizens
to
educate
themselves
on
vacation
rentals
in
our
city
and
what
the
city
can
legislate
on,
what
we
can't.
So
that
would
be
one
thing
that
I
would
like
to
see
done
this
next
year.
My.
J
Recommendation
would
be
to
do
away
with
that
pamphlet
and
just
simplify
what
the
questions
that
are
being
asked
about
vacation
rental,
because
there
are
a
lot
of
things
in
there
or
which
are
helpful
that
somebody
wants
to
do
vacation
rental.
But
it
goes
beyond
what
the
city
does
in
terms
of
its
oversight
and
maybe
there's
opportunity
for
the
city
to
be
somewhat
incorrect
and
had
people
in
the
wrong
direction.
J
So
I
just
think
it
to
be
more
simple
to
answer
the
questions
that
people
have,
and
certainly
people
have
residents,
have
concern
about
the
vacation,
rentals
that
they
may
be
having
problems
with
yes,
and
why
is
it
that
the
city
is
not
doing
something?
And
my
memo
that
just
went
out
yesterday,
which
I'm
sure
most
of
you
have
not
had
a
chance
to
review,
shows
the
limitations
that
the
city
does
have
and
that
at
least
answers
the
read.
The
questions
that
the
citizens
might
happy
so.
B
F
B
E
J
C
Whether
it
goes
from
gun
control
to
how
much
control
we
have
what
the
county
does
across
the
other
side
of
the
Harbor,
even
I
mean
I,
suspect
I'm,
not
the
only
one.
That's
gotten
some
comments
about.
Why
would
we
let
that
happen,
and
we
have
no
control
over
that,
so
to
help
us
educate
our
make
it
easier
for
us,
rather
than
to
take
each
individual
as
a
question
to
go,
find
the
answer
to
try
to
develop
a
website
philosophy
that
would
allow
these
questions
in
general
to
be
entered
and
easy
to
navigate.
C
You
know
in
all
the
different
areas
that
we
have,
because
to
me,
objectives
are
quantifiable,
I,
think
not
qualitative,
but
they're,
more
quantifiable
and
that's
what
I
coming
off
of
what
Nancy
was
saying.
That's
kind
of
what
I
see
is
the
quantifiable
verification
to
what
is
an
objective
isn't
addressed
here.
The
way
that
my
experience
would
would
do
that
so.
E
E
F
On
that
annexation,
on
page
two
at
the
top
third
bullet
down
cheap
progress
on
annexation
program,
the
note
I
have
is
well,
you
know.
I
know
I
spend
time
on
that.
But
how
is
it
that
we're
gonna?
Do
that?
Because
I
would
like
us
to
see
us
make
progress
and
you
and
I
talked
about
it,
Howard,
just
how
we
going
to
get
people
to
annex
and
it's
voluntary
and
there
are
obstacles,
individual
obstacles
that
specific
businesses
may
have.
E
C
C
B
C
F
Like
to
see
us
say
achieve
progress
on
annexation
program
through
I'm
thinking.
The
word
innovation
keeps
coming
up
in
my
mind,
but
through
creative
ways
to
solve
these
issues
and
I.
You
know,
I
keep
going
back
and
I
know.
How
are
you
and
I
talked
about,
as
you
know,
even
though
I
know
these,
so
somebody
doesn't
want
to
annex
in
because
of
a
sign
or
a
banner
or
whatever
the
fact
is
they're
here.
F
You
know
it.
They
physically
may
not
be
in
the
city,
but
they
are
here
to
the
residents
they're
in
the
city.
To
most
you
know,
listening
to
the
questions,
I
get
people
don't
realize
they're,
not
in
the
city,
so
whether
we
we
can
choose
to
sample,
then
we
don't
want
to
an
accident
but
they're
here.
So
I
