would
like
to
say
my
personal
thank
you
to
all

you
for
what
happened
last
week
for
your
honor
valor
dedication,
and
that
fire
certainly
could
have
been
a
whole
lot
worse
and
we
would
have
had
a
much
different
outcome
had
it
not
been
for
the
efforts
of
our
police
department,
our
fire
department
and
the
charlotte
county
sheriff's
office,
as
well
as
the
charlotte
county,
fire
and
ems.
So
thank
you
to
everyone
for
no
injuries,
no
fatalities.

opportunity
to
go
over
to
emerald
point
saturday
and
met
with
several
of
the
board
members
and
in
fact,
the
city
staff
and-
and
I
will
be
having
a
meeting
with
several
of
them
tomorrow
and
it's
it's
really
unfortunate.
People
lost
their
homes
but,
as
I
say,
it
just
could
have
been
a
whole
lot
worse.
So
we're
very
grateful
to
such
a
wonderful
team
of
people
who
banded
together
and
never
even
batted
an
eyelash
they
jumped
in
and
saved
what
they
could
save
and-
and
we're
very
very
glad
about
that.

some

for
public
comments
when
we
open
up
the
floor
for
public
comments,
there's
a
code
of
conduct
in
the
council
chambers,
members
of
the
public
should
familiarize
themselves
with
the
plaque
on
the
wall
behind
the
deus,
which
is
posted
right
there.

Speakers
are
to
direct
all
comments
to
the
council
members,
not
the
audience
or
any
one.
Individual
council
member
discussion
between
speakers
and
members
of
the
audience
is
not
permitted
when
there
are
many
individuals
who
wish
to
speak.
Speakers

reiterate
lengthy
comments
made
by
others
to
ensure
an
effective
and
efficient
meeting.
This
ensures
everyone
has
an
opportunity

speakers
will
be
courteous
in
their

It's
my
honor
and
privilege
to
present
this
proclamation
for
visual
arts
center
day.
Whereas
60
years
ago,
a
small
group
of
artists
held
an
outdoor
art
show
and
an
astonishing
3
000
people
came
and
whereas
these
artists
organized
held
more
art,
shows
and
taught
art
classes
in
various
locations.
Around
punta
gorda
in
bank
schools
and
small
storefronts
funds
were
raised
by
the
community.
Grants
were
sought,
land
was
provided
by
the
city
through
a
land
lease
and
in
four
construction
and
funding
phases.

Excuse

and
whereas
each
year,
2500
individuals
participate
in
art
classes
taught
by
professional
artists,
including
drawing
painting,
jewelry
pottery
glass.
Fiber
and
photography
supported
by
an
extensive
art,
library
and
art
supply
store
and
whereas
the
visual
arts
center
has
enhanced
the
quality
of
life
for
many
residents
and
visitors,
and
this
year
is
celebrating
60
years
of
outstanding
service
to
the
community,
culminating
in
its
60th
anniversary
party
on
april
9
2022.

2022
session
has
been
successfully
completed
with
16
individuals
graduating.
We
don't

everyone

this
is
part
of
the
group
that
attended
for
those
unfamiliar
with
citizens
academy.
It
is

eight
weeks
sessions
the
participants
are
guided
through
an
overview
of
department
functions,
some
of
our
departments
that
participated
provided
demonstrations
of
their
work
and
tours
of
their
building.

our
communications
section
and

I

talk
a

bit
about
the
section
itself,

phenomenal
job
they
did
during
the
fire.
I
I
was
on
the
radio
saying
call
this
person
call
that
person
and
they
just
it,
was
done
and-
and
I
you
contributed
to
to
the
safety
of
all
those
people
out
there
so
phenomenal
job.

Our
communications
section
is
made
up
of
nine
dispatchers
as
well
as
one
senior
dispatcher,
and
then
our
communication
supervisor
audrey,
dennis
it's
24
hours,
seven
days
a
week,
all
the
holidays
they're
in
there
and
they
do
a
phenomenal
job.
They
are
responsible
for.
Obviously,
all
the
fire
calls
all.
The
police
calls
they're
the
backup
dispatch
center
for
charlotte
county
sheriff's
office
as
well.

