receive
a
presentation
from
the
caltrain
joint
powers,
board
and
staff
regarding
the
schedule
for
construction
of
the
San
Bruno
grade
separation,
and
this
evening
it's
my
pleasure
to
welcome
mark
Simon,
who
is
the
executive
officer
for
public
affairs
for
caltrain
all
right.

I'm
a
former
San
Bruno
rotary
boy
of
a
month
in
1969,
so
this
is
a
particularly
special
occasion
for
me.
Having
grown
up
and
gone
to
crestmore
high
school
and
I,
don't
know
why
they
didn't
they
close
the
damn
place,
but
that's
not
that's
not
for
tonight's
agenda.
In
November,
28
2006,
Mike
Scanlon,
the
CEO
of
caltrain,
came
to
this
city
council
I
committed
then
committed,
be
the
right
word
from
your
perspective
that
we
would
begin
work
on
the
grade
separation
project
in
this
town.

Five
years
from
then
we
needed
to
delay
it
because
we
had
some
significant
projects
to
work
on
most
of
them
coming
under
the
heading
of
the
state
of
good
repair,
I'm
delighted
to
be
here
tonight
to
announce
that
we're
ready
to
begin
working
on
this
project
now
ahead
of
schedule.
The
schedule
that
might
describe
it
is
a
project.
That's
going
to
require
an
expedited
effort
because
of
the
availability
of
a
significant
amount
of
state
funding.
We
already
have
begun
working
very
closely
with
your
staff,
Kent
Connie
Jackson
and
Clara
fabry.

We've
been
outstanding
in
terms
of
all
the
work
we
need
to
do
in
a
lot
of
which
we
need
to
do
in
a
hurry
President.
Today's
meeting
is
staff
from
caltrain,
including
loyola
rano,
who
has
been
working
very
closely
with
your
staff
Raphael
below
Bolin,
who
is
the
project
manager
and
we
shouldn't
forget
Rob
scarpino,
who
is
one
of
our
top
rail
engineers
and
he's
a
san
bruno
resident
who
served
on
the
CAC
for
this
project
quite
some
time
ago.

continue
to
be
here

make
sure
we
keep
ourselves
honest.
This
is
an
important
project
to
caltrain,
because
it
allows
us
to
significantly
improve
the
safety
and
operational
status
of
this
particular
stretch
of
the
railroad.

important
to
us,
because
we
know
it's
important
to
san
bruno.

the
project
and,

course,
we're

Evening
as
the
manager
of
the
caltrain
capital
program,
the
sandwing,
a
great
separation
project,
is
looked
at
as
one
of
the
most
important
projects
we
have
in
the
program
today
and
we're
thankful
for
the
opportunity
to
kick
off
that
project
tonight
off
here
with
you
and
to
give
you
an
update
on
what
we've
done
so
far
since
we
resumed
work
on
the
project.
Earlier
this
year,
we
put
together
a
slide
presentation
that
will
show
you
our
schedule,
our
scope
and
a
sequence
of
work
of
how
we
plan
to
stage
our
construction
in
the
city.

The
goal
of
our
project
is
to
improve
safety
by
eliminating
conflicts
between
vehicles
and
trains
between
vehicles
between
pedestrians
and
trains,
at
crossings
between
I
380
and
San
Felipe
Avenue
in
the
city.
The
goal
of
the
city
of
San
Bruno
is
also
to
provide
a
centerpiece
focal
point
for
the
city's
future
plans.

One
of
the
things
that
I
wanted
to
point
out
is
those
days
are
key
to
making
this
project
successful,
because
it's
it's
a
requirement
that
we
have,
like.
I
said
earlier
as
a
requirement
of
one
of
the
key
funding
sources
that
we
have
on
the
project.
Another
thing
I
wanted
to
show
you
are
the
dates
during
which
the
city
will
be
impacted
by
either
underground
work
or
Street
closures.

So,
in
the
spring
of
next
year,
even
before
we
award
their
contract,
we
expect
to
have
our
utility
company,
such
as
the
fiber
companies,
the
water
company,
PG&E,
Kinder
Morgan,
maybe
relocate
their
lines
or
protect
them
in
place.
Before
we
start
construction.
Now,
construction
will
last
a
little
less
than
two
years
that
will
be
from
September
2010
to
june
of
2012,
during
which
will
have
to
two
periods
of
street
closures
in
the
Spring
of
2011.

