we
find
an
independent
solicit
ater
that
was
facilitated
for
our
next
strategic
plan.
We
have
found
one
he's
very
experienced
in
the
state
of
Florida
dr.
herb,
Marlow
done.
A
lot
of
communities
comes
highly
recommended
by
Charlotte
County
work
with
them
for
a
number
of
years
he's
given
us
a
three-day
proposal,
$4,900,
which
is
very
reasonable.
It
would
be
a
complete
rewrite
of
our
strategic
plan.

However,
there
are
issues
more
in
timing
than
anything
else
yeah,
because
you're
going
to
be
going
through
a
master
plan
process
and
we
still
haven't
ironed
out
when
the
charettes
are
gonna
take
place
and
what
the
results
of
that
master
plan
process
is
going
to
be
and
the
timing
of
the
master
plan.
But
we
also
want
to
do
a
strategic
plan
in
conjunction
with
budget
development.
They
go
hand-in-hand
mm-hmm.

you're
gonna
do
a
strategic
plan
rewrite
for
the
next
strategic
plan,
which
is
fiscal
year
2020,
you
have
to
have
that
process
done
no
later
than
pretty
much
April,
maybe
May,
but
for
most
likely

we're
not
sure
that
the
master
plan
charettes
or
even
we
know
the
master
plan.
Recommendations
aren't
going
to
be
done
at
that
time.

don't

how
realistic
it's

plan
for
2020.

roundtable
sessions

didn't
cost
us

was

wanted
to

in
and
do

to
get
into
the
Gilchrist
park,
playground,
surface
issues.

come
before
you
because
issues
that
have
formed
in
the
surface
of
the
playground.
The
playground
was
a
design
build.
The
the
project
was
completed
in
March
of
this
year
and
in
late
May
the
city
was
notified
of
significant
depressions
around
the
play
equipment.
Since
that
time
we
notified
the
vendor.
There
was
a
patch
job
done
on
the
original
depressions.
It
was
not
satisfactory.

work
was
not
satisfactory
to
the
city.
There
were
seams
discolorations.
It
was
just
that
job
staff
then
met
with
the
contractor.
They
reviewed
the
site
during
that
time,
additional
depressions
were
found
and
where
we
found
ourselves
now
is
the
vendor
is
contending
that
the
depressions
are
forming
because
of
flooding
water
drainage
issues.
At
the
park
we
have
the
City
Engineer.

some
elevation
shots
to
show
that
the
sheet
flow,
the
drainage
there
doesn't
appear
to
be
an
issue
of
that
staffs,
alleging
that
the
compaction
when
the
compaction
was
done
after
that
they
dig
up
for
the
foundations

compaction

foundations

equipment.

not

we're
seeing

sinking,

we
are

caused

contractors
caulk
fault

contractor

something

was
not
of
their
making

caused

problem,

litigate.

it's
really
not
that
simple.

the

cost

proposing
to
replace
the
masked
arms
at
present.
Staff
also
is
working
with
FDOT
to
explore
the
possibility
of
adding
the
fourth
leg
of
the
of
the
the
crosswalks
to
this
intersection.

the
second
are
at
the
Marion
Avenue
intersection
again
the
same
thing:
FDOT
is
just
proposing
to
replace
the
the
signal
masked
arm
and
staffs
observation.
There
could
be
some
opportunity
to
do
some
additional
pedestrian
enhancements
there
to
shorten
crossing
distances,
but
again
those
are
under
discussion
at
this
time
with
FDOT.
So.

Certainly,
what
we
see
upstream
of
this
intersection
is
people
crossing
mid-block
from
the
city
marketplace,
vacant
lot,
parking
lot
to
Dean's
and
other
destinations,
east
of
us
41
northbound,
and
certainly
that
condition
won't
go
away
by
the
addition
of
that
crosswalk,
but
it
would
certainly
be
helped
as
people
would
have
recognized
that
there
was
a
safe
crossing
there.
Now
you
have
to
cross
three
streets
to
make
that
crossing
legally.

Anyway,
moving
on
proposed
conditions,
FDOT
will
only
replace
items
with
like
same
conditions,
so
FDOT
will
replace
the
decorative
fixtures
at
Virginia
and
Marion
with
decorative
fixtures
at
Taylor
and
Olympia.
The
the
existing
fixtures
will
be
replaced
with
standard
finished
fixtures,
so
that
is
what
the
project
will
pay
for.

City
staff
did
some
preliminary
planning
cost
estimates
based
on
products
that
are
available
in
the
marketplace
and
we
came
up
with
approximately
63
thousand
dollars.
That's
our
projected
cost
and
fiscal
year
2020
for
the
upgrades,
which
is
when
FDA
2
will
require
the
funding
from
the
local
government.

we
choose
to
go
down
that
route.

question

is
this
because
we've
had
discussions
before
that
when
you
put
in
assets
permanent
assets,
you
typically

want
to
plan
on
10%
per
year
for
maintenance,

that
type
of
number

apply
