explorers

county

commander
for
the
explorer
academy
program
for
the
county

san
mateo,
but
he
also
in
the
month
of
february,
received
from
the
youth
association
for
the
county
for
the
month
of
february,
which
is
voted
on
by
the
explorers
in
this
association.
So
his
colleagues
was
given
the
award
for
explorer
of
the
month
for
the
month
of
february
and
unfortunately,
as
you
know,
we're
all
in
open
times,
but
I
thought
it
was
for
a
young
man
to
achieve
that,
especially
from
his
colleagues
within
the
county
of
san
mateo.

bestow
that
upon
him.
I
wanted
to
personally
congratulate
you
and
thank
you
for
your
representation
as
the

our
explorer
program
and
obviously
it
is
giving
back
to
our
community

behalf
of
myself
and
the
council.

hoping
that
I
could
convince
them
to
reevaluate
the
purchase
of
elk
crystal
school.
I
believe
that
this
is
an
opportunity
that
should
not
be
passed
up.

It's
a
logical
extension
for
the
city
park
to
absorb
that
property,
and
I
believe
that,
from
the
this
perspective
is
quite
important,
and
that
is
that
we
anticipate
the
city
population
growing
in
in
the
thousands,
through
the
development
of
the
tcp,
the
google
area
and
elsewhere,
and
I
think
that,
as
part
of
an
urban
planning
perspective
and
vision,
it's
incumbent
upon
this
council
to
enlarge
the
space
that
people
would
be
able
to
utilize
for
outdoor
use
and
other
extracurricular
activity.

don't
think
that
it's
going
to
be
a
huge
risk
for
the
city
council
to
move
forward
to
buy
this
piece
of
property
that
could
be
utilized,
especially
when
the
they're
going
to
be
building
the
community
center,
which
could
take
up

five
years
where
it
could
act
as
an
alternative
for
the
summer
programs
for
the
children
and
other
uses.

promote

cannabis.

article

car

we

need

look
at
any
opportunities

we
can
make
revenue
for
the
city,

also
talk
to
you
about
my
trip
today

in
pacifica
sondra.

mentioned

we
spend
you

thousands
of
dollars
when
we
each
year
for
dispensaries,
but
I
went
to
lit
today
and
I
talked
to
the
leadership
there
and
they
said
that
that
one
dispensary
returned
more
than
five
hundred
thousand
dollars
to
the
city
of
pacifica
and
so
we're
talking
about
a
call
card.

car
dealership,
that's
going
to
occupy
10
times
the
land
that
one
dispensary
could,
and
hopefully
it
might
return
a
million
dollars.

I
would
hope
that
the
greater
city
council
would
see
the
benefits
in
supporting
something.
That's
been
legal
in
this
state
for
more
than
25
years.

pride,
we're
coming
up

june.

forward

city
is

to
be
looking

ways

we

illegals

park

park

last

first
year

pride
flag
was
flowing

front

city
hall,

was

supervisor

first
proclamation
for
pride
month
and

chris
graham's
advocacy
for
that.
Unfortunately,
last
year
it
the
flag,
went
up.
Residents
had
asked
for
it,
but
there
was
no
nothing
that
came
from
the
mayor.

need
to
embrace
everybody
and
the
pride
flag
shows
that
that
we
are
headed
in
that
direction,
that
we're
becoming
a
more
enlightened
and
kind
city.

would
love

have

recreational
cannabis

in

bruno

forward

residents

neighborhood.
Basically,
I
live
behind
the
highlands
church
for
five
years
now
and
it's
been
getting
progressively
more
dangerous
with
cars.
Speeding
and
it's
not
just
myself-
that's
impacted
by
this.
We
have
many
children
on
the
street.
We
have
an
elderly
man
with
dementia
that
has
wandered
into
the
streets.

We
have
a
disabled
gentleman
mentally
handicapped
that
lives
on
the
corner,
that
wanders
out
from
time
to
time,
and
it's
been
getting
increasingly
worse.
I
can't
tell
you
how
many
times
myself
my
neighbors
have
almost
been
hit
trying
to
back
out
of
our
driveway.

