kind

goes

the
items
that
we
will
be

this
way,
if
there's
any

that
you

we

kind
of
address
them

so
all
funds
have
been
updated.
Since
the
july
meetings,
administrative
charges
and
computer
overhead
were
updated
based
on
all
funds
proposed
budgets,
the
state
of
florida
revenue
projections
were
updated.

discussed
at
the
july
13th
city
council
meeting.
There
were
some
that
were
also
updated
because
the
state
had
made
some
additional
changes
in
august,
so
those
were
also
included,
as
updates
estimated
funding
for
pending
pay
plan.
Adjustments
were
added
to
all
funds
with
personnel
and
all
the
performance
have
been
updated.

do
like
to
give
an
explanation
of
the
increase
in
ad
valorem
tax
revenue
and
why
there
was
a
need
for
it.
So
again,
we're
city
is
still
trying
to
better
match
our
programmed
expenditures.
With
current
revenues,
we
did
have
some
service
level
changes
this
year.
There's
an
increase
of
16
employees
in
public
safety,
public
works,
human
resources,
city,
clerk's
office
procurement
and
urban
design.

also
trying
to
ensure
revenue
sufficiency
for
the
five-year
recommended
planning
for
service
level
enhancements,
as
well
as
continued
funding
for
the
city's
paving
program
and
drainage
improvement
program.

also
continue
to
provide
funding

emergency
vehicles

fleet
equipment
replacements
and
to
improve
the
general
fund
operating
reserve.

feet

wall.
We
object
to
the
amount
of
our
canal
maintenance
fee
and
further
contest
that
the
amount
of
the
assessment
for
our
lot
exceeds
the
value
of
the
special
benefit
to
our
lot.
Our
lot
has
40
feet
at
sea
wall.
We
are
assessed
the
same
fee
as
lot
owners
with
250
feet
of
seawall.
The
benefits
received
are
significantly
different.
They
receive
a
far
greater
benefit
for
the
same
fee.

resolution
says
that
your
assessment,
your
benefits,
exceed
the
amount
of
assessment.
This
is
false.
According
to
charlotte
county
seawalls,
the
amount
for
us
to
privately
replace
completely
replace
our
seawall
of
40
feet
would
be
five
hundred
dollars
per
foot.
An
appropriate
fee.
Considering
a
sea
wall
life
of
sixty
years
would
be
three
hundred
thirty
four
dollars
a
year
for
a
forty
foot
lot
seawall
the
required
fee
for
a
250
foot
seawall
over
60
years
would
be
2083
dollars
a
year.
I
Florida
law
requires
that
non-valorum
assessments
be
fairly
and
reasonably
apportioned
among
the
properties
that
receive
the
special
benefit.
Your
own
ordinance
indicates
that
fees
should
be
fair,
should
be
proportional,
and
it
should
reflect
the
value
of
the
benefit
received.
I
have
two
documents
here
that
I
would
like
to
submit
for
the
public
record
of
this
meeting.

also

canal
maintenance
districts
both
had
a
seawall
assessment,
an
outside
outside
contractor,
to
look
at
the
sea
walls
and
determine
how
much
sea
wall
is
left
to
replace
and
with

average
of
the
amount
that
is
still
remaining
to
be
replaced
from
original
sea
walls,
and
they
have
suggested
that
we
increase
the
amount
of
sea
wall
that
is
replaced
each
year
because
of
the
age
of
the
sea
walls.

recommendation
from
the
consultants
was
much
higher
than
the
current
estimate
and
when
we
were
talking
about
this
in
our
previous
meetings
that
pgi
specifically
their
board,
did
recommend
going
to
increasing
it
to
what
the
contractor
had
suggested.

gone
up
plus
the
amount
of
seawall
that
needs
to
be
replaced
per
year
has
to
increase
otherwise
there's
much
higher
risk
for
seawall
failures
and
the
seawall
failure
would
cause
more
damage

it
as
it's
aging
to
the
point
where
it
really
needs
to
be
replaced.

