comments

council
members:
first
item
request
for
deferment
of
2021
increases
for
all
city-run
enterprises
accounts
due
to
covet
19
epidemic
and
its
financial
impact
on
san
bruno
families,
councilmember
mason.

Thank

If
it's

I'm
going
to
read
something
that
it's
specific
to
both
of
the
items
since
they're,
both
about
a
deferment
and
before-going
costs,
so
the
deferment
of
the
enterprise
funds.

I
want
to
just
be
clear
with
the
public
that
water
and
sewer
the
account
the
council
unanimously
already
asked
staff
to
look
into
the
financial
implications
if
we
were
to
defer
those
for
2021,
so
that
really
just
leaves
cable
and
internet,
so
the
city
net
enterprises
for
this
year
and
then
the
second
item
was
to
request
that
staff
send
a
letter
to
recology
requesting
that
they
forego
their
2021
increases.

So,
as
we
are
only
beginning
to
reopen,
we
are
not
nor
we
will
we
be
back
to
quote
unquote
full
normal
for
some
time.
Meanwhile,
we
have
residents
that
are
home
out
of
work
residents
who
are
home,
working,
kids,
remotely
working,
seniors,
cooped
up
and
everybody
getting
back
to
basics.

Our
food
pantries
still
have
lines
longer
than
ever
on
july,
20th
2020,
scott
morrow,
dr
scott
morrow,
our
san
mateo
county
public
health
director
called
for
rapid
policy
system
changes
at
every
level
of
both
public
and
private
sectors.
When
describing
the
fundamental
structural
failures
of
the
u.s
economy,
that,
as
he
described
quote,
unquote,
are
being
laid
bare
by
the
pandemic,
he
went
on
to
say
that
these
structural
issues
seem
to
be
a
major
cause
of
the
transmission
we're
now
seeing
at
least
in
san
mateo
county.

Many
elements
of
the
us
economy
can
be
viewed
as
illogical,
even
immoral.
In
my
opinion,
he
says
in
that,
so
many
people
are
forced
to
live
lives
of
economic
desperation.
Live
paycheck
to
paycheck
are
not
paid
a
living
wage
live
with
no
workplace
safety
nets
like
health
care
like
paid
sick
leave
or
other
wage
protection
programs.

the
city,
council
and
recology-

this
unique
opportunity
to
provide,
albeit
minimal,
relief
to
some
but
optimal
relief
for
those
who
are
struggling
during
these
uncertain
economic
times.

is
our
time

profit

water,
and
sewer
rates
have
increased
year
after
year
for
over
10
years,
ricology
has
increased
annually
for
24
years
sitting
at
cable
issued
high
increases
last
year
to
make
san
bruno
more
competitive
understanding

increases

were
necessary
at
the
time.

is
unclear
that
the
funds
in
a
negative
place
that
the
funds
are
in
a

place.

these
recent
increases.

also
unclear
that
one
year
of
foregoing

increase
after
24
years
of
increases
in
garbage
will
adversely
impact
our
garbage
company.
However,
these
increases
will
and
can
greatly
impact
a
household
who's
truly
living
on
the
margins.

currently
not
a
planned
rate
increase
for
city
debt
in
the
the
next
12
months.
Caveat
the

environment,
I
believe
in
2018.

When
we
get
these
renewed
contracts,
we
have
essentially
two
three
choices:
we
can
eat
the
cost,
and
council
will
remember
about
a
year
and
a
half
ago,
potentially
two
years
ago,
we
were
losing
about
three
dollars
per
subscriber
per
month,
because
we
had
not
increased
fees,
but
that
is
one
option.
When
we,
when
our
costs
go
up,
we
cannot
pass
on
that
to
our
customers
and
we
can
eat
it.

Make
you
carry
their
co,
not
just
one
channel
but
potentially
a
suite
of
channels
and
your
most
popular
tier,
and
so
then
we're
paying
a
fee
for
everyone
that
consumes
our
basic
cable
tier,
and
so
it's
roughly
six
thousand
people
and
these
renewals
can
hit
thirty
thousand
dollars
for
for
one
channel
or
one
channel
package,
and
so
in
that
action
you
took
in
2018.

allowed
us
to
move
with
to
move
with
the
market
and
and
manage
the
enterprise
in
more
of
a
fluid
way
without,
for
lack
of
a
better
term
the
red
tape
of
come
of
causing
that
change
and
coming
up
to
the
city
count
to

the
city
council.
Every
time
there's
a
change
in
the
enterprise
business
model,
and
so
my
recommendation
to
the
city
council
was-
is
that
you
preserve
that
ability
for
your
executives
to
manage
the.

