years

city
put
in
a
birt
between
airport,
road

aqui,

light
poles,

time
they
recognized

road
and
requested
FDOT
for
funds
to
put
lights
there
after

put

in

five-year
project

sudden
city

consultant

we
can

toward
grant

we'll

drive
the
cost

money

back

us

swale
drainage

citywide
swale
reconstruction
regrading

has
just
recently
concluded
its
bidding.

time
getting
folks
interested
in
bidding
on
that
project.

know

it's
the
level
of
service
that
we're
requiring

project
the
fact
that
contractors
are
very
busy,
but
after
extending
the
bids
a
couple
of
times,
we
still
only
got
two
bidders.

now
in

process

awarding

project
and
will
probably
come
back

this
council
for
for
the
award

soon
storm
sewer
reconstruction.
This
is
a
Capital
Improvement
Fund,
that
kind
of
rolls
through
each
year
for
unexpected
storm
water
repairs
of
culverts.
Her
most
recent
repair
was
on
Olympia
Avenue
there,
where
it
crosses
the
title,
ditch
the
pipes
starting
to
fail,
and
we
had
a
firm
come
in
and
inject
foam
into
the
ground,
which
is
a
new
process
rather
than
dig
up
the
pipes
and
expose
them.

job

Dom
doing
this
work,
the
federal
requirements
are
to
document
everything
we
do
so
we
we
have
a
consultant
that
guides
us
through.
That
sets
up
training
courses
for
us
and
just
recently
they
set
some
new
tracking
requirements
and
they
give
us
the
forms
and
stuff
like
that
to
keep
us
on
track
with
that.

TMDL
s.
Hopefully,
this
is
the
last
year
that
I'm
up
here
preaching
for
money
for
TM
dls.
This
is
a
ten-thousand-dollar
every
other
year
fund
that
we
were
putting
away
about
five
years
ago
to
punta
gorda
isles,
canals
were
listed
as
impaired.
Those
canals
have
now
been
delisted
and
it's
going
through
all
of
its
bureaucracy
of
its
been
recommended
for
delisting
and
now
we're
tidying
that
up,
but
once
we're
delisted
there
will
probably
not
no
longer
have
to
put
money
away.

This
is
basically
just
a
bank
account
for
whatever
came
at
us
for
the
TMDL
issue:
soil
stabilization
at
marina,
pointe,
the
area
around
that
little
gazebo
there
out
the
point.
It
has
big
reprap
around
the
perimeter
of
it
with
an
asphalt
path
in
the
middle
and
had
small
riprap
around
that
short
of
putting
the
big
rip
rap
right
up
against
the
sidewalk,
where
we
felt
that
wasn't
the
best
solution
every
five
years
or
so.

It's
always
been
three,
but
until
recently,
when
we
got
the
aqui
esta
bridge,
which
is
now
under
city
control,
the
fdot
does
an
inspection
every
two
years
and
they
bring
that
inspection
back
to
us
and
the
engineer
to
town
and
we
go
out
and
we
look
at
the
bridges
to
see
what
the
deficiencies
are.
To
date.
We
haven't
had
any
and
the
ten
years
that
I've
been
here,
anything
that
was
alarming
the
fun
that
we
have
usually
covers
costs.

little
wash
out
or
replace
the
seals
in
a
bridge,
something
like
that
that
the
the
fund
is
in
good
shape
for
what
we
anticipate
our
cost
to
be
the
SI
perimeter
canal,
dredging,
that's
a
project

permitted
in
house.

did
all
the
permitting
with
FDEP
and
we
think
we're
very
close
unless
somebody
pulls
something
out
of
an
air
were
very
close
to
being
issued
to
permit
on
that
project.

problems
are
the
pot

piles
are
rotting.
We
typically
do
not
have
piles
that
are
long
enough,
so
our
signs
were
too
close
to
the
water
to
meet
the
new
requirements
and
we're
taking
care

working
on
the
final
details
of
that
with
one
of
the
state
agencies

apologized,
for
you,
which
agency
it
is,
but
just
the
the
wording,
that's
on
the
sign.