It's
just,
unfortunately,
a
situation
where
we
can't
let
our
kids
in
the
front
yard,
and
it's
it's
it's
it's
getting
very
bad.
So
my
request
is
that
the
city
consider
possibly
putting
speed
bumps
in
this
area.
It
will
help
a
great
many
people.
I've
talked
to
my
neighbors.
They
are
all
on
board
with
this,
I'm
not
sure
what
the
process
is
to
get
that
started.
I
am
more
than
willing
to
spearhead
that,
but
I
just
think
as
a
community
up
here,
it's

it's
getting
really
dangerous.

with

school
board

foundation

thousand

that

individuals
have
been
fully
vaccinated

san
bruno
and
countywide.

on

It
shows

county

is
55.8,
so
we're
just
about
12

so
above
that
county
rate,
moving
on

vaccine
availability
and
testing
those

still

So
anyone
that's
interested

getting
a
vaccination

are
several
locations

are

mass
vaccinations
that
will

launched

opportunities

last
six
months,

city
has
partnered,

mateo
county,

offer
local
testing

our
community.

local
site
is
located
at
530
huntington
we've
been
able
to
administer
over
3050
tests
provided
by
self
collection.
We
have

small
team
of
part-time
staff,
that's
dedicated
to
running
the
site
on
a
weekly
basis,
every
saturday
from
10
a.m,
to
2
p.m.

Tests
will
be
available
from
10
am
to
2pm
and
although
an
appointment
is
preferred,
it's
not
necessary,
and
I
do
want
to
say
thank
you
to
all
of
those
community
members
and

the
staff
members

put

site

success

benefit

local

our
testing
site

grant
program

same
program

launched
in
the
fall
of
2020
several
businesses.

awarded
grants
to
operate,
and
this
is
a
relaunch

the
same
program.
So
the
applications
for
this
program
will
open
this
upcoming
friday
april
30th.
There
is
an
informational
session
that
is
required
to
be
eligible
to

awarded
grants,
but
we're
happy
to
work
with
the
bay
area
entrepreneur
center
again
to
help
get
the
word
out
and
what
we're
trying
to
do
is
put
together
a
small
team
to
walk
to
businesses
and
actually
make
sure
that
businesses
are
aware
of
this
opportunity
for
for
funding
for
their
operational
needs.

small
business
administration
has
launched
their
restaurant
revitalization
fund
and
that's
additional
funding
that
could
be
available

those

the
restaurant
industry
in

several
categories.

pass-through,
rent
and
utilities,

where
our
population
is
having
problems,

think
I
know
the
county
was
doing
contact
tracing,
and
so
what
I
was
wondering
is

our

our
residents
are
getting
infected,
how
are
they
getting
infected
and
is
there
anything
that
we
can
do
to
either
get
the
word
out
about
you
know
taking
precautions?
Do
we
need
to
do
a
better
job
at
providing
multi-lingual
information
on
vaccinations,
but
but
it's
hard
it's
hard
to
say.

don't
know
who
those
50
were-
or
you
know,
the

000
somewhat
that
were
infected
over
the
course
of
the
past
year,

wondering

is
interesting,

none

actionable

us

little

change

significant

funding
and
efforts

into
county-wide

estimates
suggest
that
one
in
four
adults
with
a
mental
health
condition
are
not
receiving
the
help
that
they
need
communities
have
faced.