there
something
we
could
do
along
the
lines
of

least
freezing
costs
on
the
most
basic
internet
package,
which
is
probably
more
of
a
lifeline
now
for
for
everybody,
who's,
working
from
home
and
studying
from
home
and

allow
the

other,
the
other
portions,
of
what
we
pay
to
to
keep
pace.
So
I
mean
we
won't
subsidize
hbo,
but
we
will
make
sure
that
everybody
has
at
least
a
basic
internet
connection.

cold
at

beginning

coleman,

with
in
alignment
with
the
governor's
order
that
you
cannot
turn
off
utility
services
and
increasingly
internet,
is
being
seen
as
a
utility.
We
committed
not
to
turn
off
cable
services
that

created
a
positive
in
the
community,
but
it
has
also
financially
impacted
the
enterprise.

More
and
more
accounts
go
into
non-payment
status
to
the
tomb
of
approximately
70
000
a
month,
and
so
we
have
adjusted
that
because,
let's
say
you
had
the
best
package,
whether
you
pay
us
or
not,
we
still
have
to
pay
hbo
showtime
ktvu,
the
per
subscriber
rate,
whether
you
pay
us
or
not.
So
we
approximately
two
months
ago,
sent
a
letter
to
everyone
that
had
not
paid
their
bill
and
said
that
we
were
going
to
drop
you
to
the
lowest,
cable
and
internet
tier.
So
we
were.

We
are
willing
to
work
with
people
and
go
for
a
12
month
payment
plan,
and
since
doing
that,
we
have
had
a
number
of
customers
either
one
pay
the
full
freight
and
become
current
enter
into
a
payment
plan,
so
their
internet
tiers
didn't
drop,
and
so
we
we
are
being
a
compassionate
operator
in
business,
but
but
we
still
need
to
run
run
a
business
and
run
it
successfully.

In
addition,
we
have
a
low
cost
internet
tier
of
ten
dollars
a
month.
On
top
of
that,
during
covet
19,
we
instituted
working
with
community
partners
funded
by
youtube
and
the
san
bruno
education
foundation.

We
put
together
a
free
internet
program
for
any
kid
in
school
in
san
bruno,
whether
that
was
public,
school
or
private
school.
If
you
need
needed
internet
and
could
not
afford
it,
there
are
resources
that
have
been
brought
to
bear
to
provide
free
internet
for
a
year
and
and
so
that
that
has
been
pushed
out.
And
so
I
would
submit
to
you
that
we've
done
we've
done
that
and
and
we're
continuing
to
operate
the
enterprise
as
efficiently
as
possible.

all
of
those

facts
that
those
are
things
that
have
come
to
us
before.

definitely
appreciate
that
effort
and
it
sounds
like
we're
meeting
that
burden.

struggled
to
get
city
net

position

not
continually
lose
money
and
those
were
tough
decisions
of
having
to
raise

the

utility
costs

percent
discount
is.

we
can
certainly
through
the
emergency
operations
center,
the
communications
section.

push
that
out
to
the
to
the
community.

a
follow-up,
so

I
believe
that's
kind
of
covered
with
some
type
of
income,
but
like
especially
at
this
time
that
we're
aware
like
how
does
somebody
prove
that
right?

I
think
we
should
just
be
very
lenient
in
allowing
people
to
get
onto
that
plan
just
that
it's
it's
really
hard
hard
and
I'm
sorry,
I'm
a
little
lost
the
words
because
there,
I
think
I
think
councilman
salazar
said
it.

we
can't
I'm
not
in
favor
of
subsidizing
hbo,
you
know
so
get
getting
the
basic
programs
making
sure,
kids
and

people
that
that
rely
on
access
to
the
internet.
We
should
be
making
sure
that
that's
still
available
to
them
at
the
lower
costs
at
this
time
that
really
needed
it.
So
I
think
that's
the
primary
issue
that
we're
going
to
be
talking
about
now
is
with
citynet,
since
the
next
one
issue
is
is
with
the
ecology
part
council,
member
mason.

it
might
even
be
tax
returns
and
I'm
not
100
sure
on
all
that
or
how
they
do
it
during
the
covet
times
and
then
it
is,
it
is
reduced
for
for
all
of
those
services,
and
I
just
forget
off
the
top

my
head,

it's
cable
as
well,
but
I
think
it
is
since
it's
ours,
city
manager,
yeah.

