D
C
Resolution,
an
ordinance
of
the
city
of
Punta,
Gorda
Florida,
that
I
will
lead
by
title
only
a
resolution
of
the
City
Council,
the
city
of
Punta,
Gorda,
Florida,
creating
a
property,
assessed,
clean
energy
pace
program
and
joining
the
green
corridor.
Property
assessment,
clean
energy
based
district
as
a
non-voting
member
authorizing
the
execution
of
a
non-exclusive
membership
agreement
with
the
green
corridor,
property
assessment,
clean
energy
district,
providing
directions
to
the
city
clerk
and
providing
for
an
effective
date.
Any.
A
C
A
A
First,
we
got
to
do
citizens,
comments
and
then
I
guess
we
need
to
read
for
c1
into
the
record.
Okay
citizens
comments
on
consent,
agenda.
Anybody
like
to
speak
items,
our
approval
of
the
minutes,
a
resolution
which
will
be
read
and
the
solar
master
agreement
amendment
that
we
heard
during
the
CRA
anybody.
F
B
A
F
What
I'd
like
to
do
is
briefly
go
over
some
of
the
action
items,
we're
not
asking
for
approval
today,
we're
asking
you
to
review
them
and
we
will
make
whatever
changes
you
might
have
and
you
approve
you
will
ask
to
be
approving
them
on
September
20th,
in
conjunction
with
the
budget
as
I
go
through.
These
I
will
highlight
comments
from
councilmember
prof
G
as
well.
So
on
page
six,
this
is
a
financial,
economic
sustainability
area
and
a
lot
of
these
items
are
similar
to
what's
been
on
there.
F
Previously,
we
may
have
updated
some
of
the
language.
One
comment
is
on
the
external
support:
public/private
efforts
that
facilitate
development
of
undeveloped,
commercial
properties
that
particular
action
item.
Councilmember
crafty
has
asked
that
we
insert
the
word
proactively
support,
public/private
efforts
so
that
the
city
takes
more
of
a
involvement
role
whatever
that
might
be
so
we
insert
the
words
proactive
lis
support.
F
The
rest
of
the
items
are
pretty
similar
to
what
we've
had
in
the
past.
Once
we
get
the
Fisherman's
Village
legal
issue
resolved,
we
will
then
come
back
to
you
with
a
plan
for
use
of
the
entire
special
use
fund
and
we
are
moving
forward
with
looking
at
our
codes
city
center
and
highway
commercial,
primarily,
so
that
process
has
already
started.
I
have
nothing
else.
As
far
as
financial
economic
stability.
A
F
F
F
Will
be
completing
the
septic
to
sewer
plan
and
then
what
comes
out
of
that
I?
Don't
know
what
the
results
will
be.
We're
moving
forward
on
the
automated
trash
collection
process
and
the
advanced
metering
infrastructure,
well
that
contract
or
an
award
will
be
coming
to
you
soon
as
soon
as
the
committee
selects
one
of
the
vendors.
That's
where
we're
gonna
be
replacing
our
outsourcing
contractor
with
smart
meter,
then.
A
F
A
F
A
F
F
F
So
that's
those
are
the
action
items
under
there.
We
will
be
checking
go
back
one
second,
under
key
performance
indicators.
We
will
be
checking
the
number
of
festivals
and
parades
a
number
of
sporting
events.
You
see
the
increases
that
we
have
highlighted,
we're
gonna,
be
double
checking
to
make
sure
those
numbers
are.
F
F
F
Under
the
last
checkmark,
we
need
to
change
the
words
that
is
now
affordable
and
attainable.
That's
the
housing,
because,
while
it
was
when
the
prices
went
down,
the
prices
now
have
gone
up
to
such
an
extent
that
we're
not
sure
our
housing
stock
is
affordable
and
attainable.
However,
we
do
have
a
housing
mix,
a
diverse
housing
mix,
so
we
want
to
take
out
the
words
that
is
now
affordable
and
attainable,
because
we
don't
feel
it
is
anymore
Oh.
F
G
H
F
Property
owners
there
are
being
nice
allowing
them
to
park,
sir
I
understand
and
and
so
yeah,
like
anything
else,
it's
convenient,
but
it's
ruining
our
infrastructure.
So
we
are
gonna,
take
steps
to
stop
that
and
it
adds
more
benches
and
trash
receptacles
in
that
area.
Anyways,
in
line
with
our
action.
