10i. SMC Civil Grand Jury Report on Cell Towers

and
good
evening,
honorable
mayor
and
city
council,
as
the
report
states
on
May
nineteenth,
the
grand
jury
released
support
on
report
on
cell
towers
within
San
Mateo
County,
and
it's
basically
focused
on
two
things:
number
one.
To
what
extent
is
there
public
opposition
and
what
can
be
done
to
increase
the
transparency
of
cell
towers
within
San,
Mateo
County
and
the
second
is
to
what
extent
our
cities
receiving
revenue
from
cell
towers,
amabella
grand
jury
reports.
The
city
must
formally
respond
to
the
report
attached
to
the
staff
report.

You
will
find
the
letter
responding
to
this
I
won't
go
over
all
the
findings
and
recommendations
in
detail,
but
a
couple
of
the
highlights.
Overall,
they
found
that,
not
surprisingly,
in
every
city
in
San
Mateo
County,
there
has
been
some
public
opposition
to
a
cell
tower
application.
They
also
found
that
not
all,
but
a
majority
of
cities
are
receiving
revenue
from
leasing
public
lands
for
the
cell
phone
towers.

couple
of
the
recommendations
to
that
all
highlights
the
city's
recommend.

The
grand
jury
recommended
that
cities
do
negotiate,
least
terns
lease
terms
that
generate
revenue
for
public
lion.
In
our
response
we
said:
hey
we're
already
doing
the
right
thing.
We
responded
that
we
currently
have
seven
cell
towers
that
generate
about
180,000
dollars
annually
for
the
city
of
San
Bruno,
and
we
just
entered
into
a
new
lease
that
will
generate.
Excuse
me
about
eighteen
thousand
dollars
more
recommendation.
Number
five
stated
the
study.

that
city
should
develop
an

the

the
cell
tower
process
and
includes
all
local
state
and
federal
regulations.
We
have
some