Why
am
I
right
approach
to
provide
counseling
the
public
with
information
on
this,
so
one
we
can
push
out
the
information
to
subscribe
to
the
city's
reduced
utility
plans,
and
so
we
can
push
that
out
in
various
forms
to
the
community
and
get
that
out
again.
We
are
coming
to
the
to
the
city
council
to
talk
about
cable.
When
we
bring
a
plan
for
the
fiber
to
the
home
project,
we
can
provide
an
update
on
on
rates
our
cost
structure
and
where
we
are,
with
non-payment,
related
to
tobit,
19.

and
what
are
the
lowest
cost
internet
tiers
at
that
time.
With
regard
to
our
general
utility
bills,
we
are
planning
to
come
to
the
city
council
soon,
I'm
trying
to
think
of
the
tickler
file.
I
don't
know
exactly
what
meeting
but
commensurate
with
the
potential
increase
in
stormwater
the
council
directed
staff
to
return
with
a
with
the
option
of
reducing
the
five
percent
annual
rate
increase
that
was
planned
for
sewer
and
water
at
that
time.

are
also
planning
to
talk
to
the
city
council
about
our
our
bill
and
we've
had
a
number
of
residents
come
in
prior
meetings
to
talk
about
the
city's
bi-monthly
utility
bill
and
why
our
utility
costs
are
so
high,
and
so
are
we.
We
are
planning
a
presentation
to
the
city
council
and
the
public
on
the
structure
of
our
bill,
and
so
we
can
talk
about
our
lowering
our
our
low
income
reduced
rate
plans
at
that
time.

how

bill
is
structured
and
why
residents
receive
a
bi-monthly
bill,
that's
broken
out
for
three
various
utilities.
I
know
that
was
a
lot,
but
I
think
we
can
come

talk
about
our
rate
structure,
then,
and

when
we
come

you
on
water
and
sewer
rates,

how
our

time

those
costs
go
up,
I
don't
think
we
should
run
the
risk
of
the
business
not
being
able
to
be
profitable
and
keep
in
mind.

also
got
it
down
because
cable
renegotiated
a
lot
of
contracts
and
so
that
that
team
did
a
lot
of
work
in
that
area.

anyway,
that's

increase,
actually
was
not
a
percent.
It
was
a
dollar
increase
on
various
plans
based
on
how
those
plans
were
structured
and
the
call
our
costs
connected
to
those
plants,
and
so
it's
not
fair
to
say
it
was
a
x
percent
increase.
It
was
a.
It
was
a
dollar
value
change
for
plans
and
in
addition,
we
added
a
charge
for
the
set
top
boxes.
So
we
can
have
both
a
build.

replacement
fund
for
the
thousands
of
set-top
boxes
that
we
have
out
in
the
marketplace.

And
even
an
average
sandeep
would
be
great.
What
did
the
average?
What
did
the
average
client's
bill
go
up.

know

members

the
public
we
did
not
prepare

full

came
up

council

comment,
and
so
that's

questions

asking

finger

our
fingertips.

stick

because
the
majority

people
told
me
that
their
bills
went
up
pretty
substantially,

understand
that
sitting

hadn't
increased
rates

lies
solely
with

manager

lie
with
the
council,
but
I
also
understand
and
heard
that
we're
behind
seventy
thousand
dollars

month

alarming
and
clearly

issue

increases
that
we
had
last
year,
given
the
pandemic
we're
in
this
year
and
then,
given
the

000

month
arrears,
that's
growing,
I
don't.

don't
see
how
we
can.

families
even
think
that
they
might

another
increase
this
year,
and
I
think
that's
really
what
this
is
about.
It's
about
peace
of
mind
to
be
able
to
tell
our
families
here
in
san
bruno
and
our
seniors
that
they
don't
have
to
worry
about
an
increase
this
year,
so
the
city
manager,
grogan
and
I
had
had
discussed
this.

doesn't

not
we're
making
a
decision
tonight,
though,
on
whether
to
to
have
staff
look
into
the
potential
of
delaying
any.

families
that
have
not
had
a
financial
covet,

impact,
and
so
we

creating
policy

lot

data
on
actually
what
portion
of
our
ratepayers.

impacting

essentially
further
putting

depressed
financial
position
for
customers
that
are
consuming

entertainment

have
not
had

covert

financial

only
the
ability
to
be
very
judicious

increases,

also
in
having

rapid
ability

decrease

adjust

proved

critical
during
that
time,
when
we
were
juggling
around
trying
to
figure
out
how
to
get
people
who
were
stuck
at
home
now
free
internet
and
get
them
set
up,
and
I
think
that
flexibility
was
important
in
allowing
him
to
do
that.

don't
think
I
would
be
in
favor
of
changing
that
arrangement.

it
come
back
to
us
would
mean
that
it
would
have
to
be
agendized

they

wait
two
weeks

going
to
come
back
to
us

at
the

see

policy
decision

given

time

wait
for
it

addressed

decision

on

staff

bring
something
back
and
that's
kind

been
the
policy
in

think

that's

may

been

of
things

that

can

back
and

favor

study
session

that
we
