important

these
concerns,

of

awareness
month

raise
awareness
about
and
encourage
all
residents

Mateo
County

part
to
help
rid
our
communities
of
imminent
partner
violence.

if
I

our
representative
from
court
to
come
up
and
address
the
council
and
community.

Thank

this
County,
the
five
murders
that
we've
had
this
year

far
have
all
been
related
to
domestic
violence.
So
your
acknowledgment,
bringing
it
up

somebody
who's

will
watch
this
later
on
somebody
who's
in
the
council
chambers

hear
about
Cora

of

stories

how

not

better

members

council,
I,
am
Ryan
Johansen,
your
chief
of
police,
coming
with
a
brief
presentation
this
evening
on
dangerous
dangerous
fireworks
resolution
ordinance
amendments.
This
is
all
based
upon
prior
conversations
that
we
have
had
regarding
a
couple
of
different
items,
so
I'll
Breeze
through
fairly
quickly
and
hopefully
get
to
any
questions
or
concerns
you
may
have
the
business
before
us
today
is
essentially
to
consider
adoption
of
a
resolution
amending
a
resolution
which
would
amend
the
rules
and
regulations
pertaining
to
Temporary.

Fireworks
stands
pursuant
to
the
municode
65060
and,
secondarily,
to
consider
introduction
of
an
ordinance
amending
section,
651020
of
the
San
Bruno
municipal
code,
to
prohibit
Property
Owners
from
allowing
illegal
fireworks
activities
on
their
property
by
a
matter
of
agenda.
Here,
we'll
talk
a
little
bit
about
the
background
of
the
item.
Then
I'll
cover
the
two
items
that
I
previously
spoke
on
and
then
we'll
discuss
the
recommendations
of
staff
as
background.

As
we
all
well
know,
voters
approved
the
sale
of
end
use
of
safe
insane
fireworks
back
in
2005.,
as
I
have
presented
a
number
of
Council
meetings
both
before
and
after
the
Fourth
of
July
each
year.
This
presents
a
number
of
challenges
for
City
staff
among
those
are
the
fire
and
injury
hazards
that
come
with
both
safe
insane
and
illegal
fireworks.
The
problems
with
illegal
and
dangerous
fireworks
usage
that
overlaps,
the
safe
and
sane
use
problems
with
unruly
Gatherings
and
then,
of
course,
the
litter
cleanup
following
the
Fourth
of
July
celebrations.
K
In
order
to
accommodate
this,
many
City
departments
increase
their
Staffing
levels
significantly
to
address
these
issues.
Some
of
those
departments
include,
of
course,
police
fire,
but
also
parks
and
Public
Works,
its
recovery
fees
pay
for
most
of
the
added
expenses
associated
with
bringing
in
those
extra
staff
members
and
that's
pursuant
to
resolution
2008-67
from
June
24th
to
2008.
K
As
you
also
well
know,
possession
and
use
of
dangerous
fireworks
is
illegal,
not
only
per
the
California
health
and
safety
code,
but
per
the
San
Bernardino
municipal
code,
and
we
have
historically
issued
one
thousand
dollar
administrative
citations
to
those
who
are
caught
in
possession
of
or
using
illegal
fireworks
by
the
police
department.
One
of
the
problems
I
have
reported
on
for
many
years
now
is
that
much
of
the
illegal
fireworks
use
occurs
on
private
property
and
conducting
enforcement
of
that
activity
presents
both
legal
and
officer
safety
challenges.

So
the
discussion
for
this
evening
is
again
that
historically,
the
San
Bruno
fire
department
has
provided
permitting
public
education,
prevention
and
suppression,
resources
surrounding
the
Fourth
of
July
holiday
and
the
use
of
both
safe
and
sane
and
illegal
fireworks.
They
are
an
absolutely
essential
component,
obviously
of
all
those
efforts,
as
was
evidenced
this
past
year
with
their
response
to
multiple
fires
in
their
support
of
police
enforcement
operations.

Section
4
covers
allowable
uses
of
the
cost
recovery
fees
that
come
from
the
sale
of
safe
and
sane
fireworks.
The
proposed
language
you
bring
to
you
this
evening
would
add
fire
prevention
and
fire
suppression
to
that
section,
really
just
aligning
with
long-standing
practice.
We're
not
really
changing
anything
we're
doing
here,
other
than
probably
catching
something
that
should
have
been
there
all
along
and
was
missing,
which
is
to
make
it
clear
that
those
services
are
essential
to
our
enforcement
and
should
be
covered
by
cost
recovery
fees.

