whereas,
as
we
observe
the
50th
anniversary
of
the
Vietnam
War,
we
reflect
with
solemn
reverence
upon
the
Valor
of
a
generation
that
served
with
honor.
And
we
pay
tribute
to
the
more
than
three
million
men
and
women
who
bravely
left
their
families
to
serve
a
world
away
from
everything
they
knew
and
everyone
they
loved.

whereas
we
remember
those
who
courageously
served
during
more
than
a
decade
of
combat
over
air
land
and
sea
in
the
challenging
terrains
of
Southeast
Asia,
where
they
faced
extraordinary
and
unprecedented
dangers.

we

never
forget

sacrifices

the
name
of
freedom
and
whereas,
through
the
dedication
of
the
Vietnam
Wall
of
Southwest
Florida
on
November
5
2016,

citizens

the
city
of
Punta,
Gorda
Florida,
whereas
the
Charlotte
Warriors
junior,
varsity,
cheerleading
squads
motto
is
one
team,
one
dream
and
whereas
on
October
28th
2018
the
squad
performed
at
Hertz
arena
taking
first
place
and
having
the
highest
choreography
score
out
of
60
teams
way
to
go.

Whereas
the
Charlotte
warrior
junior
varsity
cheerleading
squad
went
to
Orlando
Florida
for
regionals
on
November,
23rd
2018
and
place
again
placed
first
and
when
a
partial
bid
into
the
global
competition,
whereas
thanks
to
the
community
parents
and
cheerleaders
enough
money
was
raised
to
go
to
Nationals
in
Orlando
on
December
and
on
December
4th
2018.
The
squad
took
second
in
the
nation
and
whereas
on
January
19
2019
global
competition
day,
they
won
2nd
place
with
an
amazing
performance.

We
didn't
talk

end
up

Jersey
for
the
world,
and
they
worked
hard

girls

rain,

crazy

cold,
they
practiced

They
practice

are
our
fields
when
it
was
raining
and

they

dedicated

they

is
a
non-conforming
lot
of
record
and
doesn't
meet
the
lot
size
requirements
for
the
zoning
district
and,
as
such,
considerations
can
be
given
for
relief
for
setback
requirements,
protectors,
26,
section,
17.6,
non-conforming
lots
of
record
allowing
a
new
single-family
residence
with
an
attached
pool
and
enclosure
to
be
constructed.
On
this
vacant
property
canal
maintenance
has
provided
an
email
regarding
the
condition
of
the
seawall.

seawall
appears
to
be
an
original
Syrah
and
there
are
no
records
that
state
the
cap
has
been
replaced.
The
wall
is
rated
in
good
condition.
The
applicant
has
submitted
a
letter
from
the
medical
provider
outlining
the
minimal
minimal
therapy
pools
eyes
due
to
the
size
height
of
the
applicant,
which
will
afford
reasonable
ad
a
accommodation.

provided
the

formula

the

for
the
house
versus
the
pool.
The
angle
of
repose
and
federal,

Housing

local

the

We
heard
this
request
and
approved
it
with
a
vote

coming
up
remind
the
City
Council
that
at
the
last
hearing
on
this
there
was
concern
as
to
whether
or
not
the
reasonable
accommodation
that
was
requested
was
the
minimal
necessary
to
provide
for
reasonable

the
property.

after
the
last
hearing,
the
applicant
got
some
additional
information
from
their
medical
provider.
That
gave
specific
dimensions
and
reasons
why
the
plans
that
were
provided
were
necessary
for
this
particular
individuals,
reasonable
accommodations
based
on
their
disability.

question-
and
that
is
I
don't
under
know
if
this
would
be
covered
in
that
under
the
home
hold
harmless.
My
concern
is
for
the
seawall
and
the
fact
that,
yes,
the
seawall
is
in
good
condition,
but
since
under
hurricane
Irma
we've
where
homes
who
were
there
their
pool
cages
or
pools
were
closer
to
the
to
the
seawall,
we
had
issues
with
erosion
and
we
were
trying
to
prevent
erosion
and
it
was
costly
to
prevent
erosion
to
protect
the
integrity
of
the
of
the
the
pool
in
the
home.

