Description
Description
A
A
They
don't
we
have
to
order
to
two
items
of
business
this
morning.
The
first
is
the
unfinished
business,
which
is
the
draft
request
for
qualifications
of
the
RFQ
for
the
citywide
master
plan,
and
then
we
have
a
new
business
item,
which
is
the
team
Punta
Gorda
Community
Development
summit.
So
what
we're
gonna
do
is
handle
those
separately
so
for
the
unfinished
business,
the
draft
RFQ
for
the
master
plan
we're
gonna,
take
citizens
comments
on
that
item.
A
Now
citizens
comments
on
that
the
scope
of
work
for
the
citywide
master
plan
and
then
we'll
take
another
set
of
citizen
comments
before
we
delve
into
the
team
Punta
Gorda
Community
Development
summit.
So
if
you
would
like
to
speak
on
the
unfinished
business,
which
is
the
draft
request
for
the
RFQ
for
the
citywide
master
plan,
now
would
be
the
time
take
the
podium
over
here
to
my
right.
You
have
three
minutes.
B
Good
morning,
Derek
Rooney
22:40,
Gulf,
View,
Road
Punta
Gorda
I,
just
wanted
to
speak
in
favor
of
the
draft.
I
have
been
a
resident
of
the
city
for
ten
years
and
I
intend
to
stay
here.
For
the
forthcoming
decades
wasn't
raised.
My
two
children
I
was
not
here
when
the
first
master
plan
was
put
together,
but
recently
after
watching
the
City
Council's
budget
workshop
I
did
get
a
little
concerned
about
the
future,
and
I
was
glad
to
see
that
in
this
this
proposal
you
do
an
economic
analysis.
B
I
was
going
to
ask
for
possibly
three
clarifications,
either
from
staff
through
the
process,
which
would
be
one
to
make
sure
that
the
firm
that's
selected
has
some
experience
in
the
fiscal
portion.
Not
just
the
planning
portion.
I
know
they
sometimes
get
mixed,
but
often
they
can
sub
out
that
that
information.
B
Second,
that
you
do
a
lands
availability
analysis
as
well,
because
if
you
are
moving
from
ninety
ten
to
seventy
five,
twenty
five
making
sure
there's
actual
land
available
within
the
city
or
in
the
projected
annexation
area.
To
do
that
I
think
is
key
and
that's
pretty
much.
It
I
mean
I.
Think
that
you
have
plans
for
sea
level
rise
and
they're
things,
I
would
hope
that
you
would
in
court,
incorporate
those
future
costs
into
the
analysis
as
well.
Thank
you
very
much.
Thank.
C
Good
morning,
Rob
Tom,
Paul,
Rubick
or
Punta
Gorda
Isles,
similar
to
mr.
Rooney
I,
have
a
few
small
children,
so
someone
might
have
motivation
and
commenting
on
the
on
the
master
plan.
Update
is
longer
term
I
to
applaud
you
for
putting
the
language
in
there
about
the
economic
analysis.
I
think
that
is
a
a
bigger
component
to
this
study.
Then
maybe
we
realize
we've
got
a
lot
of
things
going
on
right
now,
I
think
kind
of
at
a
turning
point
with
the
city
finances.
C
We've
got
a
lot
of
big
projects:
the
RO
plant,
the
seawall
repairs,
thinking
about
the
fact
that
we
are
reaching
residential
build
out.
The
city
really
doesn't
have
a
lot
of
residential
lots,
either
lots
or
multifamily
condo
units
or
apartment
units
in
the
current
zoning,
so
we're
reaching
maximum
residential
build
out
fairly
quickly.
C
I'd
like
to
think
that
my
kids
want
to
come
back
here
when
they
get
out
of
college
and
and
pursue
their
careers
here,
like
I,
have
and
I
think
a
key
part
of
that
is
making
sure
our
tax
structure
is
is
advantageous.
Making
sure
our
you
know,
just
the
economic
climate
in
general
is
advantageous
to
that.
So
I
would
encourage
you
to
look
more
into
the
economics
of
the
study,
maybe
make
that
a
bigger
component
of
the
study
I.
Think
everything
in
the
in
the
draft
is
good.
