outgoing

of

of
the
citizens
of

and

the
residents
of

I've
had

pleasure
of
knowing
Larry
since
the
1970s
when
I
first
started
practicing
law
at
ross,
hackett
and
siegel
across
from
san
bruno
city,
hall,
Larry
and
I
served
together
in
the
San
Bruno
Rotary
Club
for
a
number
of
years,
and
then
the
millbrae
Chamber
of
Commerce
board
of
directors
when
I
learned
of
their
Larry's
decision
to
run
for
public
office.

You
have
represented
your
city
extremely
well,
and
you've
always
been
a
tireless
advocate
on
its
behalf
and
as
you
look
back
over
the
years
of
your
public
service,
I
think
you
can
do
so
with
a
sense
of
pride
in
knowing
your
community
is
a
better
place
because
you
have
served,
and
so
on.
Behalf
of
the
Board
of
Supervisors
Larry
I
want
to
present
you
with
this
resolution
and
read
nishan
of
your
outstanding
service,
and
we
extend
to
you
our
best
wishes
for
the

great
honor
for
one
and
it's
to
recognize
by
congresswoman
Speier
in
the
Congressional
Record,
and
this
is
placed
in
the
Congressional
Record
honoring
Larry
francella
for
his
great
work
in
appreciation
for
that.
As
mayor
of
the
city
of
San
Bruno,
it's
a
beautiful
resolution
showing
what
was
inserted
into
the
Congressional
Record
today,
Tuesday
December
first,
and
it
outlines
some
of
the
great
work
that
Larry
has
done
and
with
directions
to
the
Speaker
of
the
House.
So
this
is
a
wonderful
honor
and
let
me
present
that,
on
behalf
of
congresswoman
back.

And
not
that
the
state
has
any
more
money
that
this
is
larger
than
the
one
from
Congress
because
we
don't
have.
But
this
is
a
resolution
from
the
California
Legislature
to
honor,
Larry
friend
Sallah,
for
his
great
work
and
the
22
years.
I
guess
it's
18
is
elected,
but
you've
spent
a
lot
of
time
before
that
working
in
the
city
at
in
different
venues.
It
talks
about
his
his
work
in
in
the
committee's
that
he
sat
on
before
that.

The
city's
citizens
crime
prevention
committee
that
he
was
a
founding
member
of
the
airport,
roundtable
and
numerous
other
committees,
but
there's
one
little
paragraph
and
I'm
not
going
to
read
the
whole
thing,
but
I
think
it
really
kind
of
exemplifies
what
larry
is
all
about
where
as
intelligent
and
articulate
aware
and
involved,
mayoral
Larry
France
Allah
is
an
excellent
example
of
a
public-spirited
citizen
willing
to
assume
the
responsibilities
of
leadership
and
he
has
served
the
city
of
San
Bruno
with
distinction
that
says
it
all
Larry.

I
actually
thought
this
was
Jimmer
Wayne's
night,
but
is
it
shifted
a
little
just
at
the
beginning?
It's
coming
it's
coming
and
and
I
will
keep
my
comments
brief,
but
I
certainly
have
a
few
that
I
want
to
make
its
back
in
June
that
I
made
the
decision
not
to
run
for
reelection
in
anticipation
of
impending
organizational
changes
within
my
company
and.
B
Sadly,
is
many
of
them
know
that
excuse
me
turned
out
to
be
the
right
choice.
I've
been
very
fortunate
to
serve
the
citizens
of
San
Bruno
for
the
past
10
years
as
their
mayor
and
I'll
be
forever
grateful
for
that
opportunity
to
have
served
and
have
been
elected
to
five
terms
as
mayor,
but
as
I
look
back
over
the
past
10
years,
there's
a
number
of
major
accomplishments
that
we,
with
the
assistance
of
the
council,
were
able
to
achieve.
We
saw,
as
was
mentioned,
the
near
completion
of
the
crossing
development
with
nearly
1,000
residential
units.

