We
are
here
for
our
second
study
session
on
the
Water
and
Sewer
rates.
At
your
very
last
meeting
on
Valentine's
Day,
you
received
a
presentation
from
our
consultant
as
well
as
staff.
However,
we
ran
out
of
time
to
really
engage
in
a
in-depth
dialogue,
and
so
that
is
the
goal
of
today's
study
session.

are
a
few
questions
with
regard
to
how
and
when
we
conduct
that
process
and
thirdly,
around
sewer
rates,
and
do
we
start
to
do
the
work
to
bring
forward
to
council
the
option
to
put
those
on
the
property
tax
roll?
We're
not
asking
for
final
Direction
tonight
to
do
that,
but
is
there
general
interest
in
the
council
to
begin
that
analysis
and
that
work,
and
we
talked
briefly
about
that
at
the
last
meeting.

a
few
questions

raised
at
that
prior
meeting
as
well,
as
you
may
have
seen
that
there's
an
attachment
to
the
staff
report
that
provides
a
number
of
responses
to
questions
that
you
ask
asked

tonight's
presentation
and
our
consultant
from

That

the

of

I'd
like
to
introduce
Alex

going

a
quick
summary
of
the
presentation
for
the
water
reach
study,
most
of
which
you
guys
may
have
heard
of
at
the
last
meeting.

city
manager
so
eloquently
stated,
there's
three
draft
recommendations
that
we
would
like
to
Council
have
council's
input
on.
Our
first
is
the
As
for
the
city
to
resume
historical
practice
of
gradual
rate
increases
for
both
sewer
and
water,
and
the
sewer
rate
increases
will
take
in
effect
on
July,
1st
2023
and
the
water
rate
increases
will
take
into
effect
at
January
1st
2024.

As
discussed
for
the
proper
position,
218
rate
increase
process,
we
recommend
to
adopt
new
rates
by
resolution,
subject
to
the
props,
to
each
noticing
and
public
hearing
process,
as
mentioned
before,
the
sewer
rates
will
be
started
in
July
of
this
year
and
water
will
start
in
January
of
next
year.
And
finally,
we
were
looking
to
see
general
direction
from
Council
on
collecting
sewer
bill
on
the
property
tax.

as
we
mentioned
last
time,
your
rates
are
right
in
the
middle
range
of
you
know.
Many
other
agencies
in
San,
Mateo
County,
and
we
know
from
working
with
agencies
like
yours,
that
have
a
single
bill
that
goes
out
once
every
two
months,
a
combined
utility
bill.
You
probably
hear
complaints,
I,
hear
all
the
time
from
other
agencies.
Our
rates
are
the
highest.
But
when
we
look
at
the
survey,
your
rates
are
actually
right
in
the
middle
of
the
pack.
Your
water
rates
are
in
the
middle.

This
slide,
showing
your
sewer
rates
for
a
typical
single
family,
home
right
in
the
middle
range,
and
then
this
Slide,
the
combined
water
and
sewer
bill
for
a
typical
home
you're
you're,
pretty
much
right
dead
in
the
middle
for
the
agencies
in
San,
Mateo
County.
In
terms
of
the
rate
study,
what
we
did
was
kind
of
two-fold
one
was
work
with
staff
and
develop
some
updated
10-year
Financial
projections
to
build
in
all
the
operating
and
capital
needs
and
see
where
your
race
need
to
go
long
term.

All
with
the
goal
of
phasing
in
rate
increases
gradually
as
possible.
We're
big
proponents
of
the
steady,
gradual
increases
rather
than
agencies
that
you
know
try
to
go
many
years
with
no
rate
increases
in
our
face
with
larger
rate
spikes.
We
also
took
a
look
at
the
rate
structure
itself.
It
redeveloped
rates
from
the
ground
up
to
make
sure
that
the
rates
continue
to
align
with
the
cost
of
service.
So
this
is
going
to
result
in
when
we
say
you
know,
5
five
percent
sewer
rate
increase
is
six
percent
water
rate
increases.

It's
actually
going
to
be
a
tiny
bit
different
for
some
customers
because
of
these
minor
tweaks
to
the
rate
structure,
so
some
people
might
see
a
5.9
percent
water
rate
increase.
Another
person
might
see
a
6.1
depending
on
the
level
of
water
they're
using
that
month,
so
real
minor
in
terms
of
that
and
our
big
finding,
the
big
picture,
no
surprise.
You
know
your
water
and
sewer
Enterprises
are
in
really
strong
financial
condition.

