people

they

We

we

one
of
our
specials
Loretta

Now,
we'll
get
to
the
business,
the
San,
Bruno
senior
citizens
board,
provides
oversight
and
coordination
of
almost
everything
that
happens
in
the
Senior
Center,
almost
everything
that
is,
they
offer
over
70
classes
and
programs
weekly
they
they've
served
25,000
congregate.
Lunch
is
served
every
year,
more
than
1,500
Social,
Services
referrals,
helping
seniors
and
their
families
with
personal
decisions.
That's
Susan
is
not
here
and
at
least
8,000
trips
of
the
senior
senator
book
each
year,
making
impossible
communion
members
to
access
the
Senior
Center.

In
other
words,
that's
the
dell
go
out
and
they
pick
up
the
people
and
bring
them
to
the
Senior
Center
everyday,
and
some
of
the
things
that
happened
in
the
last
year
is
we've
had
an
increased
participation
in
the
health
and
fitness
classes.
We've
had
a
lot
of
extra
classes
on
like
Zumba,
which
no
I
don't
think
too
many
in
here
could
handle,
is
zumba
class
to
reduce
the
number
of
full-time
staff
which
has
made
it
a
little
difficult
on
the
rest
of
us,
because
we
we
have
to
do
a
little
bit
more
around
here.

They've
assisted
with
impacts
of
the
glenview
fire
added
new
fundraisers.
Add
a
new
classes
and
we
purchased
the
wireless
phone.
Finally,
so
that
when
somebody
in
the
other
room
collapses
or
they,
they
can
grab
the
phone
in
there
and
they
can
bring
the
phone
over
to
where
the
person
is
before
they
had
a
glow
over
see.
What
was
wrong
one
back
to
the
phone,
and
now
they
can
bring
the
phone
right
up
to
them
and
they
call
if
it's
a
911
emergency.
They
can
call
it
right
away
and.

Coming
up
in
the
next
year
or
an
I
and

212
will
be
celebrating
the
25th
anniversary
of
this
building,
which
is
really
quite
something
and
we
hope
to
purchase
a
new
senior
bus
plus
the
bus
we
have
is
getting
pretty
raunchy
to
say
the
least,
and
during
the
past
25
years
we've,
the
annual
participation
has
gone
up
over
20,000
people,
twenty
thousand
uses.
I
should
say
it's
not
20,000
but
been
used
by
same
people.
Maybe
some
of
them
are
the
same
anyway.
To
make
a
long
story
short.

On

I,
am
it's
a
big
honor
to
be
here
with
everybody
tonight
really
I'm
a
little
excited
and
my
name
is
Jean
edge.
I
started
coming
to
this
san
bruno
senior
center
about
20-some
years
ago
and
I
was
looking
for
something
everybody
comes
for
a
different
reason.
I
was
looking
for
something
because
my
mother
was
coming
to
live
with
me.
H
Unfortunately,
when
she
got
here,
she
had
she
had
Alzheimer's,
so
she
could
not
handle
the
senior
center.
So
I
had
to
handle
mother
and
I
had
and
I
found
a
nice
I'll
day
care
center
for
her,
and
while
she
was
in
daycare,
I
said
I
thought
to
myself:
I
better,
explore
the
Senior
Center,
because
I
needed
a
break
from
caregiving.
H
So
the
first
thing
there's
so
many
programs
here
and
I
started
out.
Of
course,
being
the
kid
you
know,
I
thought
I
was
still
a
kid.
I
decided
to
join
the
walking
group,
and
these
elders
walked
three
miles
three
times
a
week
up
a
mountain
and
I
was
still
smoking,
I'm
smoking
and
going
into
the
woods
with
them.
But
I
thought
well.
I'll
leave
these
girls
in
the
dust.
Well,
not
true.
As
soon
as
they
hit
the
trail,
they
took
off.
H
I
never
saw
them
again,
I
never
even
got
to
meet
him,
but
there
was
one
lady.
She
was
in
her
late
80s
and
her
name
was
Verna
decoy
and
she
stayed
back
because
she
was
afraid
I'd
get
hurt.
She
was
right.
Anyway,
burn
is
now
107
and
she's.
Just
a
marvelous,
lady
and
I
guess
it's
from
all
walking.
So
there
are
so
many
programs
and
I
thought
after
I
ended
the
exercise.
The
walking
three
miles,
which
really
got
to
me
after
a
while
I
got
involved
with
the
ceramics
class.

