Description
Regular City Council Meeting 03-02-2022
A
E
E
D
O'clock,
let's
do
it
good
morning,
I'd
like
to
call
to
order
the
march
2,
2022
city
council
meeting,
let
the
record
reflect
that
all
city,
council,
members
and
city
officials
are
present
or
in
the
building.
If
you
would
please
stand
for
the
pledge.
Excuse
me
the
invocation,
followed
by
the
pledge
of
allegiance.
E
Be
with
them
as
they
fight
for
freedom
as
they
fight
for
their
lives.
Father.
It's
a
david
and
goliath
situation.
Father
we
pray
for
peace.
We
pray
for
freedom,
father
as
we
look
around.
We
are
so
thankful
for
the
safety
we
experience
here
in
puente
gorda
lord.
We
pray
for
each
family
member
here
today
and
we
pray
for
the
peace
that
can
only
that
only
you
can
bring
to
us
father.
We
pray
for
our
nation.
E
D
Thank
you,
carlo,
and
thank
you
for
acknowledging
the
ukraine
situation.
I
was
going
to
do
the
same,
so
thank
you
very
much.
It's
it's
tragic
and
I
certainly
hope
that
it
gets
settled
soon.
D
Okay,
is
there
any?
Does
anyone
have
any
changes
for
the
agenda
before
we
begin?
Okay,
seeing
none?
We
have
one
proclamation
this
morning
and
I
will
be
reading
this.
D
Flood
preparedness,
control
and
mitigation
measures
are
taken
before
a
flood,
and
whereas
public
education
and
awareness
of
potential
weather
hazards
and
methods
of
protection
are
critical
to
the
health,
safety
and
welfare
of
residents
and
whereas
in
coordination
with
charlotte
county,
the
florida
floodplain
managers,
association
and
the
federal
emergency
management
agency.
The
city
of
punta
gorda
will
promote
awareness
and
increased
knowledge
of
flood
risk,
the
availability
of
flood
insurance,
flood
protection
methods
and
how
to
prepare
for
emergencies.
D
Now,
therefore,
the
city
council
of
the
city
of
punta
gorda
florida
does
hereby
proclaim
the
week
of
march
7
2022
as
flood
awareness
week
in
the
city
and
all
of
charlotte
county
past
and
duly
adopted
in
regular
session.
The
second
day
of
march
2022
and
signed
leonard
matthews
mayor
and
accepting
is
kathy
croto.
Our
building
official.
F
E
We
want
just
thank
you
and
we
want
to
make
sure
that
our
city
is
safe,
so
we
appreciate
the
proclamation.
Thank.
E
E
E
Hopefully
soon
we
do
have
posters
in
our
local
libraries,
but
we
have
not
purchased
the
costume
yet,
but
floody
will
be
joining
us
soon.
Great.
Thank
you.
Thank
you.
D
F
Sincere
thank
you
to
carlos
for
what
he
shared
that
we
could
share
with
him
this
morning
very
important,
and
I
thank
him
sincerely
for
that.
I
spoke
with
him
earlier
and
I
encourage
all
residents
boy
carlos
before
even
mentioning
any
of
this.
I
was
just
asking
him
a
simple
question.
F
He
gave
me
his
card
and
this
is
the
kind
of
thing
that
for
any
of
you
residents,
I've
been
one
of
those
friday
cats
to
come
here
during
this
pandemic,
and
but
I
have
been
paying
very
serious
attention
to
all
of
the
communication
that
has
been
done
here
between
residents
and
the
city
council
members
and
also
definitely
our
staff,
and
I
also
want
to
thank
out-
and
I'm
not
talking
only
to
him.
F
F
I
appreciate
fire
chief
briggs
right
here,
carlos
right
before
him
about
the
blitz.
Nozzle
makes
a
lot
of
sense
to
me.
It's
a
lot
cheaper
than
paying
me
getting
into
the
millions
of
dollars
for
those
139
foot
extension
ladders.
So
there
are
things
that
are
coming
and
I
can
see
that
light
coming
on,
but
sincerely
thank
you
and
I
know
I'm
going
to
be
back
and
come
back
on
the
board
of
residence.
D
A
D
If
there's
anyone
in
the
audience
that
has
submitted
a
resume
to
be
considered
as
a
board
or
committee
member,
and
you
would
like
to
introduce
yourself,
you
can
come
to
the
podium
and
introduce
yourself
okay,
seeing
none
we
will
move
on.
We
will
now
adjourn
as
city
council
and
reconvene
as
community
redevelopment
agency.
D
Okay,
we
are
now
in
session
as
community
redevelopment
agency
good
morning,
gentlemen,
good
morning,
first
we'll
listen
to
any
city
co
citizen
comments.
If
there
are
any,
if
anyone
in
the
audience
would
like
to
address
the
council
or
the
commissioners
on
any
additional
information
on
the
cra
agenda,
you
may
come
to
the
podium,
seeing
none
we'll
move
on.
The
next
item
is
approval
of
minutes
from
the
february
2
20
22
meeting.
D
E
C
Thank
you
mayor.
As
usual,
we
have
information
for
your
viewing
pleasure
on
existing
and
upcoming
projects
in
the
beginning
of
the
report,
which
leads
us
to
our
municipal,
marina
activity.
There's
no
substantive
changes,
our
marina
stays
generally
full,
so
we
see-saw
between
our
annual
rentals
and
our
monthly
and
our
our
overnights
etc.
C
But
for
february
you
can
see
that
we
had
27
annual
and
for
our
monthly.
We
had
21
as
opposed
to
19
last
year,
this
time
our
transients,
which
basically
are
overnights
or
a
few
nights.
We
had
10
in
february
as
opposed
to
two
last
year
this
time
and
then,
of
course,
our
commercials
always
stay
consistent
at
14.
C
and
on
the
mooring
balls.
We
had
16
this
month,
so
you
can
see
when
you
come
across
the
bridge
that
there
are
a
lot
of
boats
that
are
either
in
our
mooring
field
or
west
of
the
bridges
that
are
off
gilchrist
park,
our
liveaboards,
of
course,
we
had
17
18
last
year
this
time
and
the
community
room
is
consistent
with
some
use
at
about
eight.
C
This
past
month
for
our
pump
out
vessel
in
february
of
22,
we
had
107
pump
outs
112
in
january,
so
fairly
consistent
florida
vessels
were
97,
non-florida
10
and
that's
just
registration,
obviously
february
of
2021
we
had
103,
which
is
fairly
consistent
and
again.