What
we
anticipate
is
we're
going
to
have
to
have
at
least
maybe
at
most
at
most
two
weekends
during
which
will
have
to
close,
maybe
two
of
the
crossings
that
will
allow
us
to
transfer
operations
to
a
temporary
track
structure
that
we're
going
to
build,
which
we
call
a
shoofly
we're
going
to
build
that.
While
we
build
the
great
separation
and
we're
going
to
use
that
while
we
build
a
great
separation
and
then
the
following
year,
we'll
do
the
opposite:
will
transfer
operations
from
the
temporary
track
to
the
permanent
grade-separated
structure.

The
pedestrian
crossings
will
be
at
Sylvan.
There
will
be
one
at
new
san
bruno
caltrain
station
and
a
third
at
euclid
avenue.
With
respect
to
the
right-of-way
issues.
We've
been
fortunate
because
we
will
not
have
any
major
property
takes
for
this
project.
The
project
is
well
within
our
right
away.
Now,
we'll
have
a
minor
property
acquisition
that
we
need
to
do
with
melody.

next

we
intend
to
face
the
construction
work
and
toward
the
end,
I'll

renderings
that
I
spoke
about
earlier.

caltrain

the
first
things
we're
going

build
a
temporary
station

south

existing
station.
Once
that's
bill
will
demolish
the
existing
station,
because
the
great
separation
goes

alignment

will
start
operating
from
this
temporary
station.

Bruno
Avenue

currently
how
we
operate.

that's
done,
we
transfer
operations
from
the
main
line
to
the
temporary
line
that
will
allow
us
to
now

tracks
and
start
construction
at
this
area.

this

shows
several
things.
Let
me
start
here

san
bruno
avenue.
San
bruno
will
be
lowered
and
we're
also
going
to
build
the
support
structure
for
a
bridge
that
will
go
over
san
bruno
avenue,
while
we're
doing
that
we'll
have
detours
that
will
allow
traffic
to
continue
through
san
bruno.

Similarly,
in
san
mateo
avenue,
we're
going
to
hear
we're
going
to
lower
san
mateo
avenue
have
the
same
type
support
structure
for
the
bridge,
while
we're
doing
that
the
detour
will
be
just
north
of
that
for
cemetery
avenue.
Finally,
I
want
to
show
you
the
mechanically
stabilized
embankment,
also
known
as
the
MSC
walls.
Those
are
the
brown
structures
you
see
here,
so
this
shows
the
start
of
construction
for
those
walls.

see

bridges
that
will
be
built
over

Bruno,

isn't

but
we're
going

the

that

the
station

southbound

which
is
part

our
project,

the

this
point
all
Street
work,
all
underground
work

that
needs

be

will
be
disruptive

far

traffic
is
concerned
will
be
done
at
this
point.

next
four

One
of
the
things
that
we've
always
been
asked
for.

Our
countering
projects
is:
how
do
we
integrate
with
high-speed
rail
and
the
next
four
slides
will
show
you
how
we
plan
to
do
that
with
the
likelihood
of
high-speed
rail
coming
into
San
Bruno
and
into
the
into
the
peninsula.
Now
what
we're
showing
here
is
if
high-speed
rail
doesn't
come
or
if
they're
they're
done
they're
going
to
start
much
later
than
we
anticipate
we're
going
to
complete
the
northbound
platform.
What
that
does
now?
It
gives
us
a
fully
functional
station.

We
can
transfer
operations
from
the
temporary
station
into
the
functional
station
and
run
caltrain
from
here.
Now.
If
high-speed
rail
comes
we'll
change
that
approach
a
little
bit,
we
won't
have
to
build
the
north
mount
platform
at
that
location.
We
widen
the
tracks
to
now
provide
a
four-track
grade-separated
structure,
okay
and
then
we
build
the
northbound
platform
at
the
end
of
that
that,
with
now
the
reason
I'm
showing
this
widened
platform
here
is
high
speed.
Rail
needs
to
have
its
environmental
clearance
to
build
additional
tracks,
because
the
clearance
is
related
to
increased
capacity.

