Pompano
canal
and
I'm
here
today
to
give
the
City
Council
a
little
lesson
in
hydrodynamics
and
civic
responsibility.
We're
all
concerned
about
the
sea
wall
erosion
cases.
Now,
if
you're
not
familiar
with
what
Pompano
canal
is
it's
the
large
one
that
comes
in
from
the
harbor,
with
the
sets
of
Coast
Guard
approved
navigation
markers,
a
lot
of
people
know
it
as
the
Yacht
Club
canal,
because
you
come
in
turn
left
and
go
to
the
Yacht
Club
that
canal.

According
to
what
I've
been
able
to
determine
from
a
survey
and
informal
one
using
Google
Maps,
the
satellite
view
in
the
city
tax
record
has
suffered
22%
of
sea
wall
failure
as
a
result
of
Hurricane
Harbor.
There
are
250,000
dollars
of
annual
taxes
collected
from
the
homes
along
that
seawall
annually.
We
are
almost
pushing
300
thousand
dollars
of
tax
revenue.

are
several
cases
where
the
seawall
slippage
is
so
bad.
The
land
has
eroded
to
within
15
feet
of
either
the
pool
walls
are
the
house
foundation.
So
there's
the
situation
we
have
now
what's
the
problem,
the
problem,
obviously
it's
more
rapid
erosion
of
this-
is
going
to
endanger
pools
and
houses
and
cause
further
Lucien
and
the
canal.
Last
night,
Tuesday
night
we
had
the
Canal
had
12
large
boats
and
by
large
I'm,
saying
over
40
feet
in
length,
come
down
the
canal
turn
around
and
come
back
out.

is
on
a
Tuesday
night
and
this
is
scheduled
to
go
on
until
December,
31st,
12
trips,
a
night
votes,
40
feet
or
large,
or
long
making
that
passageway
these
tur
boats
just
placed
as
a
minimum
20
tons,

them

let's

our
math

and

this
to

that

Moving
around
on
a
Tuesday
night
in
this
canal,

gallons,
look
at
your
annual
water
or
your
monthly
water
bill.
Most
of
us
are
using
about
8
to
12
thousand
gallons
of
water.

trips
were
these
trips
will
run
to
a
December
31st,
so
I'd
like
the
city
to
consider
using
the
police
boat
to
stop
any
boats
larger
than
40
feet
in
the
canals
until
January,
the
1st,
otherwise
I
think
the
city
is
liable
for
a
class-action
lawsuit
for
home
damage
that
results
as
a
result
of
foundation
damage.

there

really
think
with

amount

kayakers
we
have
the
amount

canoes

We
have
people
who
park

docks

and
have

to

consultant

basically
he's
adding
trunks
drainage
lines
through
the
neighborhood
bringing

water
down
so
that
it
doesn't

get
backed
up

ditches
waiting

railroad
ditches
the
problem
there,
the
Swale
drainage
improvements.
This
is
our
large
strange
project
throughout
the
city,
we've
completed,
burnt,
store,
Meadows,
nearing
completion
and
burn
store
aisles.
The
contractor
got
a
late
start
and
then
followed
by
a
very
slow
progress
for
several
months.
He
has
now
up
to
speed.

production
rate
now
is
what
we
need
him
to
be
continuous
throughout
the
year
in
order
to
spend
the
money
that
we've
allocated
for
this
project.
We
need
him,
though,
now
to
speed
that
up
some
more
to
make
up
for
all
the
ground

he's
lost

can
get
our
work
our
way
into
the
aisles
and
then
the
rest
of
Punta
Gorda,
so
we're
making
some
progress.

he
has

same
complaint
that
all

other
contractors
do,

can't

enough
workers

fulfill

needs

we

Marian,
Avenue
and
Olympia,
though
last
year
it
was
a
big
big
deal.

we

next
year's
paving
program,

following
year's
paving

We
may
see
this
bump
up
next

non-compliant
ramps
we
have
in
the
paving
areas.

