The
negotiations
focused
on
the
need
for
the
city
to
address
a
serious
revenue
decline
as
a
result
of
the
global
recession
in
developing
the
2009-2010
budget.
The
City
Council
recognized
early
on
that
the
city
could
not
make
improvements
to
employee
salary
and
benefits
and
that
it
would
need
to
implement
an
employee,
furlough
other
means
of
reducing
employee
costs
to
balance
the
budget
the
side
letter,
the
side
letter
of
agreement
includes
a
1.15
salary
reduction
equal
to
three
days
of
furlough.

The
scheduled
furlough
dates
for
those
affected
positions
will
not
create
overtime
costs
or
affect
the
24-7
operations
of
the
department.
There
are
no
increases
to
employees,
salaries
in
a
modest
increase
to
the
medical,
a
premium
effective,
October
first
of
2009.
In
addition,
there
will
be
no
buyout
of
management
Lee
for
affected
management
positions
by
the
adoption
of
this
side
letter.
It
represents
that
five
of
the
six
bargaining
units
have
settled
agreements
for
this
year.
The
city
manager
would
like
to
make
a
few
comments.
