and

we
work
24
straight
days
started

September

finished

October
16th.
We
hauled
361
loads
to
the
Charlotte
County
landfill
and
that
equated
to
seventeen
thousand
eight
hundred

fifteen
cubic
yards

material.
We
deliver
that
to
the
composting
facility
in
the
back
by
the
name
of
synagro,
so
they're
gonna
have
a
beneficial
reuse
for
that
which
is
always
nice.

for

storm

Combat
correspondent
in
Vietnam,
and
but
for
dumb
luck

multiple

unable
to
address

this
morning,
because
my
name

be

that

The
names

three
of
my
buddies,
fellow
Army
journalists
are
on
it.
So
it
should
be
crystal
clear
then,
that
I
understand
what
the
memorial
wall
is
all
about.
I've
spent
my
adult
life.
As
a
journalist
and
an
author,
my
life
has
been
all
about
the
First
Amendment.

This
proposed
ordinance
is
a
misguided
attempt
by
government
to
allayed
speech.
It
attempts
to
delineate
what
citizens
can
say
and
what
they
can't
say
within
a
relatively
large
area
of
a
public
park.
You
can't
do
that,
even
though
your
intentions
may
be
honorable,
your
actions
will
be
unconstitutional
and
that
could
be
a
financially
costly
error.
Don't
take
my
word
for
it.

sent
a
copy
of
the
proposed
law,
along
with
photos
of
the
area
to
a
nationally
recognized
First
Amendment
expert
David
Goldberger
was
the
civil
liberties
attorney
who
represented
the
Nazis
in
the
infamous
Skokie
case.
Here

his
comments.
He
says
protecting
the
solemnity.
The
Morial
does
not
justify
a
flat
ban
on
all
speech
activities
in
the
entire
area.
The
First
Amendment
requires
that
restrictions
like
these
be
narrowly
tailored
and
not
ham-handed.
You
put
the
wall
in
a
public
space.

trying
to
prevent,
does

interfere
with
the
use

memorial

way
by
people
who

to
view

are

Punta
Gorda
Police
Department,

PD,
needs
to
be
rehabilitating
its
image,

creating
opportunities

more
nationwide
ridicule

don't

think,
arresting

group
of
non-violent
citizens
demonstrating
at
the
wall
against
this
country.
Getting
into
another
military
misadventure
would
draw
a
negative
media
attention.

get
into
a
situation
where
you'll
have
to
spend
tens
of
thousands
of
tax
dollars
on
legal
fees,
to
defend

position

federal
court
post,
reasonable
signage
and
rely
on

decency

mandate
respectful
behavior

folly

good
governance

use

old
saying

goes

not
certain

plan

city
where
we
need
to
go.

need
to
be
for
now
and
in
the
future,
it's
a
great
plan
and
it's
a
terrific
blueprint
and
roadmap
to
help
make
our
city
even
more
successful

right

tax
Historical
Society
because

financial
issues,
they
want
it
either
waived
or
forgiven
for
a
year.

city
attorney
has
opined

can't

impact
fee,
has
to
be
paid
if
City
Council
wants
to,
they
can
take
dollars
from
another
account
city,
council,
reserve,

or
reserve,
and
pay
the
tax

Historical

with

people

docks

letting

them
short
term,
while
their
sea
walls
are
replaced
and
I'm
ecstatic
about
that.

Alliance
has
entered
into
a
great
community
service
partnership
with
us
on
this
and
when
I
happen
to
notice
that
there
is
an
ordinance
that
says,
can't
rent
your
dock,
I've
received
phone
calls
and
emails
from
several
of
the
people
who
are
offering
dock
space,
and
a
couple
of
them
did
ask
if
they
could
charge
for
it
and
I
said
I
think
you
can.
But
let
me
get
back
to
you
because
I
know
there's
an
ordinance
in
place.

think
we
just
need
to
waive
that
part
of
the
ordinance
short
term
so
that
we
can
allow
these
people
to
move
their
dock
and
move
their
boats
to
a
different
dock,
while
they're
having
their
sea
walls
replaced,
but
special
kudos
to

boaters

for
their
proactive
attitude
about
this
whole
thing
and
all
of
their
help.

been
really
helpful

either
the
Association
can
come
up

way
to
regulate

themselves
and
be
responsible

ensuring
that
those
that
volunteered
their
doctorate

we're

to
allow

docks

used

ensured
that
they
were
doing
so
for
bonafide
purposes
or
for
the
purpose
of
the
three
years
just
dispense
with
the
prohibition
in
general
of
leasing
docks,
so
that
you
know
we
don't
have
to
worry
about
policing
potential
violations.

ability

extent

There's
also
one
issue
that
probably
wouldn't
occur,
but
could
there
are
some
undeveloped
properties
that
are
zoned
for
a
row
multi-family
that
already
had
the
docks
then,
even
though
the
building's
has
never
been
bought
and
if
some
developer
were
not
ready
to
develop,
but
we
wanted
to
say:
okay,
I
can
get
an
income
by
renting
the
dots.
This
would
be
a
way
to
protect,
protect
this
from
ins
egregious
and.

