Description
A
A
B
They're
kind
of
asking,
which
is
nice
because
they
never
asked
before
and
they
said
we
have
sovereign
rule
and
we
can
do
whatever
we
want
and
we
did
convince
them
to
move
them
back
a
little
bit.
But
when
we
talked
about
the
Sally
Jones
situation,
I
showed
you
pictures
a
port
charlotte
high,
where
they're
just
up
and
down
Murdock
circle
haphazard.
It
looks
terrible,
it
looks
terrible,
but
they
feel
like
they're
allowed
to
do
it
so
well.
This.
B
D
Debating
with
the
attorney
for
the
school
board,
suggesting
that
the
language
in
the
state
statute,
as
relates
to
the
exemption
from
the
requirement
to
comply
with
the
state
wide
building
code,
is
broad
enough
in
his
opinion
to
exempt
them
from
our
land
development
regulations
particular
apps.
I
encode
I
strongly
disagree
with
that
and
and
I'm
very
comfortable
with,
with
my
opinion,
I've
written
it
a
couple
times
and
different
general's
opinion
support
that
position,
and
so
this
well
maybe
this
is
coming
to
you
today
with
respect
to
a
particular
request
from
a
particular
school
I.
D
D
We
could
we
in
that
regulation
we
could
specify
sign
sighs.
We
can
specify
you
know:
proximity
to
a
roadway
to
maintain
their
visibility
and
some
of
the
other
non-specific
none
at
the
content,
specific
provisions
that
were
allowed
to-
or
so
we
just
simply
maintain-
that
they
don't
have
the
right
to
do
it,
because
it's
a
sign
and
we
don't
allow
it
in
our
code
and
then
keep
fighting
with
them
over
whether
we've
got
the
authority
over
the
school
board's
premises
with
respect
to
R
sine
code.
D
B
G
Think
that
the
solution,
Sally
Jones,
of
moving
it
back
away
from
the
road
was,
you
know
a
good
one.
I've
asked
a
number
of
residents.
What
do
you
think
about
this?
And
the
residents
all
agree
that
they
don't
want
to
see
the
signs
up
against
the
road,
because
it
would
just
do
a
lot
to
make
our
community
look
good
and
we
don't
want
to
look
shabby
I,
don't
know
where
they
would
put
them,
but.
A
I
not
with
the
school
directly.
It's
like
I
said
the
request
came
through
the
resource
officer
for
the
school
and
they
had
approached
him
with
the
question.
So
once
I
got
the
question
talking
to
Howard
and
city
attorney
said
well,
let's
put
it
on
for
discussion,
see
where
it
goes
before
we
dope.
We.
H
Very
well
may
be
able
to
work
something
out
with
with
the
middle
school,
like
we
did
with
the
elementary
school
having
them
put
their
fundraising
signs
back
I'm,
just
on
some
of
the
areas
that
Terry
was
talking
about,
that
still
doesn't
resolve
the
long
term
right
now
they
work
with
us
with
Sally
Jones.
You
can
talk
to
them
about
the
middle
school
and
we
will.
We
will
do
that
for
your
direction,
but
do
we
also
want
to
take
it
a
step
further
and
actually
try
and
put
something
in
our
code?
B
H
B
D
D
At
schools,
or
do
you
not
want
to
allow
scientists
schools
if,
if
you're
going
to
allow
signs
at
schools
that
we
need
to
put
it
in
the
ordinance?
If
you're
not
going
to
allow
signs
in
schools,
then
we
should
keep
a
firm
position
and
if
you'll
bear
mind
that
the
key
here
is
whether
it's
legible
from
the
public
right
of
way
or
other
properties
in
one
of
the
previous
instance.
I
think
was
the
high
school.
D
They
put
it
around
the
athletic
field,
so
it
wasn't
any
further
visible
or
that
work
from
this
public
go
right
away.
So
we
kind
of
one
that
skirmish,
but-
and
maybe
we
can
rid
this
skirmish
to
by
working
with
the
school
to
have
them
taken
away.
So
it
put
it
in
an
area-
that's
not
legible,
but
if
they
want
to
put
it
where
it's
legible
and
typically
that's
what
these
schools
do.
Because
it's
an
advertising
thing,
then
we
need
to
know
whether
we
as
the
staff
and
city
legal
department,
need
to.