We
covered
much
of
this,
the
last
council
meeting.
We
know
that
the
capital
needs
are
abundant
for
our
water
and
sewer
system,
and
the
five-year
Capital
program
for
water
is
projected
at
85
million
dollars
and
71
million
dollars
for
sewer
historically
council's
priority
was
to
proactively
replace
the
Aging
infrastructure
to
support
a
safe
and
reliable
service.

The
city
has
made
a
substantial
progress
on
its
long-term
capital
programs
over
the
past
decade.
In
the
last
five
years
Alone,
the
city
has
replaced
over
50
000
55
000
lineal
feet
in
water
and
sewer
pipe
main
lines.
Along
with
service
connections,
we
rebuilt
three
sewer
pump
stations
since
the
last
water
age
study
and
replaced
one
water
tank
and
we're
looking
to
move
forward
with
three
more
in
the
upcoming
cycle.

The
fund
reserves
are
expected
to
be
drawn
down
partially
in
the
upcoming
years,
as
the
projects
are
funded
moving
forward.
You
guys
seen
this
graph
before
and
we
kind
of
briefly
talked
about
it
for
the
water
Capital
program
itself.
As
you
can
see,
the
there
are
three
tanks
as
part
of
the
program:
Sweeney
Sweeney
Ridge
tank
replacement
and
a
Cunningham
tank
are
anywhere
between
60
and
90,
complete
and
so
in
design,
and
so
we
anticipate
going
into
construction
within
those
time
frames.

Yeah
we
won't
yeah
yeah
and,
in
addition
to
the
capital
needs
there's.
Obviously
you
need
rate
increases
also
to
keep
up
with
the
wholesale
water
rate
increases.
After
it's
been
about
five
years
of
no
wholesale
rate
increases,
they
started
escalating
again
last
year
and
we'll
be
continuing
to
escalate,
and
also
you
know,
you
need
rate
increases
just
to
keep
up
with
cost
inflation.
So
even
without
anything
else,
agencies
need
small
rate
increases
just
to
tread
water
from
a
financial
perspective.

This

here
graphically
shows
the
expenses
again,
the
bards
show
the
different
colors,
so
different
types
of
expenditures
and
the
red
line
going
across.
There
shows
the
revenues
and
you
could
see
in
those
first
three
years,
there's
some
orange
sections
that
exceed
the
revenues.
That's
your
Capital
program!
So
that's
why
we're
saying
you're
going
to
need
to
draw
down
about
30
million
and
change
just
to
fund
the
capital
projects
that
are
rolling
out
over
the
next
three
years.
After
that?
That's
still
not
enough.

It
appears
potentially
that
the
city
is
going
to
need
to
issue
some
debt
to
fully
fund
this
five-year
CIP.
Obviously,
the
timing
and
amount
of
the
debt
is
going
to
be
a
little
bit
up
in
the
air,
depending
on
when
exactly
the
funds
are
needed
and
how
the
projects
come
in
with
project
bids.
But
it's
looking
like
you're
going
to
need
about
24
million
of
debt
financing.

That's
what's
been
built
into
our
financial
projections
to
keep
the
program
going
and
in
the
long
term
the
goal
is
that
the
rates
gradually
move
in
the
right
direction
so
after
the
five
years
are
over
you're,
supporting
your
operating
programs
and
generating
seven
and
a
half
million
roughly
per
capital
projects
each
year
to
keep
your
main
line
replacement
program
moving
forward.
This
slide
shows
a
similar
story
on
the
sewer.
However,
it's
a
little
less
pronounced.

the
water
rate
increases
in
context
of
where
you
had
been
in
the
past.
The
blue
sections
on
this
slide
are
showing
you
know
the
five
percent
rate
increases
you
had
been
doing.
Then
you
canceled
one,
and
by
the
time
this
next
rate
increase
goes
into
effect
on
the
water
side.
Next
January
1
is
being
proposed,
it'll
be
about
two
and
a
half
years
of
no
rate
increases.

Then
the
plan
is
to
move
ahead
with
six
percent
rate
increases
and
that's,
as
you
can
see,
in
the
slide
lagging
behind
what,
if
the
city
continued
its
historical
practice
of
those
five
percents
every
year
and
same
story
on
the
sewer
side,
where
you
know
doing
these
rate
increases
getting
back
on
track
is
going
to
help
fund
your
Enterprise,
but
keep
in
mind
that
the
rates
are
going
to
lag
about
10
percent
from
where
they
had
previously
been
projected.
They
were
going
to
be
at
the
the
10
has
been
rolling
forward.

