formally
welcome

delegation

our
sister
city,
narita,
japan.
We
have
four
adult
members
and
eight
students
who
will
be
with
us
for
a
few
days
attending
numerous
activities
that
have
been
planned
for
them.
I
have
also
received
a
very
nice
gift
from
Mayor
koizumi
and
I
would
like
to
open
it
and
show
you
all
here.

reciprocated

piece

locally

commissioned

sent

Jacobson
skyline
studios
in
san
bruno.
So
it
was
a
special,
a
special
little
piece
that
was
made,
especially
for
the
mayor,
so
once
again
to
the
delegation.

take
this
short
opportunity
again
to
formally
and
officially
congratulate
you,
the
mayor
on
your
recent
award
and
recognition
as
hibernian
of
the
year,
a
major
San
Francisco
as
it
turns
out.
Hibernian
means
Irish,
Irish
and
hibernian
are
the
same
thing
and
Jim
is
obviously
very
Irish,
but
he
is
also
the
recognition
is
being
provided
by
this
venerable
club
because
of
the
leadership
that
our
mayor
has
provided
to
our
community,
not
only
during
the
time
of
great
difficulty
since
2010,
but
on
an
ongoing
basis.
It's
a
huge
honor.

modern
management
plan,
the
water
system,
the
water
system
master
plan
and
also
the
groundwater
management
plan.
All
of
these
three
documents
made
reference
to
or
assess
the
feasibility
of
our
city
participation
in
a
regional
project,
the
regional
called
regional,
groundwater,
storage
and
recovery
project.

city
collaborated
and
negotiated
with
the
other
agency
daly
city
car
border
and
the
CPUC
for
the
participation
of
the
city
in
this
project.

project
and
also

next
step

my
name
is
Greg
Bartow,
the
groundwater
program
manager
with
the
San
Francisco
Public,
Utilities
Commission.
It's
my
pleasure
to
be
here
tonight
to
provide
an
update
on
the
proposed
regional
groundwater
storage
and
recovery
project.
One
of
the
important
milestones
that's
coming
up
with
that
project
is
the
circulation
of
the
draft
environmental
impact
report,
and
so,
given
that
my
upcoming
milestone
I
appreciate
the
opportunity
to
just
brief
you
on
the
project
and
talk
about
the
public
review
process.

The
project's
been
developed
based
on
a
strong
understand,
technical
understanding.
We
have
over
a
hundred
groundwater
monitoring
wells
in
the
basin
that
we've
used
to
help
design
the
project
and
so
that
that
data
is
helped
us
develop
a
strong
project,
an
overview
of
the
project.
So
it's
a
conjunctive
use
project
which
is
sort
of
the
coordinated
management
of
surface
water
and
groundwater.

We're
going
to
construct
16,
Wells
and
Wells
stations
shown
us
those
dots
on
that
map
for
extracting
that
stored
water
and
the
concept
is
to
be
able
to
develop
enough
or
store
enough
water
that
it
will
be
able
to
yield
7.2
million
gallons
per
day
over
a
seven
and
a
half
year.
Design.
Drought
can
also
be
used
as
an
emergency.
These
wells
could
be
also
operated
in
event
of
emergency
or
other
system
outage.

This

shows
how
we're
going
to
store
water
in
the
basin,
so
the
top
left
little
block
diagram
shows
the
initial
conditions
before
we
started.
Storing
water
in
the
basin.
The
depth
to
groundwater
was
about
two
to
three
hundred
feet
below
the
ground
surface
and
the
way
we're
storing
the
water
is
called
an
in
lieu
recharge
and
so
in
normal
and
wet
years.

When
there's
a
sufficient
water
within
the
Hetch
Hetchy
system,
will
it
will
provide
more
water
to
San,
Bruno,
kawauti
and
Daly
City,
and
those
entities
will
reduce
their
pumping
and
that'll,
allow
the
natural
recharge
to
build
up
in
the
basin
and
then
the
last
slide
on
the
or
the
last
block
diagram
on
the
right.
Then
we
would
recover
that
stored
groundwater
when
there's
a
drought
through
those
16,
Wells
and
so
sort
of
using
it
instead
of
a
rainy
day
account
a
dry
day
account
there.
A
savings
account
one.

Also,
it's
important
that
it's
noted
that
we
only
are
going
to
take
or
recover
water
that
we've
stored
after
accounting
for
project
losses
and
SFPUC
is
working.
In
other
words,
sfp
is
going
to
work
too.
We
mean,
may
need
to
store
more
water
to
account
for
system
and
efficiencies,
we're
also
working
with
San
Bruno
and
the
other
pumpers
to
make
sure
that
our
new
wells
are
designed
so
that
we
don't
impact
existing
or
future
future
Wells.