Oh
and
so
I
was
really
creative
and
I
started.
Making
big
cats
I
was
in
the
cat
business
I
gave
cats
to
everyone,
I
knew
it
was
really
fun
and
very
creative
and
a
wonderful
group
to
be
with
the
classes
here
are
just
great
and
they
give
a
new
life
meaning
to
everyone
that
participates
in
them.
They
did
to
me
so
one
day
by
accident,
I
opened
up
the
back
door
in
the
back
there
and
I
came
in
and
I
came
in
on
a
writer
group.

A
writers
group
and
I
was
trying
to
back
out
quietly
before
they
knew
I
was
there,
but
the
instructor
was
a
guy
named
Frank
Duffy
and
he
was
an
old
newspaper
man
and
he
said
no,
no,
no
come
man,
he
said
sit
down,
have
a
seat
check
us
out,
come
to
find
out,
he
got
paid
by
how
many
seats
were
full,
and
so
that
was
20
years
ago.
I'm
still
in
the
writers
group.
I
have
written
so
many
short
stories.
I
could
put
together
a
book
and
I
might
just
do
that
anyway.

It's
a
lot
of
fun,
so
dancing
is
another
form
of
exercise
that
I
absolutely
love.
So
in
my
senior
years,
I've
been
doing
tap,
dancing,
I've
done
ballroom,
dancing,
I've
done
line,
dancing,
I've
done
a
yoga
and
Tai
Chi
and
all
the
things
that
I
never
would
do
if
it
wasn't
for
this
Center.
In
fact,
for
a
long
time,
I
used
to
give
my
husband
my
sweet
husband,
prepaid,
ballroom,
dancing
class
lessons
and
for
his
birthday
Father's
Day
Christmas.
You
know
you
can
imagine
how
thrilled
he
was
and
I've
taken.

Tai,
Chi
and
yoga
here
as
I
said:
I
hate
to
admit
it,
but
I
don't
drive
that
much
anymore.
I
I
don't
like
to
drive
distances
so
I
don't
go
downtown,
I,
don't
go
to
the
museum.
I
don't
go
to
the
theater,
but
every
so
often
I'll
sign
up
for
one
of
the
tours
are
groups
that
leaves
from
here:
they're,
reasonable
and
professional
drivers
and
I.
Don't
have
to
look
for
a
parking
place
and
I
don't
have
to
pay
for
a
parking
place,
which
is
an
arm
and
a
leg.

Well,
you
know
what
they
risk
when
you
drive
downtown
another
great
asset
to
the
center
is
a
wellness
program.
I
have
my
blood
checked
here:
I
have
cholesterol
once
a
year
I
come
for.
You
know
the
big
thing
anyway.
One
year,
I
was
coaxing
my
husband
to
come,
and
he
was
coaxing
me
to
come
here
because
neither
one
of
us
had
a
doctor.
My
husband
was
not
crazy
about
doctors
in
general
and
I,
don't
like
to
obey
anybody.
So
I,
don't
like
doctors
that
much
either
after
we
took
the
tests.

He
strutted
back
to
the
back
nurse
back
here
and
she
looked
at
my
husband
and
she
said
you
have
to
see
a
doctor
today,
sir,
so
that
same
day
we
had
to
find
a
doctor.
We
shuffled
out
of
the
place
like
two
old-timers.
You
know
and
we
found
a
nice
lady
doctor.
In
fact
he's
got
three
lady
doctors.
Now
he
doesn't.
He
does
real
well
with
these
lady
doctors
that
he
likes
them
and
they
take
good
care
of
us.
Did
I
mention
my
husband
is
a
doctor.