Sidewalk
improvements,
the
bulk
of
this
three
hundred
and
forty
four
thousand
dollars-
is
the
Madrid
sidewalk
I'm,
sorry
to
report
that
we're
way
behind
schedule
on
that
there,
the
project
keeps
growing
on
us.
We
initially
were
tasked
with
putting
a
sidewalk
on
the
south
side
of
Madrid,
which
turned
into
a
drainage
project
on
the
south
side
of
the
dred
Madrid,
and
is
now
a
drainage
project
on
the
north
side
of
Madrid.
Also
in
order
to
get
all
of
that
water
out
of
there
and
accomplish
that,
we
have
made
some
progress.

D-O-T
has
replaced
the
pipes
under
the
driveway
on
41,
going
into
the
shopping
center
that
we
were
going
to
put
in
our
work
program.
The
the
pipes
were
failing,
but
we
also
need
to
get
an
ad
a
compliant
sidewalk
across
in
front
of
the
the
bank.
That's
the
geometric
bank
building
there
in
the
corner
we're
trying
to
get
an
ad
a
compliance
there.
So
DoD
came
in
replaced
that
Sidewalk
and
they've
also
given
us
our
permit,
where
we
have
to
make
a
connection
from
the
7-eleven
out
to
the
burnt
store
intersection.

Several
years
ago
there
was
a
scare
that
the
feds
were
going
to
designate
certain
water
bodies
and
then
we'd
have
to
have
certain
mitigation
projects
for
this,
and
it
was
going
to
be
quite
complex.
I
think
whether
that
project
has
certainly
fallen
to
the
wayside,
with
the
feds
and
I
think
with
the
current
regulatory
environment,
we'll
probably
see
this
thing
go
away.
I
would
like
to
not
see
it
on
her
agenda.

Next
year
they
did
declassify
two
Punta
Gorda
waters
that
they
said
were
forget
the
biological
term,
but
they
had
them
listed
as
having
nutrient
loading
impaired
yes
and
they
Declassified
those
two
bodies,
so
everything's
moving
a
good
direction
for
that
bridge.
Repair,
our
bridges
for
the
most
part
in
Punta
Gorda,
are
in
pretty
good
shape.
We
just
the
state,
does
biannual
inspections
for
all
bridges
in
the
state
they
inspect
ours,
and
then
they
give
us
a
work
list
of
things
that
they
need
us
to
do.

So
we
keep
a
little
money
around
to
take
care
of
whatever
might
come
up
with
the
bridges
capital
project
management.
That
is
just
a
and
90,000
dollars
annually
that
set
aside,
so
that
the
project
managers
that
work
in
the
engineering
group
can
build
their
time
to
those
projects
so
that
it's
true
costs
of
what
it
costs
to
build
that
project,
including
the
staff
time
to
oversee
it
additional
harbor
access.

know
it
is
bird
cut.
It's
going
through
its
permitting
I
am
told
by
the
the
engineer,
though,
that
he's
having
some
troubles
and
he
may
be
coming
and
asking
for
a
meeting
with
mr.
Koenig
to
see
where
we
want
to
go
through
political
channels.
The
Army
Corps
apparently
has
bounced
just
Hans,
was
here
a
few
weeks
ago
and
told
us
some
unless
we
get
a
new
reviewer,
so
I
guess
it's
even
worse
than
that
they
bounced
us
in
the
system.

stabilization
for
the
library
that
came
up
this
morning,
the

about
50
percent
done
filling
in
the
parking
lot
area.
Unfortunately,

rains
got
us,

utilities

making
preparations
to
start
dewatering

area

take
through
December
to
get
all
that
arranged
and

the

of

we're
expecting
to
have
that
hole
filled
in
well
ahead
of
the
County
scheduled
to
actually
break
ground

recreation

that
building,
we

couple

roofers
and

expectedly.

paver
program
throughout
the
downtown
area

years
ago
and

last
segment

Street
on
the
west
side
between
marian
avenue
and

event
center

left
out

it.

years
we
were
finally
pulling
this
back
in
120,000
dollars
to
cover
the
cost
we're
going
to
remove
the
planners.
Probably
the
oak
trees
plant,
the
typical
foxtails
or
whatever
Mitchell
tells
us
we're
planting.

