presentation

green
business
certificate
to
bay
area,
green
solutions,
and
this
is
a
first
and
unique
to
san
bruno
first
of
very,
very
many
I
hope
on
behalf
of
the
City
Council.
It
is
my
pleasure
to
present
this
green
business
certificate
to
the
Bay
Area
green
solutions
for
those
not
familiar
with
the
program.
San
Mateo,
County
green
business
program
recognizes
those
businesses
that
operate
in
an
environmentally
sustainable
manner.
A
Each
business
that
applies
to
the
program
must
meet
rigorous
requirements
related
to
pollution,
prevention,
recycling,
energy
efficiency
and
water
conservation.
Very
a
green
solution
provides
facilities,
maintenance
and
custodial
cleaning
services
for
the
commercial
sector
is
a
member
of
the
United
States
Green
Building
Council
and
their
employees
are
certified
as
green
cleaning
technicians
with
the
green
mana
cleaning
Institute
they're
a
treat
solutions
is
San,
Bruno's,
first
certified
green
business,
and
we
hope
that
many
more
will
follow.

those
of
you
who
may
not
know
bay
or
green
business
program,
distinguishes
small
businesses
that
protect,
preserve
and
sustain
our
environment
within
this
business
structure.
There's
a
partnership
of
environment,
environmental
agencies
and
utilities
that
offer
incentives
and
verifies
that
participating
businesses,
conserve
energy
water,
minimize
waste,
prevent
pollution
and
shrink
their
carbon
footprints.
Businesses
that
meet
these
standards
are
officially
recognized
as
Green
Bay
Area
business.

palpitations,
asthma

recent
study
by
the
Berkeley
National
Laboratory
indoor
air
quality
states
that
work
performance
may
be
improved
by
up
to
ten
percent
by
providing
indoor
environmental
quality
there.

environmental

financial
impacts
with
implementation
of
the
sound
environmental
policy
and
green
cleaning.

good
evening
tonight
we're
going
to
present
the
oral
report
for
the
fireworks
for
2011
season
I'll
begin
my
report
outlining
the
public
education
efforts
prior
to
the
holiday
city
staff
Smith,
with
the
permitted
sales
organizations
to
review
procedures
and
safety
precautions
safe
and
sane
Flyers
were
posted
at
schools
and
locations
throughout
the
city.
All
fireworks
booths
were
inspected
on
opening
day
and
inspections
continued
through
the
holiday
to
ensure
compliance.
We
also
ran
an
article
in
the
focus
magazine
outweighing
into
safety
guidelines.

From
an
operational
standpoint,
the
fire
department
did
staff
a
reserve
engine
with
three
personnel
and
unconditional
battalion
chief
on
the
fourth
of
July,
the
holiday
weekend.
Activity
was
similar
to
last
year,
as
we
ran
about
12
calls
on
the
period
4th
july
4th
holiday
24
hour
period.
None
of
those
responses
were
for
fireworks,
related
incidents
on
Sunday
July.
Third,
we
did
have
a
grass
fire
on
Goodwin
drive
that
was
suspicious,
but
the
investigation
could
not
confirm
illegal
fireworks.
There
was
obviously
the
usual
illegal
fireworks
activity,
as
police
department
did
confiscate
110
pounds
of
illegal
fireworks.

Good
evening,
honorable
mayor
members
of
the
council,
our
pre
enforcement
efforts
included
contacting
those
neighborhoods
were
we've
experienced
previous
problems.
In
years,
past
officers
deployed
additional
patrols
in
the
days
leading
up
to
the
fourth
of
July,
to
warn
residents
of
the
dangers
of
illegal
firework
use
and
of
the
potential
fines
faced
when
we
encountered
a
violator,
we
contacted
192
residents
during
our
pre
enforcement
efforts
or
the
AAA
reporting
period
from
June
twenty-eighth
to
July.
Fifth,
we
had
a
hundred
and
fifty-seven
reports
of
firework
violations.

Last
year
we
also
had
157
reports
of
firework
violations
on
the
fourth
of
July.
All
police
personnel
were
brought
in
to
work,
with
the
exception
of
those
already
scheduled
for
a
40
hour
block
of
vacation.
We
also
brought
in
officers
from
other
jurisdictions
to
assist
us.
We
regularly
have
the
city's
divided
up
into
three
areas,
so
we
had
our
normal
patrol
officers
doubled
up
to
put
handle
the
normal
routine
calls
for
service,
and
in
addition
to
that,
the
additional
personnel
that
we
were
brought
in
on
the
July
4th
or
assigned
to
enforcement
teams.