We're
not
proposing
any
other
amendments
other
than
that
in
terms
of
adding
this
subsection
to
651020
of
the
municode.
This
is
what
we
would
call
a
social
host
ordinance
also
something
I
have
reported
onto
Council.
Previously
we
really
are
simply
adding
a
couple
of
words
here
that
would
indicate
that
if
a
homeowner
or
a
tenant
knew
or
should
have
known
reasonably,
that
violations
of
use
of
illegal
fireworks
were
occurring
on
their
property,
it
would
facilitate
the
same
one
thousand
dollar
administrative
citation
to
them
that
someone
would
get
for
possessing
or
using
illegal
fireworks.

This
will
significantly
expand
our
enforcement
capability,
something
that
the
community
and
Council
has
inquired
about
for
many
years
now.
It
also
will
enhance
Community
safety
and
very
important
to
me.
Will
enable
safer,
Police
Department
operations
on
the
4th
of
July.
This
is
because
such
a
social
host
ordinance
will
actually
allow
us
to
make
observations
the
night
of
and
to
issue
citations,
even
via
mail,
without
needing
the
confrontation
of
addressing
people
in
their
homes.

figure
out
what
we
can
do

minimize
the
illegal
firework
activity
and
to
try
to
set
up
some
type

consequence

bringing
forward
and
I
just
wanted
to
acknowledge
the
work
behind
that.
So

legally

help
us
with
this
problem?

this
both
of
these
are

helping
us
in
that
area
number
one.
As
you
said
this
is

you
know
we
have?

using

cost
recovery
for
the

fire,
but
it
hasn't
been
as
it
was,
never
spelled
out.
So
that's,

just
smart
to
make
sure

there

members

the
public
who
were
concerned
about
that
as
well,
so
that
will
address
those
concerns.
So
I
am
absolutely
in
support
of
both
of
these
recommendations.

manager

this

item
came
back
up

timely

this
forward

The
purpose
of
this
study
session
is
simply
to
receive
some
feedback
in
some
direction,
from
Council
on
the
draft
regulations
that
staff
has
come
up
to
date
come
up
with
to
date
relating
to
this
paid
parking
program
that
we've
been
talking
about
for
really
quite
some
time
now.
I
think
it's
important
to
start
off
by
explaining
that
probably
90
percent
of
what
I'm
going
to
cover
this
evening
has
been
covered
in
three
prior
council
meeting
presentations.

Much
of
this
is
nothing
new,
however,
at
the
last
council
meeting,
where
we
approved
the
contracts
to
move
forward
with
both
Laz
and
T2
for
these
Services,
we
mentioned
that
we
would
be
coming
back.
We
being
staffed
to
council
to
discuss
some
of
the
policy
related
recommendations
that
needed
to
be
decided
upon
surrounding
this
new
program,
and
so
that's
what
we're
here
for
primarily
this
evening
in
terms
of
the
agenda
I,
will
cover
a
brief
background
is
to
catch
us
all
up
for
where
we're
at
and
how
we
got
here.

So
in
terms
of
the
background,
as
I've
mentioned
before,
a
lot
of
this
design
stems
from
the
parking
study
final
parking
management
plan,
which
is
from
January
2019.
I've,
included
a
link
to
that
plan.
Here
on
this
slide
in
case,
people
would
like
to
go
review
it,
but
this
was
a
very
comprehensive
study
of
the
parking
challenges
that
we
face
in
our
downtown
Corridor.
K
That
resulted
in
a
number
of
recommendations
among
those
some
of
the
key
takeaways
that
are
relevant
to
our
conversation
this
evening
is
that
on-street
parking
on
San,
Mateo
Avenue
is
often
in
excess
of
100
percent
and
I.
Think
for
those
of
us
who
live
and
work
here,
this
is
not
difficult
to
validate.
K
You
drive
downtown
and
frequently
find
that
not
only
are
all
the
spots
on
the
streets
on
the
street
taken,
but
people
are
double
parked
and
attempting
to
drop
folks
off
and
making
illegal
u-turns
and
doing
all
kinds
of
things
to
try
to
accommodate
the
parking
difficulties
down
there.
What
they
also
discovered,
however,
is
that
the
city
Lots,
which
are
there's
a
number
of
them
downtown,
are
often
well
below
capacity.
K
They
also
found
that
weekend,
midday
parking
occupancy
is
the
heaviest
on
the
Avenue
and
in
the
nearby
side
streets
that
there's
a
very
high
demand
for
residential
parking
in
the
surrounding
areas,
which
presents
an
additional
challenge
to
a
program
like
this
and
that
vehicles
on
San,
Mateo,
Avenue,
often
Park
well
beyond
the
two-hour
limit,
especially
on
weekends
and
as
we've
discussed
in
Prior
meetings.
A
component
of
this
has
to
do
with
the
lack
of
enforcement.
K
Some
of
the
key
recommendations
that
came
out
of
that
same
parking
study
were
the
implementation
of
paid
parking
in
the
downtown
area,
which
is
what
we're
here
to
discuss
this
evening.
This
would
be
one
tactic
to
push
longer
term
Parkers
into
those
parking
lots
where
occupancy
tended
to
be
low
and
to
increase
the
parking
turnover
on
San,
Mateo
Avenue,
so
that
people
could
more
readily
expect
that
cars
are
coming
and
going
regularly
and
they
can
get
in
quickly
and
get
to
the
stores
and
the
different
businesses
they
want.