I'm
not
going
to
go
into
any
detail
with
all
these
slides.
We
just
wanted
to
make
sure
all
the
numbers
were
there
they're
in
the
rate
study
report
that
was
in
the
the
council,
packets,
showing
the
actual
detailed
rates
for
both
Water
and
Sewer,
and
the
other
thing
we,
as
we
stressed
last
time,
is
you're
facing
a
lot
of
the
same
challenges
that
many
other
Bay
Area
agencies
and
around
California
are
facing.
You've
got
a
lot
of
old
pipelines,
old
infrastructure.
It's
at
the
end
of
its
useful
life.

It's
you
know:
70
80,
100
years
old,
some
of
these
pipelines
you're
getting
a
lot
of
main
breaks.
It's
time
for
the
reinvestment,
the
city's
done
a
good
job,
acknowledging
that
I
know
in
the
prior
rate
studies
and
with
the
whole
goal
of
phasing
in
rates
to
keep
that
pipeline
replacement
program
going
and
everyone
else
has
been
doing
the
same
thing
too.
I've
worked
with
a
lot
of
agencies
around
the
Bay
Area.
What
we
see
is
the
ones
that
have
been
moving
along
with
these
steady,
gradual
increases.
That's
all
they
need
to
keep
doing
so.

We
see
a
number
of
agencies
needing
five
percent
increases.
Some
three
percent,
some
six.
However,
the
ones
that
have
you
know
deferred
doing
the
rate
increases
they're.
The
ones
that
are
facing
the
steeper
needs,
like
Burlingame,
hasn't
raised
its
sewer
rates
in
a
number
of
years.
They're
looking
at
you
know
the
three
years
of
nine
percent
to
try
to
get
back
on
track,
and
then,
finally,
you
know
with
the
proposed
rate,
increases
we're
pretty
confident.

Your
rates
are
going
to
remain
right
in
the
middle
of
the
pack,
seeing
what
every
other
agency
is
going
to
do,
and
last
time
we
talked
about
the
notion
of
putting
the
the
charges
onto
the
property
tax
rolls
for
the
sewer
charges
again.
This
is
not
like
a
final
decision
here
tonight,
but
we
are
looking
for
direction
on
where
to
go
with
this.
There
are
pros
and
cons
of
it.
Obviously,
some
of
the
pros
are,
you
know,
takes
it
off
your
combined
bi-monthly
utility
bill.

The
second
thing
is
the
counties
on
the
Teeter
plan,
so
you
get
100
of
the
the
Billings
right
now
you
have
delinquencies
that
are
about
five
six
percent
per
month,
so
about
five.
Six
hundred
thousand
dollars
of
late
payments
doesn't
mean
you're,
not
eventually
going
to
get
some
of
that
money,
but
it's
just
the
lag
in
the
in
the
funding.
Some
things
some
agencies,
you
know
they
find
that
they're
you're
getting
most
of
your
money
only
twice
a
year,
so
this
is
neither
a
pro
or
a
con.

It's
also
the
the
rate
the
homeowners
who
are
paying.
This
are
paying
the
charge
twice
a
year
as
opposed
to
you
know:
six
bi-monthly
bills
and
again
this
is
neither
a
pro
or
a
con,
but
you're
going
to
have
some
folks
who
are
currently
tenants,
paying
the
bills
where
it's
going
to
transfer
over
to
the
property
owner,
it's
under
all
under
California
health
and
safety
code.
There's
no
election
needed
to
do
this.

Finally,
some
questions
from
the
last
prior
study
session.
You
know:
can
the
rates
fund
a
low-income
assistance
program
for
sewer
laterals
and
your
city
attorneys
looked
into
this
and
the
answer
is
you're
not
supposed
to
do
that.
You
know
that's
really
benefiting
a
private
Enterprise,
so
you
can't
raise
the
rates
from
One
customer
to
provide
some
direct
Financial
benefit
to
another
customer.
G
That
said,
you
could
do
it
with
your
general
fund.
If
you
wanted
to
and
last
time,
I
was
a
little
ignorant
and
I
wasn't
aware
that
the
city
going
back
to
2014,
already
had
adopted
a
program
of
inspection
and
repairs
required
for
sewer
laterals
when
a
residential
home
changes
sale
that
changes
ownership.
There's
also
some
questions
about
putting
the
sewer
bills
on
the
property
tax
rolls
and,
as
I've
mentioned
no
election
needed,
and
when
we
look
at
you
know,
there's
a
question:
do
other
agencies
tend
to
have
fixed
charges?
G
I
think
was
kind
of
the
implication
for
who
are
putting
on
the
tax
rolls,
and
the
answer
is
no
agencies
with
fixed
and
volumetric
charges.
Even
some
with
100
volumetric
charges
put
their
sewer
charges
on
the
tax
rolls
again.
The
residential
sewer
bills
are
based
on
the
prior
winter
water
use.
So
that's
already
locked
in
by
the
time
July
rolls
around.
So
it
is
a
kind
of
a
fixed
charge
and
yes,
you
can
still
continue
applying
discounted
rates
for
customers
who
qualify
the
only
thing
I'll
point
out.

