the
environmental
review

background
of
the
project
site
discuss
how
the
project
is
complying
with
the
city's
affordable
housing
requirement
highlight
the
development
agreement
associated
with
the
project.

summarize,
the
architectural
peer
review
cover
the
required
tspc
review
for
traffic
improvements
and
end
with
an
explanation
of
the
public
outreach
that
was
done
for
the
project
from
there.
We
will
move
into
the
applicant's
presentation
which
will
focus
on
project
design
and
we'll
take
questions
from
the
commission
when
we
have
finished
both
presentations
and
then
we'll
open
it
up
for
public
comment.
After
that.

the
proposed
project
includes
the
demolition
of
the
existing
on-site
structures,
and
this
is
the
glenview
terrace
project.
The
on-site
structures
are
located
at
850,
glenview
drive
and
there
are
a
church
and
parsonage
there.
Currently,
the
entire
state
is
3.28
acres
and
the
proposal
is
to
construct
29
single
family
homes.
It's
a
small
residential
subdivision.

It
would
include
five
utility
lots
and
open
space
lots
and
a
minimum
of
streets
that
are
at
least
22
feet
in
width
serving
the
new
development.
There
would
be
five
open
spaces.

They
have
an
average
eight
point.
Eight
average
far
each
home
have
two
covered
parking
spaces
and
a
driveway
that
could
accommodate
two
additional
cars.

project
would
include
the
construction

internal
roadways
and
circulation
street,

connect

glenview
drive

three
entry

those

points
would
provide
two-way
entry

first

avenue
would
be
eager
ingress
only.

as
I

the
site
consists
of
three
parcels:
they
are
located
at
the
northeast
corner
of
san
avenue,
west
and
glenview
drive

southern
portion
of
the
site
fronting
on
san
bernardino
avenue
west
was
known
as
2880
to
2890
san
bruno
avenue.
These
were
formerly
developed
with
a
gasoline
service
station.

This
was
a
portion
of
the
site
that
was
approved
for
town
home
development
in
2006,
and
that
project
was
never
built.
This
portion
of
the
site
remains
undeveloped.
Today,
the
northern
portion
of
the
site,
as
as
I've
said,
is
known
as
850
glenview
drive
that
is
accessed
from
glenview
drive
and
is
currently
developed
with
a
vacant
church
and
parsonage
the
site
is
zoned.
The
church
site
is
zoned
r1,
which
is
a
single
family
residential.

The
park
nearest
san
bernardino
avenue
is
zoned
pd,
which
is
planned
development,
and
that
is
a
vestige
of
the
approvals
from
the
townhouse
townhouse
development
that
was
approved
the
site
slopes
down
gradually
before
towards
the
east,
before
sloping
down
more
sleeply
to
the
northeast
corner
of
the
site,
as
it
goes
down
into
crestmoor
canyon.
So
it
does
have
a
slope
which
you
can
see
kind
of
in
the
back
corner
as
it
goes
down
into
glen,
crestmore,
canyon,.

So
what
we're
looking
at
as
far
as
project
entitlements,
the
project
requires
a
sequel
determination
with
the
staff
has
prepared
an
initial
study
and
mitigated
neg
deck
for
the
project
for
your
consideration.

The
project
also
requires
a
general
plan
amendment
the
2.2
acre
northern
portion
of
the
site,
which
is
the
8th,
blue
glen
850
glenview
portion,
is
currently
within
a
low
density
residential
and
that
would
be
amended
to
become
medium
density,
residential
and
that
new
general
plan
designation
of
medium
density
residential,
would
allow
up
to
24
dwelling
units
per
acre,
and
that
is
the
same
general
plan
designation
for
the
other
portion
of
the
site,
which
is
2880
2890
and
again.
That
was
a
general
plan.

There's
also
a
vesting
tentative
map
associated
with
this
project
that
would
again
create
the
29
individual
lots
for
the
homes
and
the
six
public,
public,
easement
or
public
lots,
which
includes
the
landscape,
lots
and
the
density
space
and
the
two
storm
water
treatment
areas
located
at
corners
of
the
site.

The
project
also
requires
a
architectural
review
permit
for
new
buildings
that
are
visible
from
the
public
right-of-way
and
then
last
but
not
least,
there's
a
development
agreement
associated
with
this
project,
which
I'll
go
into
in
a
little
bit.

So,
in
order
to
analyze
the
potential
environmental
impacts
of
the
project,
the
city
prepared
an
initial
study
which
identified
several
potential
environmental
impacts
associated
with
the
implementation
of
the
proposed
project.
All
impacts
identified
in
the
ai
and
in
the
initial
study
could
be
mitigated
to
a
less
than
significant
level
with
implementation
of
the
recommended
mitigation
measures.
So
a
mitigated
negative
declaration
was
prepared
for
the
projects,
and
that
is
attached
to
the
staff
report.

The
construction
of
the
proposed
project
would
exceed
the
applicable
threshold
of
significance
resulting
in
a
potential
significant
impact
implementation
of
the
bay
area,
air
quality
districts,
basic
construction
mitigation
measures
would
minimize
those
air
quality
impacts
related
to
construction
to
a
less
than
significant
level.
So,
therefore,
compliance
with
the
bayer
bay
area,
air
quality,
district's
basic
construction
mitigation
measures
is
included
for
the
project.

In
addition,
there's
a
potential
exist
for
landslides,
lateral,
spreading
and
slope
instability
and
the
loss
of
topsoil
during
grading
to
occur
at
the
project
site
to
mitigate
these
impacts.
The
product
is
required
to
implement
the
recommendations
of
the
geotechnical
report,
which
is
an
appendix
to
the
mitigated
negative
declaration
and
submit
and
submit
an
en
erosion
control
plan
prior
to
grading
activities,
and
this
is
the
mitigation
measures
related
to
geology
and
soils
for
hazards
and
hazardous
materials.