San
Bruno's,
first
senior
housing
project
ground
has
been
broken
for
a
much-needed
restaurant,
with
banquet
facilities
in
the
city
and
I'm,
confident
that
soon
a
hotel
will
be
under
construction.
We've
seen
the
renovation
of
the
shops
at
tanforan,
major
traffic
improvements
on
el
camino,
we're
now
realizing
the
benefits
from
the
first
ten
years
of
success
of
the
redevelopment
agency
and
the
massing
of
affordable
housing
dollars.

We've
seen
the
signalization
of
the
intersection
of
san
bern,
avenue
and
shelter.
Creek
no
easy
task
working
with
Caltrans
you'd
think
you
could
just
call
someone
in
order.
A
signal,
but
that
was
a
three-year
battle
during
my
tenure
as
mayor
bart,
has
began
operations
in
san
bruno.
A
new
police
station
was
built,
we've
seen
downtown
improvements,
many
new
housing
developments,
we've
developed
a
stronger
relationship
with
the
city
of
San
Bruno
and
the
county
and
all
of
the
cities
within
our
County.
B
A
new
caltrain
grade
separation
project
is
proceeding
to
break
ground
in
anticipation
of
breaking
ground
next
year
and
I
certainly
couldn't
leave
without
mentioning
our
median
landscaping.
San
bruno
avenue
from
I
282
skyline
Boulevard,
is
in
and
flourishing.
The
El
Camino
medians
are
approved,
and
the
first
phase
is
now
under
construction
and
soon
to
be
completed.

Nothing
could
have
been
accomplished
without
the
cooperation
of
the
council.
Members
I've
worked
with
and
I'd
like
to
express
my
appreciation
to
councilmember
O'connell,
Ibara
Medina
andrew
wayne
and
I
to
have
some
presentations
here.
I
have
just
a
small
token
of
appreciation
for
each
of
you
that
I
would
like
to
just
have
you
remember
the
years
that
we
work
together
and
time
we
spent
together
on
the
council.

council

I

mayor

years

leave
San
Francisco
to
move
to
San
Bruno,
because
it's
a
great
city
and
in
fact
she
was
also
right.
So
you
can
blame
her
for
all
this.

my
four
children,
Danielle
Jennifer,
Jack
and
Joey
about
them
I
mean
life's
nothing.
So
thank

I
returned
to
san
bruno
and
started
a
family
and
within
a
year,
I
started
a
business,
and
ironically
one
of
my
first
clients
was
a
realtor
Larry,
friends,
Ella
and,
needless
to
say,
I
haven't
done
any
work
with
him
since
then,
I
don't
think,
but
we
became
friends
and
it's
been
a
long
road,
and
I
can
I'll
talk
about
my
current
the
current
mayor,
but
it
has
been
a
wonderful
time.

have
been
honored
and
privileged
to
serve
with
you
and
I'm
actually
happy
to
be
a
good
friend
of
yours
and
it's
I
can't
say
anything
else
other
then
it's
thank
you
for
the
opportunity
I'd
like

also
thank

nice
election,
fourth
term,
being
probably
the
least
expensive
and
the
least
tiring,
but
I
truly

still
am

done

council

2005,

stepped

best

first
lady
for
over
36
years,
and
now
she
shares
that
title
with
all
of
you.

be
difficult
for
me
to
tell
you
what
an
honor
it
is
to
be.
Your
mayor
suffice
to
say
that
14
years
ago,
I
committed
to
working
honestly
and
hard
for
all
of
our
best
interests.
I
believe
I
have
done
that
and
commit
to
you
that
I
will
continue
to
work
just
as
hard
in
representing
your
city
and
its
well-being.
The
old
cliche
couldn't
be
truer
now.
This
is
where
the
rubber
meets
the
road
problem
is
now.

do
have
two
more
short
items
of
business
that
will
need
to
be
addressed
before
we
can
start
a
little
bit
of
refreshment
and
I'll.
Try
to
make
it
brief
with
the
help
of
the
council,
because
one
of
those
chocolate
éclairs
has
my
name
on
it.
Item
D
approved
annual
reorganization
of
the
City
Council
and
selective
vice
mayor
to
serve
a
one-year
term.
I
would
be
remiss
if
I
didn't
mention
that
Rico
Medina
councilmember
received
the
top
boats
and
is
in
fact
in
line
to
the
vice
mayor.