Since
then,
we've
made
an
we've
taken,
a
number
of
steps
to
get
where
we
are.
Today
we
made
a
staff
report
and
presentation
to
Council
in
March
of
2022
a
similar
presentation
in
November
of
2022
on
April
11th
of
this
year.
Council
adopted
resolution
2023-41,
which
created
a
parking,
Enterprise
fund,
sort
of
a
no
pun
intended,
but
a
parking
site
for
the
money
that
would
be
generated
through
this
program.

Also,
on
that
same
date,
city
council
adopted
2023-43
Which
authorized
the
city
manager
to
execute
contracts
with
T2
systems
and
a
separate
authorization
to
execute
a
contract
with
last
parking.
T2
is
the
contract
company
that
is
providing
the
metering
kiosks
and
the
paid
parking
facilitation,
downtown
and
Laz
is
the
Outsource
for
increased
parking
enforcement.
City-Wide.
Not
just
downtown
I,
want
to
make
it
clear
here
that
these
contracts,
because
of
these
prior
resolutions,
have
already
been
executed.
So
the
metered
parking
is
that
that
ship
has
sailed
so
to
speak.
It
is
happening
downtown.

So,
just
briefly
how
the
t2
kiosks
work,
because
I
continue
to
get
questions
that
indicate
that,
despite
prior
presentations,
I
may
not
have
adequately
explained
this,
but
essentially,
rather
than
a
meter
at
every
parking
spot.
We
are
paying
by
plate
to
park
in
a
given
Zone
and
doing
so
either
through
an
application
on
the
phone
or
through
these
kiosks
that
are
placed
intermittently
up
and
down
the
streets
and
at
the
various
parking
lots.
This
allows
for
much
more
efficient
and
effective
enforcement.

It
also
through
the
bidding
process
proved
to
be
notably
cheaper
than
providing
meters
at
individual
spaces.
It
also
allows
for
much
faster
implementation
of
this
program,
which
is
of
interest
to
make
it
fiscally
sustainable.
It
allows
for
variable
rate
parking,
which
you're
going
to
hear
me
speak
about
a
bit
later
in
this
presentation
that
I
think
is
critical
to
using
metered
parking
in
order
to
steer
parking
Behavior
which,
ultimately,
as
you'll
hear
momentarily,
is
our
goal
here.

This
does
also
allow,
because
it's
digital
and
plate,
based
for
a
number
of
different
programs
we
can
provide
plate
based
discount,
permit
based
parking.
Basically,
we
can
use
the
back
end
database
to
do
anything
that
pertains
to
a
license
plate
that
Council
might
want
to
consider
as
part
of
these
policies.

So
at
a
high
level
in
terms
of
the
discussion
for
this
evening,
why
are
we
doing
this?
It's
important
to
remember
that,
despite
a
number
of
narratives
to
the
contrary,
the
motivation
to
do
this
is
quite
simple:
to
improve
the
downtown
experience
for
businesses,
residents
and
visitors.
Remember
that
the
2019
survey
and
study
was
quite
clear
that
the
parking
situation
in
and
around
downtown
is
simply
untenable
and
is
having
a
bottom
line
impact
to
businesses
and
residents.

How
we
plan
to
achieve
this
is
to
increase
available
parking
in
the
downtown
area
through
a
paid
parking
program
which
will
provide
the
data
and
the
mechanisms
to
influence
parking
behaviors
through
policy.
The
data
that
comes
from
the
kiosks
and
the
use
of
variable
rate
parking
to
encourage
parking
in
one
area
versus
another.

Continuing
this
high
level
discussion,
there's
approximately
840
spaces
that
will
become
paid
parking
spaces
as
a
result
of
this
program.
These
are
at
this
point
in
time
all
the
spaces
that
are
currently
time
restricted,
so
they
will
remain
time
restricted.
The
difference
is
that
they
will
now
require
payment
in
order
to
park
there.

There's
a
new
Municipal,
Code
ordinance
being
suggested,
a
draft
of
which
has
been
attached
to
the
staff
report,
a
potential
Amendment
to
the
municode
Title
VII
for
vehicles
and
traffic,
there's
also
a
new
city
council
resolution
that
will
be
proposed.
The
draft
also
attached
to
the
staff
report
that
adopts
specific
rate
ranges
for
the
cost
to
park
in
these
zones
and
some
other
regulations
like
times
of
enforcement
and
whatnot
your
authority
to
do
this
is
under
Section,
32
and
section
22508
of
the
California
vehicle
code.

