our
communities,
public
welfare
and
safety
is
greatly
dependent
upon
our
law
enforcement
officers
and
whereas
president
john
f
kennedy
first
designated
May
fifteenth
as
peace
officer
memorial
day
in
1961
and
declared
that
week,
national
police
week
in
recognition
of
the
men
and
women
who
stand
guard
to
protect
the
people
of
the
United
States
with
law
enforcement
and
whereas
we
honor
those
men
and
women
of
law
enforcement
who,
through
their
courageous
deeds,
have
made
the
ultimate
sacrifice
and
service
to
their
community.
And
we
pay
our
respects
to
the
survivors
of
these
fallen
officers.

whereas
the
members
of
the
San
Bernardino
play
an
essential
role
in
protecting
the
rights
and
freedoms
of
the
citizens
of
San
Bruno
by
safeguarding
life
and
property,
by
protecting
our
citizens
against
violence,
disorder
and
deception,
and
whereas
the
men
and
women
of
the
San
burnet
and
all
law
enforcement
officers
and
unceasingly
provide
a
vital
public
service.
Despite
the
risks
and
hazards.

therefore,
be
it
resolved
that

Wayne,
mayor
of
the
city
of
San
Bruno,
hereby
proclaim
the
week
of
May
12
through
May
18
2013
as
national
police
week
and
I
encourage
all
residents
to
join
me
in
commemorating
law
enforcement
officers
past
and
present
to
have
rendered
dedicated
service
to
their
community
of
preserving
the
rights
and
security
of
all
citizens.

police
we
get
to
honor
those
officers
that
gave
the
ultimate
sacrifice
for
their
community

you
mentioned,
tomorrow

national
police

names
of
120
officers
will
be
added
to
the
peace
officer.
Memorial
and
two
of
those
officers
are
from
California.
That's
120
too
many
to
help
honor
these
officers
and
national
police
week.

always
hold
police
day
at
tanforan
that
was
held
last
Saturday
and
thank
you
to
the
citizens.

those

hearing

introduce
a
revised,
massage
establishment
ordinance.
You
looked
at
a
draft
of
this
ordinance
at
the
last
meeting
before
the
last
meeting,
we
actually
sent
a
copy
of
that
staff
report
and
the
draft
ordinance
off
to
all
the
property
owners
and
all
of
the
massage
establishment
owners,
so
they
could
take
a
look
at
it
and
could
come
to
the
to
the
meeting.
Last
time.
At
that
last
meeting,
you
review
the
draft
ordinance.
You
made
some
comments
about
it.

There
were
some
member
of
the
public
who
was
actually
the
government
affairs
representative
from
the
camtc.
That's
the
California,
massage
therapy
council
and
they're
the
state
organization
that
is
oversees
the
massage
business.
So
we
talked
with
her
after
the
meeting
and
incorporated
she
had
some
suggestions
that
she
sent
in
writing.
We
made
some
of
them.
We
just
respond
to
two,
but
some
of
the
suggestions
she
had
for
text
changes.
We
did
add
to
the
ordinance
and
you'll
see
all
of
those
in
bold
italics.

prior
to
this
meeting.
We
also
went
ahead
and
sent
the
staff
report
and
the
ordinance
again
off
to
all
the
property
owners
and
all
the
massage
establishments,
so
they
could
be
here
and
make
any
comments,
and
so
they
would
we
be
sure
that
they'd
be
aware
of
the
ordinance
and
what
was
being
proposed.
The
ordinance
that's
in
front
of
you
tonight
we
think,
represents
the
best
practices
around
the
state
for
the
current
evolution
of
massage
ordinances.

we
talked
about
last
time,
state
law
does
continue
to
constrain
the
city's
ability
to
discover
and
prevent
illegitimate,
massage
establishments
before
they
open,
so
we're
now
having
to
focus
on
more
police
and
code
enforcement,
and
we
told
you
last
time
as
well
that
that's
going
to
involve
a
concerted
effort
from
those
departments
as
well
as
finance
department
and
the
City
Attorney's
department
as
well.
In
any
event,
we've
incorporated
all
of
the
changes
in
the
ordinance
that
we
think
are
appropriate.