He
doesn't
like
the
doctors,
though
so
for
the
past
year.
Do
I've
stayed
for
the
lunch
program,
which
is
very
nutritious,
very
delicious,
and
for
a
lot
of
people,
it's
the
only
meal
that
they
get
there's
a
lot
of
people
that
live
alone,
and
they
just
do
not
make
meals
like
Gloria
makes
and
the
center
serves
it's
just
a
beautiful
thing
and
we
are
servants
Aaron,
aided
by
this
Italian
fellow
Vince,
who
plays
the
gum,
the
whatsit,
not
the
concertina,
the
accordion,
and
he
sings
romantic
love.

us
I
mean
really
how
good
can
it
get
so
and
on
Tuesday
we
have
a
DJ,
and
so
everybody's
rockin
and
rollin
and
singing
in
these
old
people,
I
mean
really
old.
People
are
singing
out
loud
and
dancing
all
dancing.
In
fact,
there's
this
one
fellow.
He
left
the
floor
in
a
huff.
This
is
a
big
tall
guy
and
he's
he
left
the
dance
floor
in
a
huff
because
they
didn't
play
his
particular
line.
Dance
song
and
his
girlfriend
came
up
to
me
and
she
said
you
really
have
to
forgive
him.
He's
92.

You
know
there's
another
lady
here
who
would
just
got
her.
Her
driver's
license
a
renewed
and
she
was
so
happy
because
she
passed
the
test,
she's
85
and
she
got
a
5-year
extension.
I
mean
the
woman's
happy.
So
my
friend
Gil
had
a
stroke.
He
was
brought
in
here
with
a
walker.
He
could
hardly
walk
and
he
could
not
talk
because
he
was
in
a
coma
for
two
months
and
he
had
these
things
on
down
his
sub
windpipes.
So
his
son
brought
him
here
and
SAT
him
at
our
table.

Now
he's
dancing
he's
exercising
he's
hike,
taking
hiking
walks.
He
and
we
can't
stop
him
from
talking.
I
feel
like
I
have
a
family
at
the
center
and
I've
learned.
There
is
a
graceful
and
fun
and
interesting
way
to
live
in
your
last
in
your
senior
years.
Of
course,
if
there
wasn't
a
place
for
all
this
to
happen,
it
would
be
a
very
different
story.
I'm
very
proud
to
be
a
member
of
the
San
Bruno
Center
and
the
staff
here
are
the
finest
workers
I've
ever
met.
You
know
who
they
are.

Place
wouldn't
be
what
it
is
without
you,
so
it's
a
wonderful
place,
probably
the
most
popular
senior
center
of
south
of
parts
of
San,
Francisco
and
I
know
we
I
guess
we
want
to
get
rid
of
the
old
raunchy
bus
tonight.
Hopefully
thank
you
very
much
item
number
nine
public
comment
and
items
not
in
the
agenda
tis.
The
council's
policy
to
refer
matters
raised
in
this
form
to
staff
for
investigation
interaction
where
appropriate.

As
your
representative
to
the
mosquito
board,
I've
left
a
few
flyers,
we
would
like
the
citizens
to
help
us
curtail
the
spread
of
West
mile
through
mosquitoes
by
reporting
dead
birds.
So
there
was
some
flyers
in
english
and
in
spanish
back
here
for
anyone
that
wants
it
and
when
he
said,
if
I
get
her
that
the
red
mosquito
swatter
should
put
a
couple
up
in
the
center,
so
thank.

That
the
Brown
Act
prohibits
the
council
and
discussing
or
active
on
any
matter,
not
agendized
pursuant
to
state
law.
Would
anyone
like
to
address
the
council
under
public
comment?
I'd
seen?
No
one
who
write
in
to
conduct
of
business
and,
wouldn't
you
know,
item
a
is
adopted
resolution
accepting
a
loan
of
fifty
thousand
dollars
from
the
nonprofit
nutrition
side,
Council
of
San
Bruno
appropriating
seventy
nine
thousand
dollars
from
the
equipment
reserve
fund
and
authorizing
the
city
manager
accident.

