Description
Emergency City Council Meeting 9-26-2022
B
B
B
B
I
will
also
add
for
the
record
that
city
manager,
Murray,
is
on
the
phone
with
us.
He
is
trying
to
get
here
and
he
is
stuck
in
the
traffic
accident
on
Interstate
75,
so
he
will
join
us
as
soon
as
he
can
at
this
moment.
If
there's
anyone
in
the
audience
that
would
like
to
address
the
Council
on
any
issue
specifically,
this
agenda,
please
come
forward
and
state
your
name
for
the
record
and
you'll
have
three
minutes.
B
B
C
C
Okay,
so
I
just
want
to
give
you
guys
just
a
brief
update
for
what
we
we
see
going
on
with
the
storm
again
I,
don't
pretend
to
be
an
expert
on
this
I'm
just
going
based
on
what
the
National
Hurricane
Center
and
the
National
Weather
Center
have
been
telling
us.
We've
been
in
meetings
all
weekend
trying
to
prepare
for
what
we
expect
might
happen
with
the
storm.
There's
a
lot
of
uncertainty.
What
we
do
know
is
that
it
hurricane
Ian
did
intensify
last
night
to
a
hurricane.
C
So
well,
let's
move
through
the
slides
that
we
went
through
this
morning.
It's
about
575
miles
south
of
Fort
Myers
category,
one
moving
Northwest
at
14
miles
an
hour.
C
So
we're
looking
at
timing
and
and
predictions
and
to
see
exactly
how
soon
we
think
that
this
hurricane
is
going
to
make
landfall
and
and
where
it's
going
to
make
landfall.
So
we
have
two
really
conflicting
kind
of
models.
We
get
the
American
model
and
European
model.
The
American
model
has
it
coming
more
to
the
West,
while
the
European
model
has
it
coming
a
little
bit
to
the
east.
C
We
have
seen
that
that
shift
a
little
a
little
easterly,
putting
the
storm
just
north
of
Tampa,
which
brings
us
into
the
wind
zones
and
which
will
potentially
cause
us
some
issues
with
storm
surge
and
a
lot
of
potential
rainfall.
So
those
are
our
big
main
concerns
right
now,
so
we
are
looking
at
that
timing,
so
we
can
expect
that
right
now,
they've
issued
a
tropical
storm
watch
for
our
area,
so
we
can
expect
tropical
storm
force
winds
within
the
next
48
hours
with
the
tropical
storm.
C
C
That's
what
we
just
talked
about
so
here
are
our
potential
forecast
for
our
impacts,
there's
that
that
potential
for
wind
we're
looking
at
if
it's
a
category
three
right
off
of
our
Coast,
we
can
still
expect
to
have
category
1
force
winds,
Inland.
If
it
continues
to
move
easterly,
those
numbers
could
increase
okay,
so
we
still
could
have
70
and
80
mile
an
hour
winds
in
the
city
of
Punta
Gorda.
So
we
do
need
to
take
this
seriously
and
prepare
accordingly
storm
surge
right
now,
they're
talking
four
to
seven
feet.
Again,
these
are
preliminary
numbers.
C
These
numbers
will
change,
they
could
go
up.
This
is
what
they
have
with
the
with
the
data.
That's
provided
it's
still
a
little
too
early
to
to
get
accurate
storm
surge
numbers,
but
they're
talking
four
to
seven
feet
of
storm
surge,
and
that
would
be
above
the
high
tide
at
the
water's
edge.
So
take
your
high
tide
at
four
to
seven
feet
and
that's
how
much
they
are
predicting
is
possible
at
this
time.
For
for
the
city
of
Punta,
Gorda,
okay,.
C
A
C
The
compass
rose
right
now,
they're
looking
at
so,
if
you
look
at
the
category,
that's
a
category
three
hurricane.
These
numbers
are
based
on
a
category
three
if
it
remains
a
bumps
up
to
a
three
and
if
the
wind
is
going
is
traveling
in
that
direction.
If
we're
on
that,
if
we're
on
the
east
side
of
the
storm,
we're
going
to
be
getting
that
that
North
Northeast
wind
direction
coming
off
the
off
the
Gulf
which
is
driving
those
the
storm
water
into
us.
C
C
C
So
as
early
as
tomorrow,
at
2
p.m,
there's
91
probability
that
we're
going
to
start
seeing
those
tropical
storm
force
winds.
So
tomorrow
we're
going
to
start
seeing
those
outer
bands
we'll
start
seeing
the
rain
I
know
that
we
had
rain
last
night.
That
was
pretty
significant,
I
I
drove
through
the
city
during
it,
and
there
were
a
lot
of
roadways
that
were
had
significant
amount
of
water
on
them.
C
Again,
the
the
biggest
thing
that
we're
worried
about
right
now
is
that
storm
surge
unless
that
model
tracks
farther
to
the
east.
So
we
are
in
we've
been
in
coordination
with
Charlotte
County's
EOC
over
the
weekend
and
later
on
today
we
will
be
making
those
determinations
for
evacuations
if
we
have
to
evacuate
the
the
red
zone,
so
we
will
be
working
with
them
directly
to
kind
of
get
of
better
modeling
to
see
if,
if
those
determination
is
going
to
be
needed,.
C
C
So
one
of
the
things
they
told
as
a
as
a
takeaway
this
morning
was
the
track,
has
shifted
back
to
the
east.
Slightly
went
off
the
Florida,
West
Coast
and
the
angle
approach
could
mean
a
larger
storm
surge
than
than
predicted
earlier.
