Description
San Bruno City Council Meeting January 10, 2012
10e. Authorize a Purchase Agreement for Multiple Trucks for Water Department and Cable Company.
B
Evening,
as
you
can
see,
this
will
be
a
team
effort
tonight.
I
will
present
the
general
purpose
of
dissection
and
I
will
let
the
direct
users
al
Johnson
and
Mark
reinhardt
to
present
the
replacement
need,
from
a
user
point
of
view,
to
support
the
overall
operation
of
the
series.
The
city
manage
our
own
fleet
of
vehicles
and
equipment
based
on
the
guiding
principles
said
by
the
City
Council.
Our
fleet
is
managed
to
minimize
cost,
to
provide
reliability,
safety
to
meet
operational
need
to
Mexico,
to
maximize
operational
efficiency
and
to
use
green
vehicle.
B
Whenever
is
possible
as
part
of
the
budget
process
then
to
meet
these
management
goals
is
assess
the
need
for
replacement
based
on
replacement
schedule,
condition
and
functionality
of
the
very
coarse
or
equipment.
The
replacement
schedule
is
an
easy.
In
essence,
jassim
life
expectancy
of
the
vehicle
or
equipment
varies
depending
on
the
type
of
vehicle,
though
the
lowest
replacement
schedule
has
the
police,
cars
for
obvious
reason
and
the
longest
the
heavy
equipment,
specifically
the
vehicles,
discussed
tonight,
trucks
and
the
vans.
They
have
a
typical
life
expectancy
of
seven
years.
B
B
Each
vehicle
replacement
is
scrutinized.
Irregardless
of
the
funding
of
the
funding
source
case
by
case
two
of
the
trucks
discussed
tonight
or
funded
through
water,
Enterprise
Fund
to
Vance
or
funded
by
cable,
Enterprise,
Fund
and
one
is
by
sewer
Enterprise
Fund
after
the
budget
is
approved
to
save
money
and
on
the
cost
of
the
vehicles
on
and
also
on
administrative
costs.
Then
the
department,
the
bundles,
those
the
same
type
of
equipment
in
his
in
the
same
group
and
goes
out
to
beat
those
group
of
vehicles
in
this
case
those
were
defiled.
B
B
In
the
same
time,
the
city
saved
about
twelve
to
fifteen
percent,
but
really
mean
between
twenty
nine
thousand
and
thirty
seven
thousand
dollars
on
this
action,
which
basically
makes
up
the
silicon
actually
saved
the
cost
of
one
when
bundling
them
together.
At
this
time
I
will
add
al
Johnson
first
to
present,
from
the
user
point
of
view,
a.
C
Good
evening,
mayor
and
council,
as
you're
aware
of
the
CATV
fans,
are
used
daily
for
service
by
the
employees
for
service
calls
and
residential
business
customers,
and
after
hours,
the
more
you
the
majority
of
our
fleet
is
14
years
old.
We
most
of
them
are
in
good
shape,
department
has
is
14
vehicles
and
all
has
nine
service.
Bands
has
two
bucket
trucks.
C
Has
one
pickup
has
once
again
when
expedition
that
belongs
to
the
yellow
in
the
past
or
Vance,
sat
in
the
yard
waiting
for
parts
for
over
a
week
due
to
the
age
of
the
parts
us
last
year
there
are
over
14
years
old
manufacturers
do
not
make
parts
anymore
for
them
a
door
latch
breaks,
you
gotta
hunt
for
it
and
they
were
out
of
commission
record
a
while
these
two
vehicles
have
exceeded
their
useful
life.
The
garage
mechanics
have
recommended
replacing
these
two
vehicles.
C
First,
these
vehicles
replacements
were
budgeted
in
the
CATV
2011-2012
capital
improvement
budget,
which
hasn't
has
been
delayed
in
coming
to
you,
as
Claire
mentioned,
we're
taking
advantage
of
bundling
the
CATV
vehicles
with
the
public
work
vehicles
to
save
a
have.
The
cost
savings
keep
in
mind
on
these
vehicles
for
forty
eight
thousand
dollars.