D
I
Adamantly
opposed
to
commercial
signage
on
the
school
property,
especially
in
light
of
the
fact
that
we
still
hope
to
continue
to
finish
our
ring
around
the
city
and
have
bicycles
be
riding
around
the
school
grounds
over
there.
I
shouldn't
leave
wouldn't
want
them
to
writing
over
there
and
looking
at
commercial
signage.
That's
how
I
feel
about
it.

I
Jeff
did
I
think
you
have.
We
have
to
look
at
this
in
the
context
that
we
spending
were.
You,
hopefully,
must
be
able
to
spend
all
of
this
money
to
finish,
creating
a
ring
around
the
city
that
we
want,
the
people
that
are
going
to
be
enjoying
that
to
see
that
kind
of
signage
as
we
as
they
write
around
I.
Don't
the.

Morning,
counsel
for
the
record
Phillips
from
HR
manager
and
I've
promised
not
to
make
it
as
contentious
as
the
last
issue.
You
can
choose
to
do
so,
but
I'm
there
each
year
you
do
an
evaluation
of
your
two
employees,
which
are
the
city
manager
in
the
city
court
they
in
years
past
I
believe
this
is
the
first
time
that
you
as
a
council
have
had
to
consider
a
recommendation
for
a
pay
increase
the
last
five
years.
E
E
I
B
B
I
I
F
I
B
I'll
jump
in
I
see
your
basis
for
the
percentage
that
you've
come
up
with,
based
on
that
I
guess.
This
has
been
like
a
learning
situation
for
us
because
we
haven't
been
in
this
situation
before
to
do
the
raises
and
I
just
really
had
a
real
problem
with
that
policy.
B
I,
just
don't
I've,
never
heard
of
anything
such
thing
before
and
I
was
very
concerned
that
that's
the
way
that
that
we've
decided
that
raises
can
be
shared
with
others.
I
could
see
in
a
department
if,
let's
just
say
that
total
three
percent
was
budgeted
and
some
people
didn't
make
the
cut,
so
this
person
got
to
and
that
person
got
four
because
this
person
didn't
make
the
cut
and
this
person
went
above
and
beyond,
but
for
a
department
director
to
be
able
to
give
and
obviously
their
percentage
could
be
much.
I
er
there.
B
One
percent
of
their
pay
is
going
to
be,
like
you
said
five,
maybe
ten
percent
of
of
somebody
else's
pay
and
that's
going
into
their
salary
for
forever
as
long
as
there
with
the
city,
so
I
just
have
a
problem
with
that
policy
and
I
just
want
to
put
that
out
there
that
I.
Just
don't
it's
not
something
that
I
agree
with.
G
In
the
corporate
world
for
a
long
time,
and
and
have
been
a
part
of
situation
where
we
didn't
receive
raises,
but
the
CEO,
the
organization
got
bonuses,
million-dollar
bonuses
from
the
board,
while
we
got
nothing
and
I
have
I
feel
that
we
need
to
be
consistent
and
that
we
should
not
be
giving
our
city
manager
arrays.
It's
really
beyond
what
we're
allowing
the
rest
of
the
employees.
I
have
I
think
that
you.
E
B
G
J
I
agree
with
nancy,
I
mean
we
have
budgeted
three
percent
again
across
the
board
and
in
some
cases
they're,
probably
our
staff
that
are
getting
four
percent,
because
other
people
have
not
gotten
they've
gotten
their
own
merit
increase,
or
is
it
just
three
percent
three
percent
as
the
top?
So
I
think
that
that
would
be
fair
in
looking
at
howard
salary.
It
does
bring
him
up
to
par
I
believe
fairly
as
an
average,
not
that
he
doesn't
deserve
more,
but
all
of
our
staff
deserve
more.
J
C
Would
I
agree
to
because
I
think
that
you
know
not
that
it's
our
job
to
look
at
everyone
so
but
I
know
that
a
while
back
Phil
did
do
some
analysis
for
us
and
I
think
we
have
a
lot
of
employees
here
that
are
below
and
even
with
Howard's
3%
he
still
will
be
below
a
little
bit
so
and
I,
don't
like
that.
I
do
think.