F
A
I
F
Is
our
human
resource
managers
gets
up
there?
We
talked
about
this
at
a
previous
council
meeting.
We
have
now
put
together
some
improvements
over
a
span
of
two
to
three
years,
and
we
will
want
to
undertake
some
of
these
improvements
and
we
gave
in
you
the
we
will
either
be
using
the
special
use
fund
or
general
fund
reserves
to
pay
for
these
primarily
using
general
fund
reserves
at
first
and.
F
J
I'll,
keep
it
very
short,
fill
externa
the
record
this.
Basically,
what
we
were
told
to
do
was
to
break
it
out
into
a
couple
of
budget
years.
We
can
extend
it
even
further.
Some
of
these
items
need
to
be
done
in
conjunction
with
others.
As
we
do
doors,
we
want
to
do
the
alarms
or
we
want
to
do
anything,
that's
tied
together.
We
want
to
get
all
that
done
at
the
same
time.
That's
why
you
see
so
much
stuff
in
the
next
budget
year
and
then
the
following
year.
J
J
G
F
G
I
K
Morning,
City
Council,
the
I
would
first
of
all
like
do
for
the
record.
I
am
president
of
Hurston
engineering
services.
My
name
is
James
Debbie
Hurston
I'm
also
I
may
recognize
me
as
a
Charlotte
County
Airport
Authority.
Commissioner
I
am
chairman
of
the
Charlotte
Harbor
CRA,
and
you
may
see
me
every
once
in
a
while
at
the
MPO
board
meeting,
but
I
am
honored
to
to
work
with
the
city
and
I
can't
tell
you
how
much
I
enjoy
working
with
your
staff.
K
K
K
And
we've
we
will
also
be
relocating
and
constructing
a
new
restroom
facility,
and
it
is
somewhat
strategically
located
right
beside
the
the
Peace
River
Wildlife
Center
properties
such
that.
Maybe
there
could
be
some
coordination
between
the
two
with
respect
to
elevation
differential
and
getting
into
getting
into
the
bathroom
facilities.
We've
coordinated
with
everybody,
known
kayak
people,
vendors.
F
K
It's
it's
right,
it's
near
the
it's
near
the
existing
boat
launch
and
it
provides
some
temporary
parking
right
there.
So
people
can
unload
and
load
their
kayaks
and
canoes,
and
that
was
per
the
working
with
the
the
kayak
and
canoe
people.
I
forget
who
that
contact
is,
but
that
was
their
recommendation
and
bill
would
thank
you
very
much
and
they
also
have
another
launch
area
up
here.
It's
it's!
It's
an
existing
facility,
I
think
I
just
call
for
it.
K
F
K
They
are
they're,
just
open
structures.
I
am
going
to
permit
those
into
the
Southwest
Florida
Water
Management
District,
permit
weather
whether
you
build
those
or
not
I.
Think
it's
up
it's
up
to
your
budgetary
constraints,
but
yeah.
It's
it's
just
I
wanted
to
design
more
than
what
you
may
build,
but
at
least
you
will
have
them
the
permission
to
build
them.
So.
A
K
K
And
I
plan
on
doing
a
blow-up
of
an
area
I'm
calling
this
a
central
internal
area
where
I'll
work
with
city
staff
to
do
placement
of
trash
cans,
benches
picnic
tables
and
so
I
plan
on
creating
three
different
areas.
As
said
it
part
of
the
set
of
plans,
one
would
be
the
central
area,
the
other
would
be
the
playground
area
and
then
the
third
one
would
be
the
the
beach
area.
F
F
K
Honestly,
it's
my
personal
opinion.
I,
don't
see
a
problem
with
that
with
the
concreting
and
I
guess
of
this
plan
and
the
the
calculations
that
we've
already
done
in
terms
of
imperviousness
and
asphalt
and
those
types
of
infrastructure
items,
we
will
then
go
to
Southwest,
Florida,
Water,
Management,
District
and
FEMA.
We
are
working
with
FEMA
in
an
attempt
to
modify
the
VP's
River
Wildlife
Center
area
from
a
velocity
zone
to
a
to
an
a
zone
that
will
also
help
on
the
cost
of
the
construction
of
the
new
bathroom.
F
K
H
K
K
Has
been
conversations,
and
but
the
actual
you
know
pending
pending
us
approval
today,
I
need
to
get
an
application
to
I.