been

in
our
capital
projects
plan
for
immediate

can
do
that
capital
improvements.
Programs

flexible,
moved

the

police
purchase

fleet

anticipating
this
year
purchasing
five
new
mark
vehicles.
This
is
going
to
be
a
combination

sales,
tax

fund
dollars

everything

fire
department's
truck
process,
takes
quite
a
long
time,
it's
comprehensive
we're
anticipating,

deploy

next
round

vehicles

to
support
that
we
do
have
the
equipment.
The
remaining
reason
why
the
project
still
remains
is
we're
waiting
on
the
county.
The
county
is
doing
their
complete,
upgraded
and
build-out
of
the
system.

three
slides

this

First
of
all,
our
groundwater
ro
treatment
plant
is
underway.
Behind
the
scenes,
I
can
report
that
our
groundwater
permit
has
been
deemed
complete
and
we're
just
waiting
on
the
district
to
issue
our
groundwater
permit
for
our
well
field
or
well
field
testing.
The
first
phase
of
it
was
successful,
incomplete.
We
thought
we
would
have
that
permit
in
hand
by
Thanksgiving,
but
they're
backlogged
a
little
bit
so
it'll
probably
be
closer
to
the
first
of
the
year.

Secondly,
our
water
treatment
plant
roll
water
pumping
station
the
original
wall
raw
water
pumping
station
was
built
in
1965.
It
was
upgraded
in
the
late
1980s
and
it
had
gotten
to
a
point
where
we
not
only
could
not
buy
parts
for
the
controllers.
We
couldn't
fabricate
parts
anymore
for
the
controllers,
so
we
needed
to
go
in
at
this
point
in
time
and
change
out
the
pumps
and
the
controllers
and
the
building
and
the
and
the
generator
power.

That's
been
a
great
project,
we're
on
schedule
we're
on
budget,
we
anticipate
being
a
hundred
percent
complete
with
that
by
March
of
2018
and
finally,
a
great
project
near
and
dear
to
our
hearts,
because
it
gives
us
additional
wastewater
capacity
in
South
and
our
system.
The
jones
loop
force
main
the
construction,
our
I'm,
sorry,
the
design
is
a
hundred
percent
complete
we're
in
the
process
of
obtaining
our
permits.
We
have
three
permits
to
get.
We
have
two
from
deep
dep,
which
will
be
pretty
straightforward
and
pretty
easy.

more
problematic
one
is
the
FDOT
permit
to
cross
under
the
interstate
johnson
engineering,
our
consultant.
One
of
the
reasons
we
picked
them
is:
that's
there.
That's
in
their
wheelhouse,
they
specialize
in
FD

t--
permits
that
process
is
underway.
We
hope
to
have
all
our
permits
in
hand
and
be
ready
to
go
out
to
bid
for
construction.

march,
we
anticipate
once
we
have
a
contractor
on
board
it'll
take
about
a
year
to
complete
the
project,
so
we're
looking
at
a
completion
of
March
2019
for
that
and

network,
it's
needed

have
its
own,
so
this

firewall
it'll
also
provide
us
with
redundancy

case
there's

type

problem

main

able

act

a
backup.

The
unstructured
data
management

that
is

allow
us
to

better
job
of
managing

file
server

reviews
the
data
for
PII
personally
personal
information.
It
can
identify
credit
card
numbers,
social
security
numbers,
anything
that
shouldn't
be
there
in
public
in
our
file
server
data,
as
well
as
redundant
data
old
data
that
hasn't
been
accessed
in
a
long
amount
of
time.

It's
going

allow
us
to
do
a
much
better
job
of
keeping
our
storage.
Our
storage
use
more
efficient,
which
will
reduce
our
need
to
go
out
and
buy
more
storage
as
we
move
forward
the
last
two.
The
wireless
access
points

our
other
field
devices
that
will
maintain
their
connectivity.
Allow
them
to
come
back
to
the
city
network
without
having
to
go
through
a
separate
virtual
private
network
or
VPN,
which
is
a
very
slow
and
clunky
connection.

that
specifically
targets
the
homeless
students
in
Charlotte
County
to
try
to
provide
them
as
best
as
they
can
with
communication
technology
that
otherwise
tends
to
get
lost
in
the
overall
things
that

we'll
be
making
a
formal
presentation
at
our

and

hope

I'll

This
presentation
is
regarding
the
harbor
walk
it
go
across
park,
we're
moving
into
the
point
in
time
where
we
need
to
get
final
construction
plans
together
and
we're
just
verifying
that
we
are
on
track
just
for
a
little
bit
of
history,
Harborwalk
Eagle,
Crest
Park
was
broken
up
into
areas
many
years
ago.
It's
obviously
a
very
large
project
here
recently,
since
2016
we've
completed
the
seawall
under
the
final
stages
of
construction.
Thank
goodness
is
area,
one
which
is
substantially
complete.