You
know
we
had
upwards
of
2500
gallons
23.70
that
were
pumped,
and
we
summarized
all
this
on
a
quarterly
report
so
that
we
can
maintain
that
for
our
grant,
reporting
and
recover
some
of
the
funds
for
the
pump
out
vessel.
B
C
Well,
the
the
primary
piece
of
information
that
I
need
to
go
over
and
don't
really
need
to,
but
is
useful,
is
the
quarterly
report
that
summarizes
the
last
three
things.
I've
told
you
into
the
quarterly
report
and
then
that
of
course,
transitions
into
the
annual
that
we
use
for
our
grant,
reporting
so
other
than
that.
It's
really
just
traditionally
been
read,
and
it
really
doesn't
change
much.
If
there's
a
substantial
amount
of
change,
you
still
have
the
opportunity
to
ask
a
question
because
you've
looked
at
it
because
it's
in
your
packet
anyway,
so
mark.
H
I
I
would
comment
that
I
did
find
this
useful
recently
because
we
had
some
citizen
comments
about
the
pump
out
vessel
and
why
why
it
does
what
it
does
and
and
where
it
goes
where
it
goes,
and
it
doesn't
go
in
the
canals
for
a
reason-
and
you
know,
are
we
really
pumping
out
anything?
And
I
mean
there
were
some.
H
I
thought
some
thoughtful
questions
that
I
was
able
to
answer,
because
we
had
this
information
available.
I
I
found
it
useful
and.
H
I
Just
a
question
mayor
yes,
sort
of
on
an
aside,
but
since
we
have
a
new
council
members,
I'd
point
out
that
the
idea
of
the
pump
out
vessel
came
about
during
the
submerged
lands
lease
that
we
negotiated
a
number
of
years
ago.
In
order
to
have
live
aboard
vessels.
The
state
wanted
us
to
put
sewage
pipes
at
each
of
the
slips
that
could
potentially
be
used
for
live
aboard
spaces
and
based
on
some
work
I
had
done
with
other
marinas.
I
It
wouldn't
be
necessary
to
have
the
plumbing
at
each
slip
and
that
saved
the
city,
a
substantial
amount
of
money.
So
that's
why
that's
how
we
got
into
it?
To
begin
with,
we
were
able
to
get
grants
to
pay
for
it,
and
so
it's
really
a
good
service
for
the
community
voting
community
at
large,
but
that
was
the
that
was
the
origin
of
it.
C
And
I
mean
that's
not
uncommon,
because,
especially
in
our
temperate
climate,
if
the
piers
are
moving
etc
and
you
have
lines
on
them
and
cracks
or
breaks
or
discharges
into
the
harbor.
But
we
also
have
a
a
station
that
boats
can
pull
up
to
and
discharge
also-
and
that's
also,
that
was
one
of
the
questions
also
free
of
charge
and
that's
not
specifically
reported
as
gallonage
in
this
either
so
between
the
two
there's
more
than
the
2500
you
would
see,
and
that
of
course
goes
into
the
city
sewer
system
and
is
ultimately
treated.
C
And
we'll
continue
with
wayfinding
signage,
the
wayfinding
signage.
We
are
starting
the
or
have
the
foundation
bases
for
the
signs
completed.
The
installation
of
the
new
signs
will
now
follow.
Completion
of
the
manufacturing
course
concrete
curing,
but
it's
in
place
so
manufacturing
we're
waiting
for
some
of
the
issues
with
some
of
the
welding
to
be
resolved
as
soon
as
they're
manufactured.
C
We
can
begin
installation
and
we
may
yet
get
them
in
so
it
is
moving
forward
and
it's
good
to
see
progress
being
made
on
that
with
the
contractor,
installing
the
bases
and
getting
ready
to
put
up
the
final
signage,
historic
city,
hall,
rehab
and
expansion,
the
consultant's
comparing
some
or
preparing
some
conceptual
design
plans.
C
As
directed,
of
course,
the
survey
was
discussed
and
some
of
that
direction
is
going
into
their
conceptual
plans
when
that's
finished,
we'll
be
bringing
that
back
to
council
to
discuss
some
of
the
areas
of
opportunity
and
ensure
that
they're
going
in
the
direction
that
you
would
like
to
see.
C
The
harbor
walk
the
building
permits
have
been
issued.
The
pavement
maintenance
contractor
is
securing
materials.
Fpl
has
a
couple
pole:
relocations
at
dolly
and
mcgregor,
just
poles
that
relocate
so
they're,
not
in
the
center
of
paving
et
cetera
in
the
project
area,
and
what
we're
doing
now
is
asking
the
contractor
to
get
a
more
defined
idea
of
when
materials
will
be
received,
because
we
don't
want
backhoes
in
their
equipment.
That's
tearing
up
putting
up
cairns
and
tape
and
then
wait
three
months
for
material
to
arrive.
C
D
C
C
Given
the
scarcity
of
the
above,
to
move
forward
with
the
project,
the
concept
plans
of
what
that
will
look
like
are
starting
to
come
in,
and
it
looks
very
nice
and
it
will,
when
completed,
and
we're
going
to
have
a
very
nice
play
structure
and
actually
this
past
weekend,
there
was
a
lot
of
use
of
the
existing
structure.
There
were
just
all
kinds
of
people
over
there
and
everyone
having
fun
sitting
on
the
bleachers,
the
shade
structure,
which
is
also
solar,
which
is
nice,
generating
solar
power.
D
E
Good
morning,
lisa
hannan,
zoning
official,
I'm
just
here
with
any
questions-
this
shows
the
location
of
the
alley.
Again,
this
is
the
intent,
not
the
actual
vacation
that'll
come
in
april.
It
goes
to
planning
commission
march
28th,
so
the
alley
was
improved
has
already
been
improved
by
the
applicant.
The
applicant
will
be
maintaining
all
improvements,
and
the
vacation
facilitates
the
applicant
to
have
maintenance
of
all
the
improvements
that
they've
created
and
this
sort
of
gives
a
little
outline
of
where
it
is,
and
you
can
see
it
as
a
one
way
off
of
taylor
to
elizabeth.
H
H
Are
there
requirements
for
them
to
maintain
that
in
the
future
and
then
how?
How
do
we
communicate
that
to
future
owners?