They
answer
all
the
911
calls
that
come
through
and
everything
else,
but
they
process
in
addition
to
the
the
calls
that
they
receive
that
that
councilman
koharsky
said
they
also
processed
52.
Let's
see
50
almost
52
000
police
events.
So
when
the
officers
are
not
only
going
to
call
for
service
they're,
also
going
out
on
things
proactively,
they
process
that
many
as
well
as
4200
fire
events.

super
dedicated
unit
right
now
we're
a
little
short
staff
so
that
we've
been
working
really
hard
with
overtime
and
they've
stepped
up,
and
did
that
you're
the
lifeline
for
our
citizens
for
our
police
officers
and
our
fire
personnel,
and
I
just
want
to
say
thank
you.
Thank

thousand
five
hundred
and
eighty
two
hours
of
service
to
the
fundagorda
police
department
in
fiscal
year
2021
and
whereas
the
punta
gorda
police
department,
vip
program,
has
68
active
members
supporting
community,
including
support
of
our
judiciary,
program,
police,
pension
board
and
community
garden.
And
therefore
the
city
council
of
the
city
of
pontogorda.
Florida
does
hereby
proclaim
april
10th
through
16th
2022
is
national
volunteer
week
in
pontogorda
and
does
honor
all
those
men
and
women
whose
diligence
and
professionalism
under
the
vouchers
and
policing
program
possible,
passed
and
duly
adopted.

ceschini,
representing
the
police
department,
craig,
unfortunately
was
not
here
today,
but
eileen
hochman's
gonna
accept
on
our
behalf
for
the
volunteer
program.

I
did
want
to
just
take
a
few
moments
to
thank
our
volunteers,
who
work
so
diligently
here
in
the
city
of
punta
gorda,
and
although
the
focus
of
the
proclamation
was
our
volunteer
and
policing
program,
the
the
reality
is.
We
have
a
lot
of
other
programs.
Bill.
Closter
represents
our
chaplain
program,
he's
one
of
two
chaplains
that
volunteer
a
good
amount
of
time
to
the
city
police
department
and
we
have
reserve
police
officers.

These
are
fully
certified
law
enforcement
officers
who
do
not
get
paid
anything
who
actually
volunteered
time
for
the
police
department
and
I'd
be
remiss.
If
I
didn't
recognize
our
counterparts,
the
fire
department
have
a
very
robust
volunteer
program
in
and
of
themselves.
Our
volunteer
program
actually
started
25
years
ago,
so
our
nice
anniversary
this
year
recognizing
our
volunteer
program.

It
started
out
with
a
marine
patrol
and
chaplain
services
and
has
grown
to
around
the
68
70
member
mark
over
the
years.
We
have
a
great
deal
of
responsibilities
for
our
volunteers.
From
patrolling
the
canals
and
our
marine
patrol
our
volunteers
on
bicycle,
which
was
added
just
a
few
years
ago
to
our
volunteers
on
car
patrol
records,
components
and
so
forth,
our
chaplains
perform
a
very
important
role
for
us,
they're
kind
of
the
behind
the
scenes
of
the
behind
the
scenes.

That
was
somewhat
down
because
of
the
whole
covid,
but
these
are
the
kind
of
things
that
our
volunteers
are
out
there
doing,
they're
out
there
directing
doing
directed
patrols
of
the
schools,
the
parks,
the
various
locations
that
the
cities
needs
assistance,
as
we
also,
of
course,
have
a
great
customer
service
through
our
volunteer
program.
So
thank
you
very
much
volunteers
for
everything
you
do.
These
are
some
of
the
coordinators
who
volunteer
their
time
leading
the
program,
and
we
appreciate
everything
you
guys
do
to
help
support
the
city.

certainly,
a
lot
of
good
things
happening
in
the
city,
as
you
can
see,
and
none
of
that
really
can
happen
without
water.

we
have
a
great
system
here
that
serves
the
city
of
punta
gorda
and
I
think
you'll
hear
more
in
the
coming
weeks
and
or
months,
because
we've
also
just
won
a
best
taste
of
the
tap
for
municipal
systems
in
the
region.
So
the
water
that
was
produced
here
by
our
new
ro
plant
and
blended
has
just
won
that
award.

with
that,
I
would
also
like
to
read
and
urge
water
conservation,
especially
this
time
of
year.
It's
certainly
appropriate,
whereas
water
is
the
basic,
essential
need
of
every
living
creature
and
whereas
the
state
of
florida,
water
management,
districts
and
the
city
of
punta
gorda
work
together
to
increase
awareness
about
the
importance
of
water
conservation
and,
whereas
april
is
typically
a
dry
month
when
water
demands
are
most
acute.