There
were,
there
were
two
things.
One
of
the
suggestions
did
in
fact
make
it
stronger
the
Beverly.
May
the
representative
pointed
out
that
there
was
a
provision
of
state
law
that
was
recently
introduced
that
allows
us
to
prohibit
a
new,
massage
establishment
from
occupying
the
same
place
as
an
old
establishment.
If
that
was
thrown
out
or
it
was
in
violation,
so
that's
in
there
there
is
there
is.

Unfortunately,
what
we
found
is
detailed
in
the
last
staff
report
is
that
just
because
you
get
a
certificate
from
the
camtc
doesn't
necessarily
mean
that
you
won't
then
later
engage
in
in
activities
which,
let's
say
you
probably
didn't,
learn
in
at
that
massage
school.
So,
as
a
result
of
that,
we
think
it's
important
for
for
staff
to
have
the
ability
to
look
at
those
transcripts
and
make
sure
that
they're
valid
and
they
come
from
schools
that
that
actually
exist.

Good

mayor
members

the
City
Council,
the
city
is
self-insured
for
workers,
compensation
claims
or
claims
arising
from
injuries
incurred
on
the
job
up
to
the
initial
750
thousand
dollars,
which
covers
medical
disability,
salary,
continuation
and
legal
costs.
This
means
that
the
city
directly
pays
for
all
claims
below
that
750,000
dollar
self-insured
retention
level
for
any
claim.
Above
this
amount,
the
city
maintains
a
commercial
excess
workers,
compensation
policy
up
to
the
statutory
maximum.

The
city's
current
exes
workers
compensation
policy
through
our
insurance
expires
on
jun
30
2013,
as
part
of
the
renewal
process
quotes
for
coverage,
were
requested
from
several
different
commercial
insurance
groups
and
evaluated,
along
with
other
options
for
insurance
coverage,
which
includes
risk
pools.
As
you
may
be
aware,
the
city
currently
participates
in
at-risk
pull
the
a
bag
risk
pool
for
coverage
for
the
liability
and
property
programs.

The
benefit
of
a
risk
pool
is
that
they
are
typically
able
to
secure
more
competitive
pricing
for
insurance
coverage
due
to
their
significant
membership
volume,
and
they
have
the
ability
to
smooth
out
the
market
volatility
from
year
to
year,
so
that
results
in
more
consistent
pricing.
Typically,
in
evaluating
these
options,
city
staff
found
that
many
neighboring
agencies
are
currently
participating
in
obtaining
excess
workers.

In
addition,
the
city
has
the
ability
to
lower
its
self-insured
retention
level
to
as
low
as
125
thousand
dollars
through
participation
in
this
program
in
the
current
at
commercial
market
is
difficult,
almost
impossible
to
look.
Go
below

750,000
dollar
amount
without
very
much
significantly
increasing
the
premium.
The
city's
cost
to
participate
in
the
CSEC
exes
workers.
Compensation
program
is
estimated
to
be
about
85
thousand
dollars
to
maintain
a
750
thousand
dollar
SAR.
That's
about
sixty
thousand
dollars
less
than
what
we
paid
this
year
for
our
commercial
insurance
coverage.

addition,
staff
is
evaluating
potentially
dropping
the
self-insured
retention
amount
to
five
hundred
thousand
dollars,
which
would
still
be
below
the
current
year
premium.
That
is
paid,
however,
in
the
last
eight
years
for
your
frame
of
reference
no
claim
has
actually
exceeded.
The
750
thousand
dollar.

in
the

As
you
know,
the
goal
of
the
sidewalk
repair
program
is
to
make
sidewalk
safe
and
accessible
for
all
users
to
accomplish
is
the
city
established
a
six-year
program
in
2007
to
repair
damaged,
sidewalks
identify
in
a
city
wide
inventory.
This
inventory
is
then
continuously
updated,
as
staff
received
individual
complaints.
The
target
of
this
six-year
program
is
to
address
all
the
recorded
City
responsible,
sidewalk,
with
three-quarter
inch
or
greater
defects.
The
program
also
has
a
property
owner
practice
participation
component,
which
provides
the
property
owner
the
opportunity
to
use
City
contractor
to
repair
their
damaged
sidewalks.

Today
the
city
has
completed
three
construction
contract
and
repair
over
a
thousand
damaged
sidewalk
locations.
This
item
in
front
of
you
tonight
is
the
fourth
in
the
last
contract
for
the
current
program.
When
this
contract
is
completed,
it
will
conclude
this
six-year
program.
Staff
will
return
to
the
City
Council
to
discuss
and
recommend
the
new
program
as
part
of
the
CIP
adoption
process.