C
A
D
E
On
page
17
and
just
going
there,
it's
where
we
refer
to
it's
under
item
number,
three
background
information,
and
it's
the
second
paragraph
in
the
middle
of
the
paragraph
it
says:
I'm,
a
Korean
Associates,
a
renowned
urban
planning
and
architectural
firm
was
hired
and
produced
a
master
plan
on
behalf
of
this
group
of
citizens.
Renowned
as-
and
it
probably
should
say
now
known
as.
E
D
A
D
A
D
F
G
E
And
that
was
one
of
the
questions
I
had
for
Howard
and
I
wanted
to
just
get
the
rest
of
counsels.
Opinion
on
the
scope
of
work
on
item
4,
where
we
actually
have
the
statement.
The
consultants
free
to
modify
I
like
that
that
they
can
give
us
what
they
think,
because
we
may
we've
put
our
best
effort,
but
we're
not
in
their
shoes
and
we're
not
the
people
that
have
gone
out
around
the
world
and
I've
consulted
with
communities.
So
it
may
be,
even
though
we
think
it.
H
A
D
H
G
A
A
E
E
A
I
I
I
The
document
that
they
didn't
reduce
good
point
very.
A
H
I
A
J
Mary
and
pace
procurement
manager
for
the
record.
Yes,
we
definitely
have
the
days
as
far
as
for
the
process:
I'm,
anticipating
releasing
it
on
gentle
Monday,
July,
23rd
and
then
I
did
have
an
opening
12
30
days,
but
we're
going
to
extend
that
45
days
so
that
be
around
like
September,
2nd
somewhere
around
there
I
know
we
have
Labor
Day
and
then
the
first
meeting
for
the
written
evaluation
will
be
on
September
19th.
For
the
council
meeting
for
September.
D
H
A
A
D
J
I
D
E
A
D
D
J
Then
the
presentations
to
I'm
sure,
probably
the
bomb,
a
formal
presentation,
will
be
selected
over
an
informal
interview.
So
we
want
to
give
them
time
to
be
able
to
prepare,
but
I'd
like
to
give
them
a
tentative
timeline
in
the
solicitation
document.
So
at
least
we
need
to
give
them
at
least
a
week
to
ten
days
to
prepare.
If
they're
going
to
be
coming
in
for
a
presentation,
would
you
be
available
to
provide
me
with
that
date
to
give
them
a
tentative
date
in
the
document?
Well,.
A
A
K
K
G
A
E
J
From
the
shortlist
during
the
written
submittals
and
when
you
come,
we
come
back
for
the
September
26
meeting.
You'll
rank
them
and
come
up
with
a
short
list.
You're
required
to
here
have
discussion
with
them
presentations
interviews
with
a
minimum
of
three,
but
you
can
go
more
than
three.
So
in
usually
a
presentation
is
about
45
minutes.
Each.
J
9
I
recommend,
maybe
9
just
just
to
give
you
cuz
for
if
there's
just,
if
you
just
invite
the
3,
then
you're
gonna
have
there's
3
hours
there,
plus
the
final
evaluation
meeting,
and
so,
if
you
all
decide
to
bring
in
you
know
more
than
3,
then
it
could
go
longer.
So
I
would
highly
recommend
starting
in
the
morning.
D
K
E
H
D
A
D
J
Basically,
well,
we
established
another
public
meeting
for
and
you'll
be.
You
will
be
the
evaluation
selection
committee,
so
it'll
be
we'll
set
it
for
a
time
or
soon
thereafter,
in
case
something
does
run
over
and
then
at
that
time,
that's
when
we'll
just
you'll
discuss
all
of
the
presenters
and
we'll
determine
what
the
final
ranking
is
in
selection
of
the
top
ring
firm
can.
A
J
D
J
A
F
A
J
A
We'll
probably
get
maybe
we
could
get
when
our
new
communication
person
comes
aboard
a
press
release
put
out
with
all
of
this
information.
Well,
we
need
to
do
more
than
that.
It's.
D
Yes,
we
will
get
the
word
out.
She
will
get
the
word
so
it'll
be
released.
July
23rd,
due
September
4th
Council
review
September
26th
at
1
p.m.
you'll
select,
who
you
want
to
interview.
The
interviews
will
be
October,
10th,
9
a.m.
starting
at
9
a.m.
who
knows
when
it'll
finish
depends
on
how
many
firms
October
17th,
you
will
rank
them.
