three
public
comments
for
items
not
on
the
agenda.
Individuals
are
allowed
up
to
three
minutes
and,
as
the
council
policy
to
refer
matters
raised
in
this
forum
to
staff
for
investigation
and
or
action
where
appropriate,
the
brown
act
prohibits
the
council
from
discussing
or
acting
upon
any
matter,
not
agendas
for
state
law.
Do
we
have
any

this
evening,
madam
city
clerk.

Hi
hi,
my
name
is
malcolm
robinson.
I
am
a
31
year
san
bruno
resident.
My
comments
tonight
are
related
to
the
overall
utility
bill
charges.
I
had
a
whopper
this
time,
472
dollars,
so
I
went
back
to
since
2013.
I
looked
at
my
average
water
bills.
What
I
saw
was
they
started
in
2013.
They
were
about
292
dollars
a
month
with
a
high
of
314
load
270.,
and
it
stayed
that
way
and
it
really
went
down
during
our
drought
years.

We
had
severe
drought,
as
you
recall,
down
to
an
average
of
261
a
month
218.
I
started
using
more
water
and
we
garden
here.
We
have
tomatoes,
carrots,
cucumbers,
snap,
peas
and
I
have
trees
on
my
back
hill.
I
need
water,
so
water
usage
went
up
the
last
few
years,
but
it's
crept
up.
It's
gone
up.
This
bill,
which
includes
garbage
sewage
water,
has
gone
up
about
10
percent
a
year,
except
for
this.

Last
year
this
year
granted
we're
showering
more
at
home,
we're
working
from
home,
so
we're
using
more
electricity,
more
water,
but
that's
a
22
rating
22
22
percent
rate
increase.
So
my
average
utility
bill
for
san
bernardino
this
month
or
this
year
is
414
which
is
really
high
compared
to
213
2013.
It
was
292..

So
I
would
ask
that
you
guys,
you
know,
manage
these
costs
and
rates.
There's
been
a
lot
of
talk
on
nextdoor
about
how
these
rates
are
calculated
and
their
averages
or
something
you
know.
I
would
prefer
that
you
know
my
actual
water
usage
accounted
for
my
bill,
not
some
average
or
something,
but
I
would
ask
that
the
city,
council
and
city
manager
take
a
look
at
this
last
summer.
At
one
of
our
concerts
in
the
park,
I
asked
the
city
manager
about
that.
I
tried
to
lay
the
you
know
the
guilt
trip.

You
know
I
lived
for
31
years
and
I
want
to
keep
living
here
for
a
while
longer
and
I
think,
as
a
city,
we
need
to
better
manage
utilities
and
the
costs.
So
please
help
us
with
that.
There's
a
lot
of
citizens
that
are
in
the
same
boat
as
I
am
now,
I'm
a
senior
citizen
on
social
security.
So
what
can
we
do?
What
can
I
do
to
help
keep
rates
low,
keep
costs
low
to
the
consumers
in
san
bernardino?