Stigma
and
lack
of
awareness
of
resources
are
some
of
the
key
barriers
preventing
people
from
getting
help
around
mental
health
and
substance
abuse
issues.
Mental
health
month
is
one
of
the
best
times
of
the
year
to
increase
awareness
and
to
inspire
action
to
reduce
stigma
against
those
facing
mental
health
and
substance
abuse
issues.
So
san
mateo
county
joins
our
state
and
county
in
celebrating
mental
health
month
in
may.
Key
ways
to
promote
mental
health
is
through
a
communication
campaign
and
events,
lime
green,
it's
hard
to
see,
but
I'm
wearing
my
land
green
shirt.

lime
green
is
the
color
that
is
used
nationally
for
mental
health
and
represents
how
we
want
to
bring
a
bright
light
to
an
important
issue
that
may
be
hidden
or
seen
negatively.
So
san
mateo
county's
theme
this
year

aligned

state
theme
of
hope
for
change.
The
past
year
has
brought
unanticipated
challenges
for
us
as
individuals
and
families

communities
leaving
us

face
these
challenges

transform

can
be
powerful

empowering.

with
this
addition
with
this
project,
we're
planning
to
add
additional
40
more
spaces.

lot

spaces

total
on
this
parking
lot

be
upgraded
to
comply

new
ada
regulations
as
well.
So
there
will
be
you

eight
accessible
parking
stalls

constructed

There
are
some
waterline
locations
that
needs
to
be
done
as
part
of
this
work
and,
additionally,
we
have
to
include
what's
called
stormwater
biotreatment
measures.

we're
removing
or
we're
replacing
a
certain
amount

square

estimate
was
about

000
for
this
project
and

lowest
bid
was
received
from
golden
bay
construction
in
the
amount

project
to
golden
bay,

construction

to
the
adjacent
playground
area,

as
the
parking
lot
closures
and
noise
invests

anticipating
this
project
to

working

the
fiscal

purchased
that
property
for
about
1.4
million
dollars,
as
the
city
manager
indicated
for
development
as
a
hotel
and
four
years
later,
the
city
was
able
to
execute
a
psa
with
a
hotel
developer
for
3.97
million
dollars,
and
it
took
four
years
because
during
that
period
of
time,
the
city
engaged
in
all
of
the
actions
necessary
to
entitle
the
property
and
do
all
the
sql
work
and
all
of
the
zoning
amendments
that
are
required.
It
were
would
have
been
required
to
develop.

That
property
as
a
hotel,
as
you
can
see
quite
a
time,
consuming
process,
but
the
city
was
successful
in
entering
into
this
purchase
and
sale
agreement.
Unfortunately,
however,
you'll
remember
that
the
developer
could
not
close
escrow
due
to
delay
caused
by
litigation
that
the
city
ultimately
prevailed
in,
so
that
sale
fell
through
in
2019.

There
was
some
extensive
remarketing
efforts
through
the
efforts
of
the
city
manager
and
our
representative
cbre,
and
they
remarketed
the
property
really
on
a
worldwide
basis,
and
the
city
received
an
offer
from
a
hotel
developer
for
six
million
dollars
again
to
develop
a
hotel
slightly
different
than
what
was
proposed
by
the
earlier
developer,
but
nonetheless
consistent
with
with
all
of
the
zoning
and
the
entitlements.

So
before
the
city
could
enter
into
a
proposed
purchase
and
sale
agreement
with
with
anybody.
They
have
to
comply
with
the
act
and
the
city
did
comply
with
the
act,
and
we
know
that
because
hcd,
which
is
the
state
agency,
that
oversees
housing
development
in
cities,
among
other
things,
reviewed
the
city's
process
for
compliance
with
the
act
and
they
determined
three
things.

So
here
are
the
key
provisions
of
the
purchase
and
sale
agreement
so
cardinality.
The
buyer
does
intend
to
construct
a
hyundai
genesis,
auto
dealership
on
the
property,
and
I
wish
we
had
a
rendering
for
you,

we
don't
have
a
current
rendering
of
what's
proposed.
There
have
been
a
variety
of
them
and
we
didn't
want
to
show
you
a
gorgeous
picture
of
something
that
turns
out
in
the
future
to
be
just
as
gorgeous
but
but
somewhat
different.

So

for
for
that,
but
we
should
be
getting
some
renderings
in
the
relatively
near
future.