D
D
A
D
D
A
Section
2
example
projects
the
example.
Projects
for
the
prime
firm
must
have
been
completed
and
directly
related
to
the
scope
and
size
of
project,
and
at
least
one
team
member
and
spells
out
what
kind
of
example
projects
we
want,
but
the
completion
time
frame
for
the
reference
project
is
2015
through
2018.
Do
we
think
that's
too
narrow
three.
E
D
D
J
D
D
J
Mitchell
would
just
said
that,
as
far
as
the
this
type
of
experience,
if
we
do
put
them
in
a
moment,
may
hinder
the
competition
I
do
have
one
question.
The
gentleman
mentioned
about
adding
economic
analysis
experience
to
the
references
or
the
the
examples
project
examples
is
that
one
item
that
you
want
to
make
sure
they
include.
F
E
H
Agree
exactly
with
you,
but
the
point
being
is
is
if
we
asked
them
to
do
that,
then
that
would
be
then
they
would
be
offered
the
opportunity
to
clear
who
their
partner
would
be.
So
we
couldn't
valuate
their
partner
with
them
rather
than
to
leave
it
often
Netherland
until
they
actually
did
or
didn't
receive
it.
So
I
think
that's
a
good
point
and
I
don't
think
we
should
inhibit
somebody
from
parking
with
somebody,
but
we
should
know
who
that
partner
is
that
pregnant
yeah.
G
G
A
M
A
J
The
part
of
this
commodification
package
that
they
submitted
well
identify
all
the
sub
consultants
and
the
key
personnel.
So
you
will
see
the
team
who
will
be
performing
the
work
I
can
add
in
there.
So
if
for
this,
if
they
do
have
sub
consultants
for
them
to
identify
the
scope
that
they
will
be
performing.
A
H
A
D
A
Have
a
motion
a
second
to
approve
this
scope
with
the
changes
and
the
timeline
all
in
favor
opposed
carried
unanimously.
Okay,
we
have
a
plan
for
our
plant.
Now
we're
gonna
move
into
new
business,
which
is
the
team
kind
of
Gorda
Community
Development
summit.
We're
gonna,
take
citizens
comments
on
that
item.
So,
if
you'd
like
to
speak
on
that
item
now
would
be
the
time
please
make
your
way
to
the
podium,
and
you
have
three
minutes
to
speak
on
the
team,
Punta
Gorda,
Community,
Development
summit.
A
M
My
name
is
Katie
Epps
I
live
in
Punta
Gorda,
Isles
and
I
would
like
to
say
to
team
front
Gordon
wow
what
a
wonderful
25
thousand
dollar
gift
to
the
city
and
thank
you
them
for
their
involvement
in
doing
this,
but
I
do
want
to
say
that
if
it's
the
city
paying
the
$25,000
I
would
suggest
that
you
have
more
various
groups
involved,
also
such
as
the
civic
associations,
maybe
the
downtown
merchants.
Smart
gurth,
Punta
Gorda
things
like
that.
Thank
you.
Thank.
A
N
Good
morning,
John
Welsh
I
live
in
Puna
girls
and
I'm
on
the
board
of
team,
Punta,
Gorda
and
I
just
wanted
to
address
the
concern
that
was
expressed
and
the
the
proposal
that
we're
putting
forth
is
is
the
first
step.
The
plan
is
to
involve
as
many
people
that
want
to
be
involved
in
this
process.
So
it
is
not
a
team
puta
Gore
to
only
process.
N
D
Punta
Gorda
is
proposing
to
that
prior
to
the
consulting
firm
planning
firm
that
we
hire
they
put
on
a
like
a
they
calling
it
a
community
development
summit.
Basically
a
conference
to
be
held,
hopefully
at
the
event
center
free
of
charge,
except
for
you
can
buy
your
own
box
lunch
open
to
all
of
the
community
and
to
bring
in
folks
that
can
inform
the
community
regarding
best
practices
and
they
will.
D
So
it's
more
of
a
learning
exercise.
They
put
a
budget
together,
an
estimated
budget
of
around
25,000
to
do
it
24500
mm-hm,
and
they
could
go
and
do
this
on
their
own.