Equally,
in
those
three
geographic
regions,
we
also
had
one
unit
assigned
solely
to
the
glenview
area.
On
july
4th
we
had
211
calls
for
service.
Last
year
we
had
266
calls
for
service.
Well,
we
had
less
calls
this
year.
It
seemed
to
me
that
the
activity
level
was
slightly
higher,
if
not
equal,
to
what
we
experienced
last
year,
as
the
fire
chief
mentioned.

As
I
tell
you
every
year,
our
peak
activity
is
from
eight
o'clock
at
night
to
around
midnight
this
year.
It
was
roughly
eight
o'clock
at
night
to
about
eleven
o'clock
at
night,
but
there
was
still
violations
that
occurred
afterwards.
From
that
time
we
had
about
a
hundred
calls
for
service
and
that's
about
a
three-hour
period.
Normally,
we
have
80
to
100
calls
for
service
on
a
busy
day,
I
think
partly
the
reason
for
the
complaints
and,
as
you
may
already
know,
at
approximately
850
p.m.

our
officers
were
assaulted
when
they
attempted
to
make
an
arrest
of
an
illegal
firework
violation.
There
were
six
individuals
arrested
during
this
incident
and,
as
you
can
imagine,
in
addition
to
the
injured
officers,
we
had
officers
tied
up
handling
those
who
were
arrested
and
we
had
also
officers
tied
up
investigating
that
crime.
That
was
also
at
eight-fifty
in
the
evening
right
when
it
began
the
peak
of
our
activity.
This
may
account
for
some
of
the
calls
and
some
of
the
complaints
that
why
we
weren't
seen.

However,
we
did
redeploy
our
officers
and
enforcement
teams
were
back
out.
We
happen
to
make
ten
arrest
during
the
evening
of
july.

officers
encountered
situations
where
the
use
of
illegal
fireworks
was
mixed
in
with
the
use
of
safe
and
sane,
and
it
makes
it
difficult
to
tell
and
difficult
to
observe
violations
violations
were
observed
throughout
the
city.
There
was
no
geographic
region
that
was
more
prevalent
than
others,
and
once
again
we
did
have
patrols
in
all
of
those
geographic
regions.

Yes,
you
know
it's
difficult
because
the
three
previous
years
we
experienced
a
steady
decline.
You
have
one
incident
that
can
occur
that
just
kind
of
throws
your
whole
game
plan
off
a
little
bit.
So,
yes,
we
are
going
to
reevaluate.
We
are
going
to
look
at
our
enforcement
efforts
and
I
will
likely
be
increasing
our
enforcement
efforts
next
year
and.

and
I
know
in
other
areas
that
do
have
those-
and
I
don't
know
if
it's
by
the
ordinance
that
was
passed
by
the
residents
in
the
election
of
2005,
the
time
frame
is
that
timeframe
within
that:
okay,
just
a
question
or
two
came
up
from
folks
as
potentially
may
be,
offering
it
to
be
sold
five
or
six
days
in
lieu
of
the
seven
as
some
other
areas
do.
I
know
some
groups
sleeping
thought
that'd
be
easier
to
try
staff
because
sometimes
it's
art
getting
volunteers.
Other
groups
have
a
easy
time
doing
that.

So
I
was
very
saddened
when
I
heard
about
the
folks
being
accosted
and
salt
assaulted,
allegedly
by
the
residence
in
this
incident
and
I'm
glad
that
they're
doing
fine
but
again,
I
want
to
offer
my
thanks
fire
in
the
police
for
their
diligent
effort,
their
education
and
their
service
to
the
community.
During
that
holiday
and.
A
One
more
common
I
agree
with
the
council
member
Medina,
but
a
few
things
that
I
have
to
say.
I
happen
to
be
with
the
chief
than
a
ride-along
when
that
call
came
in
and,
as
the
chief
said,
no
monetary
cost
for
the
city
it's
paid
for
by
the
people
that
buy
you
know
safe
and
sane
fireworks.
There
was
a
cost
to
the
city.
We
lost
five
officers
that
evening
some
minor
injuries
and
some
were
serious,
but
do
we
lost
five
officers
and
we
lost
the
ability
to
put
all
of
those
officers
on
the
street.
A
It's
pretty
scary.
I
did
not
at
the
chief
suggestion
get
out
of
the
car,
but
I
was
at
the
incident
and
there
were
more
red
lights
than
like
a
firework
show
on
its
own.
Just
because
of
the
response
that
was
there
pretty
scary,
pretty
scary,
and
then
we
went
back
to
the
station
and
and
visited
the
officers
who
were
were
there
and
being
cared
for
as
well
as
some
of
these
very,
very
bad
and
once
the
alleged
perpetrators
there
were
perpetrators,
pretty
nasty
people
that,
in
fact
caused
a
lot
of
this
injury.

