A
B
The
knowledge
that
we
can
protect
the
water
quality
and
water
quantity
of
shale
Creek
at
the
critical
times
of
extreme
drought
or
prolonged
dryness,
which
is
one
of
the
things
that
we
were
most
concerned
about
and
also
gives
us
the
opportunity
to
be
better
informed
about
decisions
and
activities
that
may
affect
shale
Creek.
To
give
us
a
better
opportunity
to
be
involved
in
the
process
and
I.
B
Unfortunately,
the
settlement
comes
much
further
along
in
the
process
than
I
would
have
hoped,
but,
but
they
benefit.
The
city
is
that
we
have
learned
a
lot
about
shale
Creek.
We've
learned
a
lot
about
the
potential
impacts
to
shale
Creek
and
I.
Think
that
will
be
of
great
benefit
to
us
moving
forward
and
prefer
not
to
say
too
much
more
about
my
thoughts
about
the
case
until
the
settlement
signed,
sealed
and
delivered.
B
Understanding
that
I
think
Tom
Jackson
could
probably
answer
this
better
than
I
can.
What
we're
talking
about
is
an
extremely
rare
and
extreme
situation
that,
since
I
guess
1999-2000
time
frame
has
not
repeated
itself,
that's
like,
but
it
does
give
us
the
opportunity
to
have
the
ability
to
move
very
quickly
in
times
of
need
to
protect
the
quality
and
quantity
of
the
water
chill
creek
by
having
an
available
source
of
fresh
water.
B
A
If
it
does
not
get
approved,
are
we
still
preserving
our
right
to
move
forward?
Oh.
B
D
B
E
E
D
B
I,
don't
have
any
specifics
for
you
at
the
moment
regarding
the
actual
process
of
getting
that
her
man
I
I,
don't
think
that
there
is
much
precedent
for
this
type
of
action,
but
I'm
fairly
certain
that
if
we
had
to
move
forward
with
it,
swift
mud
would
would
work
with
us
to
authorize
the
limited
withdraw
from
the
surficial
aquifer.
That.
B
B
Also
understand
that
before
it
gets
to
this
point,
we
would
have
already
exhausted,
perhaps
the
utilization
of
the
interconnect
or
pulling
more
water
from
the
deeper
aquifer
that
we
run
through
our
ro
plant,
and
this
would
be
used
more
I,
think
to
supplement
or
protect
the
animals
and
critters
and
plants
and
stuff
within
shale
Creek,
so
that
it
doesn't
go
to
the
point
of
where
it
couldn't
recover.
I.
D
B
Well,
to
answer
your
last
question:
first,
is
that
was
part
of
the
negotiation.
You
know
we.
We
got
the
the
other
parts
to
agree
that
they
would
be
responsible
for
the
cost
of
water
quality
testing,
which
I'm
told
is
not
insignificant
and
that
they
also
would
pay
for
the
cost
of
the
permit
fee,
which
we
don't
really
know
it
would
be,
but
that
also
might
not
be
insignificant.
B
As
far
as
the
pumping
is
concerned,
I
had
some
initial
conversations
with
the
fire
chief
who
I
thought
might
be
the
most
knowledgeable
about
pumping
water,
good
choice
and-
and
he
informed
me
that
the
cost
of
that
equipment-
we
may
already
have
that
equipment
in
our
inventory
or
would
be
able
to
rent
it
at
a
fairly
inexpensive
cost.
We're.
B
About
running
permanent
lines,
you
know
and
that's
why
I
talked
to
talk
to
the
fire
chief,
because
I
thought
we
could
use
fire
hoses.
Perhaps
I
don't
have
made,
it
would
be
necessary,
but
this
would
be
a
temporary
stopgap
measure
if
necessary,
but
is
available
to
us
under
the
agreement
if
it
becomes
necessary.
Thank
you.
I
could.
F
G
G
First
of
all,
I
think
the
language
is
great
to
solve
the
issue
at
this
moment,
as
I
had
mentioned
in
the
last
meeting,
I
attended
a
fracking
mean
it,
meaning
there
is
going
to
be
an
issue
coming
for
counties
and
municipalities
that
we
should
be
united
on
and
a
very
similar
type
of
subject
of
this
particularly
fracking
starts
moving
and
so
forth
on
how
to
maintain
control
over
mineral
rights
within
our
own
boundaries.