They
don't
need
our
approval
to
do
this
at
all
they're,
asking
that
the
city
partner
with
them
and
putting
this
together-
and
so
that's
what's
in
front
of
you,
is
do
this.
Is
the
city
want
to
partner
with
them?
D
M
C
D
D
E
A
D
A
G
E
H
A
quick
comment,
I
think
Linda
make
is
a
very
good
point
relative
to
what
we
heard
from
team
went
to
Gorda.
This
is
an
opportunity
from
multiple
groups
within
the
city
to
get
together,
and
it's
really
you
know
it's
up
to
that-
those
individual
groups
to
get
there.
You
know
to
put
their
dog
and
hunt
as
that
as
they
say,
but
it
would
be
an
opportunity
to
call
this.
The
various
factions
and
various
groups
in
in
a
concerted
effort
I
think
it's
a
great
idea
so
I'm
sorry
full
support
of
it
will.
H
A
A
D
Have
consensus
to
be
a
partner?
Yes,
if,
if
there
are
dollars
involved,
I
can
I'm
sure
that
whatever
small
dollars
are
going
to
be
involved,
it's
well
within
my
purview,
but
I
will
make
sure
that
whatever
it
is
that
we
need
to
do
as
a
city,
if
there
are
costs
involved,
I
will
let
you
all
know:
okay,
okay,
let.
A
A
A
F
A
H
Resist
the
apathy
but
it'll
be
short.
Okay,
so
yesterday
one
of
us
had
to
work.
I
will
acknowledge
that
she
would
didn't.
Antsy
was
unable
to
participate
in
the
ribbon-cutting
with
the
other
four
of
us,
but
when
we
listen
to
Margaret
speak,
she
spoke
of
the
fact
that
in
the
previous
history
input
the
Gorda,
they
would
frequently
have
a
voting
day
party
at
the
old
courthouse
steps
why
they
come
to
vote,
and
it
was
a
big
social
thing.
If
you
will
for
the
city
of
Punta
Gorda.
H
It
came
to
my
attention
yesterday
evening
that
there
is
a
foundation
that
will
provide
seed
money
for
such
parties
and
so
I'm
gonna
be
explored
I'm.
Just
giving
you
guys
a
heads
up
what's
gonna
happen,
but
I
think
it
would
be
a
nice
tradition
to
reintroduce
the
Punta
Gorda
to
have
a
party
for
the
community
as
a
whole
so
that
we
don't
have
this
contentious.
H
You
know
you
know
stuff
and
and
and
kind
of
bring
us
back
and
when
the
votes
are
being
counted,
and
you
know
so
forth,
we're
also
having
a
hot
dog
and
a
and
a
coke
or
soda
together
as
as
a
family
and
as
a
community.
So
I'm
gonna
see
what
the
the
seed
money
is
available.
We
may
need
to
get
some
other
sponsors
from
the
community
to
add
on
to
it,
but
it
might
be
something
that
would
be
fun
and
I
also
have
to
determine.
I
Things
are
a
lot
different
now
with
the
voting
process,
and
you
probably
haven't
had
to
go
through
that
because
you
weren't
in
a
campaign,
but
all
the
votes
that
were
cast
in
absentee
votes
when
I
ran
two
years
ago.
The
just
the
decision
had
already
been
made
by
the
time
the
polls
closed
and
anybody
that
voted
the
day
of
the
polls
being
open.
Basically,
all
those
votes
meant
nothing
to
the
bottom
line
of
the
of
the
decision
of
what
was
going
on
and
each
campaign
was
having
their
own
campaign
party,
which
has
been
tradition.
H
H
When
we
there's
also
national
elections
going
on
in
this
particular
time
so
forth,
yeah
I
mean
we're
talking.
November,
there's
gonna,
be
a
lot
of
you
know,
there's
a
governor's
race
going
on
and
a
lot
of
other
stuff
that
isn't
local
and
it
would
just
be
an
opportunity
to
to
bring
you
know
together,
I
think
and
so
I'm,
just
giving
you
a
heads-up
as
I
have
on
previous
applications,
with
some
of
my
ideas
that
I
might
want
to
present.
H
I'm,
not
I'm,
not
sure,
I'm,
not
sure
what
their
vision
is
evidence
because
it's
there
seem
like
so
you
know
I'll
be
investigating
a
couple
things
like
that,
but
it
might
be
something
that
is
a
little
city
council.