So
I
got
a
lot
of
inquiries.
Some
in
writing
some
verbal,
some
emails
regarding
why?
Why
can't
you
as
a
City
Council,
stop
this
fireworks?
Why
can't
you
do
this?
Well,
we
can't
we
put,
as
mr.
Medina
said
before,
the
voters,
which
I
objected
to
actually
I'm
happy
to
say
that
in
2005
and
the
overwhelmingly
you
know
wanted
fireworks
and
it's
mostly
because
obviously
the
very,
very
quick
fundraising
that
takes
place
over
a
very
short
period
of
time,
totally
understandable
from
a
financial
standpoint.

So
it's
not
up
to
this
council
we're
doing
the
very
best
we
can
with
what
we
have.
It
was
just
a
very
freak
incident
that
occurred
that
evening.
A
very
scary
incident
that
occurred
that
evening
and
it
did
it-
didn't
cost
us.
It
cost
us
some
officers
that
evening,
which
was
scary
enough
and
it
cost
us
the
fact
that
we
couldn't
put
all
of
those
officers
on
the
street
so
tudo
to
those
people
that
that
criticize
someone
should
understand.

I
understand
it's
frustrating
out
there
to
listen
to
what
sounds
like
professional
fireworks,
shows
and
totally
illegal
m-1000
S&M

out
on
the
street.
But
we
tried
the
very
best
that
evening
and
in
any
small
incident
like
that
or
Largent,
and
it
can
actually
make
a
difference
in
our
best
planning
and
that's
what
happened
that
evening.
So
I
do
commend
the
officers
for
doing
what
they
they
had
to
do.
They
drive
around
a
lot
and
this
time
was
more
than
driving,
it's
very,
very
scary
and
hope
they're
all
doing
well.
So
thank

Good
evening,
honorable
mayor
members
of
the
City
Council
at
the
October
12
2010
City
Council
meeting
the
city
council
voted
to
waive
all
building
and
planning
permit
and
inspection
fees
for
residents
who
are
rebuilding
and
remodeling
homes
damaged
or
destroyed
by
the
glenview
fire.
The
action
taken
by
council
at
that
October
twelfth
meeting
amended
chapter
three
at
the
master
fee
schedule,
which
includes
charges
for
building
mechanical
electrical
and
plumbing
permits,
planning
fees
and
inspection
fees.
I
The
proposed
action
that
city
council
is
being
asked
to
consider
tonight
furthers
that
action
taken
at
the
October
twelfth
meeting
by
amending
the
master
fee
schedule
to
with
the
fire
public
services,
water
and
wastewater
fees
for
residents
whose
homes
for
destroyed
or
damaged
by
the
glenview
fire.
These
fees
include
the
fire
life
safety
plan
check
fire
system
inspections
in
cuffs
and
consultations,
grading
permits,
encroachment
permits,
water
and
wastewater
capacity
charges,
water
meter,
installation
charges
and
new
account
fees
for
utilities.
I
Eligibility
requirements
for
to
qualify
for
the
waiver
remain
the
same
as
those
identified
previously
and
include
being
the
owner
of
record
on
property
as
of
September
9
2010.
The
work
being
covered
by
the
permit
must
have
been
caused
by
the
fire.
The
property
address
must
be
in
the
glenview
fire
area,
and
the
planning
process
must
be
complete
with
permits
issued
by
September
9
2012.
I
It
is
anticipated
that
these
waive
fees
will
impact
the
city's
general
fund
by
approximately
thirty
two
thousand
five
hundred
dollars,
the
water
fund
by
$50,000
and
the
waste
water
fun
fine
thousand
dollars
over
the
next
two
years.
However,
these
waive
fees
will
be
reimbursed
to
the
appropriate
fund
by
the
trust
fund
established
in
coordination
with
PG&E
to
cover
City
costs
associated
with
the
explosion
and
fire
incident.