I
Yeah,
as
was
pointed
out
that
the
Senior
Center
does
utilize
a
1997
20
passenger
bus
five
days
a
week,
average
is
approximately
15
seniors
to
and
from
the
center.
It's
also
used
for
field
trips
and
has
been
used
by
the
city.
For
certain
occasions.
Shuttle
service
for
town
hall
meetings,
trips
to
san
francisco
and
other
peninsula
destinations
the
atom
before
you
tonight
is
a
two-fold
staff
recommendation,
one
to
accept
a
donation
donated
loan
from
the
senior
nutrition
site
council
and
two
to
authorize
the
city
manager
to
execute
a
purchase
agreement
for
a
new
bus.
I
As
it
was
mentioned,
the
buses
now
over
13
years
old.
It
has
over
100
42,000
miles
on
it,
it's
subject
to
frequent
breakdowns,
causing
a
considerable
amount
of
time
in
the
repair
shop
and
higher
maintenance
costs.
In
addition,
the
new
emissions
regulations
dictate
that,
if
we
continue
to
use
the
bus
beyond
this
December,
we
will
need
to
retrofit
it
at
a
cost
of
about
sixteen
thousand
dollars.
The
bus
was
scheduled
to
be
replaced
in
2007-8
with
the
funds
from
the
equipment
reserve.
I
But
when
came
to
looking
at
the
bus,
a
new
type
of
bus
was
desired
and
was
more
than
available
funding
the
bus
that
is
being
recommended.
A
bus
of
that
same
make
and
type
has
been
brought
up
here
to
the
Senior
Center
on
a
couple
of
occasions.
Within
the
past
year,
the
seniors
had
have
had
a
chance
to
go
through
it
to
walk
through
it.
The
drivers
who
talked
to
the
manufacturer
about
it.
It
is
being
recommended
by
both
staff
and
the
senior
advisory
board.
I
It
holds
twenty
three
passengers
slightly
more
than
the
current
bus
with
the,
especially
in
the
configuration
when
you
get
the
wheelchairs
in
place.
It
has
more
safety
features
and
uses
a
wheelchair
ramp,
rather
than
a
lift.
So
it
lowers
a
little
bit.
The
lift
comes
all
the
way
down
to
the
sidewalk
you
can
wheel
on
to
it.
You
can
walk
on
to
it.
If
you
wish,
it
makes
it
easier
for
passengers,
it
reduces
the
maintenance
costs
and
it
also
eliminates
the
need
for
the
state
inspections.
I
Although
the
lower
the
bus
with
the
lower
floor
does
not
come
in
the
hybrid
model
that
the
City
Council
prefers,
it
does
meet
the
air
quality
requirements
by
using
a
much
cleaner
type
of
diesel
engine,
to
supplement
the
available
funds
staff
applied
for
and
did
receive
a
grant
in
October
of
2009
the
grandmas
for
a
hundred
thousand
dollars
from
the
Metropolitan
Transportation
Commission.
It
was
their
lifeline
transportation
program.
It's
a
state
program,
state
bonds
that
was
voter
approved,
but
the
bonds
are
still
unsold.
I
It's
a
nonprofit
corporation
established
to
support
the
programs
here
at
the
Senior
Center
has
offered
to
loan
the
city
$50,000
at
a
zero
percent
interest
rate
to
assist
with
the
purchasing
of
the
new
bus.
The
loan
would
not
need
to
be
repaid
until
the
grant
funds
were
delivered
to
the
city,
regardless
of
how
long
that
may
be,
and
if
the
city
never
received
the
grant
funds,
the
loan
would
not
need
to
be
repaid.
I
Adding
this
amount
to
the
funds
that
are
available
in
the
general
reserve
will
give
the
city
the
resources
to
purchase
the
new
bus.
The
bus
is
sold
locally
by
El
Dorado
bus
sales,
and
it
has
been
through
a
competitive
bid
process
by
the
state
of
California.
It's
on
the
state's
contract
list.
The
city
is
not
required
to
conduct
a
separate
bidding
process
and
can't
award
the
bid
at
the
state
price
of
one
hundred
and
twenty
nine
thousand
dollars,
including
tax
and
delivery.
I
When
the
city
receives
the
funds
from
the
lifetime
transportation
grant
funds,
as
I
said
as
they
were
voter-approved
fifty
thousand
dollars
will
go
towards
the
senior
nutrition
site
council
to
repay
the
loan.
Fifty
thousand
dollars
would
go
back
to
the
reserved
and
I
would
be
happy
to
answer
any
questions.

the
chair
very
quickly,
I
was
also
just
going
to
thank
the
council
for
stepping
forward,
as
well
as
the
other
groups
councils
that
have
done
that
in
the
past
things
in
this
room
chairs
tables
other
things
in
this
room
alone
have
been
contributed
for
various
times
in
order
so
that
the
center
can
continue
to
thrive
and
as
when
it
was
established
back
some
time
ago.
Now
that
it
has
been
run
by
volunteers
primarily
and
with
what
a
love
and
care-
and
it
shows
by
the
building
that
we
sit
in
today.