This
next
slide
shows
what
happened
when
we
did
it.
We
did
a
study
back
in
two
thousand
two
two
2005.
This
graph
shows
from
from
that
over
that
time
period
water
levels
increasing
in
the
basin,
because
during
that
period
of
time,
the
pumpers
in
the
basin
reduce
their
pumping
and
took
additional
surface
water
supplies.

So
by
not
pumping
that
allowed
that
groundwater
levels
to
increase
in
the
basin-
and
this
was
a
measurement
of
water
levels
in
the
west
side
base
and
they
increased
about
40
feet
just
in
that
that
period
of
time,
the
next
three
slides
just
go
through
the
location
of
the
wells.
Just
briefly,
there's
this
is
up
in
the
daly
city.
Colma
area
and
then
in
the
coma
to
south
san
francisco
area
and
then
san
bruno
in
san
bruno.

On
next
steps,
so
then
the
the
draft,
as
I
mentioned
earlier,
the
draft
environmental
impact
report
is
scheduled
to
be
circulated
starting
april
10th
for
public
review
by
the
san
francisco
planning
department,
there'll
be
a
45-day
public
comment
period.
There'll
be
two
public
hearings,
one
in
south
san
francisco
and
one
in
san
francisco.
The
draft
dir
will
be
available
online
as
well
as
there'll,
be
a
copy
placed
in
the
san
bruno
library
and
other
libraries
on
the
peninsula.

And
then
certification
of
the
iron
metal
impact
report
is
expected
by
the
end
of
this
year.
By
the
end
of
2013
and
following
the
e
ir
certification,
then
we
could.
The
draft
project
operating
agreement
then
could
be
considered
for
approval
by
the
cities
of
san
bruno
and
daly
city,
Kawara
and
SFPUC
constructions
plan
to
take
place
from
2014
to
2016,
and
then
those
wells
would
be
available
and
ready
to
put
into
service
in
case
of
a
drought
by
mid-2016.

we
look
at
our
system,
storage
on
April
first
and
look
at
how
much
storage
is
in
the
reservoirs
and
how
much
snow
pack
is
up
country
and
can
make
some
assessments
of
whether
we'll
have
sufficient
water
supply
to
make
it
through

coming
year.
And
so
it's
you
know:
drought
or
low
water,
low
snow
back
and
so
there's
some
measurements.
Based
on
the
weather.
We
would
have
full
system
storage
as
of
April.
First.

I

so
an
average
rainfall
you
I
guess
a
dry
year
is
when
we're
below
average
in
our
rainfall
and
so
that
there's
as
far
as
a
technical
definition
of
a
drought,
I
think
is
actually
you
need.

a
drought
is
multiple
dry
years,
but
a
dry
year
would
be
less
snow
pack
for
us
up
in
the
Sierras,
then
is
average
significantly
less,
but
I
actually
I,
guess
I,
don't
have
the
specific
definition
for
you.

capital
costs,
are
being
paid
for
by
all

the
two
point,
the
three
million
people
that
depend

system.
We
have
sold
bonds
to
pay
for
all
the
capital
portions

improvement
program,
4.3
billion
dollar
program,
to
upgrade
seismically
and
for
the
water
supply
system
for
the
operation
and
of
the
these
well
stations.

costs
would
be
also
paid
for
by

regional

some
information
that
city
manager
provided
for
me
in
regards
to
this
and
yeah.

think
the
early
warning
system
sounds
like
a
really
good
idea,
but
I
was
curious
as
to
what
something
like
this
would
cost
to
the
state
and
the
state
senator
whose
support
our
who's
introducing
this
particular
bill.

It
seems,
like
other
countries,
are
having
success
with
these
types
of
systems,
where
they
provide
up
to
a
full
minute
of
warning
prior
to
a
major
event,
but
also
wanted
to
just
keep
that
cost
in
mind
when
we
move
forward
with
these
things,
so
we
don't
get
into
a
situation
where
we're
overspending
and
when
maybe
the
technology's,
not
quite
there
and
we're
trying
to
push
it
along,
but
I
just
wanted
to
share
that
with
everyone.

city
council
considered
a
comprehensive
report
on
reducing
the
incidence
of
gun,
violence
and
asked
the
question:
what
can
the
city
do?
So?
We
are
coming
back
to
you
tonight
for
the
first
phase
of
the
implementation
of
your
direction
and
that
included
in
essence,
three
things,
one
of
which
is
a
resolution
in
your
staff
report
this
evening,
which
supports
President
Obama's
comprehensive
plan
to
reduce
gun
violence.
The
second
thing
you
asked
us
to
do
was
to
conduct
some
further
research
into
San
Francisco's
proposed
ordinance.