And
so
today
we're
asking
as
we
move
forward
that
you
review
and
note
the
both
the
comments
that
to
the
to
our
to
our
response
to
the
comments
on
the
document,
as
well
as
the
document
itself
and
we've
prepared
an
mmrp

project

The
entitled
project
also
required
a
general
plan
designation
at
that
time,
and
it
also
because
it
amended
the
zoning
at
that
time,
which
was
neighborhood
commercial
to
medium
density,
residential
and
it
changed
the
zoning
from
neighborhood
commercial
district
to
planned
development
district.

So,
regarding
the
heritage
trees,
there
were
a
total
of
61
trees
on
and
adjacent
to,
the
development
site.
47
of
those
trees
was
identified
as
heritage
trees,
58
on-site
trees
would
be
removed
as
part
of
the
project.
44
of
those
trees
are
considered
heritage,
trees
that
would
require
replacement
per
the
code.

The
code
requires
new
for
sale,
residential
projects
to
include
at
least
fifteen
percent
of
the
total
units
as
affordable
housing
units,
with
five
percent
of
the
units
restricted
for
occupancy
by
low-income
households
and
ten
percent
of
the
units
restricted
for
occupancy
by
moderate
income
households,
and
this
is
for
a
period
of
45
years,
based
on
the
ordinance
requirements.
The
total
onsite
obligation
is
for
affordable
units
distributed
by
income
as
three
moderate
income
units
and
one
low
income
unit,
and
there
would
be
a
partial,
low-income
unit
payment
for
a
decimal
fraction
of
less
than
one-half.

The
project
also
requires
a
tspc
review,
and
that
happened
also
in
2021,
and
that
is
for
a
new
stop.
Signs
were
recommended
through
a
stop
warrant
analysis
that
was
done
for
the
project
now.
This
is
part
of
the
environmental
analysis,
and
so
that
that
has
been
reviewed
by
the
tspc
and
they
did
recommend
approval
and
that
will
move
on
to
city
council
with
the
rest
of
the
project.

And
it
would
require
a
new
all-way,
stop
at
the
intersection
of
glenview
drive
and
san
bruno
avenue
and
improved
pavement
graphics
for
pedestrians.
So
it
makes
that
crossing
from
the
subject
site
over
to
leonardis
on
the
other
corner
and
some
of
the
other
businesses
over
there.
Much
easier
with
the
with
these
improvements
and
again
that
needs
to
be
the
tspc
is
the
recommending
body
for
that,
and
they
have
reviewed
it
and
city
council
will
be
the
approval
body.

The
in
this
case
the
applicant
has
committed
to
a
community
benefit
payment
of
four
hundred
thousand
dollars
to
the
to
the
city
as
general
fund.
This
would
be
separated
into
two
separate
payments.
The
first
payment
would
be
made
at
building
permit
issuance
with
the
second
payment
made
at
the
sale
of
the
tenth
home.

So
staff
worked
very
closely
with
the
project
applicant
and
larry
cannon,
the
city's
architectural
peer
review
consultant
to
review
and
refine
the
overall
site,
design
and
architectural
appearance
of
the
project
from
application
submittal
to
the
present
project
that
you
see
before
you.

He
recommended
increasing
the
front
setbacks
along
glenview
drive
to
more
to
be
more
consistent
with
the
homes
that
were
further
to
the
north
of
the
site
and
he
recommended
removal
of
obstructions
to
increase
sight
lines
at
the
south
southernmost
driveway
entrance.
That's
that
first
driveway
entrance
off
san
bruno
avenue,
and
then
he
had
further
recommendations
for
refinements
to
the
overall
architecture
project.

So,
as
I
said
before,
the
three-story
homes
have
been
removed
and
also
regarding
addressing
the
signal
light
we
did
in
that.
We
did
have
a
second
meeting
where
we
went
back
to
the
community
to
explain
where
we
were
with
the
signal
light
and
so
how
small
lights
work
is
you
have
to
do
an
analysis
called
a
signal
warrant
to
determine
if
the
signal
was
actually
warranted
at
that
intersection
and
that
analysis
was
done
and
it
didn't
at
that
time
warrant
a
signal.

And
again,
we
explained
why
there
was
no,
why
there
was
no
signal
light,
but
they
shared
some
concerns
at
that
meeting
as
well.
Privacy
impacts
to
homes
located
downslope
came
up
again
at
that
meeting,
because
kern
was
also
shared
about
the
project.
Might
impact
parking
in
the
neighborhood.

then,
whether
or
not
this
site
had
been
evaluated
for
landslide,
and
that
was
due
to
at
that
same
time,
there
was
the
the
outfall
was
eating
away
at
the
at
the
roadway

san
bruno
avenue
at
that
exact
time,

the

information
was
taken
into
consideration
as
we
prepared
the
environmental
document
for
for
the
project,
and
so
summaries
of
all
three
of
these
meetings
are
are
attached

the
staff
reports.

exiting

south
onto

bernardino
avenue

concern

it

been
calibrated

safety
for
the
pedestrians
going
back
and
forth.

grocery
shopping,

be

lot

cross
traffic

the

the
walking

have

concerns

area

off
the
skyline
I
go
there,
especially
when
I
was
working
twice
a
day,
sometimes
more

familiar

community,
and
so
as
you're

you're
heading
north
on
skyline.