Mayor
members
of
the
council,
the
issue
tonight
I
believe
this
is
on.
Yes,
is
what
action
to
take
if
any,
about
the
city's
moratorium
on
medical
marijuana
establishments
and,
as
you
know,
from
the
staff
report,
our
current
moratorium
expires
on
the
twenty-fifth
of
September
of
this
year.
So
we're
looking
for
direction
at
tonight's
meeting,
so
we
can
bring
forward
to
you
any
new
ordinance
for
introduction
at
the
August
ninth
meeting
with
an
adoption
scheduled
for
September
13th.
Since,
as
you
know,
you
don't
have
a
second
meeting
in
August.
K

It
is
important
to
realize
that
a
ban
on
establishments,
including,
however
defined
collectives
cooperatives
dispensaries,
does
not
affect
the
right
of
a
qualified
individual
that
somebody
with
a
medical
condition
to
cultivate
and
use
the
allowed
amount
of
marijuana
for
medical
purposes,
and
so
that's
defined
in
state
law.
So
whatever
action
is
taken,
a
patient's
still
have
a
right
to
possess
and
use
medical
marijuana
in
under
California
law,
and
that's
because
the
state
law
that
the
voters
adopted
still
provides
a
defense
to
a
criminal
charge
of
possession
of
marijuana.
K
It
also
appears
unlikely
that
the
federal
government
would
enforce
its
laws
because,
of
course,
marijuana
is
still
illegal
under
federal
law.
It's
unlikely
they
would
enforce
their
laws
against
patients
who
use
the
specified
amounts
of
marijuana
for
medical
purposes.
It
seems
much
more
likely
that
the
federal
government
would
target
dispensaries
or
other
establishments
that
are
either
selling
or
distributing
marijuana
either
for
medical,
but
also
for
perhaps
non-medical
purposes.

Chief
Telford
has
provided
us
with
an
update
to
his
oktober
2009
memo.
A
match
update
outline
some
of
the
secondary
effects
of
allowing
medical
marijuana
establishments.
So
what's
a
secondary
effect.
Well,
he's
documented
that
criminal
activity
has
occurred
at
medical
marijuana
establishments
in
San
Mateo
and
then
at
least
four
instances
that
same
kind
of
criminal
activity
was
occurring
in
san
bruno
at
residential
locations
where
marijuana
was
being
cultivated,
there's
also
similar
evidence
from
communities
around
the
state.
What
does
this
mean?
K
Well,
we
think
it
means
that
allowing
any
type
of
establishment
that
distributes
marijuana
for
medical
purposes
or
otherwise
does
create
a
real
and
serious
risk
of
nearby
criminal
activity
and
the
Chiefs
available
to
answer
any
questions
about
that.
If
you,
if
you
have
any
so
in
the
staff
report,
I've
outlined
for
options
for
you,
let
me
just
briefly
go
through
them.
The
first
option
is
to
adopt
an
ordinance
prohibiting
any
establishments.
K

The
second
option
is
to
regulate,
allow
and
regulate
establishment
such
as
San
Francisco
does
such
as
San
Mateo
does
San
Mateo,
County
and
a
few
other
cities,
so
the
police,
department
and
community
services
department
would
would
become
involved
in
both
permitting
and
enforcement
of
that
ordinance.
A
third
option
is
to
consider
adopting
a
new
moratorium,
because
this
one
expires
in
September
as
I've
indicated,
but
under
state
law.
That
actually
requires
some
new
facts
and
circumstances.
K
The
final
option
is
to
just
let
the
moratorium
expire.
Well,
what
would
that
mean?
Well
right
now,
medical
marijuana
establishments
are
currently
not
permitted
in
any
zoning
district
and
there's
case
law.
That
says,
if
they're
not
specifically
permitted,
they
are
prohibited.
So
therefore,
regardless
of
the
moratorium
in
San
Bruno
right
now,
if
the
moratorium
were
to
expire
tomorrow,
the
city
could
take
the
position
that
medical
marijuana
establishments
are
prohibited.