If
you
do
have
some
customers
who
are
tenants
that
are
getting
these
discounts,
you
might
have
to
modify
your
administrative
process
to
make
sure
that
they
still
get
the
discounts
that
they're
eligible
for
and
I
already
mentioned.
You've
got
about.
Six
percent
of
your
customers
are
delinquent
on
the
payments
each
month.
Some
of
these
are
just
late
and
eventually
they
get
around
to
pay,
but
not
all
of
them,
but
it
is
a
significant
impact.

are

it

each

on

average.

people

exactly
how
much
the
city
writes
off.
It
is
certainly
true
that
the
city
works
with
utility
customers
and
and
puts
them
on
payment
plans,
and
we
do
have
a
number
of
customers
that
are
on
payment
plans
and
during
the
pandemic,
when
customers
were
behind,
there
were
state
programs
that
paid
back
utility
bills
for
individuals
that
had
a
covid-19
financial
impact.
We
have
participated
in
that
program.

move
ahead
with
the

process
to
move
sewer
to
the
tax
rolls,
you
mentioned
that
there's
a
whole

process,
with
the

with
the

raising
the
rates?

you
do
that
at
the
same
time,
where
we're
going
to
move
to
the

the

actually
governed
by

dates
by
which
we
have

notify
the
county
to

It's

know
there's
a
lot
of
work
that
is
needed
to
to
compile
the
information,
and
it's
never
a
good
time
to
to
let
your
residents
know
that
you're
contemplating
raising
rates
so
I
wanted
to
bring
up.
I
recall
this
was
a
strategic
initiative
about
examining
the
tiered
system.
I
I
know,
I
brought
that
up
I
believe
possibly
the
mayor
brought
that
up.
I
It's
just
that
I
haven't
heard
any
discussion
on
that,
and
maybe
that's
why
we
can
ask
questions.
We
were
we
were
looking.
We
were
we
I
know.
I
was
specifically
asking
you
know:
how
could
we
adjust
that,
because,
as
families
get
larger
and
they're
staying
at
home
longer,
the
the
first
tier
of
up
to
10
gets
her
passed
pretty
easily?
I
It's
not
that
much
money
from
going
from
nine
dollars
and
one
to
one
cent
to
10.78
for
that
extra
amount.
Yet
I
would
be
interested
in
seeing
how
we
could
possibly
adjust
that
and
see
what
the
with
the
the
financial
consequence
would
be
to
to
start
adjusting
those
tiers.
So
that's
my
first
question.

You
know
there's
no
single
correct
way
to
do
rate.
Some
agencies
have
a
uniform
rate.
You
pay
the
same
rate.
You
know
from
the
first
unit
to
the
last
others
try
to
have
steeply
tiered
rates.
You
have
historically
had
tiered
rates
and
I
know
and
some
prior
rate
studies.
We
have
adjusted
those
to
try
to
make
them.
You
know
better
match
the
the
usage
patterns
that
we've
seen
in
the
city
and
also
to
make
sure
they
have
a
cost
of
service
justification.

Why
you
know
the
higher
tiers,
who
pay
a
little
bit
more
I'll
mention
your
rates,
are
in
units
of
100
cubic
feet.
So
when,
when
we're
hearing,
you
know
the
rate
of
nine
ten
dollars
per
100
cubic
feet,
it's
that's
for
748
gallons.
So
it's
a
rate
of
you
know
a
little
over
one
cent
per
gallon
to
1.2
cents
per
gallon
somewhere
in
that
range,
and
you
know
it
gets
a
little
higher,
but
there's
plus
and
minuses
of
the
tiers
right.

If
you
had
a
uniform
rate,
people
would
have
to
pay
more
from
the
very
first
unit,
so
that's
to
the
detriment
of
the
low
users.
A
lot
of
agencies
like
having
you
know
modestly
tiered
rates
like
yours
to
give
a
little
reward
to
the
folks
who
are
conserving
the
most
and
as
they
use
more,
they
have
to
step
up
and
pay
a
little
more.

