to
Vietnam
as
a

it

a
dirty,
lousy,
stinking
place
to
be,

I
was
glad.

there
as

service
because

was
a
dangerous
deadly
place.

know
that
the
draft
of
this
ordinance
is
a
little
bit
different
from
the
draft
that
was
presented
to
you
at
first
reading.

added
to
the
whereas
clauses
the
appropriate
language
that
recognizes
the
unique
situation
as
it
relates
to
this
particular
public
area.
It
is
a
misconception
that
all
city,
property
or
government
property
is
open
to
the
public
for
whatever
reason,
and
that
and
that
the
speech
said
a
misconception
that
that
speech
cannot
be
regulated
in
any
public
area.

the
language
in
these,
whereas
clauses
is
necessary
to
distinguish
this
particular
area
because
of
its
unique
purpose
in
nature,

subject

certain
regulations
that

city
does
have
the
lawful
authority
to
impose

at

Punta
Gorda
wall
that
the
man

kind
of
solution,

Attorney
spent

hours
trying
to
fix

akin
to
putting
lipstick
on

problem

The
ordinance
is
still
a
pig
I'll
ask
once
more.
Do
you
really
believe
that
the
threat
to
decorum
at
our
Veterans
Park
is
so
dire
that
you
need
a
restrictive
ordinance
like
this
and
how
are
you
going
to
enforce
it?

consequences
try
this
if
you
approve
this
ordinance
when
our
local
military,
Heritage
Museum
holds
its
annual
Veterans
Day
program
and
Pearl
Harbor
Day
program
at
veteran's
park
they'll
be
forbidden
to
use
any
sound
system
microphone
or
speakers
at
the
gazebo,
as
they've
done
in
the
past.
Why
you
should
know
it's
in
your
proposed
law,
section
2,
says
stages
and
sound
equipment
permitted
in
other
areas
of
Veterans.
Park
may
not
be
closer
than
100
feet
from
the
boundaries
of
the
designated
memorial
area.
That
gazebo
is
well
within
the
hundred
foot
Forbidden
Zone.

picking

groups

guards

march

recite
an
appropriate
memorial
prayer
for
those

right

Washington
DC,

wrong
for
Punta,
Gorda
and
I'd
respectfully
suggest
that
you
table
this
unnecessary,
counterproductive

potentially
cost
the
ordinance.

the
hundreds
of
local
folks,
businesses
and
organizations
who,
through
their
volunteerism
and
donations,
made
the
wall
possible
and
really
he
is
disrespecting
the
city
of
Punta
Gorda.
We
do
not.
According

not
deserve
the
same
protections
here
that
washington
dc's
wall
does
because
we're
just
jerkwater

I
really
really
disagree
with
that.

Raymond,
if
you
need
another
ruler,
it
looks
like
a
more
a
little
more
than
100
feet
from
the
podium
from
the
gazebo.
I
represent
the
largest
veterans
organization
in
the
country,
the
American
Legion,
as
a
local
post
commander,
I
personally,
experienced
on
a
daily
basis
the
effects
of
the
wounds
suffered
by
our
Vietnam
veterans.
These
wounds
are
not
always
physical,
but
also
emotional.
That
is
the
most
important
reason
I
got
involved
in
the
construction
of
the
Vietnam
Wall
and
lastly,
Park.

Our
number
one
goal
was
to
construct
a
place
where
all
veterans
could
go
to
heal
their
wounds.
Sometimes
it
takes
months
to
persuade
a
veteran
to
visit
this
monument,
a
monument
dedicated
to
the
over
58,000
men
and
women,
who
sacrificed
their
lives
for
us
now.
Imagine
if
you
will
how
the
veteran
would
feel
if
he
arrived
at
the
wall
and
saw
people
protesting,
would
it
be
a
continuation
of
the
disrespect
they
received
when
they
arrived
back
home
from
Vietnam
after
serving
their
country?

Our
intent
for
the
building
of
the
wall
was
clear
to
help
heal
wounds
after
hundreds
of
meetings
planning
the
AUSA
memorial.
Not
once
did
the
word
protest
come
up.
I
believe
that
was
because
we
never
thought
we
needed
to
address
it.
Protesting
is
not
allowed
at
the
Vietnam
Wall
in
Washington
DC,
and
it
should
not
be
allowed
in
Punta
Gorda.

activities

know

there

measurement
made
from
the
gazebo

adopt
the

I
applaud
the
council
for
considering
of
this
ordinance
we're
in
a
housing
crisis.
Many
people
don't
recognize
that
that
we
have
a
dire
shortage
of
apartment,
rental,
housing
and
it's
preventing
the
movement
of
the
establishment
of
working
people,
college
graduates,
college
students
from
coming
to
our
area,
to
live
and
to
work
and
to
live
and
to
go
to
school.

This
will
open
the
door,
I
think
I
hope
to
some
additional
development
possibilities.
I
spoke
when
I
was
sitting
on
the
council.
I
spoke
with
a
number
of
developers
about
this
very
this
very
topic
of
apartment
housing
and
at
the
time
there
was
a
reluctance
to
build
such
facilities
because
it
was
easier,
more
profitable,
a
better
return
on
their
investment
to
build
single-family
homes
and
move
on
to
build
another
single-family
home.
Perhaps
the
economy
has
changed,
I
hope
it
has
to
make
it
a
more
profitable
and
successful
development
for
developers
and
builders.

this

I
certainly
hope.
So.
It's
desperately
needed,
I
hope
that
people
who
live
in
some
of
the
special
residential
overlay
districts,
don't
get
panicky
about,
saying,
don't
build
apartments
in
my
backyard
and

happen,

mere
price
of
a
land
in
those
areas
would
not
make
such
a
development
profitable
and
successful.

moratorium

boaters
alliance
program
for

dock
match,
while
hurricane
storm-related
seawall
repairs
are
done
it
just
it's
a
temporary
moratorium

enforcement,
so
we
didn't
take
the
language
out
of
the
code.
We
it
just
won't
be
enforced,
and
this
does
not
apply
just
to
docks
affected
by
the
hurricane.
That
question
was
asked
it's.
It's
has
to
be
open
for
everybody.
We
can't
select,
didn't
choose
so
it
just
won't
be
enforced
until
the
sunset
day,
which
is
three
years.

that
are

to
deteriorate
pretty
intensely

some
people