If
they
don't
have
that
yeah,
we
can
widen
this
platform
temporarily
to
continue
to
allow
access
to
the
trains.
If
they
have
their
clearance
already,
then
we
don't
have
to
build
that
platform.
We
can
just
build
all
four
tracks
and
complete
the
four-track
elevated
structure,
so
the
next
for
the
next
six
lights,
I
think
we'll
just
show
you
the
renderings
that
we
have
to
show
you
the
completed
project.
So
here
is

complications
is
that
the
budget
is
set
and
if,
over
time,
some
of
these
items
result
in
increased
costs,
it's
something
we
have
to
talk
about
in
the
staffs
been
very
good
at
working
on
these
issues,
and
I
have
to
tell
you
very
good
at
advocating
on
behalf
of
the
city,
which
is,
of
course,
what
they're
supposed
to
do
good.
But
it's
it's
it's
a
process.
It
isn't
something.
That's
necessarily
after
going
to
just
sort
of
come
out
the
way
everybody
was
it's
going
to
have
to
be
some
give-and-take,

This
plan
to
come
through
our
city
and
I
understand
that
we're
talking
hundreds
of
millions
dollars
here,
things
and
we're
talking
you
know
in
high-speed
rail
is
talking
another
sixty
one
grade
separations
throughout
the
state.

thing
is
that
we
have.
We
have
a
community
that
is
understood
that
we
were
looking
out
for
them
and
hoping
to
ease
the
impact
of
this
great
separation
on
that,
and
so
we
did
spend
a
lot
of
time,
not
just
for
colors
and
textures
and
things
but
actual
of
designs.

would
you
know
sort
of
hide
this
thing
as
much
as
it
can
or
make
it
as,
but
as
presentable
as
it
can
and
so
circulation,
wise
material,
wise
landscaping,
wines
and
stuff

it's

right
now,
but
I
mean
it's.
You

we're

going
to
be
pushing
all
the
way
to
the
end

those

we

city

going

need

address

a
very
short
period
of

is

real
ability

stay
on
this
project

keep

caltrain
schedule,

they
have
mentioned,
is
very
important
to
them.
It's
it's
a
strong
interest
and
advantageous
to
us
now
that
we've
waited
these
several
years
for
the
grade
separation
that
we
had
anticipated
in
on
an
earlier.

the
community
public
services
director
and
I
have
begun
to
discuss
what
in
in
real
terms,
we
might
need
to
discuss
with
you
about
resources
in
order
to
meet
that
commitment
and
to
address
the
concerns
that
I
anticipate.

have
and
we
will
continue
to
have
as
this
project
moves
along
on
a
on
a
fast
pace.
So
we
will
be
coming
back
to
you,
probably
at
the
next
meeting,
to
discuss
that
a
little
bit

mayor
and
city
council,
the
Mossad
massage
establishments
are
currently
regulated
in
two
chapters
of
the
San
Bruno
Municipal
Code
Chapter,
four,
as
well
as
chapter
12.
The
City
Council
is
already
reviewed
and
approved
a
new
ordinance
related
to
chapter
four
and
massage
establishments
about
two
months
ago.
Tonight's
municipal
code,
that
is
before
you
is
within
the
zoning
ordinance
and
what
the
zoning
ordinance
does
is
regulates
land
use
within
the
sand
with
in
san
bruno.

So
it
says
what,
among
other
things,
it
says
what
type
of
businesses
you
can
put
where
and
form
start
massage
establishments
the
way
it
is
currently
regulated.
Our
zoning
ordinance
says
that
almost
all
and
massage
establishments
are
adult
uses
and
therefore
cannot
be
within
500
feet
of
residential
districts
within
schools,
so
they're
pretty
much
zoned
out
of
most
land
use
areas
other
than
tanforan
and
probably
in
town
center
and
certain
areas
at
Bay,
Hill,
so
there's
very
little
locations
that
they
can
be
placed.

This
regulation
is
very
similar
to
other
regulations
within
California
and
around
the
United
States,
and
because
of
this
because
of
this
pretty
much
prohibition
of
massage
uses
within
most
cities,
legitimate,
massage
establishments
came
together
and
they
lobbied
with
the
state
and
they
got
a
new
law
passed
and
what
that
law
does
is
create,
a
non-profit
which
will
regulate
massage
establishments
within
the
state
of
California.
Basically,
certified
massage
stars
tablet
massage
establishments
within
the
state
of
California,
so
that
cities
can
not
put
further
land
use
regulations
on
them.

