Historically,
the
level
of
service
of
a
park
system
has
been
measured
on
a
simple
acres
per
thousand
of
population
basis.
This
flat
analysis
does
not
provide
any
data
relative
to
the
quality
of
service
for
the
delivery
of
the
parks
as
a
public
good.

will
promote
the
city's
sense
of
place
by
providing
a
strong
foundation
on
which
the
parks
and
recreation
system
can
grow
and
develop.

for
a
