a

2010,
the
presiding
judge
at
Superior
Court
sent
a
letter
to
the
city
of
San
Bruno,
requesting
a
formal
response
to
the
civil
grand
jury's
report
on
city
fire
departments
consolidations
mergers
under
state
law.
The
city
has
90
days
to
respond
to
this
request.

The
civil
grand
jury's
report
focused
on
the
existing
fire
service
consolidations
in
the
county,
including
Belmont
San
Carlos
fire
North,
County,
Fire,
Authority,
Central,
County,
Fire,
&,
co,
side,
fire
protection
district.
It
was
also
noted
that
the
process
of
fire
departments
consolidation
has
become
simplified
due
to
the
san
mateo
county.
Boundary
drop
provisions
in
the
advanced
life
support
jpa
agreement.
The
report
identifies
successful
consolidations
have
resulted
in
significant
cost
savings
and
cities
are
having
a
difficult
time
sustaining
current
service
levels.

The
response
to
be
signed
by
the
mayor
includes
the
fact
that
san
bruno
has
entered
into
at
least
three
merger
discussions
with
neighbor
and
agencies
in
the
past
for
one
reason
or
another.
These
murders
did
not
come
to
fruition
the
civil
grand
jury's
report,
although
recommending
these
mergers,
does
not
consider
the
issue
such
as
governance
models,
payroll
insurance,
labor
parity
or
station
closures
that
could
create
complexities
of
consolidations.

Currently,
the
city
of
San
Bruno
millbrae
share
fire
chief
and
battalion
chief
services
that
provide
cost
savings
and
efficiencies
to
each
of
the
agencies.
We
share
a
training
division
with
four
agencies
to
address
our
emergency
medical
and
operational
training.
We
are
currently
in
the
process
of
completing
a
comprehensive
study,
comprehensive
analysis
of
alternatives
for
expanded
shared
services
and
potential
consolidation
with
three
other
fire
engines.
The
city
of
San
Bruno
generally
agrees
with
the
findings
outlines
in
the
grand
jury
in
court,
but
provides
additional
comments
on
two
of
the
findings.

Finally,
finding
number
six,
which
stays
consolidations
were
driven
by
the
need
to
significantly
reduce
costs
while
maintaining
the
same
level
of
service.
While
this
may
be
a
consideration,
we
believe
there
may
be
opportunities
in
the
long
term
to
improve
services
with
a
more
efficient
delivery
system.

Finding
number

was
consolidation
of
the
Belmont
San
Carlos
Fire
Department
North
County
Fire
Authority
and
Central
County
Fire
Department
by
agreement
of
the
City
Council
city
management,
Fire,
Department
management
and
firefighters
union.
We
noted
that
similar
agreements,
such
as
the
San
Bruno
millbury
agreement,
have
also
resolved
in
such
successful
coordination
of
shared
service
delivery.
In
summary,
how
do
we
agree
with
most
of
the
findings
and
recommendation
of
the
grand
jury's
report?
There
are
complex
issues
that
need
to
be
addressed
and
it
made
not
be
a
one
size
fit
all
model.