This
proposed
contract
will
repair
397
locations
with
three-quarter
inch
or
greater
defects.
The
number
is
a
combination
of
the
initial
sidewalk
inventory
and
the
updates
from
the
individual
complaints.
If
the
City
Council
Awards,
this
contract
staff
will
mail
letters
notifying
approximately
2000
property
owners
of
the
participation
program
component,
these
property
owners
are
the
ones
that
have
recorded
three
quarter.
Inch
in
above
sidewalk
deficiencies
staff
will
also
put
post
the
program
opportunity
on
city
website,
cable
and
insert
a
short
program
description
in
the
utilities.

the
specific

the
proposed
contract

we

two
bits:

lowest
bidder
is

our
construction
and
their
bid
amount
is
not

bid
proposal
and

also
completed
the
three
previous

contract

repair
city

sidewalks

15-percent
contingency
for
this
contract,

brings

a

as
the
construction
contract
budget.

to

this

construction
is
anticipated

start
in
July
staff
will
start
notifying
the
property
owners
in
June,
and
this
contract
is
anticipated
to
end
next
July.

reimbursement

the
property
owners.

the
next
step
of
enforcement,
which
wasn't
fully
implemented
yet
most
of
the
residents
were
willing
to
work
with
the
city
and
showed
willingness
to
work
and
to
do
the
repair
when
they
were
asked.
The
overall
intent
of
this
phase.

was
defined
was
for
the
city
to
show
the
leadership
and
to
fix
all
of
the
deficiencies
in
the
sidewall.
Courage
was
serious
responsibility
and,
with
this
last
contract,
that
goal
will
be
achieved
all
of
the
known
deficiencies
for
which
the
city's
responsible
will
be
repaired
at
the
end
of
this
contract.

main
purpose

also
the
public
education
that
this
will
be
a
very
extensive
public
outreach
to
let
the
residents
know
that
is
their
responsibility
and
they
have
to
take
responsibility
for
the
repair
of
those
efficiencies,

this

incorporated
on
a

ongoing
sidewalk
repair
program
with
a
more
aggressive
enforcement
will
be.

verify
the

we

work
with
the
parks
department
to
verify
whether,

we
found

street,
whether
that's

city-owned

city
maintained
tree
and
the
turnaround
usually
is
about
within
a
week,
we
can
give
an
answer
to
the
property
owner.

we're
using
was
done

2004.
Things
may
have
changed

time.
That
inventory
has
only
been
updated

field

problematic
and
they
haven't

inputted
into
our
database.

may
remain
outstanding
after
the
completion
of
this

owners

our

problems

closely
related
to

presentation
this
evening
is
to
provide
an
overview
of
the
2013-14
garbage
rate
adjustment
proposals
provided
by
our
franchise
garbage
provider
Recology
san
bruno.
I
will
begin
by
providing
an
overview
and
then
I
will
hand
it
over
to
Kirsten
fenokee
general
manager
of
Recology
san
bruno,
who
will
provide
more
information
about
the
proposed
organics
program.

These
rate
increased
proposals
have
been
reviewed
with
the
City
Council
subcommittee,
members,
mayor,
Ruane
and
city
council
member
Salazar,
and
ask
that
they
please
provide
any
additional
information
that
they
wish
to
provide
the
city's
franchise
garbage
provider.
Recology
san
bruno
is
entitled
to
a
detailed
rate
adjustment
every
three
years,
with
interim
rate
adjustments
limited
to
CPI
and
pass
through
disposal
costs.

First,
however,
this
Marsh
first
deadline
did
not
anticipate
the
45-day
owner
property
owner
notification
process
also
referred
to
as
a
proposition
218
process,
which
requires
the
City
Council
to
approve
the
advertisement
of
the
rate
by
mid-march
in
order
to
meet
a
July
first
implementation
date.
In
prior
years,
Recology
has
been
able
to
provide
the
city
with
the
rate
adjustment
proposal
well
before
the
March
first
deadline
to
accommodate
this
process.
However,
due
to
the
complexity
of
both
the
detailed
rate
year
analysis
and
the
supplemental
organics
proposal,
an
early
submit
all
was
not
possible.