This
slide
shows
a
metering
map
that
I
think
is
quite
illustrative
of
the
area
we're
talking
about
and
what
the
parking
will
look
like.
The
purple
areas
are
what
we
consider
to
be
the
downtown
core.
The
blue
is
the
El
Camino
Real
corridor,
the
green
areas,
connote
downtown
city-owned
parking
lots
and
the
yellow
area
is
an
indication
of
the
city
hall,
employee
parking
lot.
So
the
purple
and
blue
areas
will
be
covered
by
metered
parking
under
this
program.
They
will
maintain
their
two-hour
limit
and
that
will
be
enforced
under
the
current
Pro.

Excuse
me
proposal
from
8
AM
to
8
PM,
seven
days
a
week,
the
Downtown
parking
lots
and
the
City
Hall
parking.
Lots
would
also
be
enforced
seven
days
a
week,
but
it
would
terminate
at
6
PM.
The
aim
of
this
is
to
allow
overnight
parking
for
residents
in
order
to
alleviate
some
of
the
difficulties
with
impacted
overnight
parking
on
the
neighborhood
streets.

Adjustable
parking
meter
rates,
adjustable
parking
meter
rates
will
allow
us
to
optimize
management
and
the
use
and
occupancy
of
the
available
spaces,
which
is
why
we'll
be
suggesting
a
range
rather
than
a
set
rate.
This
evening.
The
target
occupancy
rate-
and
this
is
sort
of
an
important
number
to
remember
because
it
drives
the
policies
here-
is
85
percent,
and
this
is
per
that
2019
study,
which
said
that
we
should
be
striving
for
an
85
percent
occupancy
rate.

That
occupancy
rate
would
provide
a
turnover
of
parking
that
is
typically
sufficient
to
allow
people
to
easily
find
parking
when
they
want
a
patron
specific
businesses,
and
we
focus
on
doing
that
by
driving
again
traffic
off
the
street
and
into
the
Lots
excuse
me.
The
parking
rates
are
proposed
to
be
set
at
an
amount
between
a
minimum
and
a
maximum
with
the
constant
goal
of
achieving
that
85
occupancy
rate.

So
this
program
will
allow
us
to
have
real
data
that
we've
never
had
before,
via
the
metering
of
where
people
Park
when
they
park
there,
how
long
they
park
there,
how
soon
they
turn
over
and
that
will
enable
us
to
use
variable
rates
to
steer
the
behavior.
We
want
as
an
example.
If
we
have
a
parking
lot,
that
is
completely
unutilized.
While
a
parking
lot
down
the
street

the
parking
rates
in
order
to
encourage
parking
in
the
lot
that
is
under
occupied.

we're
seeing
more
than
the
100
occupancy
on
the
streets,
we
can
raise
rates
to
park
in
the
street
and
lower
rates
to
park
in
lots,
and
this
will
help
us
to
drive
Behavior.
A
key
component
of
that,
obviously
will
be
signage,
because
if
people
don't
know
it's
cheaper
to
park
in
a
lot,
then
they
will
never
go
to
that
lot.
And
so
you'll
hear
us
talk
a
bit
about
how
that's
a
key
component
of
this
plan
as
well.

we
will

able
to
obtain
this
utilization
data
from
the
t2
meter
system
and

Think
it's
important
to
know

this
is
data
we've
never
had
before,
even
including
in
the
2019
study.
Those
studies
are
done
by
conducting
minimal
observations

coming
to
conclusions
and
making
recommendations,
and
with
this
system,
we'll
be
actually
able
to
go
in
and
see,
what's
really
happening
with
parking.

proposed
off-street
parking
lot
rates
would
be
between
50
cents
and
three
dollars
per
hour.

The
idea
would
be
to
start
lower
here
to
encourage
more
parking
in
the
Lots,
but
to
still
provide
the
flexibility
of
range
to
adjust
these
over
time
in
order
to
steer
the
type
of
parking
behavior
that
we
want
to
see.

also
be
enforced
seven
days
a
week,
but
from
8
AM
to
6
PM
again
allowing
for
free
parking
from
6
pm
to
8
AM
for
residents
in
the
area
who
are
currently
struggling
to
find
enough
parking
on
the
street.
These
would
be
limited
to
10
hours.
All
of
the
city,
Lots
would
move
to
a
10
hour
maximum.

Another
key
item
for
discussion
this
evening
is
Provisions
for
discounted
rates
for
downtown
businesses.
Obviously,
there
could
be
a
significant
burden
to
having
only
paid
parking
available
in
the
immediate
area
for
our
many
business
owners
in
the
downtown
Corridor
that
are
impacted
by
this,
many
of
whom
are
owning
and
operating
businesses
and
also
have
a
number
of
employees.

