Description
San Bruno City Council Meeting December 13, 2011
10d. Joint Use Agreement with San Bruno Park School District
B
You
hear
me
my
name
is
Danielle
brewer
I'm
with
the
community
services
department
before
you
tonight
is
the
updated
joint
use
agreement
with
the
San
Bruno
Park
School
District.
This
agreement
has
been
in
effect
for
a
number
of
years,
with
the
most
recent
one
being
in
2007.
B
This
agreement
allows
the
school
district
in
the
city
to
use
each
other's
indoors
and
outdoor
facilities,
such
as
the
gym
the
parks,
the
classrooms,
the
pool
free
of
charge.
It
also
includes
maintenance
provisions
for
Parkside
and
bellaire
fields
and
the
maintenance
that
the
city
staff
does
on
those
fields
all
provisions
of
the
oh
I'm,
sorry,
and
it
also
outlines
the
payments
from
the
school
district
to
the
city.
For
that
work.
All
provisions
from
the
2007
agreement
are
incorporated
in
the
updated
version
before
you
tonight,
including
that
staff
time
for
maintaining
the
school
district
fields.
B
Both
the
city
in
the
school
district
recognize
this
as
an
important
component
to
the
continued
the
collaborative
relationship
that
has
been
formed
to
benefit
the
members
of
the
community
of
san
bruno
city
staff,
has
met
with
the
school
district
staff
a
number
of
times
and
are
an
agreement
with
the
new
terms
in
the
updated
contract.
This
agreement
will
be
before
the
school
board
tomorrow
night
at
their
meeting.
I
would
like
to
highlight
a
few
terms
that
the
agreement
has.
B
First,
it
acknowledges
that
all
enrichment
and
sports
programs
offered
on
the
sites
after
school,
many
of
which
we
have
added
since
the
2007
agreement,
went
into
effect.
City
staff
will
continue
to
work
with
the
school
didn't
school
principals
to
offer
programs
to
the
students
after
school.
Second,
the
agreement
and
knowledge
is
both
permanent
and
non-permanent
approved
improvements
that
the
city
has
made
in
the
past
or
will
make
in
the
future
on
the
school
district
property.
Examples
of
the
past.
B
Improvements
are
the
bleachers
at
the
sports
field
and
the
scoreboard
and
lights
for
lions
field
that
are
installed
on
the
school
district
property.
It
also
recognizes
that
the
city
will
be
making
permanent
improvements
in
the
future.
Like
the
synthetic
grass
field
at
Lyon's,
the
installation
of
the
new
field
will
include
a
small
portion
of
the
school
district
property
that
has
previously
been
used
as
part
of
lions
field,
as
demonstrated
in
the
photo.
The
red
outline
is
lions
field,
the
line
that
goes
through
lions
field
there.
B
The
black
line
that
goes
through
is
actually
that
portion
of
the
East
most
part
of
the
field
is
actually
school
district
property
that
has
been
used
as
lions
field
for
many
years.
So
when
we
do
the
synthetic
field,
it
will
obviously
be
right
there
on
school
district
property,
because
the
updated
agreement
discusses
permanent
changes.
Staff
recommends
a
10-year
term
as
opposed
to
a
three-year
term.
That
has
been
the
practice
in
the
recent
past.
Finally,
the
agreement
talks
about
the
stipulations
of
either
party
wants
to
end
the
contract
before
the
expiration
date
under
the
terms
outlined.
B
If
the
district
cancels
the
contract,
the
city
may
remove
any
of
the
non
permanent
improvements
that
have
been
made.
Anything
not
removed
will
become
school
district
property
and
if
the
school
district
decides
to
end
the
contract
before
the
expiration
date,
they
will
pay
the
city
the
current
value
of
any
of
the
permanent
improvements
to
the
property.
The
city
is
made
at
the
time
of
the
contract
termination,
the
property
value.
C
D
Not
a
flat
fee,
the
past
agreement
called
for
an
automatic
cost-of-living
adjustment.
In
this
case
it
is
the
flat
fee
for
the
first
year,
then
the
city
and
district
will
get
together
and
discuss
what
the
increase
would
be
for
the
following
three
year
term,
and
we
would
look
at
it
continually
for
the
next
three
years
out.
I
saw.