Can
certainly
be
added
to
the
hold
harmless
agreement
and
I
did
put
in
some
of
the
example
language
that
the
city
would
not
be
held
responsible
for
any
damage
to
the
deck
or
the
pool.
Should
the
seawall
fail
should
the
city
come
in
and
repair
replace
to
see
well
or
the
seawall
cap,
but
that
certainly
can
be
okay.

could
be
a
potential
really
major
issue
because
as
soon
as
they
start
digging
in
the
ground
behind
the
house
foundation,
I
think
we're
going
to
possibly
have
an
issue
with
the
seawall
collapsing,
from

negative
gravity,

digging

carving
out
the
hole
for
the
pool,
and
that
concerns
me
a
great
deal
there.
There
are
other
alternatives
and
that's
my
concern.

year

to

the

figures
were
derived
by
staff
based
on
vendor
estimates,
and
they
were
presented
to
FDOT
staff
to
ensure
that
they
were
in
line
with
what
they
were
seeing.

the
risk
of
sounding,
like
I'm,
being
negative
I,
just
think
that
this
is
a
frivolous
expense
that
we
don't
need
to
to
take
out
of
our
out
of
our
one
percent
sales
tax
program,
everything
that
we
do
cost
a
lot
of
money
and

Just
think
that
this
is
one
place
we
could
save
a
little
bit
of
money
for
once.
We
do
a
very
good
job
of
spending
money.

invest
more

historic
downtown

with
all

developments
happening

county,

have
a

clearly
defined,

concise
historic
district

important

Astoria
district
look

as
possible

very
important
for
our
branding
process,

us
really,
you

basically
supporting
our
downtown
businesses

was
downtown
business
sector

think
is

important.
It

to
look
like

we

midst

citywide
plan
and
a
lot

it

Kouta
mints

coating

with
that

direction.

question
is
if

it
seemed

be
developing

a

in
the

to
add

is
to
determine
if
traffic
signalization

those
two
intersections

traffic
volumes,
safety

network
is

intersection,
it's
looking
at
the
entire
ecosystem
of
downtown
and
all
the
signalized
intersections,
which
the
department
controls
and

see
if
it
makes
sense
to
add
those
signals
which
add
a
little
bit
of
delay
at
those
intersections
but
may
actually
save
delay
at
other
intersections
within
the
network
if
they
determined
that
those
signals
are
warranted.

pretty
much
expected

exactly

would
be
the

dollars,
because
this
is
not
gonna
happen

signals
would

constructed

speak

favor,
removing
the
space
on

the

Harbor
walk.
Our
problem
is
that,
as
you
come
out
of
the
driveway
Harbor
walk
drive
to
turn
left
and
enter
Nesbitt
that
last
parking
space
on
the
northbound
side
significantly
blocks
our
view.
We
have
to
pull
forward
almost
into
Nesbitt
Street
itself
to
be
able
to
see
beyond
the
first
car.
It's
a
hazard.
It's
not
a
harbor
walk
issue.

It's
a
public
safety
issue
because
of
pedestrians,
the
bicyclists
and
the
oncoming
traffic
that
traffic
pattern
was
set
up
years
ago
and
today
circumstances
are
different.
This
heavier
traffic
in
the
area
just
based
on
the
volume
of
people
in
Punta
Gorda.
It's
a
new
parking
that
has
been
placed
near
lashley
increases
to
flow
from
the
right
side
out
of
the
marina
area.