So
business
owners
would
be
able
to
apply
demonstrate
that
this
particular
license
plate
belongs
to
either
them
as
the
owner
or
a
manager
or
an
employee
for
whom
they
would
like
to
have
participate
in
the
program
and
the
enforcement
database
that
sits
in
the
background
here
would
ensure
that
those
license
plates
do
not
receive
citations
if
they're
parked
without
paying
in
the
zones.
As
we've
mentioned
before.
All
the
enforcement
under
this
program
is
done
by
automated
license
plate
readers,
and
so
as
long
as
the
license
plate
is
in
the
system
is
permitted.

It
would
never
queue
up
a
citation
again
key
to
key
to
know
here.
This
would
not
include
on
street,
but
only
off
street
parking,
and
this
would
be
limited
to
downtown
business
employees
and
owners
again.
I
think
we
make
the
distinct
the
distinction
here
of
per
physical
address
because
of
the
fact
that
if
you
operate
a
business
in
San
Bruno,
but
don't
actually
have
a
physical,
brick
and
mortar
location
downtown,
then
this
parking
program
obviously
has
less
burden
on
you
than
those
who
are
having
to
get
themselves
and
employees
down
there.

A
little
bit
about
engagement,
the
city
staff
led
by
the
police
department,
has
held
three
different
meetings
with
the
downtown
businesses
specifically
to
discuss
this
program.
The
first
meeting
was
a
long
time
ago.
Now,
as
you
all
know,
this
has
been
a
long
time
in
the
works
and
it
was
mostly
focused
before
any
of
this
had
manifested
into
anything
palpable
to
discuss
what
this
might
look
like
and
what
some
of
their
asks
might
be
and
right
out
of
the
gate.

can
tell
you
because
I
held
that
meeting,
that
the
very
first
input
item
is
what
are
we
going
to
do
about
ourselves
and
our
employees
to
park
down
here
when
working?
Actually,
if
you're
a
small
business
owner,
many
of
them
I'm
sure,
are
working

hour
days
and
the
idea
of
having
to
pay
to
park
all
day
is
a
significant
hit
to
their
bottom
line.
The
second
meeting
shared
potential
responses
to
that
feedback.

After
we
began
presenting
solutions
to
council
the
most
recent
meeting,
I
guess
technically,
the
most
recent
Public
public
meeting
occurred
on
August
10th
and
at
that
meeting,
I
essentially
shared
the
same
policy
recommendations
that
I'm
sharing
with
you
this
evening
and
received
some
feedback,
some
of
which
I'll
share
with
you
now
again
that
two
permits
per
business
might
not
be
sufficient.
That's
probably
putting
it
gently
for
some
businesses.
They
were
very
clear:
it's
not
sufficient
for
others,
maybe
more
so,
but
it
was
clear
that
this
is
a
significant
issue
for
them.

I'm
sure
that
we've
seen
these
before,
where
you
drive
through
a
downtown
area-
and
it
tells
you
lot
a
has
22
vacant
spots
and
Lot
B
has
30
vacant
spots,
maybe
even
ones
that
can
tell
you
about
variable
pricing,
so
you
can
quickly
identify
the
cheapest
places
to
park
which
would
allow
us
to
leverage
that
to
steer
Behavior,
but
also
an
interest
in
making
sure
we
choose
signage
that
beautifies
and
improves
the
downtown
area.
It's
a
unique
opportunity
for
us
to
accomplish
both
and
they
express
that
that
was
important
to
them.

There
were
also
questions
about
the
possibility
of
purchasing
dedicated
spaces
on
the
street,
for
a
specific
business
or
specifically
for
say,
doordash
or
food
drop
off
and
pick
up.
Those
types
of
things
were
things
they
wanted
to
see
considered
the
possibility
of
additional
short-term
parking,
which
is
actually
a
separate
policy
matter.
That
I
know
will
be
coming
to
you
guys
before
long,
an
intriguing
concept
of
monthly
and
or
yearly
permits,
both
potentially
for
business
owners
and
employees,
but
potentially
also
for
customers.

I'll,
give
you
the
specific
example
that
brought
this
up
in
the
first
meeting
was
a
business
owner
that
runs
a
dojo
downtown
where
you've
got
parents
who
may
have
three
or
four
kids
taking
classes
there,
five
six
seven
days
a
week
and
those
parents
I
know.
Having
raised
my
kids
in
that
exact
environment,
you
may
be
spending
four
or
five
hours
there,
a
night
after
school
every
single
day
and
the
idea
of
coming
up
with
something
to
accommodate
them.