April
the
City
Council
directed
staff
to
move
forward
on
a
living
shoreline,
comprehensive
project.
The
concept
of
the
living
shoreline
plan
provides
implementation
of
natural
banks,
stabilization
techniques,
that
incorporate
approaches,
a
combination
of
maybe
wetland
plants,
oyster
reefs
sand,
rocks,
etc,
and
it
is
not
utilized
in
all
areas
only
where
appropriate.
So
the
idea
was
to
provide
shoreline
protection
and
maintain
the
valuable
habitat.
This
idea
was
actually
brought
forward
to
us
by
the
four
point
Sheraton
in
conjunction
with
the
project
they're
working
on.

So
the
partners
that
are
part
of
this
project
include
the
Nature
Conservancy
with
us.
Today
we
have
dr.
Christine,
Shepherd
and
Ann
birch.
We
have
the
Charlotte
Harbor
National
estuary
program,
Jennifer
Hecker.
We
have
ch2m
our
engineering
group
with
Jason
Byrd
other
partners
that
are
not
present
or
the
aquatic
preserves
the
four
point.
Sheraton
and
then
the
DEP
have
participated
in
all
of
our
project
in
all
of
our
meetings.

So
the
living
shorelines,
as
you
can
see
there,
there's
a
seawall.
Some
of
the
ideas
might
be
to
incorporate
the
the
mangroves
some
other
seed
plant.
Some
other
plants
rocks
it's
all
for
the
benefits
of
stabilizing
that
area,
protection
of
the
surrounding
environment
and
improvement
of
the
water
quality,
the
look
of
aesthetics,
so
you
don't
have
that
solid
wall
that
you're
looking
at
it
helps
deploy
some
of
the
wave
action
that
hits
the
those
hard
surfaces
and
then
it
creates
habitat
biodiversity.

The
discussion
that
the
partners
have
been
going
over
for
the
last
seven
months
is
to
expanding
this
living
shoreline
project
from
a
single
demonstration
area
to
include
a
regional,
comprehensive
living
shoreline
action
plan.
This
is
an
exciting
opportunity
for
us
to
try
something
to
utilize.
The
natural
based
approaches
to
reduce
the
risk
from
storm
surges
address
the
sea
level
rise
that
is
occurring
and
to
enhance
the
area.

The
hotel
property
would
serve
as
a
visual
model
for
other
areas
with
similar
Hardin's
shorelines,
and
then
the
plan
that
we
would
recommend
associate
with
this
project
would
provide
other
areas
and
other
communities
the
prop
the
possibility
of
putting
into
effect
this
type
of
work.
All
of
the
work
would
be
done.
It
would
be
sort
of
an
outline
for
them
to
move
forward,
so
the
city
would
provide
that
as
part
of
their
climate
adaptation
plan.

So
the
proposal
that
we're
looking
at
is
actually
to
add
a
component
to
the
update
that
is
coming
up
for
the
city
the
city
is
has
already
been
awarded,
has
already
been
appropriated,
$30,000
for
the
climate
adaptation
plan
update.
It
is
the
2009
update
that
we'll
be
working
on,
and
we
would
like
to
add
to
that
plan
which
would
serve
as
a
model
for
future
projects.
It
would
show
the
power
of
the
public
partner,
prime
partnerships,
that
we
would
build
with
it,
create
an
aesthetically
appealing,
design
and
protect
the
infrastructure
through
enhancement
of
the
shorelines.

The
proposal
would
include
that
pilot
project
located
there
on
the
phase
1
picture,
and
it
would
add
one
of
the
some
of
the
things
that
we
could
do
with
that
project
is
add
to
the
trails
that
teach
that
we
could
incorporate
it
into
that
as
well.
Once
the
project
is
in
place,
we
would
then
promote
the
signage
around
that
area,
with
the
trails
that
teach
signage
and
that
would
again
add
to
another
partnership
with
the
community.

Continuing
the
proactive
stance
on
coastal
resiliency
planning
that
the
city
has
incorporated
in
the
past
with
the
oyster
reef
restoration
project.
The
second
part
of
the
project
would
include
designing
a
plan
that
others
would
emulate
utilizing.
The
sound
planning
practices
outlined
in
our
2040
comprehensive
plan
that
was
previously
adopted.
The
project
would
expand
strategies
identified
in
the
2009
climate
adaptation
plan.
I,
don't
know
if
you're
aware
of
this,
but
our
plan
has
actually
incorporated
seven
out
of
the
eight
strategies
that
were
provided
to
us
in
that
plan.