I
think
this
is
a
template
that
we
should
be
proactively
utilizing
as
we
go
forward
as
a
group.
G
Secondly,
just
a
comment
to
about
pumping
from
these
lines
and
so
forth.
Tom
and
I
attended
a
forum
yesterday,
and
one
of
the
things
that
they
said
was
is
that
the
Florida
doesn't
have
a
shortage
of
water.
It
has
a
shortage
of
storage
of
water
and
one
of
their
solutions
was
specifically
to
have
big
holes
in
the
ground
that
you
could
store
water,
and
this
certainly
fits
within
that
genre.
The
other
thing
that
this
also
allows
us
is
the
other
issue:
they're
saying
that
cities
needed
to
do
to
control
their
water
supplies
as
diversity.
G
This
lends
a
third
level
of
diversity
as
we
get
the
RO.
So
I
just
want
to
make
those
comments
and
we're
going
in
the
right
direction
like
this
in
the
right
direction,
but
I
think
that
in
the
future
we
still
need
to
catch
ourselves
against
some
other
similar
issues
that
may
come
to
come
to
bear
in
the
next
ten
years
or
so
can.
B
During
during
testimony
at
the
hearing
and
in
depositions
in
preparation
for
a
hearing,
it
became
somewhat
apparent
that
county
staff,
at
least
the
ones
that
were
involved
in
this
process,
who,
unfortunately
no
longer
with
the
county,
may
have
had
a
different
understanding
of
the
degree
of
cooperative
cooperation
with
the
city
on
matters
like
that,
and
so
I
wanted
to
have
in
here.
A
clear
understanding
of
that.
The
city
would
be
notified
of
these
permit
activities
for
renewals
or
new
permits,
and
what
have
you?
B
And
if
the
county
felt
to
to
live
up
to
its
obligation
under
the
agreement
that
there
would
be
a
mechanism
available
for
us
to
enforce
that
agreement.
And
so
it
would
give
us
the
knowledge
and
the
opportunity
of
being
kept
abreast
of
things
that,
for
the
most
part,
I'm
sure
that
would
be
as
a
matter
of
routine
just
either
not
commented
on
or
the
city
would
say.
We
don't
have
a
comment
or
if
there
was
a
reason
to
provide
a
comment
we
would
provide.
B
The
comment
within
the
timeframe
agreed
upon
with
the
understanding
of
the
county
could
not
grant
a
permit
until
we've
issued
our
comments
and
and
what,
hopefully,
with
a
better
working
cooperation
between
city
and
the
county.
They'll
give
adequate
consideration
to
do
the
comments
that
we
have.
So
that's
what
I
hope
to
achieve
with
the
cell
Nancy.
B
E
B
Then
them
and
then
the
miners
who
were
parties
to
the
proceedings
will
need
to
enter
into
the
agreement
and
also
there
are
some
miners
that
weren't
parties
to
the
agreement,
but
are
willing
to
be
bound
by
the
agreement
because
they're
one
of
the
the
number
of
the
miners
that
are
affected
by
the
amendment.
They
also
will
be
signing
the
agreement.
So
we.
B
C
B
And
there's
a
time
frame
because
there's
going
to
need
to
be
a
drafting
of
the
agreement
to
put
not
only
these
terms
in
but
the
standard
boilerplate
terms
relating
to
enforcement,
what
have
you
and
there's
a?
And
if
we
can't
get
that
all
done
by
january
thirty,
first
of
next
year,
then
we've
got
the
right.
They've
got
the
right.
We
all
have
the
right
to
start
up
the
litigation
again,
but
hopefully,
and
and-
and
I
think
we're
pretty
optimistic-
that
that's
not
going
to
be
necessary.
Okay,.

H
Morning,
Jerry
waxa
with
the
McCrory
law
firm
I,
have
felt
from
the
very
beginning
that
this
was
something
that
ought
to
have
been
discussed
and
that
there
was
always
a
settlement
that
was
achievable
and
I
am
very
grateful
to
david
levin
and
now
to
you
all
that
we
were
able
to
find
language
to
work
cooperatively,
and
we
can
put
this
behind
us
and
move
forward
for
the
benefit
of
all
the
parties.
Thanks.
So
much
closer
right.