So
the
main
improvements
that
are
designed
in
the
in
the
current
plans
for
Gilcrest
Park
are
the
streetscape
improvements
along
Retta
Esplanade,
which
is
the
on
street
parking,
the
intersection
treatments
and
then
within
the
body
of
the
park.
Redoing.
The
walkways
that
connect
the
street
to
the
Future
Harbor
walk
and
then
the
Harbor
walk
itself.

So
we
know
that
we
need
to
update
the
construction
plans
for
area
2.
We
have
two
updates
to
reflect
portions
of
the
park
that
have
already
been
completed
within
the
project
area
like
Gilcrest
landing.
The
the
playground
facility
there
have
been
are
there
will
be
pieces
of
the
puzzle
that
will
be
complete
by
the
time
we
go
to
construction
for
area
2.
We
need
to
ensure
that
those
places
are
fully
accounted
for
in
the
plans.
Additionally,
we
need
to
make
modifications
to
ensure
that
the
construct
ability
of
the
park
is
is
adequate.

So,
generally
with
him
breaking
this
down
a
little
bit
for
the
harbor
walk
itself,
the
current
portion
of
the
harbor
walk
that
was
constructed
in
area,
one
there's
a
five-foot
offset
from
the
seawall
that
was
not
originally
anticipated.
That
was
actually
a
change
that
was
that
was
required
by
the
Florida
Department
of
Transportation,
with
their
funding
associated
with
that
portion
of
the
park.
So
we
need
to
carry
that
across
into
the
new
area.

We
do
need
to
redesign
the
area
around
the
fishing
pier.
There
were
some
ATA
improvements
that
were
done
so
a
couple
of
years
ago,
in
association
with
the
with
the
seawall
improvements,
so
that
area
needs
to
be
relooked
at
to
make
sure
that
we're
meeting
the
grades
and
and
accommodating
the
facilities
that
as
they're
currently
constructed
and
also
there
needs
to
be
a
simplification
of
the
design
between
the
the
bay
front
center
across
the
barre,
Street
interchange.

One
of
the
comments
that
FDOT
had
that
one
of
their
concerns
when
they
looked
at
a
set
of
plans
of
Harbor
walk,
was
the
the
number
of
90-degree
bends
in
this
area.
So
so
we
just
need
to
look
at
that
and
make
sure
we
know
what
we're
doing
and
make
sure
that
where
there
were
making
the
path
easy
to
follow
and
still
accommodating
all
the
future,
improvements
that
are
slated
for
that
area.

Other
things
that
we
may
need
to
look
at
is
the
the
intersection
treatments
and
the
current
project
in
area
one.
We
had
some
ground
conflicts
that
caused
us
some
serious
problems,
and
we
need
to
figure
out
a
way
to
avoid
those
in
the
in
the
future
phase
as
much
as
possible,
and
we
also
need
to
be
careful
of
those
that
there
were
within
a
DEA
compliance
slopes,
cross
slopes,
pavement
crossing
conditions,
etc.

In
terms
of
recreational
amenities,
at
a
previous
council
discussion,
there
was
consensus
that
we
should
rehabilitate
the
existing
basketball
courts
in
terms
of
landscape
design.
We
need
to
verify
that
or
we
need
to
look
at
it
to
see
what
we
can
do
about
providing
more
shade,
providing
more
sort
of
usable
open
space,
given
the
sort
of
stormwater
management
issues
that
have
to
deal
with
and
planning
for
future
recreational
amenities
if
any
are
desired
or
required,
and
also
providing
picnic
areas.

Currently,
the
city
has
two
active
vendor
cart
locations,
one
is
designated
in
Gilchrist
Park
and
one
is
designated
at
a
Ponce
park
and
in
the
current
plans
there
is
no
says
ignaty
location
with
water
power,
a
parking
spot
suitable
for
that
vendor
in
the
current
plan.
So
we
need
to
find
a
place
to
put
them
if
City
Council
desires,
to
continue
that
long-standing
tradition
of
having
a
vendor
in
Gilchrist
Park.