So
it
is
time
to
move
forward
and
set
a
new
set
of
goals
for
the
city,
as
we
move
forward
with
our
studies.
That
will
be
important
to
incorporate
the
implementation
of
coastal
resiliency
planning
in
other
areas,
and
one
such
item
is
the
build-out
and
transportation
study
that
we're
doing
it's
unusual,
to
have
two
studies
coming
together.
That
would
benefit
from
each
other.
So
it's
important
to
incorporate
those
coastal
resiliency
planning
two
strategies
into
that
plan
as
well
as
previously
mentioned.

There
are
a
variety
of
benefits
associated
with
this
plan
and
it
would
address
the
coastal
resiliency
planning
and
increase
our
information
on
storm
risk
and
the
changing
climate.
Again,
we
would
showcase
the
power
of
public-private
partnership.
Since
the
community
actually
came
to
us
it's
a
little
different.
We
don't
have
to
go
to
them,
they're,
actually
trying
to
help
us
figure
out
a
way
to
do
this.
The
protection
of
our
shorelines.
We
all
know
that
the
Charlotte
Harbor
is
a
jewel
to
the
city
and
it
is
our
economic
engine.
S
So
we
would
like
to
protect
that
in
the
future.
The
creation
of
the
habitat
for
the
marine
life
again,
adding
to
that
protection
of
our
Harbor.
The
improvement
in
the
water
quality
again
adds
to
the
area's
economic
base,
and
that
is
an
investment
that
is
a
win-win
for
everybody,
not
only
the
property
owners,
but
the
residents,
the
community
and
our
local
businesses.
So
as
we
move
forward,
there's
always
the
estimated
budgets
so
looking
at
the
pilot
year,
one
I
just
want
to
make
sure
you
aware
that
these
are
proposed
budgets.

They
would
have
to
be
proofed
and
checked,
but
the
good
thing
to
think
about
is
that
the
group
that
we
are
associated
with
the
partners
that
we
have
formed
we
have
all
worked
together
in
the
past.
Tnc
has
worked
with
the
city
for
over
10
years.
Tnc
is
working
with
our
engineering
group
ch2m
on
other
projects.

So
looking
at
that
the
pilot
project
in
year,
one
$50,000
is
expected
to
be
the
cost
of
the
planning,
design
and
survey
costs,
and
then
the
bulk
of
that
project
will
be
the
engineering
and
construction
costs
and
we
would
be
looking
for
grants
and
other
opportunities
to
pay
for
that,
as
this
will
be
a
multi-year
project.
A
critical
piece
of
the
completion
of
the
plan
update
is
incorporated
in
the
city's
budget
for
the
30,000
climate
adaptation
plan.

We
feel
that
by
adding
$15,000
additional
we
can
actually
do
a
living
shoreline
element
as
part
of
that
plan
and
then
therefore,
in
the
future.
If
that
was
a
result
of
our
climate
adaptation
plan
strategies
that
would
come
out,
we
would
be
able
to
save
money
by
incorporating
it
now,
rather
than
later,
in
having
to
review
all
of
those
other
aspects
at
a
later
date.
These,
like
I,
said
the
30,000
is
already
committed
and
is
appropriated
right
now.

The
additional
cost
for
the
project,
design
surveys
and
permitting
would
be
something
that
again,
we
would
look
for
through
grants
and
other
partners
hoping
to
get
the
County
on
board.
Maybe
they
can
do
some
add
some
funds
for
us.
We're
not
sure
that
we
are
working
with
them
to
see
if
they
would,
they
are
actually
waiting
for
the
outcome
of
the
first
part
of
this
project.

So
as
we
move
forward,
we
are
looking
for
approval
from
City
Council
to
do
phases:
1
&,
2,
concurrently,
we
are
seeking
out
the
grant
funding
and
for
implementation
and
again
promoting
that
city
county
collaboration
and
also
requesting
that
the
$15,000
be
added
to
the
existing
$30,000
budget
that
we
already
have
for
the
climate
adaptation
Plan
Update.
If
that
is
a
curve
that
occurs,
the
city
then
will
start
with
the
the
city
and
the
partners
will
begin
with
the
Four
Points
Sheraton
pilot
project.
We
will
design
the
project,
scope
and
implementation
portion
of
the
plan.

We
will
continue
to
seek
funding
additional
funding
and,
as
I
said
in
an
effort
to
reduce
the
cost
to
the
group
will
promote
the
collaboration
with
other
partners.
Again,
it
will
be
a
demonstration
of
a
successful
private
partnership.
We
feel
and
it
will
be,
a
model
that
will
be
used
for
other
communities.
