At
that
time
we
have
conducted
our
educational
campaign
and
provided
informational,
literature
and
safety.
Video
provided
by
the
Office
of
State
Fire
marketer
to
all
the
schools.
Safe
and
sane
posters
were
posted
at
designated
locations
throughout
the
city.
We
also
conducted
a
meeting
with
all
the
organizations
selling
fireworks
to
be
professed
review,
process
and
procedures.
All
the
fireworks
booths
were
inspected
during
the
week
of
the
fireworks
sales.

we

hours
to
the
education
and
information
disc
distribution
program
in
regards
to
activity
on
the
fourth
of
July
fire
to
fireworks.
Related
incidents
were
actually
down
for
the
second
year
in
a
row
from
july
1
through
july,
eight
fire
responded
to
69
incidents.
Fifty-Five
percent
of
those
were
ems
related.
We
had
10
fires
during
that
same
period
with
three
of
those
directly
related
to
fireworks
and
one
listed
as
undetermined
but
suspicious
illegal
fireworks
caused
two
of
those
fires
and
the
other
was
a
non
extinguished,
safe
and
sane
trash
fire.

There
were
no
ems
type
calls
related
fireworks,
but
there
was
definitely
a
present
of
illegal
fireworks
being
used
throughout
the
evening.
The
department
staff
one
act
reserved
engine
with
three
personnel
on
the
fourth
of
July
holiday.
The
weather
was
fairly
cooperative
again
this
year.
We
do
not
have
any
red
flag
warning
to
a
wind
advisories.

The
fire
costs
were
lower
this
year,
as
we
only
staffed
on
the
fourth
of
July
holiday.
We
also
did
not
staff
an
extra
battalion
chief
San
Bruno's,
battalion
chief,
was
on
duty
that
evening
we
also
used
off-duty
staff
to
force
some
of
the
booths
inspections
we're
in
the
past.
This
was
the
size
of
the
fire
prevention
captain.
That
concludes
my
report,
not
be
happy
to
answer
any
questions
before
turning
it
over
to
the.

Good
evening,
honorable
mayor
members
of
the
council,
the
police
depart
worked
closely
with
the
fire
department
to
assist
them
with
the
education
component.
We
made
a
significant
effort
to
advise
the
public
of
the
dangers
of
illegal
fireworks
and
our
zero-tolerance
efforts.
Our
campaign
included
public
service
announcements,
press
releases,
an
article
in
the
focus
magazine,
educational,
informational,
Flyers
that
were
placed
in
the
June
utility
billing
and
all
of
the
Flyers
were
handed
out
with
each
sale.

Each
fire
workers,
our
pre
enforcement
efforts,
included
contacting
those
neighborhoods
where
we've
had
previously
received
several
complaints
of
illegal
activity
and
those
areas
in
prior
years
that
are
giving
us
trouble.
Our
officer
has
contacted
over
125
homes
and
apartments,
leaving
information
for
those
residents
who
weren't
home
of
our
zero-tolerance
efforts
over
the
eight
day,
reporting
period
from
jun
28
to
July.
Fifth,
we
had
157
reports
of
firework
violations.
Last
year
we
had
147,
so
we
are
up
by
ten
calls
over
that
ate
a
period
on
the
fourth
of
July.

The
department
handled
241
calls
for
service,
and
the
majority
of
these
calls
were
received
from
8
p.m.
to
midnight
just
to
put
that
into
perspective.
On
an
average
day,
we
handled
anywhere
from
85
to
100
calls.
We
had
132
calls
related
to
fireworks
that
day
and
once
again
our
total
calls
for
service
for
241
to
handle
this
extra
call
volume.

All
police
personnel
were
brought
in
to
work
with
the
exception
of
those
personnel
who
would
already
scheduled
a
week-long
vacation
to
assist
us,
and,
as
we
have
done
in
previous
years,
we've
brought
in
personnel
from
outside
agencies.
We
had
the
city's
divided
up
into
three
beats.
We
had
our
regular
average
daily
shifts
on
those
three
beats
to
handle
routine
calls
for
service,
and
then
we
also
had
firework
enforcement
teams
assigned
to
each
be
as
the
fire
chief
mentioned.

My
sense
was
that
the
activity
was
down
the
officers
that
worked
since
the
activity
was
down,
and
this
was
reflected
in
the
the
number
of
rest.
We
arrested
15
individuals
and
they
were
issued
administrative
citations
for
possession
of
illegal
fireworks.
We
had
four
additional
criminal
arrests
for
possession
of
illegal
fireworks
and
one
of
those
15
administrative
citations
was
issued
to
an
adult
for
furnishing
illegal
fireworks
to
a
minor
violations
were
observed
throughout
the
city.
There
was
no
geographic
area
that
was
more
prevalent
in
violations
than
another.

One
thing
we
did
notice
this
year
was
that
the
use
of
safe
and
sane
fireworks
was
mixed
with
illegal
fireworks
as
well,
and
an
individual
will
go
out
with
safe
and
sane
in
the
street.
Somebody
would
lighten
illegal
firework
and
then
run
back
into
a
crowd
and
violations
were
not
as
obvious
as
they
were
in
previous
years.
So
officers
took
surveillance
positions
and
made
other
efforts
to
try
and
catch
illegal
Weyrleaders.

The
total
cost
for
the
2010
education
and
enforcement
campaign
is
forty,
nine
thousand
three
hundred
and
five
dollars.
This
is
the
amount
of
the
actual
cost
attributed
to
the
resources
that
we
expend
from
fire,
police
and
public
works
for
cleanup,
and
this
is
to
manage
the
impact
of
fireworks
have
on
this
community.
This
isn't
our
day
to
day
stuff.
This
is
what
we
do
in
addition
to
to
our
routine
service
to
this
community.

Millbrae
millbrae
had
some
illegal
firework
activity,
but
I
think
those
calls
were
less
than
20
where
ours
were
in
the
pacifica
experienced
a
similar
decrease
in
the
noted
activity
and
a
similar
decrease
in
the
number
of
administrative
citations
issued,
but
those
were
significant
as
well
much
higher
than
them
like
I,
say
millbury
for
comparison.

I
don't
know,
but
needless
to
say,
one
thing
I
think
we
all
can
be
an
agreement
upon
is
that
I
do
appreciate
and
I
think
sure
the
council
does
the
the
sacrifices
that
the
public
safety
personnel
as
we
brought
on
an
additional
engine.
We
brought
everybody
in
and,
of
course,
they're
missing
their
opportunity
to
celebrate
with
their
family
and
friends
and
trying
to
maintain
safety
and
protection
for
our
community
during
the
fourth
of
July.
So
I
wanted
to
thank
them
for
their
their
work
and
effort
good.