We
might
like
this
to
reestablish.
We
might
want
to
do
it
with
the
county
as
a
partnership
to
reestablish
it
and
maybe
have
it
at
the
old
I
think.

O
Good
morning
my
name
is
John
Miller
I'm,
a
resident
of
PGI
and
I'm
on
the
I'm.
The
current
government
liaison
person
for
the
board,
the
Punta
Gorda
Isle
Civic
Association,
is
very
supportive
of
the
city's
decision
to
hire
the
services
of
a
consulting
firm
to
conduct
a
thorough
review
of
the
potential
economic
development
needs
of
our
city
and
the
overall
desire
to
retain
our
small
town.
Caracter
PGI
CA
stands
ready
to
aid,
the
city
and
other
organizations,
for
instance,
team
in
their
effort
in
January.
O
We
will
make
space
available
for
whatever
meetings
are
needed
and
can
help
set
up
meetings
and
interview
of
residents.
We
have
the
capability
of
blasting
our
members
to
keep
them
informed
during
the
process
and
can
conduct
surveys
as
needed
on
any
important
questions.
We
look
forward
to
being
part
of
this
important
project.
Thank
you.
Thank.

Government
acquisition
I've
been
certified
in
numerous
ways
and
I
I
guess
I
have
some
comments
and
maybe
maybe
a
recommendation
for
you
I
guess.
F
So
I
understand
this.
Probably
in
concrete,
but
I
would
just
wanted
to
express
my
reservation.
I've
been
a
member
of
many
source
evaluation
boards
of
tens
or
hundreds
of
millions
of
dollars.
Evaluation
boards-
it
can
last
weeks,
if
not
months
and
I
guess
I
do
have
to
express
reservation
that
this
evaluation
being
done
in
a
public
setting,
meaning
an
audience
people
of
folks.
You
will
want
to
discuss
amongst
yourselves
a
rating
or
a
comment,
or
what
did
they
mean
by
this?
F
Maybe
this
question
may
be
for
David
more
than
anything,
there's
a
Sunshine
Law
require
this
evaluation
to
be
in
sunshine,
as
a
public
evaluation
may
be,
if
it
is,
I
would
perhaps
suggest
another
way
of
looking
at
it
and
that
you
would
not
be
acting
as
a
City
Council,
but
you
would
be
acting
as
a
source
evaluation
board.
Other
words
change
hats
and
be
an
evaluation
board
with
that,
in
fact
require
you
to
be
under
the
sunshine
laws
associated
with
it.
F
P
P
41
businesses
and
I
am
available
I'm
anxious
to
help
and
to
give
our
input
on
the
biz
the
side
of
our
growing
community,
and
it
is
definitely
a
growing
community
and
I
disagree
with
Ted
Nugent,
perhaps
Gary,
and
this
is
the
first
I'm
hearing
it
and
I-
think
it's
a
wonderful
idea,
but
perhaps
you
could
partner
with
the
History
Center
to
bring
some
of
that
history
I
think
Jean
Martha
they
do
some
incredible
things
over
there
and
I
think
they
would
add
some
nice
things
for
bringing
the
community
together.
Thank
you.
A
A
And
when
we,
when
the
City
Council
decided
to
be
the
valuation
committee,
we
realized
exactly
what
you
said.
That
was
one
of
the
first
decisions
that
was
made
in
this
whole
entire
process
that
we
would
be
the
evaluation
committee,
and
we
did
go
through
this
when
we
selected
our
lobbying
firm
and
yes,
they
were
all
here
in
the
room
and
heard
everything
that
was
discussed
and
we
ended
up
making
a
decision
on
that
in
the
public
and
as
transparent
as
possible.
A
And
the
other
comment
that
just
came
to
mind
to
me
was
that
you
know
the
City
Council
in
the
past.
We've
been
criticized
for
bringing
things
up
in
the
summer
months
and
today
was
a
perfect
example
of
why
we're
having
a
special
meeting
in
July.
So
we
can
plan
for
September
October
November
December
in
January.
Today
we
talked
about
January
2019.
So
if
we're
not
functioning
in
the
summer,
we're
not
functioning,
for
you
know
the
whole
year
and
having
the
process
where
it's
it's
moving.