Because
when
I'm
concerned
about
two
things,
one
is
if
we,
if
we
vacate
that
and
becomes
private
property,
but
we
still
need
to
get
emergency
vehicles
in
there
and
if
it's
not
maintained,
you
know
how.
How
is
that
going
to
affect
that
and
then?
H
E
Okay,
so
half
the
five
feet
of
each
side
will
go
to
the
adjacent
property
owner.
There
will
be
an
agreement
that
it
will
be
maintained
in
perpetuity
and
I
believe
the
their
attorney
is
working
on
the
ingress
egress
agreement
for
all
the
properties,
the
the
prop
the
applicant
and
the
property
owner
owns
over
60
percent.
They
own
all,
but
two
lots
that
are
abutting
this
alley
right
now.
E
E
H
E
C
I
Yeah
actually
and
technically,
the
city
actually
doesn't
own
the
the
alley,
and
it
is.
I
An
impertinence
and
an
accessory
use
for
the
property
owners
on
either
side
of
the
of
the
alley
and
really
when
we've
never
had
an
obligation
to
improve
it
or
maintain
it,
and
what
the
end
result
will
be
among
the
property
owners
themselves
is
an
agreement
that
would
be
a
private
agreement
enforceable
by
the
the
property
owners
for
maintenance
purposes.
E
J
Say
something
yeah
good
morning
hi
good
morning
good
morning
my
name
is
ed
witzke
I
represent
the
applicant
and
to
answer
your
question,
our
client
is
agreeing
to
and
we
actually
have
already
prepared
a
cross-access
easement
to
assure
that
all
the
properties,
our
client
owns
all
the
properties.
The
properties
that
are
shown
as
being
improved
now
are
owned
by
taylor
row
llc.
J
The
properties
that
are
unimproved
are
owned
by
taylor
row,
2
llc
and
there's
we're
in
the
process
of
working
with
the
city
in
connection
with
obtaining
permits
to
do
similar
but
similar
units
on
on
those
lots,
the
the
cross,
access
easement
that
we've
entered
and
that
I
understand
the
from
a
conversation
with
the
attorney
representing
the
owners
of
the
two
lots
that
are
not
owned
by
our
client
provides
that
our
client
and
the
future
owners
of
the
the
properties
that
our
client
owns
will
maintain
the
improvements
on
that
out.
J
The
the
current
improvements
on
the
alley.
It's
it's.
Our
clients
benefit
to
do
that,
since
access
to
their
to
their
units
is
going
to
be
a
large
part
through
the
alley,
and
also
I
think
some
refuse
pickup
is
going-
is
going
to
be
over
the
alley
and
I
think
we're
going
to
be
working
with
the
city
utility
department
in
connection
in
connection
with
that.
J
So,
in
a
way
this
is
this
is
a
little
bit
different
than
other
vacations,
where
we're
still
going
to
be
maintaining
that
it's
just
going
to
be
a
private
access
point
for
the
for
the
owners
of
the
lots
that,
above
the
alley.
C
C
D
D
It
okay
any
other
questions
for
staff.
We
just
need
a
motion
motion
for
approval.
D
K
D
F
J
E
D
B
D
G
Good
morning,
anne
heineman
procurement
for
the
record,
this
is
again
award
for
our
master
agreement
to
johnson
engineering.
This
is
the
henry
street
force
main
and
gravity
sewer
replacement
project.
The
project
limits
will
be
from
the
foot
of
the
east
side,
bass,
inlet
bridge
to
the
master
pumping
facility
and
exuma
court.
G
The
procurement
received
a
request
from
the
department
to
issue
a
solicitation
procurement,
issued
a
request
for
qualification
for
professional
services
to
put
a
master
agreement
into
place,
so
the
project
can
be
completed
in
two
phases.
The
first
phase
will
be
design
and
permitting
and
bidding
assistance,
and
the
second
phase
will
be
construction
services.
G
We
did
issue
a
solicitation.
We
notified
458
vendors,
19,
viewed
the
solicitation,
and
we
received
two
responses:
the
evaluation
and
selection
committee
independently
evaluated
the
submittals.
They
also
received
interviews
from
the
two
parties
and
selected
johnson
engineering
to
go
into
negotiations
for
the
master
agreement.
G
A
G
A
When,
when
the
bids
went
out,
and
the
two
companies
responded,
they're,
basically
giving
you,
I
know
the
one
slide
kind
of
gives
a
each
person's
occupation
as
far
as
what
their
hourly
rate
is.
That's
kind
of
what
you're
looking
at.
D
Any
other
questions
I
just
want
to
state
for
the
record
that
this
project
is
something
that
we
did
have
budgeted
and
has
been
planned
for
quite
some
time.
As
I
understand
it,
correct,
correct,
okay,.
B
Can
I-
and
this
is
just
for
my
own
personal,
when
you
put
out
a
bid
for
five-
a
five-year
plan,
how
in
the
world
with
inflation
and
costs
going
up
the
way
they
are?
How
do
we
expect
builders
to
be
able
to
give
us
a
reasonable
guess
on
what
it's
going
to
be
like
at
the
end
of
the
five
years.
G
Built
into
the
contract
into
the
master
agreement,
the
the
hourly
rates
are
set
for
the
first
year.
The
consultants
can
request
a
price
increase
and
we
look
at
each
year
of
the
contract
we
look
at
when
they
do
request
a
price
increase.
They
not
all
of
them
do,
but
they
are
eligible
for
that.
Each
year
of
the
contract.
We
can
look
at
those
requests.
We
compare
it
to
the
cpi.
G
C
Thank
you.
There's
there's
also
an
engineering
news
review
that
goes
month
by
month
year
by
year,
that
has
index
availability
and
we
also
have
the
ability
to
terminate
a
contract
if
they
say
well,
we
I
don't
care.
If
it's
two
percent,
we
want
10,
we
can
terminate
a
contract
and
re-bid,
if
necessary
and
with
engineering
services,
it's
not
quite
as
volatile
as
construction
services,
but
it
still
falls
under
that
criteria.
Yes,
thanks
good
answers
by
the
way.
Thank.
D
D
We
have
a
motion
and
a
second
to
approve
agenda
item
8b.
The
master
agreement
to
johnson
engineering
for
professional
services
for
the
henry
street
force
main
and
gravity
sewer
replacement
project
any
further
discussion.