What
this
does
within
our
code
and
what
we're
coming
before
the
city
council
tonight
is
to
say,
if
you
are
a
certified
establishment
by
the
state
of
California,
you're,
no
longer
considered
an
adult
use,
so
there
would
be
an
exemption
within
the
San
Bruno
municipal
code
in
chapter
12,
stating
that
and
that
would
allow
these
establishments
to
locate
any
where
the
personal
services
are
allowed,
or
offices
allowed.
So
pretty
much
along
the
El
Camino
within
our
Tod
area.

Within
our
certain
areas
of
a
downtown
area,
there
would
be
allowed
as
long
as
they're
certified
by
the
state.
This
law
would
go
into
fact
30
days
after
the
second
reading,
so
which
would
be
consistent
with
the
state
law
which
is
going
into
effect
in
September.
So

could

of
the
offices,

the
mayor,

recommend
a
ward

a
construction
contract
for
grading
restoration
behind
properties
on
Madison
on
the
screen
is
a
location
plan
that
shows
the
work
that's
proposed.
The
work
will
take
place
on
a
city-owned
parcel,
that's
completely,
surrounded
by
other
private
properties.
All
the
work
will
be
on
city's
property,
but
we
do
have
access
agreements
with
adjacent
property
owners
so
that
we
can
do
the
work.

We
went
through
the
bid
process
and
prepared
plans
and
specs
and
went
out
to
bid,
and
we
had
a
good
response.
We
had
nine
bidders
who
sitted
submitted
proposals.
The
low
bid
was
submitted
by
Tucker
engineering
for
three
hundred
and
forty-one
thousand
dollars.
That
is
much
below
our
engineers
estimate.
We
actually
had
a
very
large
spread
between
the
bidders
from
340,000
up
to
almost
nine
hundred
thousand
dollars,
but
we
had
several
bidders
that
were
in
the
low
range
below
our
engineers
estimate
again.

What
we're
seeing
in
the
current
construction
economy
is,
there
are
individuals
out
there
who
are
submitting
very
competitive
bids.
This
project,
as
I
said,
would
involve
the
removal
of
material.
That's
been
deemed
as
unstable
installation
of
grading
or
of
drainage
improvements,
replacement
of
the
soil
with
site,
with
strengthening
in
their
totally
compacting
and
hopefully
solving
the
weakness
that
we
have
discovered
at
this
location.
The
project
has
a
duration
of
45
calendar
days.

As
far
as
the
project
funding
the
CIP
appropriated,
eight
hundred
and
seventy-two
thousand
dollars
for
construction
and
the
project
plus
contingencies,
a
15-percent
would
be
three
hundred
and
ninety-five
thousand
dollars
so
well
within
our
budget,
and
this
project
is
fully
funded
from
the
storm
drain
capital
fund
and
that
the
source
of
revenue
is
strong
during
assessments
that
are
collected
on
the
property
taxes
by
the
residents
of
the
city
and
with
that.
That

meeting

July,
the
city
manager
and
I
freaked,
the
council
on
both
the
state
budget
and
the
impact
that
the
state
budget
is
it
was
approved
by

legislature
and
signed
by
the
governor,
would
impact
cities,
including
San
Bruno,
the
information
that
you
that
was
provided
to
you
at
that
time
has
borne
out
over
the
last
month
to
be
highly
accurate.

At
that
time,
a
month
ago
was
was
mentioned
that
there
are
really
two
impacts
for
seen
on
san
bruno.
The
first
impact
is
a
borrowing
by
the
state
of
city
property,
tax
funds
that
is
anticipated
to
amount
to
about
eight
hundred
and
twenty
nine
thousand.
Six
hundred
hundred
twenty
to
twenty
nine
thousand
six
hundred
dollars
will
be
taken
will
be
borrowed
from
the
city
in
nine
ten
for
a
period
of
three
years.

tax.
It
also
includes
the
sales
tax
in
lieu
monies
and
the
VLF
in
lose
in
our
books
when
we
record
sales,
tax
and
and
vlf
in
lieu,
even
though
it
comes
in
the
form
of
property
tax,
we
only
actually
record
that
as
sales
tax,
because
that's
that's
what
it
is
and
vlf
we
record
the
in
lieu
as
vlf
and
that's
the
proper
accounting.
For
for
that
there's.