And
in
general,
the
wall
is
it
a
new
addition
that
has
now
created
a
significant
number
of
pedestrian
crossings
from
the
lashley
side
across?
So,
as
you
drive
out
or
as
somebody's
coming
down
the
road
to
under
lashley,
you
have
the
oncoming
traffic
from
both
sides.
You
have
the
pedestrians
trying
to
cross
either
nesbitt
or
our
driveway
Harborwalk
Drive,
and
your
visual
area
is
plus
the
drivers
that
are
coming
on.
Many
of
them
are
familiar
with
the
area.
The
new
visitors
are
distracted,
trying
to
find
parking.

Once
upon
a
time
a
long
time
ago,
in
an
effort
to
defend
the
peace
and
quiet
of
citizens,
homes,
those
in
power
and
Punta
Gorda
wrote
a
noise
regulation,
it's
number
14
and
it
defined
nuisance
noises
as
sounds
offensive
beyond
the
premises
of
origin.
Then
some
of
Punta
Gorda
citizens,
probably
some
of
the
younger
citizens,
discovered
batteries
and
those
empowered
to
add
to
a
regulation
for
the
park.

That's
number
16,
a
prohibition
on
loud
sound
making
device
is
plainly
audible
at
a
distance
of
100
feet
or
more
from
the
device
or
instrument
and
here's
the
where
things
get
kind
of
sticky.
So
neither
of
those
talk
about
decibel
levels,
which
is
basically
from
acoustics
a
a
physical
concept,
physics
and
when
you're
talking
about
human
perception,
you're
talking
about
psychology-
and
it
actually
has
to
do
with
how
sounds-
are
perceived
the
loudness
factor.

My
home
is
not
at
a
hundred
feet,
it's
at
three
hundred
and
fifty
feet
and
it
would
be
a
relief
to
hear
music
instead.
I
hear
a
monotonous,
sharp
attention-grabbing,
irregular
series
of
pops
and
I
assure
you
they
are
plainly
audible
and
to
my
all-too-human
ears,
do
not
blend
in
with
the
unoffensive
background,
sounds
of
basketball
or
birdsong,
or
children
playing
or
wind
in
the
trees
or
most
Road
traffic.

me
be
clear:
pickleball
players
say
it
isn't
loud
and
have
repeatedly
and
I
have
repeatedly
said
this-
isn't
about
decibels,
I've,
never
alleged
anything
about
decibels.
Instead,
I've
talked
about
sound
quality
in
the
damaging
effects
of
song
of
noise,
annoyance,
which
are
more
complicated
topics,
but
more
pertinent.

What
if
there
were

players
only

feet
behind
the
home
of
someone
with
a
history
of
stroke
that
someone
ended
up
in
the
hospital
needing
three
stents
or
the
neighbor
with
migraines
and
can't
sleep,

must

room

door
closed
or
someone
with
chronic
pain,
depression
and
suicidal
noise
can
be
a
serious
health
risk.
This
is
the
situation
in
courtside
landings

and
it
won't
stop

agreement
for
the
city's
minor
asphalt
paving
services
expired
in
February
2000.
Nineteen
that
contract
was
in
place
for
six
years.
During
that
our
needs
were
changing.
We
were
negotiating
change,
orders
to
add
different
services
on
to
make
it
more
workable
for
our
engineering
and
utilities
departments.
So
basically,
we
have
the
opportunity,
when
we're
going
out
for
a
new
bid
to
revise
the
specs
and
the
scopes
and
out
all
the
bid
line
items
so
that
now
we
feel
we've
got
everything.
That's
going
to
come,
keep
them
going
for
the
next
six
years.

with
that
said,
we
really
could
not
compare
the
current
bid
prices
with
the
previous
contract,
because
they're
not
apples
to
apples.
So
we
went
out
for
bid.
We
received
five
responses
and
the
lowest
bid
was
son
land
paving
at
Port
Charlotte.
The
agreement
will
allow
for
monthly
bituminous
adjustments
on
those
bituminous
components:
monthly,
based
on
the
FDOT
bituminous
index,
the
other
aligned
items
in
the
contract
will
that
are
not
bituminous
will
be
subjected
to
annual
increase
up
to
the
maximum
percentage
of
8%.

Sunland
paving
company