There
also
is
a
very
strong
desire
for
strict
double
parking
enforcement,
which
is
really
not
a
policy
issue
for
you.
That
is
more
of
a
slight
on
the
police
department
and
our
failure
to
do
so,
which
I
will
fully
acknowledge
and
own,
but
nonetheless,
I
thought
it
was
worth
mentioning
to
you
that
there's
a
deep
concern
from
the
business
Community
about
the
double
parking.

next
steps.
Really.
This
is
just
a
study
session
to
remind
the
public
I
know
council's
well
aware,
but
what
we're
looking
for
is
to
get
your
input
on
some
of
these
policy
decisions
so
that
we
can
get
back
together
as
staff
think
about
adjusting
the
draft
policies
and
the
suggestions
for
how
we
would
run
this
program
with
the
goal
of
implementing
the
program
by
January
of
the
new
year.

standpoint.

think

don't
want
to
create
a
huge
burden
on
the
police
department
to
be
constantly
putting
and
entering
and
taking
out
plates
from
this
system,

we
could
provide
more
than
two.

suggestion
of

clarify

the
time
limit
even
would
not
apply
to
these
vehicles
like
what's
going
to
happen,
is
their
Plate's
going
to
get
entered
as
being
permitted
to

that
parking
lot,

so
they
won't
even

ticketed
if
it's
over
10
hours,
which
I
think
it's
somewhat
important
to
say,
because
some
of
these
folks
are
working
much
more
than
10
hours
to
keep
their
businesses
afloat.
So,
just
a
point
of
clarity
there
does
that
answer.

businesses
are
required
to
have
parking
as
part
of
their
established.
Business
are
any
of
these
public
spots
that
we're
talking
about
considered
as
allocated
to
those
businesses
as
part
of
their
requirement
to
have
parking
and
I'm
wondering
if
there's
any
overlap
between
those
or
do
these
businesses
not
have
a
requirement
for
providing
parking.

Quick
answer
so
you're
correct
that
the
zoning
code
typically
requires
on-site
parking,
so
that
would
be
different
than
public
parking.
It
would
be
on
site,
however,
in
a
central
business
district
like
the
downtown
the
way
that
was
originally
developed.
There
are
a
lot
of
properties
that
do
not
have
on-site
parking.
That's
just
the
nature
of
a
dense
downtown.
Some
do
majority
don't,
and
so
they
do
not
have
any
rights
to
the
city's
public
parking.

vaguely
remember
some
discussion
about
when
we
were
talking
specifically
about
aperture
and
how
we
would
handle
parking

commercial
allocation
that
we

of
the
public

as

move
forward.

that's
why
I
was

wondering

maybe

portion
of
those
were

allocated

from
a
financial
perspective,

our
potential
Revenue

we

support

program

impacted

that,

would
also
influence

decision

to
make
it
100,
free,
50,
free
or
some
other
thing
and
just
understanding
what
the
what
the
math
is
doesn't
seem
like.

we
have
a
full
picture
of
that.

think
it's
also
important
to

note
that
the
data
here
is
going
to
be
key
everything
I've
presented
to
you
all
I've
asked
you
to
make
a
lot
of
decisions
based
on
projections

what
happens
in
other
cities
and
things

suggestion
would
be
to
look
at
the
first
year
or
so
this
program
as
really
still
a
pilot,
and
that's
part
of
the
reason
we're
asking
for
ranges,
and
that
range
is
included
in
that
discount
you'll.

suggestion
is
for
up
to
a
100
discount
and
that
would
again
provide
us
the
ability
to
look
at
real
data
and
figure
out
how
many
spots
are
being
used
with
what
regularity
through
that
permit
program
and
what
impact
is
it
having

bottom

think.
It's
also
important
to
note
that
the
way
we
sort
of
positioned
this
program
to
you
as
electeds
is
holistically,
so
the
program
as
a
whole,
in
its
fiscal
viability,
includes
the
expanded
enforcement
component.

I
am
very
confident
that
it
is
fiscally
viable.

again,
the
concern
I
mean
those
are
big
ranges
and
they
could
have
a
lot
of
impact
and

I
understand
having
the
data
would
be
fantastic,
but
in
in
that
pilot
period,
we're
actually
impacting
businesses
downtown

we're
influencing
what
the
customers
will
or
will
not
do.
Some
may
balk
at
parking
or
paying
for
parking,
and
so
that's
lost
revenue
for
them.

you
know
how
long
is
too
long
before
you
cause
permanent
damage.
So
you
know
I
had
concerns
about
the
meters
because
of
that
I
I,
don't
know
that
you
know
when,
when
the
businesses
are
already
in
some
cases
struggling
or
recovering,
do
we
want
to
upset
the
balance
of
something
that's
so
fragile.
So
you
know
for
myself,
I'd
like
to
see
some
some
models
that
sort
of
project.
What
each
of
those
scenarios
would
do,
rather
than
just
throwing
out
ranges
and
hoping
that
our
first
guess
is
a
is
a
good
one.

think

the
only
comments

would

that

how
fast

adjust
the
beauty

system

we

situation

can
literally
go

what
the
parking
rates

there
and

know
in
some
other
downtowns.
They
have
a
problem
where
the
businesses
generate
a
lot
of
that
traffic.

think
in
in
our
downtown
a
lot
of
well.