of
our
signs
had
more
wording
than
what
the
state
asks
for,
and
the
state
also
told
us
that
no
look,
no
logos
were
allowed
and
no
deviations
from
theirs,

we
just
recently
had
some
correspondence
with
them
that,

city,
canals

the
ones
that
are
out
in
the
harbor
that
we
take
care
of
also,
but
within
the
city
canals
we
are
given
a
lot
more
Liberty
to
put
on
our
fishing
ordinances
and
anything
else
that
we
have.
They
conceded
that
we
have
that
right
at
first,
they
were
telling
us
we
couldn't
put.

signs

we

sort

They

to
exclude
those
signs
and

those
were

canals

their
neighborhood
watch
signs
were
a
problem
for
them
at
first,
but
they
again
they've
conceded
all
those
issues
within
our
city
canals
that
we
can
put

city
related
signs

prepared
to
kick
this
off

After
the
first

the
year,
we've
made
all

purchase
orders
with
the
different
equipment
companies
that

going
to
supply
us,
and
yesterday
we

field
trip

to
Burma
Road
excavation,
where
they
have
a
shaker
device
that
will
be
renting
just
we
were
familiar
with
the
size
of
it
and
how
it
operated,
and
that
sort
of
thing
to
make
sure

we

on
track
with

rental
and
we're
ready
to
go
right
at
first
of
the
year.

citywide
radio
project.
This
is
a
project
that
is
running
parallel
with
the
county
to
bring
us

800
megahertz
system
up
into
the
p25
digital
age.

right
now,
all
of
the
equipment

purchased
and
essentially
we're
sitting
and
waiting
for
the
county
to
kind
of
play
catch-up
so
that
we
can
actually
implement
that.

thing
we
have.
We
have
three
little
funds
that
is
used
for
a
paratus
or
I'm
sorry,
equipment
replacement
first,
is
suppression
which
is
just
hose
and
fire
equipment
second,
would
be
bunker
gear
and
dive
equipment.

would
be
an
ALS
medical
equipment,
some
large
large
purchases
there.
So
we
have.

the
projects
that
we
have
the
first
is
our
replacement
of
our
old
nor
telephone
system
with
our
new
voice
over
IP
system.
That
project
is
currently
underway
and
our
plans
are
that
will
make
the
cut

system

of
January.

project
came
in
well
under
budget,
so
we're
proud
of
that
fact
and
we're
looking
forward
to
that
system
being

place.

next

upgrade

our
new
click

new

payment
processing
system.

system

put
in
place
at
the
beginning
of
december.
It
is
in
as
currently

working
out
there
doing
its
work,
we're

had
some
comments
and
we've
been
working
through
those,
but
overall
it's
been
doing
a
very
good
job
and
finally,
improvements
to
the
council
chambers.
We've
done
one
half
of
the
upgrade
that
we
wanted
to
do
to
the
Chamber's
to
kind
of
bring
it
up
to
date.

aware,
this
is
the
largest
project
that
we
are
currently
doing.
The
groundwater
ro
we're
at
a
hundred
percent
of
all
the
items
as
they're
listed
until
we
get
to

well
filled
construction
that
is
going
on.
We
anticipate
the
source
water
part
of
the
well
field
to
be
done
in
may,
as
well
as
the
injection
deep
injection
well
to
be
completed
in
May
is
also,
and
the
construction
of
the
RO
plant
will
hopefully
begin
in
april
2018
and
finished
by
december.

biological
monitoring
report:
this
is
a
requirement
for
our
water
use.
Permit
we've
done
this
since
the
beginning
of
when,
when
the
district
established
the
requirement
for
background
in
hydro
biological
monitoring,
we
have
the
same
PhD
scientists
doing
it
for
us
forever.
He
became
ill
last
year
when
our
ten-year
report
was
done
and
retired.
We
have
scrambled
around
and
it's
been
a
real
challenge
to
find
a
firm
that
will
even
take
this
on
to
put
the
data
together,
we
collect
the
data
we
pay
for
a
lab
to
do
that.

provide
the
data
and
then
they
have
to
put
it
together
in
a
10-year
summary
to
the
district
that
project.
Finally,
we
were
able
to
succeed
in
getting
a
firm
that
would
do
that.
Prepare

the
final
report

email
yesterday.
Of
course,
this
slide
is
going
to
change
that
they're
a
little
behind
on
that.
So
we're
not
going
to
have
that
completed
in
December,
it's
it's
probably
going
to
be
out
a
month
or
so.

district
is
well
aware
of
the
issues.