The
sale
price
is
five
million,
sixty
thousand
dollars
all
cash
at
the
close
of
escrow,
as
the
city
manager

buyer

be
applying
for
all
of
the
required
land
use
entitlements
at

sole
expense.

the
land
is

entitled

an

title
for
a
hotel,

cardinale
has
agreed
to
assume
all
of
the
risk
in
going
through
that
procedure

there's
quite
a
great
many
actions
that
the
city
is
going
to
need
to
take
in
order
to
entitle

property,

cardinality
can
eventually
close
escrow.
So
I've
made
a
list
of
those
for
you.

you
might
note,
that's
that's
not
four
years,
that's
actually
only
a
few
months.
So
this
is
an
extremely
expedited
process
that
the
city
is
going
to
do
its
best
to
commit
to
making
sure
that
that
target
date
is
is
met.

course,
we

also
hope
that
cardinale
is
very
much
looking
forward
to
getting
their
dealership
built.

that
means
is
not
only
that
the
city
will
have

have
approved
the
land

entitlements

the

escrow,

to
have
received
from
cardinality

full
set
of
building
plans
gone
through

be
ready
to
issue

building
permit,
because
the
target
date
for

of
escrow
is

31st

next

up
to
six
months
if

negotiations
with

was
realizing

proximity

site

freeway
and
the
possibility

had

of
discussions

contract
language
with
regard
to
potentially
looking
at
a
billboard,
we
were
stopped
in
our
tracks
because
there
was
a
state
law
implemented
not
too
long
ago
that
prevents
billboards
within
500
feet
of
an
on-ramp
or
off-ramp
to
a
major
interstate.

So
what
that
really
means
is
state
law
prohibits
what
we
would
typically
envision
of
an
electronic
message
board
on
the
site.
However,
there
is
potentially
the
possibility
for
an
electronic
message
board
on
the
el
camino
side,
unfortunately,
because

be
low
lower
than
the
freeway
height
and
not
visible
from
from
the
freeway.

the

easy
to
derive
a
cost

early
calculations
drove
us

sure

coming
forward

had
all
that
queued

estimates

verifiable,

information

thinking

were
asked
to
approve
a
ballot
measure,
to
increase

height
limits
in
that
area

part

big
selling
point
was
that

would
be

hotel

generator

two
false
starts
at
trying
to
live
up
to
that
commitment.

think
I

say
pretty
confidently

we
did
make

very
solid
effort
to
sort
of
pursue

goal.

biggest
objections
to

that
particular
measure
was
that
without
a
solid
commitment

a
hotel

it

just
you

talk
and
that
the
city
would
never
follow
up.

I

do
think

we

effort
to
to
make
that
a
reality.

another
thing
that
was
considered
to
be
a
community
amenity
of
the
hotel
would
be
that
there

be
meeting
space
and
back

they
didn't
foresee

would

new
recreation
and
aquatic
center
that
could
accommodate
some
of
those
things
that
would
have
been
accommodated
in
a
hotel
meeting
space
later
iterations
of
the
hotel
that
couldn't
even
accommodate
those
because
of
the
the
cost
prohibition.

so
I
just
wanted
to
say
that
it
does
look
like
we
we've
come
to
a
good
compromise
on
what
we
can
do
with
that
property.

not
what
we
initially
intended
to
do.

hard
to
stay

commitment,

seem

be
a
good
use
of
the
property,

kind

throw
that
out

the

had

traffic
problem
and

have
a
parking
problem
and
adding
more
cars

it

exacerbate

very
fearful
of
the
environmental
impact

going
to
be
expedited
and
just
gloss
over,

this
is
going
to
be
impacting
the
entire
city.