of
some
portion
of

problem
that
we're
seeing
is
because
residents
are
using
that
parking
as
their
own
personal
parking
space,
and
so
it's
sort
of
a
little
bit
different.
So
you
know
when,
when
you
make
those
comparisons,
you
have
to
look
at
a
lot
of
the
specifics
of
what
what
causes
our
particular
problem.

you
know
those
residents
that
are
now
displaced
from
from
downtown
are
going
to
go
somewhere
else
and
and
I
know
some
of
the
people
that
patronize
the
businesses
downtown
also
like
to
park
in
the
neighborhood
when
they
can
find
a
spot,
and
so
there's
going
to
be
some
shuffling
that
happens
in
people's
routine
and
how
they
do
things
that
could
have
unintended
consequences.
So
all
the
terms
that
I
have.

two

employees
can
that

support

business

more

vehicles
registered,

enforcement

can
monitor

only

allowed
concurrently,
but
it
sounded
like
the
answer
to
that
was
yes,
my.

would
imagine
you

enforcement
of
that
would
be
difficult.

might
be
something
that
we

a
you

Subsequently
like
after
looking
at
the
data,
we
can
see
that
business

registered
cars

concurrently
and

we

approach
them

real

is
sort
of

challenge
of
this
type
of
enforcement
model.

the
way
it
would
work
at
face
value
in
the
system
is

first
two
license
plates
are
going
to
show
up
in
the
system
is
permitted,
as
the
enforcement
vehicle
is
driving
through
the
parking
lots
and
when
it
comes
across
the
third,
the
third
is
going
to
get
a
ticket
and-
and
maybe
the
third
isn't,
the
one
that
should
get
the
ticket.

third
is
the
ones
that's
not
supposed
to
be
parked
there

So
if
this
is
a
policy
consideration,

staff
to
look

more

Salazar's
point

impact

the
existing
businesses

there

137
current
businesses
right
now.
There's
around
13
vacancies,
there's
also
20
residents
is
that
apartments
that
are
in
our
downtown,
and
so,
if,
if
we
allow
two,
if
each
of
those
businesses
to
we
would
have
only
80
capacity
of
our
parking,
so
I
I,
just
I
just
happen
to
have
that
data.

kind
of
I'm,
a
data
freak
so
and
I
kind
of
know
our
downtown
a
little
bit.
So
I
also
wanted
to
share
that
with
everyone.
And,
of
course
we
would.
We
would
need
to
make
sure
that
our
model
kind

reflects
that
the
thing
I
wanted
to
clarify
in
your
presentation.
So
there's
Dynamic
price
pricing,
which
that
term
is
not
used
here,
but
is
that
the
type
of
system
that
you're
proposing
to
have.

pricing

think,
typically,

some
sort
of
algorithms

think
I'm
hoping

we
would

some
gradual
kind
of

everybody's
learning

system

more
forgiving

kind
parking
enforcement.

reason
that
language
is
there
is
because,
in
the
only
mechanism,
they'll
really
have
to
confirm
that
in
most
cases
is
the
ticket
on
the
windshield.
So
if
you've
got
the
person
who
comes
out
removes

ticket

windshield
tears

up,
throws
it
on
the
ground,
puts
it
in
their
pocket
walks
away
whatever
it
is
possible,
they
could
receive
another
ticket,
but
in
practice
it
will
be
quite
clear
that
ticketed

enforcement.

sent
your
message
and
we're
done
now.
The
next
day
could
be
a
whole
other
story.

parking

traditionally

want

pay

parking

so

lot
of
jurisdictions
will
establish
permit
parking
in
those
neighborhoods
to
prevent
people
from
doing
exactly
that,
and
that
conversation
I
do
think
would
would
be
a
separate
conversation,
because
it
would
involve
discussion
of
changing
existing
City
policy
regarding
the
residential
parking
permit
program.

supposed
to
happen
downtown
when
we
talk
about
a
a
paid
parking
program
initiative
to
begin.

Obviously,
the
bottom
line,
or
a
key
thing,
that's
really
important,
is
where
is
all
the
revenue
going
to
go
specifically
from
the
program?
So
my
question
was
giving
local
businesses
a
voice
for
where
that
revenue
is
allocated
and
how
it
can
be
used
to
kind
of
revitalize
the
downtown
area.
You
know
we
since,
like
reopening
after
the
pandemic,
there's
just
been
a
lot
of
transient
population
in
the
downtown
area,
it's
very
common
to
have
to
walk
by
human
feces
and
just
junk
and
and
trash.
That's
just
left.

lines
that
are
given
for
graffiti
and
for
for
dumping,
but
that's
a
really
big,
a
really
big
component
I
think
that
would
help
Revitalize
the
downtown
I
think
that
San
Bruno
has
called
itself
the
city
with

heart
and
I
agree
with
one
of
the
previous
speakers.
That
said,
you
know
a
vibrant
downtown
really
does
it's
like

heartbeat
of
the
city
and
so
the
opportunity
to
have
some
of
that
Revenue
allocated
to
fix
up
the
downtown
its
facilities.