California
communities,
California
communities
will
actually
is
setting
up
a
program
that
would
allow
bonds
to
be
issued
sort
of
like
revenue,
anticipation,
notes
that
would
bonds
would
be
issued.
That
would
allow
the
amount
of
money's
the
cities
are
to
receive
to
actually
receive
that
money
from
the
proceeds
of
these
bonds,
and
then
the
bonds
would
be
paid
back
through
the
repayment
that
the
state
would
be
making
it
rather
than
repaying
us.
If
we
participated
in
that
program,
the
repayment
would
be
made
to
the
bondholders
so
there's
a
program
that
is,
that
is
evolving.

That
would
in
a
roundabout
way
and
allow
us
to
get
what
they're
projecting
to
be
a
hundred
percent
of
our
money
actually
ahead
of
schedule.
We
would
get
it
by
the
end
of
november
if
this
process
worked
rather
than
the
two
payments
in
in
December
and
April
it
is
that
is
still
be
being
developed,
and
the
action
of
the
resolution
is
both
to
to
have
the
Council
on
record,
posing
the
state
takeaways,
but
also
giving
direction
to
the
City
Council.

should
there
be
legal
challenges
to
both
the
property,
either
the
property
tax
take
or
the
redevelopment
that
that
it
would
be
the
position
of
the
city
council
that
the
city
should
be
involved
and
participating
in
those
challenges.
At
this
point,
the
League
of
California
cities
to
my
information
is
not
pursuing
any
legal
action
related
to
property
tax,
because
if,
if
this
securitisation
program
works,
there's
really
no
loss
to
the
city,
but
that
again
will
be
forthcoming.
Probably
in
the
next
month
there
would
be
an
action.

If
you
recall
in
the
budget
and
the
budget
discussions
earlier,
not
knowing
exactly
what
what
the
state
would
do,
there
was
discussion
that,
since
it
was
a
borrowing
that
an
option
for
the
council
would
be
to
take
these
funds
that
were
losing
the
800
nine
thousand
out
of
one
time
reserves
and
with
with
the
anticipation
that
that
money
would
earn
interest
and
be
repaid
at
the
end
of
three
years.
So
that
remains
an
option
to
the
council.

But
at
this
point
it
may
not
be
necessary
just
very
briefly
again
for
the
redevelopment
agency,
not
a
borrowing,
but
an
actual
taking
of
1
million
nine
wanted
to
this
is.
This
is
an
anticipated
by
the
state
that
redevelopment
agencies
will
pay
this
amount
due
by
May
of
2010,
so
it
will
require
ultimately,
a
council
appropriation
of
this
money
that
would
allow
us
to
in
fact
transfer
this
money
and
to
pay
it
from
from
the
state
or
to
the
state
did
want
to
just
point
out
what
you
have
in
front
of.

the
payment
needs
to
come
out
of
the
redevelopment
operations.
You
can't
use
any
of
housing
money
if
you
did
you'd
have
to
pay
it
back.
You
didn't
pay
it
back.
There
would
actually
be
a
death
penalty
for
the
agency,
so
so
we
can't
come
out
of
housing,
but
what
I?
What
I
wanted?
A
poor
point
out
is
looking
at
the
Redevelopment
Agency
budget
for
this
year
you
can
see
that
1.1
million
goes
directly
to
operations.
Our
obligation
for
pass
through
payments,
including
basic
aid,
is
2.9
million.

Our
debt
service
for
the
police
plaza,
is
six
hundred
forty
eight
thousand.
The
interest
payment
to
the
to
the
general
fund
is
200
transfer
to
capital
projects
in
this
year's
budget
is
a
hundred
thousand
dollars
if
the
state
and
when
the
state
takes
1.9
million
dollars
way.
This
year,
the
redevelopment
agency
will
be
in
a
deficit
of
forty
one
thousand
dollars,
so
it
is
not
looking
at
this
year
and
saying
that
the
state
is
taking
excess
money
or
free
money.

