about
the
San
Bruno,
the
Senior
Center,
painted
on
the
chairman
of
the
board.
I
tried
to
delegate
this
to
somebody
and
everybody
kept
making
excuses
of
why
they
couldn't
do
it.
So
here
I
am
again
anyway
there's
a
picture
of
our
divisor
eboard
right
there
you
can
see.
We
both
some
have
been
the
same
people
except
we
added
Ellen,
Donnelly
I,
don't
know
how
many
you
know
Ellen
dolly,
but
you
may
remember
mr.

Anyway,
we
liked
those
have
how
he's
showing
you
a
picture
so
we're
back.
He
went
back
to
the
other
picture.
Again.
He
was
showing
you
a
picture
of
some
of
the
activities
that
we
have
going
here
and
you
can
see.
There's
mr.
Chrysler,
the
little
they're
playing,
softball
and
I
think
the
right
hand.
Pitcher

probably

volunteer
party

most
you
came

and
all
the
food
servers
and
the
dancing
and
they've
got
something
going
out

walgreens.

they

offer
70
different
classes
every
week
here

you

think

think
of

we

serve

25,000
lunches

1500
social
service
referrals
are
done
by
Susan,
who
does
a
great
job
if
anybody
comes
in
when
I've
been
under
desk
and
somebody
close
up
and
says,

have

call
tomorrow
and
talk

Susan.

way
gets
me
off
the
hook
and
at
least
the
eight
thousand
trips
on
this.
Our
new
senior
bus,
which
is
he
you,
don't
see
a
picture
of
it
there,
but
I
think
he
rolls
you've
all
been
out
and
looked

over,
and
it's
a
pretty
nice
books,

eNOS
and
some
of
the
things
that
happened.
Last
year
we
had
in
many
more
sports
activities.
The
softball
went
from
about
12
people
now
I
think
they
got
about
25
or
30,
going
out
for
softball
and
they're
all
seniors.

we
had
240
people
here
when
we
celebrated
the
25th
anniversary
of
this
senior
center.
We've
added
nuclear
new
classes
of
some
that
I
don't
even
know
what
they
had
a
pronounced
them,
but
they
have
a
Zumba
on
a
Saturday.
We
have
a
grief
and
loss
support
group
for
some
people
who
are
need
some
support
from
the
loss
or
grief
of
the
lost
relative
exercise,
classes,
of
which
I
am
a
member
coordinate
with
community
groups
and
they
organized
for
our
stepping
out
for
seniors
I.

of
you've
been
involved
in
this,
we
talked
about
getting
a
new
bus
about
four
or
five
years
ago
and
they
kept
saying
it's
on
its
way.

on

first
week
had
to
go
back
to
the
shop
again,
but
now
it's
running
fine

happy

it's
pretty

rundown

looking

getting

and

say
that
the
construction
people,

great
talented
men
and
women
who
have
been
doing

work
on
our
hopefully,
hopefully
new
train
that
will
be
coming
from
Los
Angeles
to
the
bay.

that
happens
because
I'm
they're
doing
a
marvelous
job,
even
though
some
of
my
neighbors
have
complained
about
it.

live
one
block
away
from
there
and
I
haven't
felt
much
noise
and
it
looks
very
aesthetically.

say
that
jose
luis
sanchez,
the
president
of
the
skyline
student
association,
has
this
great
idea
that
I
think
that
you
guys
should
take
into
consideration
when
allotting
funds
for
your
budget.
There
is
well

the
Senior
Center
can
get
a
new
bus.

why
can't
skyline
college
I
go
to
CSM
as
well
as
skyline
and
I
take
public
transportation,
and
it
takes
me
an
hour
and
a
half
to
get
to
Kenyatta,
so
that
would
like
cut
it
in
more
than
half
so
I
have

lot
of
hours
that
I
need
to
study
in
order
to
succeed,
and
I
also
have
a
job.
So
if
you
could
take
into
consideration
the
job
that
our
president
at
Skyline,
College
put
forward
to
I
believe

tell

police

harassment
case

police
department

undergoing

town

bail

can
follow
the
example
of
foster
city,
because
worcester
city
posts
be
pay
checks
of
their
City
Council,
as
well
as
all
the
members
of
their
town
in
their
City
Hall.

think
we
should
follow
suit,
because
that's
a
really
great
idea.

spoke
to
mrs.

it

very
difficult
to
get

apparently
the
mayor
that

like

a
long
time

died

get

sort

think

some

Business

going
on
with
this
town
and
that's
not
acceptable.

mayor

this
town

whoever
my
adversary

going

my
opponent

win
because

have

lot
of
friends.

the
streets.

has

to

street
clears

bruno
are
kicking
up,
asphalt

rocks
onto

street.