Think
the
city
manager,
I,
guess
Howard-
would
sign
that
I'm,
not
quite
sure.
If
that's
your
floodplain
management
director,
whoever
that
would
be
but
I,
do,
need
a
signature
either.
K
F
L
L
Additionally,
that
the
extended
dock
structure,
you
know
for
sunset
viewing
and
things
like
that,
I
think
I
think
it's
going
to
be
an
excellent
design,
as
well
as
the
ability
that
are
the
that
Jim
has
kept
a
lot
of
the
green
space,
the
trees,
the
you
know,
the
natural
foliage
that
currently
exists
in
the
park
which
we
are
going
to
duplicate
within
the
wildlife
centers
area
as
well.
Yeah
I
think
it's
great
thank.
G
A
K
A
Know
when
I
first
got
on
council
people
watch
for
a
new
council
people
to
pop
up,
so
they
can
bring
their
issue
and
we
have
a
group.
I,
don't
know,
I
haven't
heard
from
them.
Maybe
since
you're
new
you've
heard
from
them
a
group
that
spends
a
lot
of
time
out
of
ponts
Park
and
they
feel
that
the
traffic
flow
is
opposite
and
they
wanted
it
changed
and
they
were
pretty
vocal
for
a
while
on
that,
yeah.
G
A
M
Volunteer
marketing
later
also
I
am
the
chair
of
the
historic
preservation
advisory
board.
So
what
I
want
to
propose
today
is
that
the
City
Council
approve
our
ability
to
develop
a
policy
governing
non-monetary
gifts
and,
by
those
I
mean
the
art
that
we've
received
over
the
years,
so
the
plaques
the
maps,
the
various
things
that
adorn
both
the
center.
M
So
what
we
would
propose
is
that
we
not
only
come
up
with
a
policy
but
also
establish
either
a
a
committee
or
a
person
who
would
manage
this
so
that
the
city
had
ultimate
flexibility
and
what
it
displayed,
how
long
it
displayed
if
they
decide
to
dispose
of
it.
So
many
other
cities
have
similar
policies.
We
attached
an
ordinance
from
st.
Augustine
Florida,
which
would
give
you
some.
You
know
an
example.
I
would
also
say,
too,
that
the
city
does
not
have
the
resources
to
run
a
museum
per
se
or
a
historic
archive.
A
A
G
M
I
think
that
will
be
part
of
the
policy
that
we
have
a
process.
We
would
also
work
with
some
of
the
local
historic
organizations.
We've
already
talked
in
history,
Center
and
others
about
being
able
to.
You
know,
establish
the
provenance
and
see
whether
or
not
this
is
something
that
we
should
have,
or
maybe
it
should
go
to
another
organization
who
can
better
maintain
it,
but
right
now
we
don't
have
you
know
we
don't
have
a
curator
per
se.
M
F
Have
a
budget
meeting
first
public
hearing
on
the
budget
tonight
at
501
will
be
doing
the
tentative
millage
tentative
budget,
and
then
we
will
approving
assessments
for
the
mana
Corner
Isles
Canal
maintenance
burn
storehouse
canal
maintenance.
We
will
you
proving
the
CRA
budget
and
the
lot
mowing
assessment.
F
We
already
talked
about
emergency
management,
so
I
won't
go
over
that.
On
a
final
note,
we
will
be
including
in
the
weekly
report,
an
announcement
regarding
our
partnership
with
Humble
Texas
and
an
event
we're
going
to
be
doing
for
the
that
the
fire
department
is
leading
up,
raising
money
for
the
employees
of
Humble
Texas
to
a
system.
F
N
A
N
N
D
A
Okay
policy
and
legislation
I
did
ask
Howard
to
bring
back
the
reconsideration
of
the
pilot
program
after
we
had
our
discussion
at
the
August
23rd
council
meeting.
Vice
mayor
wine
was
not
there,
so
I
felt
it
was
somewhat
incomplete
and
I
really
after
thinking
about
everything
that
happened
at
the
meeting,
I
just
felt
uneasy
about
spending
city
resources
at
this
time
pursuing
the
pilot
project
when
we
know
that
the
legislature
is
coming
back
in
January-
and
this
is
a
short
time
frame-
I'm
not
opposed
to
possibly
moving
forward
with
that.
A
Seeing
what
the
outcome
of
the
legislature
may
be,
I
just
I,
don't
I
feel
like
we're
going
down
a
road.