C
Howard
has
done
a
great
job,
I've
been
here
for
a
long
time
and
in
these
really
economic
trying
times
to
have
accomplished
all
that
we
accomplished
I
really
attribute
to
Howard
our
plan,
even
the
ring
around
the
city
that
was
planned
in
the
80s
and
in
a
hard
time
you
know
he
that
was
part
of
the
master
plan
that
the
city
did
and
so
to
bring.
You
know
to
work
with
all
the
different
organizations
team
punta
gorda
and
to
really
bring
this
all
to
fruition.
Is
Howard's
leadership.
I
really
feel
you
know
strongly
about
that.
B
B
H
You
and
I'm
glad
that
you
know
what
my
feeling.
F
G
I
would
agree
with
Kim
and
I
also
think
that
the
one-on-one
discussions
that
that
I'd
have
a
Howard
it's
getting
very
receptive
to
creative
ideas
and
input.
So
it's
it's
been
a
good
process
and.
J
E
Record
fill
which
term
again
just
one
housekeeping
issue,
and
that
is
that
we
have
already
processed
payroll
employees.
So
I
would
need
you
to
agree
to
make
his
pain
increased
retroactive
back
to
the
beginning
of
the
pay
period
that
we
just
processed
the
payroll
for
you
missed
it
by
28
minutes
I'll.
E
B
K
B
B
H
H
H
H
H
H
J
J
If
the
council,
where
to
accept
the
authorities
proposal,
it
may
be
difficult
to
explain
to
ratepayers
that
the
city
has
selected
an
option
which
is
not
the
most
of
cost-effective
and
does
not
solve
the
entire
problem,
and
I
would
like
to
recommend
maybe
changing
that
language
to
from
it
may
be
difficult
to
explain
to
ratepayers.
It
will
be
impossible
to
explain
to
ratepayers
that
we're
going
to
charge
more
than
we
needed
to
I
mean
to
me.
J
That
was
again
it's
impossible
for
us
to
do
that
for
our
residents
and
commercial
users
and
then
the
other
thing
is
I'm
I
like
compromise
too.
What?
If
we
were
going
to
make
any
kind
of
contribution
to
the
phase
one
pipeline
I
would
think
it
should
be
equal
to
what
the
other
authority
members
are
contributing,
and
that
would
be
basically
five
percent,
because
the
Swift
month
would
be
paying
half.
Well,
we
would
be
paying
one-fifth,
not
five
percent
one-fifth
of
the
cost.
J
B
F
J
F
F
B
H
J
J
J
B
I
think
that
still
should
be
on
the
table,
because
it's
obvious
that
they
want
us
to
become
and
water
authority.
Customer
I
mean
I
still
like
the
lump
sum
payment
myself
I'm
in
line
with
that.
More
than
I
am
compromise
one,
but
I
think
you
know
this
is
we're
being
cooperative
partners
in
the
spirit
of
cooperation.
We
should.
I
B
C
B
H
H
H
G
F
K
K
B
F
F
K
B
B
C
K
J
K
B
K
B
C
B
What
about
police
officer
pension?
We
only
had
two
names
for
that
that
I'm,
sure
of
but
they're
not
the
same.
K
B
Okay
policy
and
legislation,
I
just
have
a
comment
because
I've
been
asked
by
some
people-
and
this
is
a
conversation
we
can
only
have
in
a
public
meeting.
So
I
would
just
like
to
say
thank
you
for
having
faith
in
me
to
be
your
mayor
for
this
last
year
and
I'm
willing
to
do
it
again,
if
you
so
choose
next
month,
so
just
to
clear
up
any
questions
that
you
might
have.
So
that's
it
and
council
member
comments,
Nancy.
G
Yesterday,
I
served
my
first
experience
with
the
canvassing
board
for
the
general
election
and
I'll
have
to
say:
I
learned
a
lot,
and
our
voting
process
is
unbelievably
ethical.
The
way
that
the
supervisor
of
elections
that
counts
for
everything
is
incredible,
but
I
would
like
to
encourage
everyone
to
vote.
If
you
have
an
absentee
ballot,
please
vote,
because
it
is
it's
a
privilege
and
rest
that
we
have
to
do
this,
so
just
get
out
there
and
vote
because
the
next
time
we
need
the
election
will
have
passed.