city
met
with
the
City
Council

rate
review

Various
options
were
discussed
and,
in
the
end,
the
subcommittee
provided
direction
to
delay
the
implementation
of
the
base
rate
until
September
first
to
allow
sufficient
time
to
review
the
rate
proposal.
This
two-month
delay
results
in
a
slightly
higher
2.61
percent
rate
due
to
its
collection
over
10
months,
rather
than
a
full
12
months.

meeting
with
the
subcommittee,
it
was
determined
that
the
firm
of
H,
F
and
H-
consulting
it's
formally
referred
to
as
Houghton
foreign
cough,
would
be
engaged
to
review.
The
two
rate
proposals,

is
a
firm
that
specializes
in
the
area
of
recycling
in
solid
waste
and
their
expertise
allows
for
more
rigorous
review
of
the
rate,
as
well
as
the
mechanics
of
the
organics
program.
So
they
were,
they
could
come
in
and
evaluate.

proposal
and
the
number
of
trucks
needed
in
the
routes
and
really
evaluate
whether
or
not
the
proposal
was
exactly
what
the
city
needed.

proposals,
accurate,
really
accurately

current
collection
process
is
for
the
green
waste
bin
is
to

weekly
service,

put
out
your
green
waste
bin

it

serviced
if
the
city
were
to
move
to
organics.

biggest
change
and
what's
one
of
the
biggest
cost
drivers
is
that
that
service
becomes
a
weekly
service
because
food
goes
into
the
green
waste
bin.

addition

accommodate

moving
from
bi-weekly

collection

cart
will

include
not

be
allowed
to
put
in
food
and
soil
paper
products
into
the
green
cart
and
again.

carbon
footprint

adding

to

to
provide

affirmative
answer

that

a

allowed

this

example
of
the
process
that
organic
material
will
go
through.
It
goes
from
your
plate
to

compose
to
your
compost,
pail
on
your
kitchen
counter
or
under
your
kitchen

Wherever
you
choose
to
use
it,
you

it
out
and
you
dump
it
into
your
green
container.
Recology
will
then
come
weekly
in
service
and
empty.

that
container,

then
is
brought
to
our
transfer
station,

hauled
into
a
tractor
trailer
taken
to
our
processor

the

result,
is

beautiful
what
they
call
black
gold
in

corner

organic
program
in
San,
Bruno
will
actually
allow

city

host
compost
giveaways.

it's
another
great
feature
for
our
city

able
to

out
some
of
this
compost
to
our
residents.

organics
program
in
San,
Bruno,
there's,
a
lot
of
reasons,
a
few
of
which
will
mention

organics
program,
does
and
will
help
us
meet
the
statewide
goal
of
75%
diversion
in
2020.

was
set
forth
by
a
bee.

programs
such
as
organics
takes
a
long
time
to
mature.
We
are
very
close
to
the
year
2020.
So
now
is
the
right
time
to
start
a
program
in
order
for
us
to
bring
the
program
to
maturity
and
be
super
processors
by
2020
environmentally.

worked
with
the
city
and
developed
a
commercial
pilot
program
to
allow
us
to
meet
the
needs
of
our
commercial
customers
in
since
then,
we've
grown
our
pilot
program,
as
you
can
see,
there's
a
few
more
but
we're

proud

say
that
John
Muir
school
is
an
extremely
good.
Organic
composters
bel
air
school
has
been
online
recently
and
we
also
work
with
skyline
college
there,
pacific
dining
their
cafeteria
is
participating
in
the
program
and
great
feedback
there.
Before
the
commercial
pilot
program.

were
diverting
about
thirty
percent
of
their
garbage
through
just
single
stream
recycling
during
this
pilot
there
at
forty-eight
percent.
So
they
are
diverting
almost
fifty
percent
of
their
waste
right
now
and
it
can
only
get
better
with
more
education,
as
the
employees
start
to
jump
online.
So
we're
very
proud
of
that.

also
proud
to
say
that
we've
worked
with
the
city
and
we're
rolling
out
a
residential
pilot
program
in
June,
so
we've
worked
together
to
select
some
areas
of
san
bruno
and
some
residents
are
going
to
be
notified
shortly.

we

be
spending
the
next
seven
to
eight
months,
really
pre,
educating
the
residents
and
commercial
businesses
of
the
city
in
order
for
them
to.

order
for
the
program
to
be
very
successful,
we
believe
the
key
to
success

failure
is
keeping
the
public
informed,
so
we're
going
to
do
our
best
to
really
educate
them.

a
kind
of
snapshot

couple
of
cities
that
are
similar
to
ours
in
size,
Pacifica
rolled
out,
both
single
stream
and
organics
at

same
time,
but
they
as
you
can
see,

garbage

twelve
tons
and
they
increase
their
organic
by
three
hundred
and
twenty
tons.

they
really
grasped
onto
the
organics
program
and
did
a
great
job

cupertino

some
little
bit
larger
than
us
reduce
their
garbage
by
fifty
percent.