infrastructure,

like

keep

option
open
or
at
least
have
the
city
council
consider

option,

regards
to
just
selling
automobiles,
it's

to
exacerbate
our
problems.
San
bruno

already
adjacent
to
san
francisco
international
airport
and
I
believe
that
should
be
san
bruno's
focus
on
redirecting
its
economy,
finding
a
market
source
that

city
requires
a
business
doing
in
the
city
to
obtain
proper
business
license
and
pay
business
license
tax
set
forth
in
the
municipal
code.
Currently
we
process
about
2500
business
license
a
year
and
in
this
fiscal
year
we
have
collected
almost
1.9
million
dollars
in
business,
license
fee
and
tax.
So
far,
finance
departments
are
very,
very
limited
in
staffing
resources
we
can
only
assign
about
one
and
a
half
fps
to
manage
business
license
these
the
staff
not
only
cover
business
license
administration.
I
They
also
need
to
cover
some
other
duties
in
the
financial
services
division
and
san
bruno.
As
a
city
has
has
experienced
a
summer
technology
limitation,
therefore,
our
coordination
among
some
departments,
including
finance,
community
economic
development
and
fire
departments,
are
not
at
the
optimal
level.
I
Our
consultant
management
partners
recommended
it
to
the
city
staff
to
outsource
business,
license
administration,
so
they
solicit
the
business
license,
proposals
on
behalf
of
the
city
and
they
receive
the
two
proposals
from
from
consultants.
One
is
from
hdl
and
the
other
one
is
from
uni
services
and
staff.
I
We
as
a
city
hope
to
reduce
some
internal
costs,
improve
efficiency
and
increase
city-wide
revenues.
Hdl
the
business
license.
Administrative
administration
software
will
hopefully
help
us
to
improve
coordination
with
the
business
and
then
the
city
departments,
the
the
software
will
provide
an
external
business.
A
user-friendly
interface
allow
them
to
submit
applications
for
business,
license
online
and
then
pay
their
business
license.
Tax
online
as
well
internal
staff
will
be
able
to
review
comments
and
then
license
business
license
submittals
electronically,
and
we
will
also
be
able
to
track
our
progress
online
as
well.

Of
course,
the
hdl
will
rely
on
the
business
will
rely
on
the
software
to
do
their
management
administration,
see
why
the
hd
was
the
city
will
compensate
hbl
in
a
number
of
methods.

Business
license,
administration
will
be
paid,
will
be
paid
at
15
per
account
per
year
and
will
annually
increase
that
the
fee
at
cpi
level
hdl
will
also
compensate
for
their
compliance
services,
meaning
business
license
tax
discovery,
business,
license,
tax
audit
and
collection
of
delinquent
accounts.
These
services
will
be
compensated
as
a
percentage
of
collected
revenues
from
20
to
35
percent.

The
baseline
contract
will
cost
by
the
city
thirty
seven
thousand
five
hundred
dollars
annually,
but
with
this
contract,
the
finance
department
will
be
able
to
reduce
half
of
that
fde
created
saving
for
the
city
for
about
28
thousand
dollars,
so
the
net
cost
increase
for
the
city
and
for
the
baseline
contract
is
less
than
10
thousand
dollars
for
a
three-year
contract.
The
total
cost
will
be
a
little
bit
over
a
hundred
twelve
thousand
dollars
any
additional
contract.

Any
additional
cost
of
the
contract
will
be
contingent
upon
additional
revenue
collected
and
compensation
to
hdl
will
be
netted
against
collective
revenues,
and
so
there
will
be
no
expenditure
budgeted
for
this
contract
and
with
that
staff
recommend
adopting
resolution
authorizing
the
city
manager
to
execute
a
three-year
contract
with
hdl
associate
for
business
license
administration.

hdl

currently
right
now
serving
about
400
local
governments
across
the
united
states,
primarily
I'm
sorry
in
california,
but
also
across
the
united
states.

founded
in
1983
and
we
are
the
largest
sort
of
holder
of
a
tax
database
outside
of
the
state
of
california's
tax
departments
and
in
line
with
that
as
well.

We're
the
sort
of
largest
provider
of
tax
and
business
administration
in
the
state
of
california,
and
most
of
all,
these
programs
that
we're
offering
currently
that
we're
talking
about
right
now
with
regards
to
business
license
are
again
being
done
by
a
lot
of
the
neighboring
cities,
but
we're
also
doing
some
of
these
services
for
the
city
currently
now
with
regards
to
tot
and
the
transit
oxy
tax,
as
well
as
the
business
license,
discovery
and
audit
services,
we're
100,
employee-owned
company
and
all
of
our
you
know.