was
how
the
original
program
was
set
up.
There's
there's
nothing
that
is
inflexible
about
that.
The
City
Council
reserves
the
right
to
make
a
blanket
extension
or
to
give
us
the
authority
to
do
that
on
a
case-by-case
basis.

think,
once
we
get
closer
to
September
of
2012,
we'll
have
a
much
better
idea
of
what
the
status
of
the
rebuild
progress
is
and
whether
there
is
a
need
in
order
to
serve
the
neighborhood's
interests,
whether
we
might
return
to
you
and
ask
for
some
additional
time.

mayor
and
member
of
the
council
here
tonight
to
present
to
you,
with
the
concrete
repair
contract,
as
you
aware,
is
city's
objective
to
provide
and
maintain
a
continuous
pedestrians
system
that
is
safe
and
accessible.
The
proposed
concrete
contract
will
provide
the
means
for
the
city
to
meet
this
objective.
With
this
contract,
the
city
will
be
able
to
repair
the
image
sidewalk
and
install
accessible
ramps
at
various
location
within
the
city.

The
sidewalk
part
repair
priority
were
establishing
2009
to
address
the
repair
needs
within
the
city.
The
priorities
are
first
repairs,
city,
responsible
location
with
offset
greater
or
equal
to
one
and
a
half
inches,
then
to
focus
on
the
location
with
obsess
less
than
one
and
a
half
inches
in
the
pedestrian
emphasize
zone
and
in
lengthen
neighborhood
song
for
a
sense
of
program.
Installation
are
also
included
in
the
priorities.
A
total
of
982
damage,
sidewalk
location
will
repair.

However,
they
are
still
approximately
2614
location
that
requires
that
required
repair.
The
proposed
contract
includes
26
City
responsible
and
an
estimate
50
private,
responsible
locations
upon
completion
of
the
proposed
repairs.

will
be
approximately
2530

location

still
need
to
be
repaired.

curb
ramps
and
as
needed
repair
for
due
to
the
emergency
utility
repair,
and
this
map
presents
the
proposed
accessible
ramp
location
within
the
redevelopment
area.

of
three
bids
were
submitted,
the
lowest,
but
is
270

dollars.
This
is
slightly
lower
than
that
Vista
were
rejected
in
May
2011,
the
lowest
bidder
is
JJ

he's
a
qualified
contractor
specialized
in
concrete
repairs.

was
also
the
contractor
for
the
previous
two
concrete
repair
project
for
the
city.

no
complaint
regarding
their
work.

contracts
approval
anticipates
starting
the
city,
responsible,
location
and
notifying

homeowners
of
the
program
next
month,
we
anticipate
the
city.

will

in
october,

thousand
eleven.

we
receive
a
minimum
quantity
of
work
on
the
interested
homeowners,
we
will
issue
a
notice
to
proceed
for
the
contractor
to
perform
the
private
responsible
locations
with
this.

you

feel
that
the
city
is
responsible
for
them.

taken
aback
that
it
is
the
responsibility

how
we're
going

plan,

disproportionate
as
to
how
many

still
responsible

the
private
property
owners
and
the
city
is
taken
care
of
ones
that
were
responsible
for
so
is
you
know?
Is
there
much
complaints
or
education
having
to
be
done
with
the
property
owners
saying
this
is
your
responsibility,
and
you
know
this
is
a
good
program
to
take
advantage
of
it
right
now.

As
part
of
the
outreach,
we
were
planning
to
include
utility
inserts
to
explain
and
hopefully
to
educate
the
homeowners,
that
what
are
their
responsibilities
basically
be
telling.
The
city
is
only
responsible
to
repair
damage,
location
that
that
are
caused
by
City
trees
and
will
provide
those
in
this
utility
in
certain.
We
can
serving
certainly
include
a
promotional
ad
or
notices
on
cape
on
cable.

back
in
two
thousand
nine
of
the

the
decision
to
implement
a
more
robust
public
education
program
was
a
short
film
on
the
cable

private
property
owner
responsibility

the
sidewalk.

last

the

main
concern,
is
the
awareness
of
the
property
owners
because
at
some
point,
there's
going
to
be
a
lot
of
property
owners
that
still
have
not
taken
advantage
of
it
and
they're

to
be.

faced
with
encroachment
permits
and
higher
you
know,
and
higher
costs,
so
I'm
more
concern
that
you
know
that
they're
being
alerted
that
this
is
a
good
deal
as
we
come
through
their
neighborhood.