You
know
by
ourselves
which
I
would
like
to
see.
Maybe
us
take
a
pause
and
maybe
partner
with
the
county,
or
you
know
the
floor
to
League
and
get
a
real
sense
of
direction
and
how
other
people
are
going.
Cuz
I
just
feel
like
this
could
be
a
waste
of
City
time
and
resources,
especially
you
know
we
pay
our
city
attorney
by
the
hour.
A
So
basically
you
know
it's
it's
real
City
dollars
that
are
going
to
be
expended.
If
we
do
this,
so
I
just
really
had
a
lot
of
reservations.
I
know
the
ban
did
pass,
but
then
I
think
the
consensus.
The
loose
consensus
was
to
pursue
the
pilot
program
which
I'm
I
I'm,
reconsidering
myself.
Until
we
know
more
yep.
F
B
We
have
to
keep
in
mind
even
the
way
the
state
legislature
stands
as
it
is.
It's
from
Medical
Marijuana,
it's
not
for
recreational
okay,
and
when
we
voted
on
the
ban
and
I
voted
for
the
ban
that
we
did
have
one
dissent
and
I
happen
to
not
disagree
with
with
Linn
for
her
dissent.
I
actually
have
some
add,
as
I
expressed
to
her
personally
admiration.
I
think
we
need
to
go
through
with
the
pilot
program.
I
think
that
would
be
the
preference
way
I
think
that
we
have
an
elderly
population.
B
We
have
that
do
have
various
needs
for
medical
marijuana
as
to
younger
people
for
various
types
of
melodies.
This
is
a
medical
issue.
This
is
a
human
dignity
issue,
as
well
as
a
human
health,
it
health,
health
issue
and
I.
Think
I
would
like
to
see
us
as
a
city
to
proactively
and
aggressively
pursue
an
appropriate
policy
that
would
allow
medical
marijuana
to
be
available
to
those
in
need
within
our
community
and
the
nearby
surrounding
communities
as
well.
B
I
G
The
opportunity
to
speak
with
Commissioner
to
say
Oh
from
the
Charlotte
County
commissioners
the
other
day
about
this,
because
he
was
the
only
dissenting
vote
at
the
county
level
and
he
actually
went
up
to
Tampa
and
took
a
trip
up
there
and
visited
the
dispensary.
That
is
the
primary
one
that
the
the
state
has
authorized
and
he
said
from
the
street.
You
would
never
know
that
there
is
one
there.
It's
extremely
professionally
run,
it's
very
well
kept.
G
You
have
absolutely
no
idea
that
there's
anything
going
on
inside
the
building
that
somebody
would
be
in
dismay
about,
and
he
said
he
went
in
and
spoke
to
them
and
he
was
very
impressed
with
the
professionalism
and
the
way
it
was
maintained
and
the
entire
professionalism
of
the
whole
organization
and
I
have
to
ask
the
question:
what
are
we
afraid
of?
What
are
we
afraid
of
I
mean
we?
If
we,
if
we
put
a
pilot
program
in
place
with
a
sunset
date,
we
pull
the
plug.
G
If
we
have
to
that's
just
my
opinion
about
it,
I
think
we
have
to
move
forward.
I'm
still
adamant
about
this
and
there's
gonna
be
some
that
really
love
me
and
some
that
really
hate
me
over
this.
But
I
really
feel
very
strongly
that
we
need
to
consider
putting
a
pilot
program
in
place
and
I
just
I,
don't
understand
what
we're
afraid
of
I,
don't
think
we're
gonna
turn
into
Woodstock
or
anything
I
mean
we're.
G
You
know
we're
talking
about
allowing
these
dispensaries
to
exist
in
our
city
and
we
put
a
six-month
sunset
date
on
it
and
we
try
it
if
it
doesn't
work
86
it
get
rid
of
it.
I,
don't
I
mean
I
understand
that
there
are
other
issues
like
jaha
raised
at
the
last
meeting.
I
get
that.
But
if
you
are
of
the
mindset
that
you
want
to
get
on
medical
marijuana
for
medical
reasons,
then
you
take
that
risk
and
it's
a
personal
choice.
At
that
point,
that's
just
my
opinion
about
the
whole
thing.
I
have.
A
No
problem
with
personal
choice:
to
use
it,
it's
legalized
and
I'm,
not
afraid
of
anything.