Employees
for
the
most
part
have
sort
of
walked
in
your
shoes.
So
these
are
programs
that
were
developed
by
finance
directors,
city
managers,
council
members
and
the
like.
As
a
members
of
our
program,
we
have
a
very
large
bay
area
presence
most
of
our
clients
in
in
the
area,
including,
as
mentioned
previously
belmont
and
san
mateo,
we're
doing
similar
services
and
administering
the
tax
on
behalf
of
the
city.

What
we're
really
looking
to
propose
are
city-specific
operations,
so
what
we
want
to
do
is
take
the
city's
current
business
license
program
and
truly
expand
on
it.
Customize
it
to
meet
the
city's
unique
needs.
Every
city
is
different.
Your
tax
codes
are
different.

The
population
the
business
community
is
different,
so
we're
really
looking
to
develop
some
city-specific
operations
working
with
sort
of
our
team
of
experts,
monitoring
the
legislation
in
california
keeping
up
to
date
and
really
trying
to
trying
to
develop
a
program
that
works
directly
with
the
city
together,
including
some
other
departments.
So
we
have
a
proven
record
of
of
service
and
growth,
as
was
mentioned
earlier.
Typically,
most
of
these
costs
will
ultimately
be
recovered
by
the
city.

We
also
offer
a
reinstatement
guarantee
so
basically,
during

implementation
of
this
we're
going
to
be
setting
up
and
configuring
online
functionality
and
support
for
the
business
community,
dedicated
phone
lines,
email
chat
and
other
support
methods

those
systems
and
processes
at
some
point
time
in
the
future.
If
the
city
ever
decides
to
bring
that
back
in-house
or
thinks
that
there's
some
benefit
or
value
of
performing
the
functions
internally,
some
point
in
the
future
those
all
get
transferred
to
the
city
at
no
additional
charge.

So
businesses
can
apply
online,
they
can
renew
their
annual
certificates
online
painting
balance
due
they
can
submit
a
closure
and
we
also
offer
a
public
search
portal
so
to
get
information
out
for
the
information
that
is
public
and
available.

During
that
business
license
process
again
we're
going
to
be
handling
sort
of
all
the
new
business
licenses,
we're
reviewing
and
processing
each
of
those
ones,
doing.
Classification
checks
and
corrections,
validating
state
and
other
licenses,
and
most
importantly
here,
which
was
touched
on
briefly
earlier
by
the
finance
director-
is
interdepartmental
approvals
and
notifications.

So
what
we're
looking
to
do
is
communicate
directly
with
community
development,
fire
and
other
departments
in
the
city
that
really
could
benefit
from
a
streamlined
approach
to
helping
the
business
community
get
through
all
the
approval
processes
all
at
once.
So
we
have
an
electronic
approvals
process
that
we'll
be
able
to
set
up
with
these
other
departments
as
well
to
help
streamline
that
and
hopefully
make
it
easy
on
the
business
community.

While
the
online
functionality
is
there,
we
also
provide
phone
support
and
and
email
and
as
again
live
chat,
and
so
there's
a
lot
of
different
ways
to
help
the
community.
But
ultimately
the
goal
is
that
they
can
do
most
of
this
stuff
from
the
comfort
of
their
home.