Both
of
them
are
fully
equipped
with
bands
cabinets
ladder,
racks
and
all
the
safety
lights.
They're
ready
to
go,
you
know
is,
what's
there
once
they
are
delivered.
If
you
do
improve
them,
if
you
have
any
questions,
are
they
happy
answer?
Yeah.
A
D
C
E
E
Both
trucks
are
used
365
days
a
year
to
check
repair,
maintain
the
water
pump
stations
in
water
list
stations
or
wastewater
lift
stations
throughout
the
city.
The
trucks
are
in
poor
condition
and
have
many
have
had
many
repairs
done
to
them
over
the
years
and
our
pastor
useful
life,
the
two
trucks
will,
these
two
trucks
will
be
placed
with
2012
ford,
f-350
s
that
will
be
equipped
with
a
dual
rear
wheel,
drive
in
heavy
duty
chassis
for
more
robust
payload
and
towing
capacity.
E
Staff
also
proposes
replacement
of
the
water
divisions,
2000
easy
to
cab
and
chassis
service.
Truck
that
is
used
for
service
calls
leak,
repairs
and
emergency
water
main
repairs.
This
truck
has
over
30,000
miles
of
stop
and
go
driving
frequent
towing
of
a
variety
of
equipment
such
as
pumps,
emergency
hoses,
portable
generators.
E
The
back
of
the
trek
is
also
used
as
a
workstation,
while
on
the
job
site,
the
12
year
old
service
truck
has
holes
on
top
of
the
to
a
compartment
that
leaks
into
the
tools,
repairs,
fittings
and
chassis
shows
a
sign
of
fatigue
and
has
been
patched
weld
it's
over
patched
and
welded
several
in
several
areas
over
the
years.
This
is
a
this
is
this
is
a
pork
condition
and
should
be
replaced.
A
B
D
Say,
let's
just
ask
if
you
guys
had
an
opportunity
and
I
know
this
is
probably
a
lot
more
than
you
can
fit
into
everything
else
you
have
to
do,
but
if
there
was
any
analysis
done
in
the
total
cost
of
ownership
over
on
the
specific
vehicles
that
you're
requesting
over
the
life
of
the
vehicle,
what
do
the
replacement
parts
cost?
How
easy
are
they
to
get?
You
know
the
life
of
certain
components,
those
sorts
of
things.
Do
you
guys
get
into
that
at
all.
F
On
the
Vans
you
well,
you
answered
that
they
were
at
which
I
was
unaware.
They
were
going
to
be
part
of
the
cap
improvement
and
request,
which
we
haven't
seen
him.
That's
why
they're
there
so
I
appreciate
you
clarifying
that
I
guess
what
we
did.
Is
you
bundled
and
saved?
Is
that
what
you
did?
Yes,
just
like
our
trucks
advertised
there
you
go.
I
was
just
referencing
that
I
wanted
to
make
a
plug.
F
I
want
to
thank
the
department
and
Marty
Cardone
this
morning
prior
to
7am,
before
the
vehicles
were
out,
I
went
down
to
see
them
see
them
first
hand,
and
it
is
not
an
exaggeration
as
far
as
the
rust
and
the
other
items
that
were
described
I
also-
and
please
correct
me
if
I'm
wrong
on
the
Vans.
Also
they
don't
carry
the
amount
of
weight
with
all
the
items
and
apparatus
that
they
go
out
on.
The
cable
calls
the
the
ones
of
the
1997
that
we
currently
have,
and
so
that
would
be
imprudent
to
that.
C
F
I
think
there
was
even
one
of
the
staff
members
who
drives
one
of
the
vehicles
in
question
and
public
works.
I
guess
at
42
or
45.
It
starts
to
shake.
This
is
one
that
has
over
a
hundred
thousand
miles
and
it
probably
is
it
obviously
overdue
and
is
rusting
and
what-have-you.
So
by
my
my
my
eye,
which
you
know
that
that
matters-
and
I
think
these
are
reasonable
and
I
appreciate
the
at
the
detail
and
the
assistance
this
morning.
Thank
you.