on
my
blog

sure,
another
block,
salsa
I
brought
some
of
the
rocks
that
they're
kicking
up
on

street
I've

to
the
street
cleaner
about
it
and
he
told
me
that
is
better
that
they
clean
my
streets.
They're
not
come
at
all
and
I
told
them

don't
believe
so.

become

very
huge
problem

only

noticed
that,
on

east
side
of
El
Camino,
the
streets
of

bruno
are
in
terrible
repair
on

west
side

streets
on

west
side
some
sometime
ago

year,

preparing
to

the

on

Lateral
grant
program
for
the
sharp
park
area
program
is
required
under
the
settlement
agreement
with
the
Regional
Water
Board
in
the
San
Francisco
Bay
keepers.
The
intent
of
the
program
is
to
replace
defective
sewer,
laterals,
leading
to
the
sewer
main
and
thus
reducing
the
situations
of
inflow
and
infiltration
of
non
wastewater
into
the
sharp
park
pump
station.

city

budgeted
just
under
two
hundred
thousand
dollars,
based
on
the
terms
of
the
settlement
agreement
for
this
program,
and
that
would
provide
grant
funds
to
private
homeowners
to
replace
defective
sewer.
Laterals

laterals

portion
of
the
sewer
pipe
that
runs
on
private
property
from
the
residents
out
to
the
sewer
main
in
the
street,

it
is
the
responsibility
of
the
private
property
owner
to
maintain

funding

replace

lateral

avoid

failures

sewer

interested
homeowners

plumbing
contractor
to
conduct
a
video
inspection
of
the
sewer
lateral.

video
will
be
reviewed

city's

will
then
rate
the
condition
of
the
sewer,
lateral
private
laterals
that
are
deemed
to
be
in
defective
condition
will
be
eligible
for
the
replacement
grant
funding

percent

property
owners.

will
also
have
information
available
on
the
city's
website

the
program

well

The
outreach
of
program
does
include
two
additional
mailings
this
fiscal
year
and,
if
needed,
we'll
also

door
hangers
if
the
targeted
replacement
of
150
laterals
is
not
met.
A
community
meeting
will
be
held
early
next
year
to
discuss
the
benefits
of
this
program
with
the
property
owners.
The
program
will
continue
until
october
of
2015,
or
until
all
mandatory
program
funds
have
been
spent.

first-serve

services
department
and

the

of
the

city

over

dollars
to
have

fixed

have

done
more

spending

hundred
dollars,

hundred
and
fifty
dollars
to

it

for

City
Council
meeting,
the
city
manager
gave
an
update
on
the
status
of
the
crossing
hotel
site
and
the
council
requested
staff
to
return
with
the
proposed
next
steps.

review
the
background
and
describe
the
plan
for
soliciting
developer
proposals
for
the
crossing
develop
hotel
site.
The
city
is
about
to
complete
the
purchase
of
the
hotel
site
from
Martin
Regis
at
a
cost
of
1.4
million
dollars,
which
is
less
than
the
current
appraised
value
of
1.65
million
dollars.

The
development
of
a
hotel
at
this
location
has
long
been
a
high
priority
of
the
City
Council
and
the
community,
and
the
hotel
is
an
important
part
of
the
vision
for
a
mixed-use
transit
oriented
development
that
was
articulated
in

2002
US
Navy
site-specific
plan.
The
specific
plan
calls
for
a
flagship
hotel
provided
by
a
major
operator
that
offers
guest
rooms,
meeting
facilities
and
a
variety
of
personal
services.

Although
the
hotel
market
has
been
weak
for
the
last
decade
and
there
has
been
very
little
activity
to
purchase
sites
or
develop
new
hotels
in
the
Bay
Area,
the
market
has
begun
to
improve,
and
one
sign
of
that
is
the
fact
that
a
number
of
hotel
developers
have
contacted
the
city
to
express
their
interest
in
the
crossing
site.
In
the
past
year,
the
city
received
unsolicited
proposals
from
two
developers
and
has
been
in
informal
discussions
with
them.

Although
both
developers
expressed
a
willingness
to
negotiate
given
the
improving
market
conditions
and
the
XO
excellent
location
of
the
crossing
site,
the
proper
property
may
be
able
to
attract
the
interest
of
other
hotel
developers.
In
addition,
the
city
will
soon
own
the
property
and
will
have
full
control
and
the
ability
to
better
realize
its
objectives.

Staff
recommends
that
a
broadly
released
request
for
proposals
and
qualifications
is
the
most
effective
way
to
assure
a
competitive
process
and
give
greater
confidence
that
the
ultimate
outcome
will
meet
the
city's
objectives.

also
recommends

eps
to
help
prepare
the
rfb

order

forward
quickly

to
make
amendments

act
and
Assembly
Bill
26,
and

really
meant
to
make
amendments
based
on
some
of
the
difficulty
and
experience
that
agencies
had
had
in
implementing
the
provisions
the
many
provisions
of
a
b-26.