I
think
the
department
has
been
pleased
with
a
response
of
the
public
in
prior
years
and
has
achieved
actually
a
good
participation
by
residents

reasonable

about
what

private
versus

public
responsibility
is.

to
the
city's
municipal
code,
certainly
there
is
a
need
for
additional
outreach,
and
not
all
property
owners
who
have
the
private
responsibility
issue
have
in
fact
taken
advantage
of
the
program.

homeowners

city
we

receive
their
commitment

feeds,

with
the
repair,

we
put
them

list

we
receive
that
check
from
them,
and

the
city
with
this
contract,
will
pay
the
contractor
with
taffy.

benefit

scale

if

would
have
probably
one
contractor

do

would
cost
more
verses

The
contractor
has
the
benefit
of
the
scale
itself

I
just
want

clarification.

be
the
sidewalk,
which
is
the
property
owner
responsibility?
They
are
then
entirely
responsible
for
the
cost
of
that
section,
less.
The
cost
of
the
encroachment
permit.
Also,
the
council
decided
that
in
the
pedestrian
emphasize
area,
the
city
will
pay
twenty-five
percent
of
the
cost
of
the
sidewalk.

like
to
say,
it's
not
just
sidewalk
repairs
but
you're
stalling,
handicapped
pedestrian
ramps
and
I
believe
about
sixty
six
locations,
yeah,
which
is
it
very
valuable
to
the
neighborhood
and

last
request
is
that
if
we
can
get
the
contractor
to
not
sign
his
work
as
large
as
I've
seen,
I've
seen

our
initials
in
many
locations
and
its
large
letters
and
I
just
think
that
it's
a
bit
much
just
a
little
observation.

made

On
the

library,
we
also
installed

wheelchair
lift
to
serve
as
the

of
the
library
with
this
contract.

installing
that
wheelchair
left
to
service
the
basement
of
the
library
which
is
important,
because
we
have
some
ongoing
children's
programs
in
the
basement,
as
well
as
some
events
for
the
Friends
of
the
library.
We
also
have
some
potential
to
increase
the
number
of
classrooms
of
programs
down
in
the
basement
if
it
was
fully
accessible
to
be
used
as
a
public
facility
for
rental
installation
of
this
wheelchair.
That
would
allow
it
to
happen
to
provide
that
accessibility
that
we
would
that
we
would
need
to
be
fully
compliant.

installation
would
actually
take
place.

assessment

large
project
or
plans
proposed
we're
seeing
this
tonight,
because
the
city,
as
you
know,
is
undergoing
the
transit
corridor
plan
and
as
part
of
the
transit
corridor
plan.

an
environmental
impact
report
in
that,
amongst
the
many
different
things
in
environmental
impact
report
looks
at.
It
also
has
to
work.
Look
at
water
supply,
so
the
way
that
the
Senate
bill
is
crafted.
It
requires

water
supply
assessment
occur
before
the
environmental
impact
report
is
released
and
that
the
findings
of
the
water
supply
assessment

incorporated

passed
a
budget

governor
signed

bills

bills
are
known
as
ABX

first
bill
is
known
as
the
dissolution
Act,
which
basically
kills
all
redevelopment
agencies
and
the
second
one
is
known
as
the
continuance
app
which
allows
you
to
continue
as
an
agency.
If
you
make
a
certain
amount

payments,

the
first
step
the
things
that
it
does,
it
immediately
suspend
all
redevelopment
agencies,
except
for
limited
activities
that
are
ongoing
and
then
dissolves
all
redevelopment
agencies.

we

redevelopment
agency
right
now
you
can
no
longer
incur
debt,

longer
make
loans
or
grants

loans

loans

redevelopment
Association
is
doing

the
League

Cities

doing
initially,
we
thought
a
lawsuit
was
already
going
to
happen

this

California

redevelopment

to
happen
within
the
next

they're

to

loss

have
as
a
lawsuit