You
know,
then,
in
tier
two
they
pay
kind
of
that
middle
rate,
so
they're
still
benefiting
from
it
and
what
we
see
it's
not
so
much
an
individual
that
has
the
same
level
of
water
use
year
round
really
what
those
higher
tier
rates
typically
are
hitting
is
outdoor
water
use
in
the
summer
months,
when
folks
are
getting
to
you
know
these
higher
levels
of
use,
so
there's
no
right
or
wrong.
There's
many
ways
of
doing
it.
G
It's
certainly
possible
to
look
at
you
know,
alternative
versions
of
the
tears.
Some
agencies
have
no
tears.
They
want
to
go
to
tiers.
Other
agencies
have
tears.
They
want
to
go
the
other
way
thing.
You
know
the
grass
may
always
be
a
little
bit
Greener,
no
matter
where
you
look
at
it,
but
I
really
think
it's
just
a
matter
of
perspective
and
policy
guidance
as
long
as
whatever
is
being
done
can
be
supported
on
the
cost
of
service
justification.

It's
that's,
not
the
purpose
of
the
tears,
because
if
we
adjust
the
tiers,
we
still
have
to
recover
the
necessary
funds
to
run
the
Enterprise,
and
so
your
tier
costs
may
be
different,
but
your
fixed
cost
may
go
up,
and
so
it's
really
that
or
we
can
change
it.
But
when
we
looked
at
it,
we
felt
that
our
current
tier
structure
fits
and
works,
and
it
does
provide
a
incentive
for
the
higher
higher
water
users
to
pay
more.
I
That
answers
my
question
to
be
able
to
come
up
with
the
change
a
revision
later
on
I
mean
the
main
focus
of
tonight
is
to
to
get
the
the
rates
kind
of
in
line
for
the
future
and
to
take
our
water,
Enterprise
or
Enterprise
water
Enterprise
in
and
that,
even
though
I
think
the
report
was
in
from
Bosca
that
the
average
residential
use
is
down
20
percent
or
so
Mr
Hamilton.
Since
2014.
It's
still
one
of
those
things
where
I
think
our
residents
are
concerned
about.
You
know
how.
I
How
could
they
find
a
way
to
to
express
their
their
problems
that
they're
having
and
how
the
city
council
could
try
to
address
it?
A
little
bit
I
mean
the
fact
is
every
single
thing
that
we're
that
we're
that
we
consume
in
this
world
generally
goes
up
in
price,
and
we
have
an
aging
City
that
has
spent
some
time.
Updating
and
upgrading
our
systems,
we're
just
scratching
the
surface
and
catching
up
and
I'll
quit
that's
I'm
going
into
comments
now
so
Mr
Mayor,
I
I
have
I.
I
Have
another

oh

your

and
this
was
kind
of
also
what
we
were
talking
about:
I
believe
of
the
Strategic
initiative
in
the
calculation
of
the
annual
water
usage
or
the
sewer
charge
based
on

water
use
in
the
winter
and
how
it
was
my
understanding
that
that
determination
was
made
on
a
wider,

discussion

our

mayor
said
now
we're
facing
the
problem
in
our
storm
water
system.

million
dollars
in
our
sewer
fund
and
there's
many
reasons
why
we
weren't
able
to
complete
our
projects
and-

my
concern
is
that
the
amount
of
the
increase
is
going
to
take
funds,

it's
going
to
sit
in
this.
These
two
Enterprise
funds
and
currently
they're
projected
to
get
one
and
a
half
or
two
percent
interests
are
and
actually
do
what
you
need
to
do.

So,
though,
even
though
I'm
not
I'm
skeptical
that
we're
going
to
be
able
to
do
all
this
work
in
the
next
couple
years,
I
do
see
that
this,
the
council
does
have
the
authority
to
two
years
from
now
say
three
two.
Whatever
that
number
is
so
I
would
like
to
see
the
council
being
a
little
bit
more
engaged
in
understanding
the
the
how
the
projects
are
going.

repeatedly
asked
for
a
time
frame
of
the
various
projects
in
our
water
and
sewer
Enterprises.

what
we

up
to

percent,
but

on
finances

where
projects

want
to
authorize
a
four
percent
rate
increase
this
year.

the

absolutely
true
that
projects
were
delayed
to
prioritize
other
projects
and
the
city
did
not
have
the
Staffing
Resources
to
move
forward
with

of
the
projects

budgeted.

significant
pipeline
of
projects
without
adding
anything
in
this
upcoming
CIP
process.

region

increases