better
planning

that,

is
this
only
one
consultant
is
no
other
secondary
type
of
thing
or
what's
it's

really
confused
about
how
come
it
hits
it
so
hard
and
so
fast,
but
I
think.

we
had

program
for
a
certain
amount
per
year
and
every
year
we've
been
increasing
the
cost
increase
at
the
same
time,
so
we
were
looking
at
alternatives.
We
also
went
to
the
consultant
to
see
if
there
were
materials
that
could

less
costly
and
they
did
review
other
alternatives,
such
as
the
was
it
pvc
type
of
sea
wall,
and
it
was
chosen
not
to
go
that
route.

certain
years,

though
there
were
recommended
increases
to
the
program,
previous
councils
chose
not
to
increase,
especially
like
during
the
economic
downturn,
and
things
like
that,
so
there
have
been
recommended
increases

put

place.

to
be
done
now.
It
can't
be
done
in
increments.
I
mean
you
just
got
to
blast
it
right
out
of
the
thing
now
and
I
thought
we
had
a
great
reserve
for
such
a
long
time,
a
real
law
a
big
long
time.

reserve.
That
was
amazing,
and
there
was
no
issues
like
this.
I've
been
here
40
years.
I've
seen
a
lot
happen.

but
the
reserves
are
there
for
emergencies
as
well,
because,

you
know,
sometimes
what
you
may
have
planned
to
replace.
We
have
other
storms
and
we
need
to
have
reserves
available
for
when
the
storms
occur.

couple
other
things,
as
kristen
said
this
has
been
proposed
before
this
is
not
something
that
is
brand
new
and
it
has
been
proposed
in
prior
years,
incrementally
increasing
those
increments
actually
catch
up,

now
we're

point

this
is
an
increment.
So
we're
not
just
saying
we
need
this
amount
of
money
this
year
to
do
100
of
what
needs
done,
because
there's
going
to
be
future
increases.
Also,
as
you
said,
you've
been
here
for
40
years.

prices
are
going
up,
cost
of
projects
is
going
up
by
20
to
40
percent
and
the
amount
of
seawall
needing
replaced
as
it
ages.
We
have
a
definitive
date
when
we
hit
a
target
that
we
know
most
sea
walls
will
fail
and
they
need
replaced
by
that
date.
If
we
put
it
off
another
five
years,
it'll
go
up
even
higher,
because
that
date
doesn't
change
so.

meetings

this
year
on
this

meetings
at
bsi,
we've

meetings
at
pgi,
we've
had
meetings
at
council
chamber
and
we've
had
meetings
last
year

budget

actually
had
a
proposal
to
increase
cost
and
there
were
many
more
that
stood
there
against
increasing
the
cost
and
the
decision
was
made
to
defer
that
until
this
year.

hurricane
irma
in
there
going
through
my
trim
statement
here
why
I
was
pleasantly
surprised,

lot
of
the
increases
from
last
year
to
this
year,
three

half

down

little
bit.
Then
I
turned
this
over
and
saw
the
canal
assessment
and
galt
as
a
gentleman
pointed
out.

percent.

bite

that's

one
bite
and
then
I'm
gonna
get
bit
again
next
year.

I
was
intrigued,

in

first
statements
that
we
listened
to
tonight,
where
the
city
council
was
working
to
match.
Expenditures
with
current
revenues
doesn't
seem
to
apply
with
a
canal
assessment
where
they
want
to
spend
whatever
they
think
they
need
to

then
pull
the

needed
revenues
out
of
our
pockets.

were
considered

wreck

record

those
two
definitely
were
considered
and
ultimately,
it
was
determined
by
the
assessment
district
that

fairest

best
way
of
allocating
the
cost
was
on
a
per
lot
basis.

people

pay

people

have
more
and
they
only
have

pay

the
person
with

lineal

people

over
200
feet
and

paying

would
prefer
to
pay
more
because

me

fair

charging

the

repair

district

on
the

lots
that
are
on

canal