Significant

as

agency
is
considering
the
implementation
and
the
the
final
transit
corridor
plan
and
some
of
the
interests
that
the
council
has
potential
even
around
great
separation
or
the
vision.
This
is
a
significant
taking
from

city,

that
is
that
is
in
fact,
subject
of
legal
action.
The
river
just
just
port,
went
out
very
very
briefly.
A
similar
taking
by
the
state
in
08
09
or
a
similar
attempt
by
the
state
was
found
unconstitutional
by
a
Sacramento
Superior
Court.

The
state
changes
the
wording
slightly
and
is
directing
the
money
towards
schools
in
the
redevelopment
agents.
In
the
redevelopment
area,
I
mean
that's
a
pretty
flimsy
restructuring
in
order
to
get
directly
to
get
around
the
port
ruling,
so
the
California
redevelopment
Association
is
pursuing
and
gearing
up
for
legal
action
against
the
state
that
this
is
clearly
an
unconstitutional
taking
and
that
that
is
something
that
I
will
go
see.

That's
gone,
the
anticipation
is
this
year.
They
would
take
one
point:
seven
billion
dollars
from
agencies,
and
next
year
they
would
take
350
million
dollars
from
agencies.
It
would
be
my
personal
view
that
if
they
way
with
taking
1.7
this
year,
that
350
billion
million
next
year
will
be
a
next
bigger,
much
bigger
number.
So
the
significance
of
this
is
not
a
one-time
event,
and
so
the
long-term
impact
on
redevelopment
agencies
has
to
be
significant.
I
That
said
there,
as
the
administrative
services
director
has
articulated,
we
anticipate
that
this
type
of
action
will
continue
and
I
think
we.
We
have
kind
of
a
double-edged
sword
situation
in
that
the
state
has
demonstrated.
In
my
opinion,
it's
clear
inability
to
address
its
own
budget
situation,
and,
while
the
state
legislature
and
the
governor
have
found
a
deal
to
sign
off
on,
it
is
by
no
means
a
solution
to
the
state's
much
more
serious
budget
challenges.
So,
on
the
one
hand,
this
occurring
presumes
or
anticipates
that
it
will
continue
next
year.
I
On
the
other
hand,
if
the
litigation
by
the
CRA
is
in
fact
successful
in
the
state
is
precluded
from
taking
the
redevelopment
resources,
we
should
not
kid
ourselves.
They
have
no
alternative.
There
is
no
plan
B
in
order
to
take
care
of
the
state's
continuing
serious
budget
problem.
So
I
guess
that
that's
meant
only
as
a
word
of
caution
and
reality
check
that
this
is
an
issue
that
is
going
to
continue
to
challenge
us
and
other
cities
up
and
down
the
state
into
the
future.

The
2.9
million
dollars
is
not
only
a
big
number,
but,
as
Jim
indicated
a
moment
ago,
it
includes
not
only
pass
throughs
that
are
made
on
a
formula
attic
basis
to
all
of
the
taxing
entities
within
that
would
otherwise
receive
taxes,
property
taxes
within
the
redevelopment
project
area.
At
the
end
of
that
amount,
a
significant
amount
is
schools,
in
our
case,
just
over
1
million
dollars
of
the
total
1.9
million
dollars
in
basic
pass-throughs
goes
to
schools
just
just
over
half
of
the
amount
that
is
passed
through
initially
passed
through.
I
So
because
of
the
circumstances
of
the
financial
structure
which
are
redevelopment
agency
and
we
have
no
jurisdiction
over
those
school
districts-
and
there
are
two
of
them-
san
mateo,
high
school
district
and
the
junior
college
district,
both
our
basic
aid
school
districts
and
they
receive
additional
property
tax
increment
because
in
fact
they
do
not
receive
other
normal
school
funding
from
property
taxes
considered
to
be
sufficient
enough
in
their
jurisdictions
that
the
state
does
not
make
other
payments.
So
in
essence,
we're
test
with
making
those
payments
via
RV
development
agency.

Obligation
to
schools,
I
wanted
to
be
I
went
there
to
be
no
mistake
that
the
city
and
its
redevelopment
agency
does
not
have
that
independent
obligation
to
schools.
This
is
a
state
obligation
in
any
obligation
that
we
have
is
already
well
addressed
by
the
sharing
of
property
tax
and
the
distribution
of
redevelopment
property
tax
increment.
So
with
that
will
stop
any.

able

use
redevelopment
money
that
we're
getting
hit.