B
G
G
Over
things
and
when
they,
so
if
you
can't
even
put
a
key
in
something
to
unlock
something
and
when
they
pull
the
tape
off,
if,
if
you
were
to
think
well,
somebody
could
pull
that
tape
off
and
put
it
back
on
when
they
pull
the
tape
off.
It
has
a
special
ink
that
that
void
is
written
all
over
the
the
tape.
So
it's
it's
incredible,
so
they
can
tell
if
somebody's
tried
to
tamper
with
things.
So
it's
it's
an
amazing
secures
by
very
very
soon
you're
very
secure.
Yes,
some.
I
Just
a
couple
of
things,
first
of
all,
I
getting
would
like
to
thank
Howard
for
a
spectacular
year
and
thank
you
for
your
service.
I
would
like
to
just
remind
everybody
again
and
we
probably
Carolyn
might
bring
it
up
as
a
local
option
sales
tax,
for
whatever
opportunities
we
have
to
be
out
there
and
encourage
it.
I
I
dread
the
thought
of
starting
to
work
on
next
year's
budget
without
the
benefit
of
that
max
being
a
plane.
So
I'll.
J
Probably
did
Oh
what
time
is
definitely
going
to
be
Howard
and
again
it
has
an
incredible
year.
Definitely
and
you've
done
a
good
job.
Thank
you.
I
just
wanted
to
kind
of
update
on
the
MPO
I
know
I
sent
this
out
to
council
members,
but
we
do
have
good
news.
Our
request
for
the
median
openings
on
US
41
for
no
left
turn
sign.
X
has
been
approved.
That's
for
West
Henry
palm
auto
Chevrolet
and
fills
41,
so
that
was
done.
Regulations
will
be
drafted
and
signs
installed,
October
sixteenth.
J
He
would
prefer
that
those
things
don't
come
up
before
the
MPO,
but
it
got
his
attention
so,
with
regards
to
the
bridge,
cleaning
FDOT
wants
data
on
where
the
debris
is
coming
from.
They
found
that
in
some
other
situation
you
know
they
found
that
garbage
trucks
where
things
were
coming
off
the
garbage
truck.
So
I,
don't
think
that's
the
case
for
hours
I
mean
I
was
every
time
I
go
over
that
bridge,
I'm
looking
at.
J
F
B
H
B
J
Walkers
bicyclists
definitely
when
I
had
mentioned
that
there
have
been
several
people
who
have
had
flattened
tires
and
you
know
and
Billy
had
away
as
a
bicyclist
I
mean
he
goes
like
30
miles.
I
guess
you
know
every
weekend
or
whatever.
So
he
understands
that
he
says
well,
he
says
I
carry
an
extra
tube.
You
know
from
my
time.
J
F
J
But
in
the
meantime,
curse
Constance
has
suggested
that
Charlotte,
County
and
Punta
Gorda
share
in
the
4400
dollar
cost
for
the
additional
cleanings.
So
that
would
be
twenty
two
hundred
dollars
from
the
city
to
do
that
and
that
might
come
up
on
an
X
in
another
future
council
meeting
again
he
had
suggested
that
from
NP,
oh
I
did
not
come
from
the
Commission
itself.
That's.

There's
no
headway
on
any
additional
signage
on
I-75.
If
you
recall,
we
were
asking
if
we
could
have
additional
signs.
That
say
you
know
punta
gorda,
next
3
exits
well
they're,
now,
looking
at
all
their
signage
and
they're
taking
them
down,
supposedly
they
also
when
we
had
suggested
ana
gorda,
and/or
and
the
beaches,
or
something
like
that
Inglewood
beach,
and
they
want
it
so
that
if
people
got
off
at
that
exit
that
they
would
be
there
within
10
miles,
and
so
since
the
beach
is
further,
they
will
not
do
that
either.
J
He
did
give
Billy
had
a
way
to
give
an
excellent
presentation
on
the
statewide
bicycle
pedestrian
safety
initiative,
and
that
is
on
the
MPO
website.
I
believe
we
also
incorporated
it
on
ours,
really
an
excellent
presentation
that
we
did
and
if
there
are
some
time
that
perhaps
he
or
maybe
one
of
his
staff
could
do
it
for
us
I
think
it
would
be
very
impressed
in
terms
of
what
we're
doing
in
the
state
of
Florida
to
assure-
and
it's
not
just
the
bicycles,
its
roundabouts.