therefore,
the
city
council
of
the
city
of
pontogorda
florida
does
hereby
proclaim
the
month
of
april
as
water
conservation
month
and
calls
upon
each
citizen
and
business
to
help
protect
this
precious
resource
by
practicing
water
saving
measures
and
becoming
more
aware
of
the
need
to
save
water
passed
and
duly
adopted
the
6th
day
of
april
2022,
and
neil

it

by
saying
you
know:
I've
only
known
rick
for
a
year
and
a
half
when
I
came
to
the
city
as
city
manager,
but
certainly
the
transition
in
to
any
operation
of
this
size
and
caliber
is
difficult
at
best
and
having
someone
like
rick
that
was
in
charge
of
a
major
operation
or
public
works
operation,
which
you
know
has
all
the
amenities
that
people
love
to
have
and
notice.

knows
things
about
the
city
that
we'll
never
know
and
he'll
probably
never
tell,
but
he's
certainly
done
a
fantastic
job.
He
has
helped
promote
and
facilitate
a
fantastic
operation
and
the
people
that
work
in
that
operation
have
had

benefit
of
his
skills
and
abilities
in
the
public
works
realm
to
actually
help
make
that
happen.

we
really
appreciate
everything
he's
done.

easy
he
helped

transition.

something
that
probably
no
one

knows

Helicopter
was
producing
more
hueys
than
were
needed
in
vietnam,
so
they
decided
to
give
them
to
five
bases
that
had
outlying
support
units
like
icbm
silos,
hundreds
of
miles
away
in
some
cases,
and
these
bases
stretched
from
texas
to
georgia
to
montana
to
idaho.

helicopter

saved
lives
is
not
memorabilia
and

went
back
in
our
meeting
minutes

indeed,
we
discussed

length

the
huey
as

of
the

understood
very
well
what
we

trying

and

couldn't
because
of
monetary
considerations.

our

depth

our

wasn't

project
to
be
talked
about.
It
wasn't

pipe
dream.
We
were
serious.
One

concerns
was
location.
As

The
healy
wasn't
included
in
the
plans
for
the
wall
from
the
beginning.
If
you
go
to
the
military
heritage
museum
and
look
at
their
diorama,
you
will
see
that
there's
a
huey
on
the
in
the
park.

concern
has
been
raised
about
vandalism,
I've
traveled
to
travel
to
the
city
of
okeechobee
several
times
to
look
at
their
monuments
and
memorials,
do
not
see
any
sign
of
vandalism.
General

to
their
city
manager,
who
said,
there's
never
been
an
issue
of
vandalism.
I
don't
think
that
would
be
a
problem
here.

We
try
to
mitigate
that
by
careful
design
and
construction
and
through
insurance,
the
huey
is
currently
insured,
and
the
wall
foundation
would
continue
that
if
they
had
to
be
the
responsible
party
for
the
insurance
in
the
future
maintenance

concern
considered.

will
commit
to
cleaning
the
huey
on
a
schedule
and
repainting
when
appropriate.

a
director
of
fundraising
for
the
wall.
I've
been

charge

largest
veterans
parades
in
punta
gorda.
I
was
elected
to
the
wall
of
warriors
at
the
museum,
this
body,
not

declared
february
17th.

on

for
honor
flight,
been
on

board
of
jacobson
veterans,
nursing
home.

veterans

don't
think
anyone

knows

the
vietnam

with
it,

people

of
the
vietnam
veterans

veterans

we've
presented
petitions

and

to

with
my
wife
for
seven
years
on

vote.

was
first
retained
to
be
the
city
attorney
for
the
city
of
pontogorda,
we
were
living
on
our
boat
and
brought
it
down
to
punta
gorda
to
live
aboard.

Unfortunately,
it
was
soon
after
hurricane
charley.
The
city's
marina,
was
closed
due
to
damage
the
fisherman's
village.
Marina
was
closed
due
to
damage,
but
through
the
generosity
or
good
graces
or
whatever
of
fisherman's
village.
They
allowed
us
to
tie
up
a
boat
to
the
bulkhead
on
the
west
side
of
the
marine,
and
we
lived
there
and
acted
as
city
attorney
living
at
the
fisherman's
village
when
it
became
necessary
for
the
city
to
renew
its
lease
submerged
lands
lease
with
the
state.

have
to
obtain
a
submerged
lands
lease
from
the
board
of
trustees
of
the
internal
improvement
fund
of
the
state
of
florida
and
mayor
fabian,
and
I
went
to
tallahassee
to
appear
before
the
governor
and
cabin

sits

board
of
trustees,
and
we
argued
for
modification
of
the
standard
form
submerged
lands
lease
to
provide
a
greater
opportunity
for
the
the
depth,
the
st
the
definition
that
was
in
our
then
existing
leasing,
which
is
in
the
majori.