And
one
more
very
important
item
item
II
received
report
to
determine
whether
to
fill
a
city
council
vacancy
by
appointment
or
by
calling
for
a
special
election.
You
in
the
council
here
have
all
read
the
staff
report
and
out
our
November
10th
meeting
the
city
manager
explained
our
options
in
detail.
I'm
going
to
just
go
over
this
in
breathe.
This
election
leaves
one
vacant
council
seat.
This
happens
to
be
the
only
elected
mayor
in
San,
Mateo
County,
so
I
have
two
more
years
to
go
and
my
seat
is
open.
E
We
can
either
fill
the
vacancy
through
an
election
achievable
by
mail,
special
election
or
in
a
consolidated
election
or
agreed
to
appoint
the
next
council
member.
An
appointment
must
be
made
within
30
days
and
the
other
election
options
can
be
achieved.
It
cost
estimated
between
40,000
at
the
very
low
side
to
eighty-five
thousand
dollars
with
some
considerable
delay
in
getting
another
council
member
on
board.
I
would
ask
the
council
for
discussion
or
what
your
pleasure
is
through.

I
just
wanted
to
make
my
position
known.
This
is
something
I've
been
wrestling
with,
since
this
item
obviously
was
going
to
come
forward
after
the
election,
and
there
are
many
folks
that
have
different
scene
of
opinion
that
is
important
to
have
the
people
decide
their
elected
body.
Our
history
has
shown
that
we
have
had
appointed.
We
also
as
a
council,
made
a
position
with
staff
and
the
citizens.
We
would
not
use
reserves,
that's
what
we
would
have
to
use
in
order
to
pay
for
this
election.
H
We
do
not
have
it
budgeted
and
in
order
to
balance
the
budget,
we
would
have
to
go
somewhere
to
obtain
those.
As
we
made
that
commitment
we
balanced
the
budget,
we
asked
to
have
to
take
furloughs
I,
don't
find
a
prudent
or
wise
at
this
time
to
spend
up
toward
$80,000
when
we're
having
a
hard
time,
balancing
the
budget
and
asking
staff
to
take
a
reduction
and
have
little
resources
for
them
that
we
would
spend
those
type
of
funds
in
order
to
have
a
special
election
within
the
next
couple
months.

We
will
appoint
having
agreed
on
that
in
preparation
for
either
decision.
I've
asked
the
city
manager
to
outline
a
preliminary
procedure
for
appointment.
This
has
to
be
aggressive
as
we
need
to
fill
the
seat
by
appointment
by
January.
First,
if
there's
no
additional
discussion
by
the
Council
of
instruct
staff
to
do
the
following
tomorrow
morning,
announcement
of
the
process
and
schedule
on
cable,
TV
city
website,
distribution
to
local
newspapers
online
and
through
the
city
clerk's
office,
I
understand
as
a
conflict
on
December
14th.
If
is
that
15th,
okay
with
everyone
too
well.

To
the
chair,
yes,
Mara,
the
the
schedule
calls
for
letters
of
interest
to
be
due
by
the
by
five
o'clock
in
the
fourteenth
and
then
on
this.
The
two
days
later,
the
16th
they'll
be
interviewing
and
17th.
We
will
have
a
special
meeting.
I
have
a
conflict
on
the
seventeenth
and
it
was
hoping
that
the
council
would
would
consider
moving
it
up
to
the
15th
16th.
That's
possible.
I
have.

No
problem
than
fine
anything,
okay,
so
will
be
the
15th
to
special
city
council
meeting
to
interview
the
applicants.
The
meeting
will
be
held
at
City
Hall,
I
believe,
and
we
will
we
will
record
it
on
the
sixteenth
of
december
special
city
council
meeting
at
city
hall,
for
consideration
of
an
appointment
may.

I
also
make
a
suggestion,
in
addition
to
those
other
avenues
of
advertisement,
that
we
also
have
notice
go
to
all
committee
Commission
and
board
members
are
currently
volunteer
so
that
we
can
also
let
them
be
aware
and
have
them
additionally
communicated
amongst
their
travels.
Good
staff
has
that
okay.