City

also
at
the
July
28
meeting
that
the
City
Council
approved,
cable
television's
position,
servers,
routers
and
switches
and
related
equipment
that
would
allow
for
moving
forward
and
implementing
the
commercial
data
and
voice
project
as
approved
the
capital
improvement
budget
did
not
have
funding
for
this
project,
and
the
budget
was
amended
at
that
July
28th
meeting
and
at
the
same
time,
since
the
funds
currently
did
not
exist
in
the
cable
fund.

this
project
to
go
forward,
the
council
indicated
an
approval
of
an
approach
using
outside
financing
that
would
cover
the
total
cost
of
the
project
of
about
1.6
million
1.6
million
dollars.

won't
go
into
as
a
report.
Does

details

why
moving
forward
with
the
project
I
think
that
was
described
in
quite
a
bit
of
detail.
The
last
at
the
last
meeting
would
indicate
that
we
do
have
financing
available
through
key
government
finance.
Key
key
government
finance
is
a
subsidiary
of
key
bank.

Key
bank
is
one
of
them
actually
I'm
not
heard
much
about
it
previously,
but
it
is
one
of
the
largest
banks,
commercial
banks
in
the
in
the
country,
and
this
is
their
public
financing
arm
that
is
offering,
and
this
keep
key
public
finance.
Key
government
finance
was
actually
directed
to
us
by
Cisco,
who
is
the
main
provider
of
the
web
that
we
are
purchasing.

So
the
proposal
is
that
there
be
a
lease
purchase
agreement
of
the
amount
of
1.6
million
dollars.
This
financing
take
place
over
five
years
over
a
total
of
sixty
months.
The
interest
rate
offered
to
us
is
four
point.
Eight
percent
I
did
have
an
opportunity
to
check
with
three
other
financing
sources
indicated
to
me
that
4.8
was
in
fact
what
is
available
in
the
market
today
for
this
type
of
financing
Cisco,
in
addition
to
the
significant
discounts
that
they
offered
that
we're
described
at
the
council
last
time
rather
than
the
standard.

Thirty
percent
discounts
up
to
fifty
percent
discount
on
the
equipment
Cisco
in
order
to
move
forward
has
also
offered
as
part
of
the
financing
to
pay
just
under
thirty.
Five
thousand
dollars
of
the
financing
principle
in
in
this
in
this
project
just
didn't
indicate
the
enthusiasm
and
the
interest
that
cisco
has
in
having
this
this
move
forward.
So
the
the
annual
payments
for
principal
and
interest
begins
at
three
hundred
thousand
dollars
a
year
that
increases
in
year
three
to
four
hundred
and
forty
five
thousand
dollars,
and
again
that's
for
a
total
of
five
years.

payments,
the
proforma
that
the
council
looked
at
from
the
department
at
the
last
meeting,
indicated
that
the
year
to
that
the
revenue
stream
from
this
new
new
project
would
in
fact
cover
the
interest
in
principal
payment.
So
the
revenue
anticipated
from
the
from
the
commercial
project
will
cover
the
debt
service
that
will
be
in
excess
of
the
debt
service
beginning
year,

and
moving
forward.
So
this
is
a
reasonable
way
to
finance
the
project
that
the
council
indicated.

county
does
require
authorization
from
the
City
Council
to
actually
place
these
on
the
on
the
bill
for
every
year.
Up
until
now,
the
council
had,
or
the
county
has
relied
on
this
1996
ordinance
that
actually
directs

couch

counsel
direction
to
the
county
to
collect
this.
This
year,
the
county
told
me
that
this
this
ordinance
was
no
longer
adequate,
that
they
would
like
a
specific
resolution
year
to
year
from
the
council
authorizing
the
placement
on
the
tax
bill,
and
so
that's.

purpose
of
this
resolution
is
merely
to
continue
the
practice
that
has
occurred
for
the
last
14
years
and
for
the
council
to
adopt
the
resolution
to
put
this
fee.
The
fee
have
not
changed.
The
fee
is
the
same
fee

it

been
over
overall
this
period.
So
there
is
no
element
to
this
action,
except
directing
the
the
county
to
collect
this
fee.