The
city
could
be
sued
for
adopting
a
band
they
could
be
sued
for
regulating
to
strictly,
they
could
be
sued
for
not
regulating
strictly
enough
or
for
denying
somebody
a
permit
on
an
individual
basis,
but
the
policy
decision
really
for
you
tonight
is
whether
the
documented
secondary
effects
that
have
been
identified
in
the
report
outweigh
a
desire
to
permit
medical
marijuana
establishments
that
cultivate
and
distribute
marijuana
on
a
larger
than
individual
scale.
So
that's
the
issue
for
you
tonight
I'd
be
happy
to
answer
any
questions.
As
I
indicated,
the
chief
is
as
well
any.

the
Chairman's
in
there
when
we
last
set
this
this
moratorium
in
place.
I.
Remember
you,
mr.
mayor,
staying
that
what
your
opinion
is
of
this
and
I
think
it's
time
that
we
we
make
a
statement.
I
leave
it
to
the
council
as
far
as
what
direction
would
go,
whether
we
extend
a
more
time
but
I'd
like
to
put
it
on
record
that
I'm
in
favor
an
all-out
ban
on
these
type
of
establishments.

I've
heard
enough
about

has
experienced
many
SSOs
over

past
years,

us

well

other
peninsula
cities,
a
target
for
litigation
from
environmental
organizations,
as
well
as
from

regional
water
quality

parties
involved
in
the
litigation
can
agree
that
reducing
the
number
and
extent
of
SSOs
is
important
to
protect
the
environment.

Now,
as
you
know,
the
city
retained
very
experienced
outside
counsel
to
represent

city's
interest
in
these
negotiations
and
those
negotiations
extended
for
many
months.
The
attorneys
briefed
you
in
closed
session
along
the
way,
and
you
made
a
very
thoughtful
and
we
believe,
cost-effective
decision
to
resolve
these
matters
now,
instead
of
prolonging
them
at
far
greater
expense
and
the
settlements
that
that
staff
is
proposing
here
tonight
are
indeed
consistent
with
other
settlements
on
the
peninsula.

All
of
the
other
parties-
Bay
keeper,
the
regional
board-
have
approved
these
agreements,
and
fact
you
should
know
that
at
the
most
recent
public
hearing,
the
Regional
Water
Quality
Control
Board
praised
the
city's
efforts
in
reaching
a
settlement.

therefore
recommends
authorizing
the
city
manager
to
sign
both
agreements
on
behalf
of
the
city,
I'd
be
happy
to

issue

derelict

the

quarter
in
the
fiscal

is
to
bring
you
up
to
the
current
status
of
the
process.
As
directed
by
our
subcommittee
members,
mayor
wayne
and
council
person
medina
on
july,
eleventh
two
thousand
eleven,
the
subcommittee
members
from
the
central
county
fire
board
millbrae
and
san
bruno
met
and
received
the
proposed
phase
one
implementation
plan.

This
plan
includes
an
administrative
merger
and
the
consolidation
of
hill
sites,
fire
stations
in
millbrae
and
burlingame.
The
result
of
this
meeting
was
agreement
to
present
this
plan
to
the
full
City
Council
of
each
agent
agency
for
their
approval.
The
plan
consists
of
the
definition
of
the
success
of
the
program
would
be
evidence
of
accomplishing
the
financial
targets
and
objectives
planned
for
the
JPA
agreements.

savings
for
the
agencies
is
on

simple
quarter.

percent

to

less

those
impacts.

was

having

subcommittee
members

Maybe
it
was

was
important
so
that
we
still
have
a
voice
at
the
table,
because
obviously
we
answering
the
constituents-
and
this
will
serve
our
community
and
I-
know
also
a
thing
that
was
brought
up
at
the
July
eleventh
meeting.

quite
a
few
of
the
personnel
that
were
there
for
the
most
part,
not
everybody's,
going
to
be
happy
with
everything,
but
labor
seem
to
be
working
collectively
together
to
try
to
walk
down
this
path
and
do
the
best
job
possible
to
make
it
work.
But
I
know
it
brings
up
about
having
fair
representation,
not
only
as
far
as
governance
of
council
managers,
but
as
far
as
also
the
administration
admin
personnel
at
each
of
the
four
cities,
so
that
it's
fair
and
there's
equal
representation
across
the
board.