The
majority
of
submerged
lands
leases
from
arenas
around
the
state
where
liver
boards
are
typically
prohibited,
says
and
by
definition,
the
term
liver
board
is
defined
as
a
vessel
docked
at
the
facility,
but
inhabited
by
a
person
or
persons
for
any
five
consecutive
days
or
a
total
of
10
days
within
a
30
day
period.

The
state's
concern,
rightfully
or
wrongfully,
is
that
liverboard
vessels
create
pollution
with
uncontrolled
discharges
of
of
domestic
waste,
and
so
we
had
to
convince
the
state
that
we
would
be
providing
a
vessel
pump
out
service
that
would
be
free
and
and
have
a
a
regular
schedule
that
the
that
any
liver
boards
that
would
be
at
our
marina
would
be
regularly
pumped
out
to
minimize
the
opportunity
for
inappropriate
discharges.

And
so
we
were
able
to
get
the
state
to
agree
upon
the
renewal
of
our
lease
back
then
that
to
include
the
language
that
to
authorize
liver
boards
and
then
say
if
liver
boards
are
authorized
by
by
by
the
lease.
In
no
event
shall
such
liver
liverboard
status
exceed
six
months
within
any
12-month
period.

I
don't
know
of
any
marina
that
requires
a
submerged
landslide
from
the
state
that
has
language,
that's
even
more
expensive
than
what
I've
just
cited,
and
so
we
are
also
able
to
negotiate
with
the
state
to
allow
us
to
have
22
designated
liveaboard
slips
and
those
slips
are
identified
on
a
chart
that
was
re.
Part
of
our
submerged
lands
lease
identifying
which,
where
those
liverboard
slips
were
permissed
permitted
in
order
to
renew
submerged
lands,
leases,
there's
audits
that
are
conducted
at
the
time
of
renewal
and
anytime.

Our
most
recent
lease
expired
in
september
of
last
year
and
and
as
part
of
the
audit
that
the
state
went
through
was
part
of
the
renewal
of
our
lease
there
were.
There
were
deficiencies
that
were
noted
that
that
prevented
the
state
from
renewing
our
lease
at
that
time.

The
purpose
of
the
the
revised
use
agreement
that
is
the
subject
of
this
resolution,
was
to
do
several
things.
First,
to
make
sure
that
the
operation
of
our
marina
was
consistent
with
our
submerged
lands.
Lease
provisions,
including
the
provisions
that
I
just
cited
regarding
liveaboards,
so
that
we
won't
lose
our
valuable
submerged
lands
lease.

So
key
to
the
amendments
to
the
and
the
re
and
revision
of
the
agreements
that
we're
going
to
be
requiring
everyone
to
sign
is
recognition
of
not
only
those
provisions
relating
to
live
aboards.
But
there
are
other
things
regarding
what
you
can
do
on
your
boat
to
minimize
the
potential
for
harm
to
the
waters
due
to
pollution
such
as
not
conducting
any
type
of
construction
activity
on
the
boat,
not
engaging
in
any
type
of
type,
any
type
of
of
cleaning
or
maintenance
that
might
cause
pollution
and
our.

Take
a
look
at
what
we
are
now
requiring
people
to
sign
when
they,
when
they
use
the
marina,
not
just
for
liver
board,
but
for
all
of
the
slips,
as
well
as
the
the
mooring
field,
and
make
sure
that
we
have
the
enforcement
tools
to
to
comply
with
the
submerged
lands
lease
requirements.

That
was
necessary
to
provide
those
tools
in
the
forms
that
of
the
agreement.
There
was
also
a
necessity
to
update
the
insurance
requirements
for
people
that
are
keeping
boats
in
there.
So
there's
a
number
of
changes
in
the
agreement,
including
changing
the
term
from
a
rental
agreement
to
a
use
agreement
which
avoids
some
of
the
landlord
tenant
issues
that
we
might
otherwise
face.

If,
if
we're
dealing
with
the
liver
boards,
I
want
to
expressly
indicate
that,
with
respect
to
paragraph
10
that
was
referred
to
earlier
regarding
to
the
regarding
the
electric
change
electric
charge,
that
was
not
changed

this
new
draft.

the
existing
lease