All
those
in
favor,
please
signify
by
saying
aye,
aye
aye
opposed
motion
carries
unanimously,
and
next
we
have
the
award
of
specific
authorization
number
one
to
johnson
engineering
in
fort
myers
florida
for
professional
engineering
services
to
design
and
permit
the
henry
street
force
main
and
sewer
replacement
project.
G
Again,
we
utilize
the
negotiated
rates
from
the
master
agreement
and
procurement,
and
the
department
did
go
into
negotiations.
Looking
at
the
hours
for
each
position
and
utilizing
the
rates,
we
did
negotiate
a
savings
of
over
thirteen
thousand
dollars.
We
identified
in
that,
so
the
cost
for
the
phase
will
be
one
hundred
seven
thousand
eight
hundred
twenty
dollars,
which
is
a
lump
sum
figure
that
will
complete
the
project.
G
A
Dewey-
and
I
apologize
if
it's
in
here,
do
we
have
a
not
to
exceed
clause
in
there.
In
other
words,
you
know
this
is
what
it's
coming
in,
but
as
I've
seen
in
other
projects,
things
change.
So
how
do
we
handle
that.
G
G
Thank
you
a
lot
of
times
we
use
a
not
to
exceed
cost
when
we
really
can't
identify
what
the
true
cost
of
those
things
will
be.
They
are
usually
used
for
indirect
expenses
copies
if
we
want
extra
copies
of
plans
that
we
need
it
for
the
permitting
agency
that
wasn't
identified
initially,
and
then
we
asked
them
to
put
a
cap
on
it
for
not
to
exceed.
G
G
G
D
I
have
a
question:
there
are
two
documents
attached
to
this
agenda
item
and
the
second
one
is
titled
amendment
number
one
and
if
you
scroll
down
to
page
10
of
that
document,
at
the
top
of
the
page,
one
of
the
items
says
perform
one
spt
borings
along
henry
street
to
a
depth
of
25
feet
to
near
the
intersection
of
jones
loop
and
henry
street.
I'm
not
aware
that
jones
loop
and
henry
street
intersect
anywhere
in
the
city.
D
D
We
have
a
motion
in
two
seconds
to
approve
the
award
of
specific
authorization
number
one
to
johnson
engineering,
inc
of
fort
myers
florida
for
professional
engineering
services
to
design
and
permit
the
henry
street
force
main
and
sewer
replacement
project.
All
those
in
favor,
please
signify
by
saying
aye
aye
aye
opposed
motion
carries
unanimously.
Thank
you.
Thank
you.
I
I
Well
well,
fish
are
awake
and
most
of
us
are
asleep,
but
nevertheless
we
did
that
and
it's
about
ready
to
go,
except
that
at
the
last
minute
we
I
was
advised
that
ponce
pier,
which
is
in
this
draft
ordinance,
probably
shouldn't
be
included
since
that
park
is
actually
physically
closed
during
the
times
that
this
ordinance
addressed.
So
with
the
exception
of
the
removal
of
ponce
pier
and
unless
you
have
any
additions,
we'd
like
to
get
your
authorization,
the
advertises
for
public
hearing
for
adoption,.
D
I
know
we
talked
about
this
when
we
had
this
on
the
agenda
the
last
time,
but
I
would
like
to
see
something
in
the
document
that
states
that,
when
there
are
vehicles
parked
overnight
in
the
parks
for
upcoming
events,
such
as
the
as
an
example,
the
wine
and
jazz
festival
that,
if
there's
an
rv
parked
in
the
park
for
security
for
the
stage
area,
I
would
like
to
see
that
documented
in
this
in
this
ordinance,
because
I
think,
even
though
it
may
be
covered
under
an
event
permit.
D
I
Did
well,
I
think
we
to
address
that
concern
when
it
was
first
brought
up.
The
first
phrase
in
paragraph
m
says
acceptance
otherwise
authorized
through
permit
issued
under
the
authority
of
the
city
council.
I
So
hopefully
that
would
address
that
particular
situation
regarding
rvs
or
anybody
else
who
is
required
to
be
in
the
park
for
security
purposes.
I
And
that's
okay,
presumably
the
permit
that
was
issued
for
the
event
would
make
mention
of
that
and
therefore
there'd
be
evidence
that
they
were
authorized
to
be
there
not
withstanding
the
other
provisions
of
the
ordinance.
A
E
Lisa
hannah's
owning
official
in
chapter
16
right
now.
There
is
a
provision
under
paragraph
k
about
overnight
parking.
It's
paragraph
k-1,
where
it
does
state
overnight.
Parking
is
not
permitted
between
1
am
and
5
a.m
in
the
certain
parks,
except
that
one
fully
self-contained
recreational
vehicle
may
be
parked
overnight
in
any
city
park
when
required
for
security
purposes
in
conjunction
with
a
city
approved
special
event.
So
it
is
in
chapter
16.,
okay,.
B
I
have
a
question:
why
did
we
pick
one
o'clock?
I
I
don't
unders,
I.
I
do
not
see
the
value
of
closing
the
park
at
one
o'clock
in
the
morning,
because
if
I'm
sleeping
on
a
bench
I
can
sleep
on
that
bench
from
10
until
1
and
then
I
can
get
up
and
I
can
go
someplace
else
and
I
can
come
back
at
6
and
still
be
annoying
to
the
people
who
are
walking.
B
I
You
have
to
tell
me,
because
we,
I
think
I
I
think
that
there
was
a
time
that
was
put
out
there
for
discussion
purposes,
looking
for
direction
from
the
city
council
as
to
what
would
be
the
appropriate
times
of
closure.
If,
if
one
o'clock
is
not
right,
now
is
the
time
to
make
that
adjustment.
D
B
B
A
I
I
actually
brought
this
up
with
my
committee
too,
and,
and
I
personally
think
it
needs
to
be
moved
back
and
I
do
agree
because
it's
you
know
you
can't
park
on
a
lot
between
one
and
five,
that's
just
kind
of
where
it
was
to
begin
with.
People
in
my
committee
brought
up
the
fact
of
like
new
year's
eve
or
or
fourth
of
july.
Maybe
people
are
going
to
be
out
there
because
I'd
propose
like
a
10
to
6
kind
of
closure,
even
if
you
said
11
to
6
or
11
to
5.
A
I
think
it
just
gives
a
little
bit
more
teeth
to
the
ordinance
again
and
we
also
have
in
there
the
fact
that
they
can
use.