can
tell
you
that
the
staff
has
worked
quite
hard.
The
city
managers
and
the
Chiefs
were
quite
long
and
to
reiterate
what
the
city
manager
said.
This
is
through
attrition
because
they
have
gauged
about
retirement
sand
projecting
out
to
the
future,
and
this
would
not
eliminate
any
positions,
but
only
through
attrition
and
also
vice
mayor
I've
learned
that
it's
not
as
fast
and
easy
to
assemble
a
fire
station
and
meet
it
up
to
code
and
do
what
they
need
to
do
to
bring
this
together.

Briefly,
I
was
in
all
of
these
meetings,
also,
but
not
near
as
many
as
our
city
manager.
In
fact,
all
the
city
managers.
They
should
be
congratulated
for
working
very,
very
hard
to
put
just
together
because
it
was
a
tough
road,
a
lot
of
little
roadblocks
along
the
way
and
I
think
there
are
some
more,
but
it
just
makes
sense
what
doesn't
make
sense
in
this
whole
county
in
practice
to
have
20
little
cities
with
20
little
chiefs
and
20
fire
departments.

doesn't
make
sense
at
all
when,
in
fact,
san
bruno,
probably
more
than
any
other
city,
realized
what
mutual
aid
and
everybody
getting
together
really
shows.
So
it
it
just
makes
sense
going
forward,
and
besides
that,
we
cannot
in
fact
afford
to
20
fire
stations
or
fire
departments
in
this
county,
and
so
you
know
going
forward
it.
Just
it
just
makes
sense
and,
as
mr.
Medina
said,
there
are
some
issues,
their
labor
issues
going
forward.
We
hope
to
work
all
of
those
out,
but
I
think
this

neighborhood

first
phase

temporary

improvement

will
be

possibly
part
of
the
street
and

sidewalk
for
the
for
the
impact
area
around
the
explosion.

which
will

happen

will

infrastructure

neighborhood

Tasers.
They

results

titled
taser
standardizing
to
stabilize
and
reduce
injuries.
The
grand
jury
report
concluded
that
tasers
reduced
the
risk
of
injury
to
officers
in
offenders
in
violent
and
potential
violence
situations.

recommended
that
all
agencies
adopt
uniform
policies
regarding
tasers
use
of
force,
that
all
officers
should
carry
tasers
as
they
carry
firearms
and
that
agency
should
track
the
use
of
Tasers,
even
if

device

juries
asked
all
the
city's
governing
bodies
to
provide
comment
on
the
report,
which
is
before
you
tonight
should

noted
that
our
policy

tasers
is
consistent

the
report
states

May
nineteenth,
the
grand
jury
released
a
port
on
report
on
cell
towers
within
San
Mateo
County
and
is
basically
focused
on
two
things
number
one.
To
what
extent
is
there
public
opposition
and
what
can
be
done
to
increase
the
transparency
of
cell
towers
within
San,
Mateo
County,
and
the
second
is
to
what
extent
our
cities
receiving
revenue
from
cell
towers
with
all
grand
jury
reports.
The
city
must
formally
respond
to
the
report
attached
to
the
staff
report.

findings

recommendations

but
a
couple
of
the
highlights.
Overall,
they
found
that,
not
surprisingly,
in
every

most
every
city

San,
Mateo
County,

some
public
opposition
to
a
cell
tower
application.
They
also
found
that
not
all,
but
a
majority
of
cities
are
receiving
revenue
from
leasing
public
lands
for
the
cell
phone
towers.

the
recommendations
to
that
all
highlights
the
city's
recommend.

cities
do
negotiate,
least
terns
lease
terms
that
generate
revenue
for
public
layin.

our
response
we
said:
hey
we're
already
doing
the
right
thing.

responded
that
we
currently
have
seven
cell
towers

generate
about
180,000
dollars
annually
for
the
city
of
San
Bruno,
and
we
just
entered
into
a
new
lease
that
will
generate.

eighteen
thousand
dollars
more
recommendation.

stated
the