I
do
know
that
we
wanted
more
regulation
and
if
we
do
a
six-month
pilot
program
and
then
we
pull
it
and
people
have
already
gone
through
the
process
to
get
their
dispensary
license,
I
think
we
could
be
subject
to
legal
challenge.
I
mean
that's.
A
I
think
he
did
not
recommend
it,
but
he
did
the
research.
He
did
not
make
a
recommendation
yeah.
So
I'm
I
would
just
like
a
pause
until
March
or
April
until
we
figure
out,
maybe
because
I'm
in
the
thought
process
that
this
could
be
a
waste.
And
if
things
do
change
and
I
know
the
paper
reported
yesterday
when
they
had
that
Republican
meeting
I.
Did
anybody
go
that
it
was
a
topic
of
discussion
with
Richard
Corcoran,
so
I'm
just
I'm
just
trying
to
preserve
resources
for
the
time
being?
Well,.
G
I'm
also
concerned
that
Richard
Corcoran
is
of
the
mindset
that
he
wants
to
eliminate
Home,
Rule
and
I'm
very
concerned
about
that,
and
if
we
don't
do
something
now,
we
may
not
have
the
choice
to
do
it
later
on,
because
if
he
does
elect
to
go
run
as
governor,
there
could
be
a
lot
of
changes
in
our
state
government.
That
could
be
a
huge
problem
that
we're
not
even
talking
about
I
mean.
E
That's
specifically
why
I
say
this
is
problematic
because
he's
the
architect
of
this
whole
scenario-
I
mean
he
created
this
scenario
so
that
really
to
take
away
Home
Rule.
That's
why
this
is
this
way.
Yeah
I
agree
with
the
mayor
in
that
I
think
it's
been
really
actually
I'm
very
unfair
to
dispensary
company.
E
C
B
E
I
wouldn't
be,
for
only
because
again,
the
law
is
so
problematic
that
I
think
that
us
in
other
cities,
we
do
have
to
have
you
understand
in
terms
of
the
lights
that
are
cracking
the
law.
The
law
creates
different
problems
for
our
patients,
which
meant
problems
for
employers.
I
mean
like
actually
when.
E
Put
an
editorial
on
a
paper
that
actually
outlines
specifically
even
the
case
law
that
showed
the
kind
of
danger
it
places
both
employees
and
employers,
and
what
this
I
think
that
this
we
do.
Our
people
are
very
serious
to
service
if
we
allow
them
to
believe
that
this
is
a
scenario,
that's
gonna
benefit
them.
Yes,
the
medicine
will,
but
the
legal
quandary
they
can
place
them
in
is
very
problematic
and
I.
Think
that
we
were
not
we
really
not
being
responsible.
E
A
F
G
E
E
E
B
B
E
Know
they
told
me
the
company
told
me
that
they
can
deliver
to
people's
homes,
that
you
have
to
go
through
the
process
that
two-month
process
yeah.
That's
something.
If
there's
we
can
help
facilitate
this
for
people.
We
can't
act
as
if
they
can't
get
marijuana
in
Florida.
This
we're
not
bringing
people
from
you
name
a
treatment.
We
you
seem
to
think
of
a
way
that
we
can
help
facilitate
it
in
a
way
that
helps
them,
but
also
doesn't
harm
them
with
a
real
scenario.
A
B
B
For
the
for
a
doctor
to
be
able
to
be
authorised
describe
it,
they
have
to
take
a
course,
and
they
have
to
pay
a
couple
thousand
dollars
to
take
that
course,
and
then
they're
appropriate.
So
if
you
can
get
appropriate
doctors
in
the
community
to
to
show
that
interest
and
then
and
sufficient
surrounding
patients
within
reasonable
travel
distance,
and
then
we
could
do
something
very
similar
to
what's
happening
in
Venice,
and
that
was
one
of
the
evidence
that
that
apply,
Mike
and
motivation
would
be
is.
B
B
Just
like
the
idea
better.
At
this
point
in
time,
though,
I
just
think
that
the
pilot
program
concept
is
is
more
elegant
than
I
can
do
with
the
help
of
a
another
individual.
That
has
been
very
helpful
to
me
and
obtained
some
of
this
information
to
pursue
see
if
we
get
some
doctors
available.
That
would
be
interested
in
this
type
of
pursuit.
The.
E
Only
thing
with
this
is
that
we're
still
not
acknowledging
the
reality,
we're
in
pilot
program
still
has
to
be
consistent
with
the
state
law,
which
is
you
open
the
door?