David
Wolter
in
the
Community
Development
Director
for
the
city
of
San,
Bruno
and
here
tonight
to
present
this
staff
report
the
sighting
question.
The
crossing
hotel
site
has
been
envisioned
by
the
city
for
hotel
since
the
late
1990s.
In
fact,
with
the
decommissioning
of
the
u.s.
Navy
site
and
the
formation
of
the
San
Bruno
redevelopment
agency,
this
site
was
specifically
envisioned
for
a
specific
plan.
The
specific
plan
was
prepared
for
a
20
acre
area.
P
It
had
envisioned
a
mixed-use
development
on
this
property,
including
a
hotel
and
the
hotel
at
that
time,
and
the
specific
plan
was
identified
to
be
about
a
500
room
hotel
with
a
5,000
square
foot
restaurant
facility
and
parking
in
2001.
The
specific
plan
was
adopted,
a
certified
eirwyn
approved
by
the
city
and
then
in
2001.
That
document
was
amended
amended
to
allow
for
residential
development
within
the
20-acre
overall
area
was
also
amended
in
2005
to
allow
for
commercial
development
to
occur
in
a
more
concentrated
format
along
El
Camino
Real
in
2007.
P
In
the
meantime,
the
property
has
been
developed
and
over
the
last
10
years
or
so
most
of
the
property,
except
for
about
an
acre
and
a
half
has
been
developed
and
that
acre
and
a
half
is
the
remaining
area
for
a
hotel
in
October
of
2012
the
city
prepared
and
distributed,
and
are
p
a
request
for
proposals
to
prospective
hotel
developers
to
see
what
the
interest
would
be
in
actually
developing
a
select
service,
hotel
of
say,
120
rooms
or
more
on
this
site.
The
rfp
was
well-received.
The
city
received
five
proposals.
P
The
city
evaluated
those
proposals,
the
staff
identified
a
particular
developer,
oat
oto
development.
That
seemed
to
be
the
preferred
developer
to
proceed
ahead
with
the
project
made
a
recommendation
to
the
city
council
to
go
forward
with
OTO
development.
Earlier
this
year
in
2013,
and
in
fact
the
City
Council
received
the
city
staff
recommendation
and
move
forward
to
indicate
that
the
city
would
go
forward
and
negotiate
an
exclusive
negotiating
rights
agreement
with
OTO
for
select
service
Hotel
on
that
site,
and
that
was
earlier
this
year
in
February.

We're
at
this
point
that
we
have
a
prospective
hotel
developer.
We
have
a
site,
that's
about
a
hunt
about
1.5,
acre
in
size
and
and
clearly
they
originally
envisioned
500
room
hotel
on
a
much
larger
site
is
no
longer
appropriate
for
that
location.
There's
a
need,
consequently,
to
amend
the
specific
plan.
The
city
staff
is
prepared
at
this
point,
to
amend
this
specific
plan
based
on
the
proposals
that
were
received
for
a
select
service,
smaller
hotel.

Environmental
document
and
the
information
we've
gotten
back
suggests
that
detailed
initial
study
would
be
the
first
step
to
evaluate
what
the
appropriate
environmental
document
would
be
and
in
terms
of
the
environmental
documentation
that
could
range
say
from
an
addendum
to
the
existing
environmental
document,
to
a
more
detailed,
more
thorough
analysis,
which
would
either
be
a
supplemental,
a
ir
in
mental
impact
report
or
subsequent
environmental
impact
report.
And
so
with
that
we've
identified
of
the
proposers
on
the
RFP
we've
identified.