To
kind
of
further
dive
into
the
you

inter-department
cooperation,
while
we'll
have
some
minimal
sort
of
city
footprint

dependencies,
some
of
our
staff
will
be
taking
on
what
we
call
sort
of
our
new
business
concierge

walk

businesses

expedite
their
approvals.
We
provide
dedicated
support
and
communication,
not
just
to
the
business
community,
but
to
you
and
to
those
other
departments
and
use
that
sort
of
web-based
reporting
and
tracking
tool
to
help
facilitate
that
and,
finally,
monitoring
compliance
with
state
legislation.
There's
been
a
number
of
state
legislations.

and

have
a
reporting

kind

new
accounts
are

and

charge

revenues

there

some
collection

revenue

best

manage

business
license
administration,

person

business
owner

come

apply
for
business,
license
we
work
at
the
paperwork
and
then
direct
them
to
community

economic
community,
economic
development
department
and
fire
department
to
get
the
zoning
planning
review
and
the
fire
inspection
and
then
once
all
all
has
been
done
and
then
we'll
be
able
to
collect
business
tax
on
when
the
when
the,
when
the
business
is
submitted
to
their
receipts
and
annually.

issue
business,
licensure,
renewal
notice,
somewhere
sometime
in
may,
and
then
reminding
the
business
owners
that
they'll
renew
their
business
license
and
then
they'll
by
doing
that,
they
will
have
to
pay
their
business
tax
to
the
city.
So
that's
just
a
very
brief
review
of
the
house
being
done,
but
in
in
the
process
are
the
currently
the
community,
the
ozoning
and
planning
review
and
the
fire
inspection.

a
breakdown
in
the
in
the

coordination
part
and
then
we're
hoping
with
hdl's
participation
in
this
business.
Isis
administration
that
will
help
us
to
coordinate
in
the
process
of

the
zoning
employment
review.
In

staffer
report,
I
mentioned

of
the
the
coordination
is
breakdown

of
the
businesses
that
may
have
to
delay
their

the
launch
of
their
business.

in
the
end,
so
their
gross
receipts
for
the
year
will
be
reduced
and
then
and

the
city
will
receive
a
little
less
tax
than
we
will
hope

that
with
hdl
we're
hoping
to
reverse
that
situation
will
help
us
improve

make
our
service
more
efficient
to
our
customers
and
to
the
communities
of
the
city
of
san
bruno.

needed

move
forward
with
projects
that
the
finance
director

managing

bringing

additional
consultant
support
to
help
our
existing
staff

person,
jim
steele,
who

former

director

the
city
of
south
san
francisco
working
now
as
a
consultant
was
able
to
come
in
and
provide
temporary
support.

Subsequently,
as
a
city
manager,
I
asked
jim
steele
to
engage
in
a
few
different
efforts.
One
was
to
take
a
organizational
to
undertake
an
organizational
review
of
the
finance
department
that
work
is
nearing
completion
and
will
be
provided
to
the
city
as
a
part
of
his
interim
support.
One
of
the
deficiencies
that
he
picked
upon
that
we
knew
of
was
our
business
tax
administration
and
so
one
of
the
good
things
about
someone
that
is
helping
you
out
in
the
interim.

They
can
actually
move
forward
because
they're
not
encumbered
with
all
the
data
they
work,
and
so
I
asked
him
to
undertake
an
effort
to
identify
ways
that
we
can
can
improve.

it's

a

not

we

print
all
those
forms
out
and
essentially

manual
process

manual
intensive,

this
will
take
us
out
of
that
line
of
business
where
we
can
concentrate
on
the
other
finance
functions
and
provide
best-in-class
services
to
our
businesses.

that's
kind

the
going
rate

discovery
and
audits
and
and
delinquent
accounts

that's
kind
of
what

they're
able

first

seems
a
little
high,
but
maybe
you

help
me
understand
that
that,
in
comparison
with
hdl
and
the
other
company,
that's
kind

percentage
rate,

compliance

proposals

similar.

much

a
difference

compliance
services
and

we
were
able
to
negotiate
down
on
the
collection
service

little
bit

standard

hdl
charge
for
the
collection
service
was

we
were
negotiating
downloaded
to
20
percent,
so
these
are
just
on
occurrence,
so
once
we
so,
for
instance,
if
a
business
is
not
in
compliance
and
they
do
not
register
hdl
discovery
for
them
for
that
time,
whatever
the
taxes
they
collect,
they
take
the
35
cup,
but
once
the
business
is
the
registered
city
in
the
database
on
an
ongoing
basis
that
we
we're
not
going
to
be
charged
for
the
30
35
of
the
revenue,
it
will
be
going
through
the
regular
account
management
and
they
will
be
paying.