You
know
if
they're
actively
fishing
or
engaging
in
different
activities.
I
think
it
does
cover
that.
But
personally
I
I
too
would
like
to
see
it,
maybe
more
that
11
to
5
11
to
six
kind
of
hours.
That's
my
opinion.
D
B
K
D
I
wouldn't
have
a
problem
with
11
to
5..
I
I
think
that's
real,
because
there
are
people
that
do
get
up
early
and
walk
the
harbor
walk
and
maybe
want
to
sit
in
the
park
and
have
a
cup
of
coffee
and
read
the
paper
or
whatever.
So
I
you
know,
I
don't
know
if
I'd
go
beyond
five
o'clock
because
of
that,
because
the
difference
between
five
and
six
for
a
lot
of
people
means
a
lot.
I
have
friends
that
get
up
every
morning
at
five
o'clock
and
go
walking
or
ride
their
bikes
so
yeah,
but.
B
D
K
H
B
I
I'd
prefer
not
to
say
too
much
about
this.
However,
I
will
say
that
the
agreement
does
include
everything
that
the
city
council
was
looking
for
in
a
settlement
which
includes
a
complete
release
of
any
claims
or
whatever
that
the
shoreline
could
make
against
the
the
city,
and
this
would
be
a
complete
settlement
of
the
case,
but
does
retain
our
right
to
go
against
shoreline
for
any
deficiency
in
their
workmanship,
etc.
I
So
it's
not
a
complete
release,
as
it
relates
to
the
city's
side
of
things
and-
and
it
is
complete
with
respect
to
the
the
amount
of
the
settlement
there
wouldn't
be
any
further
financial
obligation
of
the
heart
on
part
of
the
city.
D
D
G
D
Opposed
motion
carries
unanimously.
Next
is
discussion
of
lobbyist
services.
C
D
C
And
may
be
able
to
just
go
over
when
we
re-bid
what
the
contract
says
just
in
general,
absolutely.
G
We
currently
have
a
contract
for
lobbyist
services
with
mr
paul
capital
access.
Currently
they
are
merging
with
another
company
and
bill,
and
as
a
result
of
that,
they
are
entertaining
whether
they
are
going
to
be
remaining
as
capital
one
or
if
they
will
be
assigning
their
existing
contracts
to
the
new
company
and
they'll.
If
they
do
that,
what
will
the
result
will
be
will
be
four
additional
consultants
brought
on
board
that
will
be
able
to
to
utilize
their
services
with
this
contract.
G
D
G
G
K
D
E
K
No
but
she's,
probably
the
person
who
does
so
much
of
the
ground
work
for
us.
I
I
mean
I
go
to
towson
at
least
four
to
six
times
a
year
and
row
is
the
person
who
creates
all
I
mean
really
creates
all
the
meetings
and
everything,
and
I
think
that
it
would
actually
be
very
much
against
the
interest
of
the
city
for
us
to
interrupt
this.
I
think
we
have
very
strong
relations,
especially
over
the
last
six
years,
very
strong
relationships
that
are
made
through
this
group
of
people.
K
I
think
if
we
were
to
restart
it
would
harm
us.
I
mean
even
this
2.52
million
dollars
we
got
it
didn't
come
from
our
visit
this
few
weeks
ago.
It
came
from
years
of
handling
the
same
people,
putting
the
issue
upon
the
word
of
punta
gorda
punta
gorda,
and
I
think
that
we
need
to
maintain
the
status
quo,
because
tallahassee
is
a
relationship
town
and
this
is
to
maintain
our
relationships.
H
D
The
problem
is
that
jerry
paul
is
leaving
the
firm
he's
moving
to
the
state
of
maine
and
he's
leaving
and
he's
going
to
be
gone.
He's
been
our
primary
lobbyist
for
the
last
five
or
six
years
and
row
works
for
him
and
she
has
now
gone
over
to
anfield,
which
is
okay,
there's
nothing
wrong
with
that.
But
I
have
to
honestly
say
that
some
of
the
things
that
we
submitted
as
our
legislative
priorities
this
year
have
fallen
in
the
cracks,
and
that
makes
me
very
unhappy.
D
So
I
I
suggested
that
we
have
this
on
the
agenda
today,
so
we
can
discuss
it
because
I
do
think
that
it
may
be
prudent
for
us
to
consider
putting
this
out
to
bid
and
having
the
council
members
meet
with
and
interview
lobbying
firms.
That
may
be
other
other
options
that
are
up
there
and
I'm
not
saying
that.
I
don't
like
what
we
have
right
now.
I'm
not
saying
that
at
all.
K
K
It's
going
to
have
to
be
a
full
year
in
advance,
because
anything
that
we're
talking
about
when
session
starts,
everything's
been
decided
already
what's
going
on,
but
the
budget's
already
done
already,
and
so
what
we
do
is
we
have
to
create
a
list
of
content.
This
is
why
it
took
welcome.
Grant
this
long
to
get
here.
Is
that
nothing
that
one
that
one
brings
forward
at
the
beginning
of
session
is
going
you're
going
to
get
like?
K
D
A
So,
just
to
kind
of
summarize,
I
think
we
all
just
need
to
understand
that
mr
paul
is
no
longer
with
the
company
and
limited
just.
I
think
we
just
assume
he's
gone
and
and
start
from
there
from
what
I'm
hearing
our
contract
will
be
absorbed
by
the
new
company.
We
have
a
contact
point
that
we've
had
already
that
is
going
to
this
new
company.
Correct.
Stop
me
if
I'm
wrong
in
any
of
this
so
far.
Well,.
A
This
is
also
a
bigger
firm
from
what
I've
been
told,
so
we
may
have
the
opportunity
to
have
more
people
at
our
disposal
with
this
new
firm.
Possibly
I
mean
all
of
this
is
all
you
know,
spitballing
at
this
point,
and
we
also
have
an
out
if
we
wish
correct
so
to
me.
What
sounds
you
know
at
the
moment?
A
Let
the
transfer
know
that
mr
paul's
gone
get
to
know
this
new
firm
and
let
them
know
that
this
is
what
we
expect
our
level
of
service,
and
you
know
I
don't
know
if
we
give
it
a
time
period
or
whatnot,
and
if
we
like
what
we
see
then
great,
if
not,
we
can,
you
know
always
put
out
the
bid.