That
would
restrict
certain
kinds
of
ammunition,
and
the
third
thing
we
did
is
took
a
look
and
analyzed
some
of
the
municipal
and
zoning
code.
Amendments
that
you
asked
us
about
so
the
first
topic
for
this
evening
is
the
resolution
and
support
of
President
Obama's
plan.
As
you
know,
from
the
staff
report
and
from
what
we
presented
a
couple
of
meetings
ago.
The
plan
is
detailed,
comprehensive
and
extensive,
and
you
probably
heard
something
about
it
almost
every
day
in
the
newspaper
as
various
aspects
of
it
wind
its
way
through
the
through
Congress.

The
plan
is
supported
by
the
US
Conference
of
Mayors
and
I
know
that
mayor
wayne
was
active
in
that
effort.
The
resolution
that's
attached
to
the
packet
does
express
the
city
of
san
bruno
support
for
for
that
plan,
so
we
prepared
that,
for
you
and
I'd
be
happy
to
answer
any
questions
about
that
at
the
end
of
the
presentation.

The
next
topic
that
you
asked
us
to
look
at
was
the
proposed
san
francisco
ordinance
that
restricted
ammunition,
and
you
might
remember
that
san
francisco
was
proposing
a
banning
hollow-point
ammunition
and
requiring
gun
dealers
to
report
purchases
of
500
or
more
rounds
and
at
the
last
time
this
was
up
in
front
of
you.
You.
You
did
hear
some
public
comment
about
that
both
sides
we
we
took
a
pretty
close
look
at
it
and
chief
Telford
and
I
concluded
that
the
similar
San
Francisco
ordinance
is
currently
already
in
litigation.

Those
kinds
of
systems
are
fairly
common,
they've
been
upheld
by
the
courts.
It's
also
clear
in
the
ordinance
that
you
have
in
your
packet
for
discussion
tonight
that
the
two
existing
firearms
dealers
in
San
Bruno
would
be
exempt
primarily
because
they're
already
complying
with
a
number
of
conditions
that
are
quite
similar
to
what's
in
that
ordinance
already.

So
we
didn't
see
any
reason
to
increase
the
bureaucratic
red
tape
for
them
and
have
them
comply
with
something
that,
in
essence,
they're
already
doing
the
main
goals
of
the
ordinance
that
I
won't
go
through
each
and
every
provision
of
it.
There's
a
copy
in
your
packet
is
really
safety
on
the
one
hand
and
security.
On
the
other
hand,
it
does
require
an
application
of
the
background
check
one
of
the
important
provisions,
our
proximity
limits,
both
from
residential
zoning
districts
and
also
from
each
other.
So
we
don't
have
a
proliferation
of
gun
shops.

There
are
provisions
in
the
ordinance
that
require
site
security
both
for
the
building
and
for
the
weapons
and
ammunition
stored
inside
the
permits
proposed
to
be
a
one-year
permit.
That's
renewable
and
then,
of
course,
there's
a
hearing
provided
if
it's
either
denied
or
revoked.
So
those
are
the
essential
provisions
of
the
municipal
code,
ordinance
that
were
we're
showing
you
this
evening.

You
also
asked
us
to
take
a
look
at
what,
if
anything,
we
could
do
about
the
zoning
code.
So,
as
you
know,
the
zoning
code
regulates
how
you
could
use
your
property
in
certain
zoning
districts
in
under
current
zoning
gun
shops
actually
are
only
permitted
in
what's
called
the
CBD
district.
Existing
dealers
for
historical
reasons,
are
located
in
two
different
districts.
Although
similar
the
see
commercial
&
Co,
which
is
community
office,
that
would
be
the
big

The
dealers
in
those
locations,
in
fact,
throughout
the
commercial
districts,
raise
some
some
questions
about
whether
those
are
consistent
with
your
recently
adopted
general
newly
adopted
general
plan
amendments,
certainly
the
transit
corridor
plan
and
the
new
zoning.
That's
going
to
soon
follow
on
that.
If
you
look
at
what
those
plans
say,
especially
in
the
transit
corridor
plan
area,
they
call
for
higher
density,
residential
office
resident
and
visitors,
serving
businesses
like
restaurants,
cafes
and
so
on
and
so
forth,
and
it
didn't
seem
to
staff
that
those
are
uses
are
necessarily
consistent
with
gun
shops.