There
are
many
aspects
of
a
B
1484
that
will
impact
san
bruno,
so
I'm
going
to
just
quickly
walk
through
what
those
impacts
will
be.
As,
first
of
all,
as
you're
aware,
a
b-26
requires
that
a
successor
agency
prepare
a
recognized
obligation
payment
schedule
every
six
months
to
ensure
that
we
continue
to
receive
funds
to
pay
the
outstanding,
enforceable
obligations
of
the
former
redevelopment
agency.

determines
that
the
third
ROPS

the
period

january
1st
through
june
30
2013,
must
be
prepared
and
approved

the
oversight
board
and
submitted

the
successor
agency
fails
to
comply

deadline,
the
city
is
subject
to
a
fine
of

contains
many
additional
pages
of
information
that
we're
not
in
the
previous

the
version
that's
before
you
tonight
is
still
a
draft.

audits
are
significant
because
once
they're
complete,
the
Department
of
Finance
will
review
them
and
issue
what
is
called
a
finding
of
completion.
Soab
1484
is
essentially
put
on
hold
sort
of
many
of
the
aspects
of
the
dissolution
bill
that
we
were
and
going
through.
So,
for
instance,
the
next
step
would
be
the
property
disposition.

basically
outlined
a
process
in
which
all
properties
owned
by
the
former
Redevelopment
Agency
were
to
be
disposed
of
as
expeditiously
as
possible.

trailer
bill
has
essentially
put
a
hold

activity

a

is
issued.
So
at
this
point
in
time,
agencies
no
agencies
will
be
disposing
a
property
over
the
next
six

eight

So
as
I
mentioned
once
that
finding
of
completion
is
issued,
the
successor
Asian,
so
you
will
submit
what
it's
called
a
long
term
property
management
plan
that
property
management
plan
will
basically
outline
the
intended
use
of
any
properties
owned
by
the
form
of
redevelopment
agency.

So
in
our
case,
the
only
property
that
has
been
determined
if
you
have
been
owned
by
the
Redevelopment
Agency
is
the
pocket
park
located
at
470
San
Mateo
Avenue.
So
the
long-term
property
management
plan
essentially
allows
there's
four
permitted
uses
under
that
plan.
The
first
is
the
continuing
retention
of
the
property
by
a
government
agency
for
its
continued
use
as
a
park.
In
this
case,
you
can
retain
property
for
future
development.

So
the
trailer
bill
does
provide
a
means
for
repayment
of
outstanding
City
advances
to
redevelopment
agencies,
regardless
of
whether
or
not
it
was
within
the
two
years
of
agency
formation.
It
essentially
just
requires
that
the
oversight
board
find
that
the
loan
was
made
for
legitimate
redevelopment
purposes.
However,
there's
a
formula
prescribed
in
the
statue
so
in
simple
terms
as
possible,
there's
sort
of
a
pecking
order
and
how
agencies
are
paid.

All
the
former
tax
increment
funds
are
distributed,
pay
enforceable
obligations
and
pass
through
payments
and
so
on,
and
then
what's
left
over
is
distributed
to
taxing
entities
as
property
tax
revenue.
So
if,
in
this
year
say
two
million
dollars
is
distributed
as
property
tax
revenue
to
the
taxing
entities
in
order
for
the
city
to
begin
getting
repaid
any
part
of
the
outstanding
2.9
million
in
advances
that
base
distribution
has
to
increase
so
I
have
it.
So
basically,
it's
saying
that
taxing
entities
are
assured
that
two
million
dollars
will
continue
to
be
distributed
going
forward.

So
in
order
for
the
loan
to
be
repaid
that
base
has
to
grow
so
come
next
year.
That
base
would
have
to
grow
from
two
million
to
say
2.4
million
and
then
that
four
hundred
thousand
dollars
of
growth
would
then
there's
a
formula
that
says
fifty
percent
of
that
could
be
repaid
at
in
the
form
of
alone.
So
the
city
would
be
eligible
to
receive
a
repayment
of
two
hundred
thousand
dollars
of
that
outstanding
loan
further.

also
adds
a
provision
that
says
twenty
percent
of
any
outstanding
loan
repayments
are
to
go
towards
low
and
moderate
income
housing
purposes.
So
even
of
even
though
the
city
has
now
had
the
means
of
getting
repaid
2.9
million
dollars,
it
won't
receive
the
entire
2.9
as
it
as
unrestricted
revenues.
Essentially,
so
that's
pretty
much
a
summary

where
things
stand
with
the
trailer
bill
and
redevelopment
or
successor
agency

as
they
currently
exist