B
I
would
just
like
to
say
that
I
think
probably
a
lot
of
the
falling
through
the
cracks
was
jerry's
responsibility.
I
think
he
had
already
checked
out
before
he
actually
left
based
on
some
of
our
previous
experiences,
but
I
don't
know
that
we'd
ever
be
able
to
find
somebody
with
the
credentials
that
row
has
her.
Her
curricular
resume
is
absolutely
phenomenal
and
she's
one
of
the
big
achievers
in
tallahassee.
H
I
I
don't
know
her,
but
I've
heard
very
positive
things
here
and
other
places
that
the
the
advantage
of
putting
it
out
to
bid,
of
course,
is
that
you
kind
of
put
them
on
notice.
You
know
the
the
new
company
on
notice
that
you
know
we're
not
just
gonna,
it's
not
business
as
usual.
H
There
are
some
things
we
may
have
been
unhappy
with,
but
it's
a
that's
a
pretty
big
effort
and
you
know
to
to
go
through
the
whole
bid
process
and
interviews
and
and
all
the
rest
of
that,
if
we're,
if
we
think
we
might
be
happy
with
the
way
it's
going
to
go,
and
we
have
the
ability
to
do
that
at
some
point
in
the
future
if
it
turns
out
that
we're
not
happy,
but
so
so
I
don't
to
be
honest
with
you,
I
don't
know
where
I
fall
right
now
on
it,
because
I
see
both
sides
of
it,
but
it
it.
H
D
H
I
think
I
would-
and
maybe
maybe
we
need
to
call
the
new
principal
in
and
have
a
conversation
with
them
that,
yes,
these
are
the
things
we
weren't
happy
about.
We
are
going
to
allow
this
to
float
over,
but
you
know
we've
got
to
fix
some
of
this
stuff
and
maybe
that's
maybe
that's
the
first
shot
across
the
bow,
and
if
it
turns
out
that
we're
not
happy,
then
then
we
can
put
it
out
to
bid.
G
G
D
C
And
that
being
said,
then,
I
know
everyone's
busy
right
now
with
session,
but
when
sessions
over,
we
should
have
them
in
to
have
a
post-session
legislative
update.
Yes,
and
that
would
really
be
the
first
chance
they
would
have
to
impress
us-
and
I
don't
mean
that
that
they
need
to
impress
us.
But
you
know,
having
a
post-session
legislative
update,
is
just
common
practice
and
be
very
beneficial
for
myself,
I'm
sure
as
well
as
council,
and
give
them
an
opportunity
with
roe
to
come
in
and
show
us
who
they
are
and
we
could
have
the
conversation.
D
E
Good
morning,
good
morning,
sarah
welch
deputy
city
clerk
for
the
record
under
vacancies.
We
have
two
unexpired
alternate
terms
on
the
board
of
zoning
appeals.
Two
unexpired
alternate
terms
on
the
code
enforcement
board,
one
unexpired
alternate
term
on
the
historic
preservation,
advisory
board
and
one
regular
term
on
the
police
officers
pension
board
under
nominations.
We
have
one
term
on
the
general
employees
pension
board.
Mr
harry
partel
has
expressed
an
interest
in
continuing
to
serve
if
you
would
like
he
may
be
nominated
and
reappointed
at
this
time.
H
I
have
a
question:
that's
not
necessarily
related
to
his
appointment,
but
it
came
up
within
my
group.
So
what
exactly
does
the
pension
board
do
other
than
I'm
sure
that
they
they?
If
they
don't
actually
pick
the
custodian?
You
know
they
have
a
big
influence
in
that,
but
did
they
do
anything
beyond
that?
H
D
K
D
We
have
a
motion
to
nominate
and
appoint
mr
bartel
to
reappoint
mr
bartel
to
the
police
pension
board.
Any
further
discussion.
All
those
in
favor,
please
signify
by
saying
aye
aye
opposed
motion,
carries
unanimously.
E
C
Well,
thank
you.
We
are
coming
up
into
our
season
where
meetings
will
again
get
longer,
so
we
were
happy
to
be
able
to
have
a
couple
that
are
somewhat
shorter
so
that
you
have
part
of
your
day
left
when
we're
finished.
But
with
that
I
did
want
to
make
one
comment
about
the
section
16.4
regarding
the
park
ordinance
now
we
do
have
some
reviews
that
are
ongoing
with
ordinances
policies
etc.
C
As
we
talked
about
in
our
first
budget
meeting
in
strategic
planning,
and
one
of
those
is
16.4,
there's
other
sections
in
there
that
have
to
do
with
other
things
in
the
park,
so
my
preference
would
be
to
get
this
ordinance
change
approved
and
then
discuss
other
things
that
we
had
scheduled
down
the
road
and
not
co-mingle
the
two,
but
I
just
wanted
to
mention
it.
So
if
I
bring
something
back
on
16.4,
you
don't
say:
well,
we
just
did
that.
Why
didn't
you
say
it
then?
C
D
City
attorney
nothing
further,
thank
you!
Okay
and
city
clerk.
I
think
she
has
depart
oh
you're
still
there
did.
You
have
anything
else.
Sarah,
okay,
very
good!
This
at
this
point
we'll
open
the
floor
for
the
council
members
to
give
any
board
or
committee
reports
from
the
various
boards
that
you
attend.
Meetings
for-
and
I
know
mark
you
shared
information
from
the
airport
authority
meeting,
but
maybe
you
want
to
expound
on
that.
H
Well,
I
wasn't
really
prepared
to
do
that
and
I
have
the
statement
I
I
do
appreciate
what
ms
niles
said,
because
I
will
say-
and
I
probably
shouldn't
say
this
here,
but
I
have
felt
extremely
disrespected
going
to
those
airport
meetings
since.
J
H
B
B
No,
what
happened
is
there's
there's
three
categories.
Let
me
see
if
I
get
this
straight.
There
are
three
categories
we
were
in
the
second
category,
which
meant
that
we
were
definitely
going
to
get
the
money.
However,
somebody
challenged
the
person
who
was
in
the
third
group
and
if
that
challenge
goes
through,
they
move
up
and
we
move
out.
B
So
it's
it's.
I
mean
it's
very
convoluted,
the
way
they
do
it,
and
so
it's
like.
We
can't
start
anything
right
now,
because
we
have
to
wait
for
this
challenge
to
go
through
and
the
state
housing
people
don't
like
it
when
people
challenge,
because
it
does
this,
you
know
I
mean
we
all
know,
there's
a
housing
crunch
and
we're
all
trying
to
get
properties
built,
but
it's
just
the
way
it
is
okay,.