Infrastructure,
renewal
and
replacement
as
you'll
recall,
the
the
council
moved
one
point:
12
million
dollars
above
the
line
every
year
for
us
to
do
infrastructure,
improvement
and
replacement
of
water
mains
gravity
sewer
lines.
Force
means,
as
the
issues
arose.
We've
also
been
actively
replacing
sewer
force
mains,
where
we
know
that
there
could
be
problems
due
to
their
age
or
the
soil
type
that
they're
in.
So
this
is
ongoing
every
year.
We
do
this
type
of
work.
If
we
do
not
spend
those
entire
funds,
we
roll
the
balance
of
that
forward.

the
next
year
the
wastewater
treatment
plant
roof
replacements
after
Hurricane
Charley.
Both
plants
got
new
roots
and
the
contractor
that
did
the
wastewater
treatment
plan.
Roof
was
not
nearly
as
successful
as
the
contractor
that
did
the
water
plant
roof
and,
as
you
can
see,
from
the
slides,
and
they
don't
really
tell
the
full
picture,
the
roof
was
in
horrible
shape,
so
we
contracted
out
with
a
roofing
contractor
to
to
replace
it.
That
is
complete
and

for
our

What
is
level
of
service
for
roadways?
The
level
of
service
standards
are
based
on
this.
The
letter
grade
system.
The
system
was
invented
in
the
1950s
and
60s
by
transportation
engineers
to
describe
the
flow
of
traffic
through
roadways
that
they
were
designing
in
the
ideal
condition
for
the
engineers
is
really
in
terms
of
you.

The
maximum
capacity
of
a
roadway
is
really
level
service
d.

There's
a
ride
on
it.
There
have
been
several
there
have
been
several
toll
roads
built
in
the
in
the
late
90s
and
early
2000s,
that

do
exhibit

chagrin
of
the
people
who
wrote

bonds

urbanized
areas
you
see

of

say
their

services
see

all
over
there
roadway
system.

they
have
a
list

excluded
roadways

they
call
constrained
facilities.
These
are
roads
that
you
may
have
heard
of
like

us
41,
301,
fruitvale
University.
I
could
go
on
move
in
the
next
15
minutes.

So
it's
not
really
their
standard.
Their
standard
is
your

for
most
of
the
roadway
network
that
gets
the
majority
of
people
to
and
from
where
they
need
to
go
in.
Charlotte
County
were
in
line
with
them
level,
service
d,
the
more
urbanized
counties
to
our
south
lee
and
collier
their
minimum
level
services,
as
they've
seen
significant
amounts
of
growth
that
are
constrained
by
the
fact
that
they
have
lots
of
gated
golf
course
communities,
and
that
means
big
six
lane
arterioles
that
they
can't
expand
anymore
and
have
no
place
to
put
another
parallel
facility.

discussion
about
the
hurricane
evacuation
routes.

we
designate
the
hurricane
evacuation
routes
level
service,

currently
in
our
comprehensive

Our
designated

official
hurricane
evacuation
routes

line

evacuation
routes

hurricane
evacuation
routes
that
we
denote
in
our
conference
of
plans,

that's
what
that
is
the
signage
that
you
see
on
our
streets.
Thats,
a
hurricane
evacuation
routes,
that's
wayfinding,
signage,
to
help
our
citizens
understand
where
they
need
to
go
to
get
out.
Just
like
the
county's
program,
with
the
collars
around
the
stop
signs.
It's
just
general
education
for
the
public
in
terms
of
the
street
network.

