5. 2012-13 Capital Improvement Program Budget

You
and
good
evening,
as
noted,
the
item
before
us
tonight
is
to
determine
whether
the
2012,
through
2017
capital
improvement
program,
is
in
conformance
with
the
general
plan.
I
would
like
to
point
out
that
this
is
something
the
Planning
Commission
does
annually.
As
you
may
recall,
the
Planning
Commission
adopted
a
resolution
at
the
January
17
2012
planning
commission
meeting
and
found
that
the
2011
through
2016
CIP
was
in
conformance
with
a
general
plan.
Since
that
time,
two
additional
projects
have
been
added
to
the
CIP
budget.

The
first
is
the
Madison
slope,
stabilization
project,
the
second
being
the
skyline
Boulevard
widening
project.
It
is
important
to
note
that
the
only
required
action
tonight
is
to
determine
whether
the
additional
items
are,
in
conformance
with
the
general
plan
staff,
has
analyzed
both
projects
and
finds
that
both
of
these
projects
are
conforming
to
the
San
Bruno
general
plan.
More
specifically,
the
Madison
slope
stabilization
project
involves
repair
to
an
open
space
area
that
has
experienced
failure
in
the
past.

As
a
result
of
this
project,
we
will
be
preserving
open
space
and
will
prevent
damage
to
homes
located
alongside
the
skyline.
Widening
project
proposes
to
widen
skylight
Boulevard
between
sneak
lane
and
interstate
280.
Currently,
it's
two
lanes
one
lane
in
each
direction
the
project
will
or
is
proposing
to
have
two
additional
lanes,
so
a
total
of
four
two
in
each
direction.

This
is
mentioned
as
a
specific
transportation
policy
within
the
general
plan,
specifically
to
widen
skyline
Boulevard
between
sneath
lane
in
interstate
280,
with
that
staff
does
recommend
that
the
Planning
Commission
adopt
a
resolution
confirming
that
the
CIP
is,
in
conformance
with
the
general
plan,
I'd,
be
happy
to

that
you
may
have.