So
we
looked
at
the
various
zoning
districts
where
a
new
gun
shop
might
be
allowable
in
san
bruno
and
concluded.
One
possible
location
would
be
in
a
portion
of
the
m1
zone
and
as
I'm
reading,
this
I
I
realize,
with
a
certain
degree
of
horror
that
I
forgot
to
put
up
the
last
exhibit
on
my
powerpoint
slide,
which
is
in
your
staff
report.
It's
the
exhibit.
That
shows
where
those
uses
are
are
located.
So
I
apologize
for
that,
but
in
essence,
I'll
explain
it
to
you.
It
wasn't
a
staff
report.

That's
nearby,
and
so
we
thought
that
that
would
be
at
least
the
more
appropriate
use
or
place
for
gun
shops
located
in
the
city
of
San
Bruno
and,
if
you're
in
general
agreement
with
that
the
staff
has
indicated
they
would
bring
back
those
types
of
amendments
both
to
the
zoning
map
to
the
zoning
text
and
possibly
to
the
general
plan
back
to
the
Planning
Commission
for
review.
And
then
you
would
see
those
as
part
of
your
normal
review
process.
One
question
we
had
for
you
this
evening
is
whether
you
wanted
us
to
do
that.

If
that's
the
direction
to
do
that
as
part
of
the
entire
general
zoning
code
update
or
whether
you'd
like
to
bring
that
to
the
Planning
Commission
on
a
more
rapid
time
schedule.
So
that's
a
question.
We
will
want
to
get
a
little
bit
of
direction
on
and
we'll
come
back
to
that
in
just
a
second
last
time
we
did
talk
about
a
voluntary
or
excuse
me
a
gun,
buyback
program.

involve

agencies
in
san
mateo
county
and
we
will

holding
that
event
in
the
north
county.

event

week
and
details
will
come
out
soon
we're
looking
at
an
early
April
date
in
terms
of
voluntary
gun
program.
The
police
department
has
and
will
continue
to
accept
firearms
from
citizens
that
want
to
turn
those
firearms
in.

course,
there's
the
resolution

your

that

the
various
zoning
code

recommendation
to
the
City

timing

that
process.

As
far

zoning
code
update,
we
would
expect
to
complete
that
by
the
end
of
this
year,
if
you
wanted
to
separate
out
the
amendment
that
would
take
about
a
four
month
process
to
do
that.
So
those
are
the
options
in
terms
of
timing,
I,
don't.

Yes,
actually,
the
the
gun
store,
that
was,
there
was
a
non-conforming
use,
and
so
the
gun
stores
are
only
allowed
and
have
been
allowed.
Only
in
the
CBD
area
that
store
was
in
a
different
zoning
district.
That
means
their
new
gun
store
is
not
allowed
to
operate
there.
They
did
not
have
a
conditional
use
permit,
so
they
didn't
have
a
vested
right
to
the
zoning
being
continued
in
their
favor,
having
discontinued
their
business
and
as
I
say,
among
other
reasons,
the
the
staff
would
not
be
recommending
approval
of
a
gun
store
at
that
location.

is
possible
for
the
maintenance
of
our
street,
like
infrastructure
in
any
typical
year
between
six
to
eight
Street
pores
are
damaged
and
need
replacement.
The
lead
time
between
the
order
of
those
pores
and
the
delivery
is
very
large.

few
months
and
replacing
timely
replacement
of
those
pores
is
important
from
a
public
safety
point
of
view
reason.
Why
is
important
for
us
to
maintain
a
level
of
pores
in
stock?
The
last
time
fan
the
sea
reproaches
polls
was
in
early
2010
is
to.

To
complete
our
stock
polls,
the
department
went
out
in
February
requesting
proposal
for
four
streetlight
poles
for
proposals
received
by
the
by
the
department
and
the
lowest
responsive.
Peter
is
alameda,
electric
and
alameda
electrical
is
our
recommendation
to
authorize
the
purchase
of
those
poles
for
a
total
cost
of
thirty
four
thousand
dollars?
The
thirty
four
thousand
dollar
is
included
in
our
operating
budget
on
the
on
the
street
lights
part
and
mark
areas.
I
am

for
any

but
you
might
have.