I
could
show
you
the
level
of
service
map
for
today,
but
it
looked
pretty
boring
most
of
the
lines
on
the
map
of
green,
because
most
of
the
city
today
operates
a
level
of
service
see
every
five
years
the
Metropolitan
Planning
Organization
does
has
to
update
its
long-range
transportation
plan
and,
as
part
of
that
process,
they
do
transportation
study
for
the
entire
county.
They
do
projections.

The
last
plan
was
updated
last
year
and
looked
forward
to
2040.
The
projections
for
traffic
are
based
on
population
and
employment
growth,
those
population,
employment,
growth
projections
are
based
on
past
experience,
so
in
the
last
tenure
aizen
looking
backwards,
we
have
a
boom
and
a
bust,
so
it
sort
of
flattens
out
to
maybe
we
can
use
that
number
to
project
into
the
future.

So
it's
part
of
that
analysis.
We
end
up
with
this
map,
which
shows
that
most
of
the
roadways
in
the
city
continued
to
maintain
level
service,
see
some
roadways
do
under
those
projections
follow
the
level
service
d.
Those
include
a
kiss
star,
drive,
Bal,
Harbour,
Taylor,
shreve
and
tamiami
trail.
The
US
41
bridges
over
the
harbor
do
fall
to
level
service
e
in
those
projections,
at
the
very
end
of
the
horizon,
so
is
anticipated
that
other
improvements
will
need
to
be
made
in
the
region
to
relieve
those
facilities.

And
again,
these
projections
are
based
on
the
existing
system
and
and
projects
that
are
committed,
so
this
doesn't
take
into
account
any
of
the
proposed
transportation
improvements
that
are
in
our
long-range
plan.
That
aren't
did
so.
This
map
is
actually
moving
target,
which
is
why
we
look
at
it
every
five
years
and
reevaluate.

So
implications
for
our
roadway
right
now
today.
This
is
an
example,
roadway,
obviously
a
Q
star
drive.
This
is
a
60
foot
wide
right
of
way.
We
have
to
Vic
Uhler
travel
lanes,
stormwater
management,
drainage,
swales
and
a
5
foot
wide
sidewalk.
The
development
pattern
is
to
pull
suburban.
We
have
25
foot
setbacks,
minimum
required
for
the
single-family
residences
along
that
corridor
and
setbacks.
That
would
vary
from
multi-family
properties
and
we
do
have
some
vacant
vacant
lots
and
so
in
20
40
when
level
of
service
D
is
projected
to
come
around.

This
is
what
we
anticipate.
The
roadway
will
look
like.
There
would
be
no
necessary
transportation
improvements
based
on
local
service
roadway
capacity,
so
the
roadway
would
look
more
or
less
as
it
does
today.
We
would
hopefully
anticipate
seeing
more
growth
and
development.
We've
added
some
multi-family
to
one
side
of
the
roadway,
but
the
you'll
see
more
cars,
you'll
see
more
cars
in
season,
but
the
roadway
will
continue
to
move
traffic
in
a
relatively
efficient
manner
for
to
change
the
level
service
standard.
We
would
anticipate
having
to
make
substantive
transportation
improvements.

us
a
way
to
gain
additional
roadway
capacity
by
converting
the
facility
from
its
existing
two-lane,
undivided
to
what
Engineers
call
a
two-lane
divided
facility,
the
division
would
be
a
son
or
town
lane.
This
limits
traveled
the
way
by
getting
left
hand
Turner's
out
of
the
vehicle
vehicular
three-way.

It
all
looks
good.
It
all
looks
like
it
fits
within
the
60-foot
right-of-way,
and
fortunately
we
know
that
storm
water
management
is
an
issue
now
and
would
be
an
issue
moving
into
the
future
with
this
improvement,
so
it
is
likely
that
we
would
have
to
buy
purchase
additional
right
of
way
to
see
even
this
level
of
modification.