So
that's
our
our
biggest
takeaway.
We
will
be
on
the
side
that
could
produce
tornadoes.
C
Substantial
rain,
so
flooding
wind
from
tornadoes
could
be
possible
as
well.
So
that's
one
of
the
reasons
we're
here
this
morning
to
ask
for
that
declared
state
of
emergency
so
that
we
can
move
forward
in
preparing
for
the
storm
and
it
kind
of
opens
up
the
ability
to
for
procurement
to
to
I
guess
get
rid
of
some
of
their
their
process
and
don't
have
to
get
all
the
bids
that
they
might
need.
D
C
There's
not
a
whole
lot,
you're
going
to
be
able
to
do
to
prevent
storm
surge
from
entering
your
home
if
it
makes
it
to
that
level,
grab
any
any
documents
that
you
might
want
to
keep
with
you
any
any
photos
that
you
couldn't
live
without
things
like
that
that
you
want
to
prepare
to
to
move
out
or
move
them
up
to
any
higher
locations.
C
Four
to
seven
foot
would
not
be
as
devastating
to
us.
It
would
make
it
into
some
of
the
homes,
maybe
in
the
historic
district,
but
we've
seen
that
in
the
past.
C
If
we
get
to
that
10
foot
level,
that's
going
to
be
devastating
to
a
lot
of
homes,
so
the
preparation
would
be
if
we
order
the
evacuation.
We
take
it
very
serious
when
we
have
to
do
that
that
we
would
advise
our
residents
to
respond
to
that
evacuation
order
and
put
their
hurricane
evacuation
plan
into
effect.
C
B
Any
other
questions
for
chief
gifts,
okay,
okay,
so
today's
meeting
is
to
discuss
whether
we
should
consider
putting
an
emergency
order
in
place
for
the
city.
This
would
be
in
sync
with
what
the
governor
has
already
done
at
the
state
level,
and
Charlotte
County
will
be
having
a
meeting
this
afternoon
to
establish
their
own.
B
Typically,
we
all
have
emergency
ordinances
that
are
put
in
place
when
a
storm
is
coming
so
that
we
have
the
ability
to
seek
federal
assistance
and
different
programs
and
funding
if
it
becomes
necessary,
After
the
Storm,
so
I
don't
does
anyone
have
any
other
comments
they
would
like
to
make
a
city
clerk?
Do
you
have
anything
that
you'd
like
to
present
in
in
terms
of
the
audience?
Okay?
B
So
you
have
the
document
in
your
in
your
packet,
and
this
is
just
to
establish
whether
we
will
do
this
emergency
ordinance.
My
personal
feeling
is
that
we've
done
this
in
the
past
and
it's
always
a
very
good
idea
to
have
a
plan
in
place.
So
I
would
urge
you
to
support
this
I.
B
E
Mayor,
let
me
go
ahead
and
read
the
emergency
title.
This
is
emergency
ordinance
which
I'll
be
reading
by
title.
Only
an
ordinance,
it's
gonna,
be
an
emergency
ordinance
of
the
city
council
of
the
city
of
Punta,
Gorda
Florida,
declaring
a
state
of
local
emergency
and
providing
for
emergency
governmental
operations
related
to
Hurricane
iron,
if
deemed
necessary,
and
in
conjunction
with
Charlotte
County,
providing
for
termination
of
emergency
Powers
providing
for
conflicts,
providing
an
effective
date
and
I
would
note
to
contrary
to
my
erroneous
statement
last
time
with
respect
to
emergency
ordinances.
B
E
D
Debbie
I
have
a
thing
of
discussion.
First
I
think
for
those
of
you
who
are
new
to
council.
One
of
the
best
reasons
to
do
this
is
during
one
of
our
really
bad
storms.
When
we
had
a
lot
of
tree
damage,
the
fact
that
we
had
the
emergency
ordinance
in
effect
allowed
our
city
manager
to
contract
with
the
cleanup
crew,
and
we
were
the
only
ones
in
the
area
that
had
a
cleanup
crew
coming
immediately.
So
this
is
really
for
expediency
sake.
If
nothing
else
so
I
urge
that
we
pass
it.
B
A
B
Yeah
we've
Howard,
the
hauler
we've
got
Howard
Howard's
on
call
he's
she's,
pretty
awesome
and,
needless
to
say,
he
really
really
made
us
look
pretty
good
after
the
after
Hurricane
Irma
any
further
discussion.
B
We
have
a
motion
and
two
seconds
to
approve
the
emergency
ordinance
for
declaring
a
state
of
local
emergency
and
providing
an
emergency
governmental
operations
related
to
Hurricane
Ian,
if
deemed
necessary,
and
in
conjunction
with
Charlotte
County,
providing
for
termination
of
emergency
Powers
providing
for
conflicts
and
providing
an
effective
date.
All
those
in
favor,
please
signify
by
saying
aye.
F
B
F
Karen
Smith
city
clerk
for
the
record
just
wanting
to
know
what
do
we
want
to
do
about
our
Advisory
board
meetings
that
are
scheduled
for
the
next
few
days?
We
have
Planning
Commission
this
afternoon.
As
far
as
I
know,
I've
been
in
touch
with
the
chair
and
that's
what
they're
planning
to
go
ahead,
but
but
I'm
curious
to
know
what
we
should
tell
the
boards
for
if
we're
going
to
start
seeing,
impacts
on
Tuesday
from
Wind
and
Rain
I.