City
councils
have
been
consistent
throughout
the
years.
I'm
staying
the
course
with
those
decisions
that
were
made
all
the
way
back.
Then
the
first
decision
is:
do
we
continue
the
20-foot
Harbor
walk
to
connect
to
the
bay
front
at
one
time
back
in
2008,
the
thought
process
by
some
groups
was.
We
should
extend
it
to
30
feet,
while
that
was
pushed
back
to
20
feet
after
much
discussion,
and
why
is
it
20
feet?

An
additional
consideration,
I
was
a
part
of
the
community
group
that
proposed
the
30-foot,
and
one
of
the
considerations
was
in
having
a
wider
Harborwalk
is
to
be
able
to
also
hold
hosting
events
along
the
harbor
walk,
so
that
there
could
be
a
vendor.
Tents
on
the
grass
and
people
could
be
wandering
along
the
harbor
walk
and
then,
whether
it's
an
Art
Fair
or
whatever.
It
is
so
it's
more
conducive
to
having
events
there
and
not
being
congested.

The
second
thing
we
need
to
decide
is:
do
we
continue
the
on
street
diagonal
parking
along
Retta?
That's
especially
on
Phase
two
we've
heard
a
lot
of
complaints
from
the
neighborhood
folks
regarding
the
parking
on
the
grass
by
the
pickleball
courts
and
the
tennis
courts,
and
all
the
problems
that's
created.
Do
we
continue
to
to
take
the
diagonal
parking
and
basically
take
it
all
the
way
to
Barry,
which
means
no
parking
on
the
grass
in
that
area?
Anymore.

Keep
people
from
parking
in
the
neighborhoods
and

just
think.
You
know
we
put
a
nice
big
parking
lot
down
by
the
children's
playground,
but
we've
got
a
whole
lot
of
activity
on

park

really
we
don't
have
a
parking.
We
have
that
one
small
parking
lot
down
by
the
hotel,
but
that's
it
and
so
I'd
like
to
see
us
redesign
the
plans
to
accommodate
small
street
parking
to
keep
that
keep.

the
rumor
out
on
the
street
is
that
they're
gonna
be
taken
out
when
pickle
flex
is
built,
and
they
were
very
upset
about
that
because
of
the
pickleball
courts
still
being
very
popular
and
for
those
who
may
not
wish
to
go
all
the
way
out,
Airport
Road
they
wanted
to
make
sure
the
pickleball
courts
were
still
there
and
there
was
a
big
concern
about
the
redesign
of
the
park
taking
out
the
off
street
parking
because
on
any
given
day,
there's
as
many
as
50
or
60
cars.

mentioned
that
by
Bayfront
and
the
boat
club
there
was
a
possibility
of
redesigning
or
reconfiguring
some
of
the
parking
there
that
might
be
able
to
give

it

curious

kind

parking
increase
we
might
be
able
to
see
there
in
this
park,
which
is
just
gonna
put
a
little
bit
more
pressure.
Maybe
the
guitar
army
is
gonna,
have
1,200
people
instead
of
1,000
people
sometimes,
and
this
these
are
good
things.

people
to
come
in
to
enjoy
and
get
this

our
our
community
and

appreciate

businesses

so

a
question
just
I
know,

this
is
premature
I
understand,
but
it
seemed
to
me
that
in

some
of
our
designs,
we
had
a
conflict
of
interest
between
a

and
drainage
of
the
Harper
walk
itself.

because
of
the
angle
of
the
concrete,
it
was,

correct
in
that
memory
on.

separation,
the
five
foot
separation
from
the
seawall
also
helps
to
because
the
areas
that
were
most
problem
that
have
been
built
recently
were
immediately
abutting
a
seawall.

we

sinkholes

backyards

this

happening
under
those
sea
walls
as
well.

could
easily
connect
to

extension

logical

aisle

bay
front
center,

provide

substantial
amount
of
parking
compared
to
the
current
plants.

where
we're
actually

maximize
parking

front

Bay
front

Berry
Street

cordoned
off

area
that
would
be
appropriate
for
the
placement