Moving
further
into
the
future
for
to
maintain
a
level
service
see,
we
would
anticipate
that
this
type
of
facility
would
need
to
be
undertaken.
We
need
to
add
additional
regular
through
lanes,
in
addition
to
the
turn
lane
again,
necessitating
additional
right-of-way
acquisition
costs
and
to
accommodate
the
stormwater
management
requirements.

when
we
were
talking
previously
about
the
the
project
proposed
off
aqui,
esta
one
of
the
arguments
that
many
of
the
citizens
brought
to
us
is
that
theta
they
would
prefer
not
to
see
a
level
d,
we're
not
by
Florida
standards
close
to
the
level
d
from
a
road
perspective
and
a
mindset
perspective
in
our
community.
The
idea
of
service
see
to
me
seems
to
be
almost
the
holy
grail
like
twice
a
week,
sanitation
service.
This
is
something
that
we
enjoy
and
we
like
to
make
maintained
in
the
three-lane
proposal.

that
everything
was
built
out
by
2040
correct,
correct,
no
reason
I
wanted
to
bring
up
these
questions
in
this
discussion,
and
then
you
gave
me
you
gave
us
some
numbers
about
how
many
trips
per
day
and
so
forth,

that's
where
this
number
that
you
gave
me
a
projection
goes
and
so
forth.
And
then
we
would
need
about
seven
and
a
half
eight
acres
of
storm
water
retention,
ponding,
which
would
equate
to
about
35
to
40
units
of
living
roof
tops
or
what
our
reliance
then.

we
have
these
booms
and
busts
in
my
mind,
if

maintain

out
what
those
costs
are
versus.

values

all
monetary
they're,

psychological,
it's
what
we
want

maintain
for
our
community
as
a
whole.

not
really
based
on
a
project,
one
large
brunt,
it's
really
based
on
where
this
is
going
to
go
in
entirety.

have
the
discussion
now

we
pre
plan
it
and
that's
what
we
want
to
maintain,
it
looks
to
me
as
if,
once
we
get
there,
we

there
for
perpetual
atiba
cuz.
We
will
be
built
out
in
this
particular
geography,
so
it's
got
a
really
long
term.
Much
beyond
2040
type
of
value
to
the
community,
beyond
what
my
life
expectancy
is
going
to
be,
but
still
we
have
a
concerned
about
that.
So
how
do
we
go
about
pre
planning
to
see
what
roads
we
might
want
to
go
as
a
that?

based
on
our
conversations
that
did
some
some
back
of
the
napkin
calculations
about
what
this
type
of
roadway
facility
improvement
would
would
mean
in
terms
of
cost
to
our
community,
and
we
have
a
fairly
analogous
cost
comparison
in
burnt
store,
Road.
The
phase
one
improvement
of
that
is
approximately
2.2
miles
the
corridor
that
we're
just
at
example,
corridor
that
we're
speaking
of
here
at
key
estas
1.7
miles.
Do
some
basic
math
and
figure
out
what
we
need
again.
We
end
up
with
that
about
seven
and
a
half
acres
of
stormwater
management
area.

Again,
a
two-lane
rural
section
to
a
four-lane,
probably
more
urban
section
cross
section.
So
the
project's
line
up
and
about
a
decade
or
more
would
separate
them.
If
you
were
to
do
this
type
of
improvement
today
to
a
kiss
I
you'd
be
looking
at
somewhere
in
the
neighborhood
of
24
to
30
million
dollars
conservatively
to
to
construct
that
facility.

these
swales
that
are,

my
perspective,
a
little
bit
unsightly
and
also
I
think
potentially
dangerous.
If
somebody
is
in
a
situation
where
they
have
to
run
off
a
road
I
think
those
are
also
issues
of
value
that
we
need
to
address
so
I'm.
Just
asking
that
we
open
up
the
week
I
appreciate
what
you're
saying
to

that's
probably
the
worst
case
scenario,
but
it's
still.
There
would
be
properties
that
we
would
want
to
look
into
that.

would
have
to
buy
for
right

concern
about
safety,
and
when

compare
a
level

roads
which,
in
the
list
that
I
provided

the
council
members,
they
classify
Cochran,
Boulevard
and

level

had

been

could
happen

study
was
contemplating

lane
roadway

sia
sidewalks,
bicycle
lanes
and
the
cost
came
in
for
that.

were
also
options
for
a
three
lane
where
you
would
have
the