Esa
environmental
sciences
associates
as
being
the
firm
that
was
most
responsive
to
our
request
for
proposals.
That's
the
firm
that
prepared
the
original,
a
ir
for
the
specific
plan
for
the
site.
They
also
did
the
environmental
documentation
for
the
to
addendum
that
were
prepared
in
2001
and
2005,
so
they
seemed
best
position
most
knowledgeable
about
the
site
to
proceed
ahead
with
the
environmental
documentation.

The
proposal
we
received
envisions
preparing
an
initial
study
that
would
look
at
changes
in
the
project,
as
I
mentioned
at
one
point,
we
were
looking
at
a
500
room,
hotel
or
so
on
this
site.
It's
now
120
rooms,
plus
the
site,
has
been
reduced
in
size.
So
the
initial
study
would
look
at
changes
in
the
project.
It
would
look
at
changes
in
conditions.
This
area
is
now
this
particular
site
is
mostly
developed
and,
of
course,
since
2005,
the
last
time
the
environmental
documentation
was
prepared
on
this
project.

With
that.
We
feel
it's
timely
to
proceed
with
this,
and
we
are
recommending
this
evening
that
you
authorize
the
city
manager
to
execute
a
contract
with
the
essay
Environmental
Services
associates
in
the
amount
up
to
one
hundred
and
six
thousand
dollars
to
prepare
an
initial
study,
an
initial
environmental
study
and
further
environmental
documentation,
as
may
be
needed.
Based
on
that
initial
study
to
support
the
amendment
to
the
US
Navy
site
and
its
environment.

plan

the
changes

talked
about
in
terms
of
the
hotel,
sighs
and
site
and
and
then
also

appropriate
up
to
one
hundred
and
six
thousand
dollars
from
the

fund
to

for

to
the
staff
report
for
your
consideration

recommendation
tonight

go
forward
and
adopt
that

mechanism

sort

track

return

expect

that
return

sufficient
enough
that

cost
would
be
recovered

short

possible
that

could
dedicate

you
wanted

Council

made

prudent
decisions

over

couple

establishment

reserve
funds,

amount
is
not
being
requested
to
come
from
any
of
those
reserves.

may
remain
intact
and
in

city

not
have

great
deal

funds

deployed
and
in
discretionary
manners
there,
there
is
sufficient
available
resource
to
take
care
of
this
particular
activity

damaging

city's
other
previous

overall
integrity
of
the
general
fund
operating
budget
and
again,
if
it
was
the
council's
interest
to
look
at
this
as
an
investment
against
future
transient
occupancy
tax.
That
is
certainly
a
justifiable
unwarranted
type
of
approach.

just
because
we

be
forgoing
some
some
of
that

years
as
an
incentive

spreads
it

payback
period
pushes

bit
farther

kind

wondering
how
that
all
plays
out

we
plan

evaluate
this
going
forward,

very
early
stage
in
understanding
what

cost

revenue
dynamics
of
a
project
are
likely
to
be.

certainly
consider
those
issues

we
continue

negotiate

developer

which
obviously
we're
going
to
do
anyway,
but
to
include
this
topic
as
part
of
those
discussions

as
part

that
information

the
City

wish
it

so
simple,
it's
not
and
that's
why
there's
a
need
to
prepare
that
detailed
initial
environmental
study
too,

look

changes

circumstances.
It's

smaller
project,
no
question
about
that,
but
some
time
has
passed
since
2005
the
area
is
developed
in
the
surrounding
area.

There
are
some
new
requirements
in
terms
of
state
law,
so
it
is
necessary
to
to
evaluate
those
changes
of
conditions
to
to
look
at
new
information
in
terms
of
greenhouse
gas
emissions,
to
evaluate
traffic
impacts
and
and
once
that
detailed
environmental
initial
study
is
prepared.
At
that
point,
then
we'll
have
more
information,
as
we
work
with
the
consultant
to
determine
what
the
appropriate
level
of
environmental
review
is.
So
it's
it's
premature
at
this
point
to
speculate
on
that.

we

anticipate
having
to
redo
the

fact,
as
I
indicated

the

report,
since
the
late
1990s,

city
has
anticipated
building

hotel

this
site

specific
plan
amendment
is
necessary
to
proceed
with
that
vision

the
environmental
documentation
is
necessary
to
proceed
with
that
vision.

regardless
of
whether
it's
OTO
development
or
some
other
entity
that
would
want
to
develop
the
site,
the
specific
plan
amendment
and
the
environmental
documentation
would
be
required.