D
K
The
first
one
is
with
the
florida
freight
advisory
committee.
We
had
a
meeting
on
on
the
seventh
and
we
one
thing
we
discussed
was
about
the
inland
ports.
We
talked
about
the
supply
trade
issue
and
part
of
it
came
up
is
that
the
role
itself
was
florida,
especially
our
area
can
play
an
example
was
given
like.
I
had
recently
taken
a
port
tour
of
savannah
and
noticed
that
though
they
had
had
their
major
issues,
they
don't
have
them
anymore.
K
Miami
jacksonville,
tamba
and
so
for
why
I
mentioned
this
regard
to
us-
is
that
we're
looked
at
as
a
place
in
terms
of
being
able
to
benefit
from
the
logistics
business
even
fda
especially
believes
that
southwest
florida,
especially
charlotte
county
glades,
county
henry
county,
this
this
area
of
the
heartland
desoto
this
area
could
actually
be
a
good
place
for
being
able
to
move
these
truck
and
trail
type
things.
And
so
we
just
had
a
real
discussion
about
them,
not
continuing
to
try
to
keep
making
miami
work
and
tampa
work
and
jacksonville
work.
K
But
looking
at
loving
some
of
this
business
and
with
that
said,
there's
there's
a
new
airport.
That's
developed
called
air
glades
in
clewiston,
and
it's
going
to
be
a
cargo
only
airport
that
basically
flies
produce
and
flowers
from
south
america
and
it'll
be
and
so
they'll
be
able
to
fly
them
there
and
then
truck
them
up
27
and
over
here.
So
basically
we're
in
that's
come
so
when
it
comes
to
even
to
the
airport.
K
In
terms
of
the
bigger
picture,
the
airport
I
guess
being
on
our
side
per
se
is
is,
is
something
that
we
need
in
the
sense
that
we
need
the
airport
to
actually
be
the
economic
driver
which
it
can
be
in
terms
of
helping
facilitate
things.
Logistics
industry
in
that
way,
because
its
proximity
to
the
roads
and
rail
is
is
very
good
in
our
interest,
because
we
need
to
keep
our
jobs
and
our
people
close
to
here
next
thing
dealt
with
the
the
abandoned
african-american
cemeteries
task
force.
K
The
legislation
to
that
was
recommended
by
the
task
force
is
in
session,
so
we're
looking
at
by
the
end
of
next
week
of
knowing
how
that
looks.
If
the
proposed
legislation
will
be
put
forth,
and
so
we'll
know
by
the
next
friday,
if
that's
their
way
from
from
the
regional
planning
council,
it
was
a
continued
discussion
about
inland
ports
and
about
the
role
of
southwest
florida
in
that
regard,
similar
kind
of
went
in
the
same.
K
D
Thank
you.
I
just
have
one
report
this
month
for
the
mpo
board.
D
But
but
it
is
it's
only
three
years
away
when
you
look
at
it
from
the
short
perspective
of
the
calendar,
but
it
is
a
couple
years
away
and
we've
expressed
both
commissioner
constance
and
I
have
both
expressed
our
serious
concern
about
the
condition
of
the
road.
There
was
a
discussion
also
about
the
possibility
of
removing
one
lane
on
either
side
of
olympia
and
marion
on
the
east
side
of
town,
to
turn
it
into
a
bike
lane,
and
we
have
given
fdot
our
comments
about
that
that
we
don't
want
that.
D
One
of
the
primary
reason
is
because
the
olympia
in
particular
is
a
hurricane
evacuation
route
and
we
don't
want
to
be
taking
a
lane
out
of
service
the
same.
We
as
we
didn't
want
to
do
it
downtown
on
41
northbound.
So
that
was
a
concern
and
burnt
store.
Road
is
another
project
that
is
on
their
their
radar,
because
lee
county
still
does
not
have
a
four-lane.
D
So
that
was
one
of
the
items
that
we
talked
about
and
also
there
are
plans
to
widen
jones
loop
road
from
41
all
the
way
over
to
piper
road,
in
anticipation
of
more
traffic
being
generated
off
of
burnt
store
road
on
the
burn
store
roadside
of
that
that
roadway
and,
of
course
it
is
also
a
hurricane
evacuation
route
for
lee
county
from
cape
coral,
so
and
they're.
Talking
about
the
possibility
of
putting
in
an
another
interstate
highway
exit
somewhere
down
between
burnt
store,
road
or
jones
loop,
it
would
be
jones
loop
and.
D
No
it's!
This
is
south
of
that
or
pine
island
south
of
the
river
yeah.
It's
yeah.
It
would
be
north
of
pine
island,
but
but
south
of
burnt
store
road.
It's
kind
of
in
the
middle
there
or
south
of
tucker
is
great,
even
but
they're
talking
about
the
possibility
of
adding
another
interstate
exit
down
in
that
direction,
because
cape
coral
traffic
could
then
some
of
that
traffic
could
be
dispersed
across
that
exit.
D
That
is
still
many
years
away
if
that
ever
happens
as
well,
but
but
because
of
what
is
currently
the
situation
they're
talking
about
widening
jones
loop
road,
so
that
may
be
a
project
that'll
be
happening.
So
those
are
the
main
things
that
that
affected
us
and
I
just
wanted
to
share
all
that
awesome.
K
D
Okay,
council
member
comments,
anything
else,
jaha,
nothing.
A
I
actually
would
like
to
just
say
something:
I
did
a
ride
along
with
station
one
firing
ems
last
wednesday.
I
wanted
to
see
the
day
in
the
life
of
a
first
responder
and
the
level
of
service
that
the
city
of
punta
gorda
provides
is
phenomenal.
A
I
already
love
the
city,
I've
already
proud
to
be
in
this
city,
but
seeing
the
level
of
service
that
our
fire
and
ems
provide
even
and
the
down
times
before
calls
came
in
the
training
they
do
they
train
and
they
train
for
any
scenario
that
could
happen
in
the
city
and
that
they
will
be
ready
for
it,
and
the
other
thing
that
I
saw
on
every
call
that
you
can't
train
for
is
the
customer
service.
They
provided,
obviously
on
a
call.