It's
unlimited
whatever's
we're
imagining
that
we
can
create
a
pilot
program.
It's
like
if,
through
legal
research,
possible
mechanisms
can
be
done,
it's
possible,
but
we
as
of
now
we
can
call
whatever
name
you
want
to
call
it.
E
We
all
were
gonna
really
be
doing,
is
just
doing
what
we're
doing
we're
simply
just
kind
of
surrendering
our
home
role
and
allowing
anyone
to
be
able
to
open
any
place
in
the
new
place.
Apartments
exist.
We
don't
have
the
power
right
now,
be
a
state
law
to
actually
do
a
pilot
program.
This
is
why
we're
saying
we
would
look
at
it,
and
this
is
like
the
mayor
is
saying
that
we
should
really
be
realistic
about
this.
We
don't
have
this
power,
we
don't
have
the
ability
to
do
so.
We
we
can.
E
E
A
O
The
legislature
is
working
on
revising
their
plan
as
a
state.
You
know
we
don't
want
to
do
a
disservice
to
the
citizens
of
the
state
of
Florida
that
voted
for
this,
but
there
are
some
legal
concerns
both
from
the
Board
of
Medicine
that
was
raised
at
the
conference
in
Orlando
in
August,
as
well
as
the
do
H's
role
in
regulating
and
monitoring
the
prescription
program,
you're
not
doing
a
disservice
to
those
patients,
because
there
are
pharmacies
available
that
can
have
the
medications
delivered.
O
There
are
other
issues
as
well
with
medical
providers
that
are
going
into
this.
Business
is
whether
they're
malpractice
will
remain
in
force,
since
it
is
still
a
scheduled
one
class
drug
and
whether
they're
malpractice
will
continue
to
run
forward
as
they
treat
patients
with
these
conditions.
It
is
the
right
of
the
insurance
company
to
refuse
to
pay
out
on
these
claims,
because
it
is
against
federal
regulation
that
they
not
right
for
those
drugs.
O
O
If
the
city
does
allow
this
to
go
forward,
the
risk
for
litigation
later
on,
having
allowed
that
to
be
in
the
space
of
the
city
and
so
forth.
So
my
recommendation
would
be
to
caution
to
see
where
the
state
legislature
goes
moves
forward
to
allow
you
more
flexibility
to
regulate
within
their
own
confines
of
your
space
within
the
county
and
the
city.
It
would
be
nice
if
we
present
a
unified
front
both
at
the
county
level
and
at
the
city
level,
and
that
could
be
left
for
more
discussion
later
on.
O
O
Well,
the
card
specifically
will
state
that
you
have
medicinal
use
marijuana,
so
you
cannot
smoke
it
in
a
joint
form.
You
can
use
it
as
an
inhaled
through
an
inhaled
device.
Vaporizing
it
as
a
pill.
If
you
use
it
in
any
other
form,
you
know
there
may
be
repercussions
also
when
you
drive
your
vehicle
and
you
have
medical
marijuana,
you
have
to
have
your
card
present,
so
it
creates
a
whole
host
of
liability
issues
for
the
patient
as
well.
O
Right
now,
the
services
that
are
provided
by
the
state
for
those
that
are
approved
the
growers
and
and
dispensaries
they
will
deliver
it
to
your
home,
so
you're
not
doing
a
disservice
to
the
patient.
They
still
will
be
able
to
get
it
just
not
in
our
city
limits
or
in
our
County
currently
understand,
but
those
pharmacies
will
deliver
to
their
home.
So
we're
not
denying
the
patients
where
the
voters
who
have
voted
for
those
we're
just
making
it
in
a
different
way
that
they
can
get
it.
B
E
Using
in
this
case,
we're
rolling,
imaginary
dice,
I
mean
I
went
to
a
full-day
session
with
the
state
about
this,
and
we
don't
have.
We
don't
actually
have
the
power
to
do
what
we
imagined.
We
had
the
power
to
do.
We
have
to
follow
state
law
right
now.
We
don't
have
the
power
to
do
Pilate
anything.
Well.
If
we
open
the
door,
the
doors
open,
there's,
no,
there's
no
in-between
space
that
we
can
do
and
that's
the
thing
we
don't.
We
don't
have
that
power.
That's
hopefully
we'll
have
that
power
after
January.