And
let
me
take
you
back
upon
that
answer,
because
it's
worth
being
mindful
of
our
cost
structure
here,
and
so
it
would
be
35
of
the
business
tax.
That's
collected,
we're
noticing
worth
noting
that
most
of
our
businesses
pay
a
tax
of
150
or
less,
whereas
our
financial
cost
structure,
if
we
were
to
employ
an
employee
to
do
this
work.
This
work
that
we're
currently
not
able
to
do
now,
because
we
don't
have
the
staffing
at
a
professional
level
at
minimum,
we're
looking
at
an
employee
with
a
salary
of
approximately
sixty
thousand
dollars.

benefit
load
to
that
we're
closer
to
an
all-in
cost
of
a
hundred
thousand
dollars
a
year
to
do
this
work,
and
so,
while
at
a
35
recovery
rate
for
the
what
they
recover
initially
saying,

you
compare
that
to
the
cost
structure
of
us
employing
additional
bodies
to
do
that.

you

this
kind
of
like
a
a
little
bit
more
assistance
provided
to
to
a
little
bit
of
hand
holding
through
the
chat
format?
And
since
maybe
you
can
answer
that
part
of
it
like
what
additional
service
is
being
provided.

I

certainly
take
that,
so
I
mean
our
goal
is
to
expose
the
community
to
as
many
levels
of
service
as
we
can.
So
if
they
want
to
or
more
comfortable
reaching
out
by
phone,
then
that's,
then
we
certainly
have
that
available.
Our
call
center
staffed
with
you
know
our
tax
specialist
has
typically
under
a
30-second
wait
time
for
answering
so
that
gets
us
through
people
to
walk
them
through
the
processes
take
their
payments.
We
can
actually
take
applications
right
on
the
phone.

So
if
people
don't
want
to
fill
out
something
online
or
want
to
do
something,
they
can
do
that
on
the
phone
we
can
process
emails,
we
they
can
go
online
and
do
everything
over
over
the
web,
or,
as
you
mentioned,
they
can
use
chat
to
communicate
with
us
begin.
The
process
ask
questions
or
status
updates
in
terms
of
where
their
application
may
be
at
in
the
process
or
routing,
and
so
the
goal
really
is
to
just
open
up
as
many
lines
of
communication
as
possible
to
keep
that
information
flowing.
For
the
most
part.

They
will
get
all
of
that
sort
of
communication
via
email
and
updates.
So
as
it
gets
routed
for
an
example
from
the
community
development
over
to
fire,
they
would
get
a
notification.

council
about
what's
going
on
and
then
florida
park,
I
believe
we're
in
april
now
and
we
were
going
to
be
submitting
to
grant
for
the
funding.
So
if
there's
a
way
to
tie
them
all
together
great,
but
I
will
you
know,
leave
that
to
staff.

to
make
sure
I

that

we're
addressing
these
pretty
big
issues
happening
right
now
in
our
city.

second
comment
I
just
wanted
to
make
is
that
I
had
reached
out
earlier
to
city
manager
grogan
to
ask
if
cardinal
was
going
to
be
here-
and
I
probably
should
have
said
this
earlier
and
was
told
that
they
were
not
going
to
be
here
for
this
item-
and
I
just
want
to
express
some
disappointment.

think
it's
really
important
that
when
we
go
into
a
contract
with
an
agent,
that's
going
to
be
coming
in
potentially
disrupting
their
neighbors
that
are
right
behind
them,
but
they
really
should
be
here
in
case
there's
any
public
comment
to
listen
to
the
community
that
they're
about
to
step
into.
So
while
you
know
I'm
hoping
that
everything
goes
along
smoothly
and
we
I'm
now
going
to
be
in
a
contract
with
them.

do
want
to
just
express
that.