A
The
person
they're
responding
to
is
having
a
bad
day,
and
so
are
the
families
and
what
I
saw
on
every
call
was
professionalism,
calmness
information,
letting
the
families
know.
What's
going
on
letting
the
the
patient
know
what
was
going
to
happen
with
them.
It
was
just
absolutely
going
above
and
beyond
for
that
person
that
is
in
need.
Just
absolutely
gave
me
chills,
and
I
pulled
many
many
employees
in
the
department
at
different
stations.
A
Why
did
they
come
to
city
of
puna
gorda
and
the
one
thing
that
they
all
said
was
the
culture
and
it's
that
customer
service
culture,
it's
that
going
above
and
beyond
and
loving
the
city,
and
I
would
invite
anybody
to
visit
any
of
the
stations
to
just
see
the
amount
of
knowledge
that
they
have
to
have
from
a
fire
emergency
or
a
medic.
Emergency
is
really
it's
just.
It's
amazing
how
much
knowledge
they
have
to
have
to
provide
the
level
of
service
that
they
had.
A
So
I
wanted
to
thank
lieutenant
alex
davenport,
lieutenant
jim
claygus,
battalion,
chief
briggs
and
chief
briggs,
and
also
we
had
two
volunteers
that
worked
that
day
too.
Volunteer
savannah
and
volunteer
alan
for
just
making
me
feel
welcome
at
the
station.
It
really
was
a
very
great
day.
I
learned
a
lot.
B
B
My
husband,
who
I
you
know,
is
sort
of
involved
in
the
city
because
of
me
at
one
point
he
leaned
over
to
me,
and
he
said
I
wonder
how
many
police
departments
in
the
united
states
have
customer
service
awards
for
their
police
department,
and
I
thought
you
know
what
I
bet
you're
right,
but
we
actually
that
that's
really
what
I
was
going
to
talk
about.
I
can't
believe
that
you
did
too,
but
it
just
seems
so
incredible
to
me
that
you
know.
B
Yes,
we
want
to
do
all
the
other
things
right,
but
we
also
remember
that
we're
dealing
with
our
citizens,
our
family-
and
I
I
mean,
if
you
ever-
want
to
see
what,
how
hard
our
police
department
works,
go
to
an
awards
dinner
go
to
awards
ceremony.
Where
you
see
how
many
lives
they
saved.
How
many
calls
they
went
out
on
how
many
weekends
I'm
sure
they've
had
to
work,
but
it
was.
It
was
absolutely
incredible
that
we
have
a
customer
service
award
for
a
policeman,
and
I
just
thought
that
was
incredible.
H
H
Every
single
one
of
those
life-saving
awards
was
a
result
of
them
saving
a
life
from
an
overdose
of
drugs,
every
single
one.
So
if
you
don't
think-
and
you
get
kind
of
insulated-
I
mean
I
live
in
pgi
and
I'm
run
with
a
crowd
that
doesn't
do
that,
but
but
if
you
don't
think
that
dare-
and
some
of
these
other
things
are-
are
not
important-
it's
here
and
and
every
single
one.
That
was
the
thing
that
struck
me
the
most,
but
anyway
that
that
was
just
a
comment.
They
do
an
absolutely
fantastic
job.
H
D
Thank
you
yeah.
I
I
agree.
It's
I've
gone
to
these
every
single
year
since
I've
been
on
council-
and
I
know
jaha
has
as
well,
and
you
know
you
sit
there
and
you
think
about
they're
put.
Not
only
are
they
putting
their
lives
on
the
line
every
day
of
the
the
week,
but
it's
it's
incredible
that
they
do
it
and
they
and
they're
very
humble
none
of
them
like
the
limelight.
D
They
you
could
see,
they
got
out
there
and
some
of
them
are
actually
shy
and
they
don't
necessarily
like
to
be
recognized,
but
I'm
sure
in
the
in
the
bottom
of
their
heart
that
they
really
love
that
that
somebody
actually
noticed
that
what
they
did
was
life-saving,
and
I
have
a
similar
thing.
I'd
like
to
just
talk
about
real,
quick,
and
that
is,
I
had
a
phone
call
from
some
friends
of
mine
a
couple
of
weeks
ago,
and
I've
shared
this
with
the
police
chief
and
the
fire
chief
and
the
city
manager.
D
But
there
was
an
incident
on
a
street
in
the
southwest
section
of
pgi
a
couple
weeks
ago
there
was
a
gentleman
who
was
a
single
driver
in
a
delivery
truck
who
was
delivering
these
very,
very,
very
expensive,
heavy
kitchen,
not
kitchen
but
storage
cabinets
for
a
gentleman
to
put
in
his
garage,
very
expensive
units,
and
they
weighed
like
800
pounds,
and
he
was
doing
this
all
by
himself.
D
He
had
nobody
with
him
on
the
truck,
and
so
he
had
the
hydraulic
gate
on
the
truck
and
he
lowered
the
hydraulic
gate
and
the
unit
as
he
went
to
put
it
on
a
dolly
the
unit.
The
pallet
collapsed,
underneath
the
cabinets
and
the
unit
fell
on
him
and
knocked
him
down,
and
he
was
he
was
pinned
underneath
the
cabinets.
D
We
had
a
fire
truck,
we
had
an
ambo,
we
had
three
police
cars,
they
were
all
these
first
responders
showed
up,
and
my
friends
called
me
to
say
they
were
just
astonished
at
how
professional
and
how
cordial
and
and
polite
and
helpful
these
all
these
folks
were
from
our
police
and
fire,
and
they
just
wanted
us
to
know
how
much
they
really
appreciated
living
in
punta
gorda
and
what
a
tremendous
community
it
is,
and
I
mean
they
just
went
on
and
on
and
on
for,
like
15
minutes,
they
just
talked
about
how
wonderful,
our
police
and
fire
were,
and
we
had
a
female
firefighter
who
was
on
the
call
and
she
actually
after
they
finally
got
the
cabinets
off
the
guy.
D
I
know
that
both
chiefs
have
acknowledged
the
people
that
were
on
that
call
and
it
just
it
was
pretty
cool
to
hear
them
talk
about
it.
And
secondly,
I
don't
know
if,
if
you,
I
think
you
all
got
a
copy
of
this
letter
from
congressman
stubey
acknowledging
the
city's
digital
cities
award-
and
I
want
to
give
this
to
city
manager
marie,
so
he
can
share
it
with
the
staff.
But
again
congratulations
to
our
staff.