cleanliness,

sidewalks
Landscaping
lighting
for
safety
issues,
but
also
just
for
you

a
well-lit
place
is
a
friendlier

of
the
local
businesses
came
out
of
pocket
when
she

Neighbor

Door.
She
came
out
of
pocket
just
to
fix
up
the
Landscaping
in
front.
She
didn't
have
to
do
that
and
I
think
that
shouldn't
be
in
addition
to
all
the
challenges
that
small
businesses
face,
funding
it
out
of
our
private.

funds
just
to
make
it
look.

and
firmer

popular
towns

decision

meters

reinvest

meter
dollars

their

can

success

foresight
until
the
city
creates
a
business
district,

downtown
Merchants
that
span
the
triangle
from
El
Camino,
Real,
San,
Mateo,
Ave

San,
Bruno,
Ave

back
down

Camino
Ave
and
all
the
parking
lots
inside
request
that
the
funds
be
directly
allocated
to
our
downtown.

could

lack
of
parking
is
driving
potential
customers,
visitors

potential
employees
to
go
somewhere
some
somewhere
else.

understand
the
capital
for
kicks
starting.
The
downtown
beautification
will
need
to
come
from
somewhere,
so
we
Merchants
are
proposing
using
funds
from
Deep
prioritizing
non-critical
City
projects
to
start
the
beautification
of
downtown
and
exchange
utilize
meter,
Revenue
to
fund
or
pay
back
projects
that
were
de-prioritized
and
continue
to
utilize.
The
meter
Revenue
to
pay
for
beautification.

I
support
the
chief
of
police
orders
of
having
this
meter
to
improve
parking
downtown
I
myself
have
problems
looking
for
parking
in
our
business,
the
salon
business,
our
customer
sits
for
sometimes
between
four
to
six
hours.
So
we
understand
that
this
is
not
a
one-size-fits
all.
There
are
some
businesses
that
can
have
customers
in
an
hour
and
they're
they're
gone.

It
is
okay
to
enforce
that.
However,
you
cannot.
You
cannot
get
that
money
from
just
us
alone.
We
need
we
need
help
and
if
you
are
not
a
business
owner,
it's
hard
to
to
understand
our
struggles.

owns
businesses

many

you
really

encourage
you

work

system

the
ambulance
in
the
county,
where
I'm,
the
representative
and
chair

brought
this
up

colleagues

staff
understands
I
know
that
the
chief
does
it's
very
it's
concerning,
in
the
sense
of
the
cost
that
the
county
is
asking
for
that
jpa
to
recoup
I.E.
They
feel
that
they're
subsidizing,
which
means
in
the
next
couple
years.

They
want
a
few
million
dollars
to
come
out
of
various
jurisdictions
and
I
called
a
special
ad
hoc
committee
for
the
county
of
that
which
we
met
this
morning.
I
will
be
going
tomorrow
morning
to
they
call
it
the
rock,
but
that's
at
the
county,
to
have
a
tour
of
the
dispatch
facility.
What
that
does
it
affects
our
fire
dispatch
and
for
the
county
and
it's
mutual
Aid.
It
affects
the
ambulance
AMR,
but
what
I
can
tell
you?

there's
also
costs
going
up
for
our
other
agencies,
who
have
the
sheriffs
who
do
the
dispatching
or
if
they
have
shared
services
through
the
Sheriff's
Department,
so
where
it
may
only
affect
us
in
a
couple.
Ways

affecting
other
communities,
so
I've
made
mention
to
this,
and
that
means
it
could
cost
us
upcoming
next
year
and
the
year
after
quite
a
bit
that
we
are
not
budgeted
for
that.
We
are
not
considering
tried
to
to
set
that
off,
but
I'm
going
to

what
I
can
from
the
capacity.

for

morning

San
Mateo
Union
High
School
District
at

a.m,
a
meeting
that
had
some
Mayors
and
city
managers,
School
Board
trustees
and
the
superintendent
Randall
called
the
meeting,
and
basically
it
was
a
he's.
They
called
it
a
partner
breakfast
with
the
high
school
district
and
Elementary
School,
District,
Mayors
and
city
managers.

So
after
that
meeting
and
after
a
zoo
meeting,
I
had
I
did
go
by
cappuccino
high
school
today
to
because
actions
speak
louder
than
words
and
went
to
their
lunch,
sat
and
talked
to
students
see
seeing
how
our
football
team
is
doing,
which
they're
doing
good.
They
tell
me
4-0
and
they
feel
confident
about
the
big
game
coming
up
next
in
November.

I
think
that
that
was
a
great
thing.
I
want

with

start

other
possibilities
