all
go
together

would
start
cleaning

thought
it
was
really
different
from
what
we

I'm,
a
parent
representative
and
I,
appreciate
the
chance
to
join
a
sister
city
program.
As
a
representative
and
jabber
on
this
year,
I
previously
hosted
the
Japanese
students
a
couple
of
times
and
would
like
to
say
that
I
think
this
is
a
really
really
good
program.
That
Park
site
has
two
offers
to
their
student
and
is
the
only
program
that
the
school
board
can't
take
it
away.

When
the
program
was
canceled.
Last
year
the
institutional
knowledge
of
the
student
was
lost,
so
it
was
really
really
is
quite
a
struggle
for
us
to
reinstate
that
this
year,
trying
to
interest
the
student
to
join.
Fortunately,
we
had
a
great
group
of
parents.
That
is
very
supportive,
which
are
they
all
here
of
this
program,
helped
prepare
our
students
to
for
this
trip.
The
children
did
a
really
good
job
of
representing
san
bruno
and
they
all
learn
so
much
from
this
experience.

great
innovation
of
this
year
with
the
sister
city
program
is
to
sponsor
a
student
on
the
basis
of
good
spirit
and
good
citizenship,
and
hopefully
this
will
continue
in
the
future
and
be
something
that
parks.

student
can
aspire
to
I'm
sure
the
calcium,
aware
that
the
the
city
of
Naruto
devote
considerable
resources
and
importance
to
the
program,
because
they
understand
the
value
of
broadening
the
mind
of
their
student
and
delegates.

that
our
Japanese
counterpart
invested
preventing
problems
rather
than
spending
heavily
and
fixing
them.
They
keep
the
children
fully
occupied
with
interesting
activities.
Before
and
after
school,
they
provide
freshly
made
healthy
lunch
for
the
students
and
staff.
They
include
moral
study
in
the
curriculum
and
cleaning
their
school
is
part
of
the
education.

and

gave
one
scholarship
to
one,
so
that
makes
six
of
us
and
we
trying
to
interest
more,

because
the
cost
of
the
flight
to

the
family
is
quite

it's
almost

it's
very
difficult
for

lot
of
families

they
have
interest
in
going,

can't
afford

Council

purchase

sale
agreement
for
purchase
of
two
parcels
commonly
known
as
parcels.

site

Bruno
associates
at
the
crossing

bruno
development
site.

purpose

the
report
tonight
is
both
to
give
you
an
update
on
that
transaction
as
well
as
to
provide
the
opportunity
for
public
disclosure
about
this
transaction
purchase.
Price
that
was
negotiated
for
this
purchase
is
1
million
four
hundred
thousand
dollars,
and
the
purpose
of
the
purchase
is
to
provide
the
city
with
full
control
over
the
ultimate
end
user,
as
well
as
to
avoid
sale,
pending
property
owner
urgent
interests
to
sell
the
property,
potentially
even
to
a
speculator.

may
determine
that
immediate
development
of
the
site
is
not
in
his
interest
but
to
hold
the
property
for
various
speculative
purposes.
As
the
City
Council
is
well
aware,
this
particular
location
at
the
at
the
border
of
the
property
adjacent
to
380
and
El
Camino
has
long
since
the
property
was
originally
developed.
Under
the
concept
of
a
specific
plan
completed
by
the
city
in
early
2000s,
this
particular
parcel
has
been
designated
and
has
been
highly
anticipated
by
both
City
Council
in
the
community
for
future
uses
of
hotel.

Unfortunately,
over
the
last
decade,
plus
the
hotel
market
has
languished
and
hotel
development
has
not
been
proceeding
aggressively
more
recently,
and
this
is
part
of
the
reason
I
think
for
the
property
owners,
lack
of
patience
and
and
finding
that
the
time
is
right
to
sell
the
property.
More
recently,
the
hotel
market
has
heated
up
a
bit
and
in
fact,
City
has
been
in
discussion
informally
for
a
period
of
months
with
some
what
appear
to
be
very
highly
qualified
individuals.

Purchase
of
the
property
will
allow
the
city
to
control
who
ultimately
develops
a
hotel
and
conference
facilities
on
that
site
and
by
so
doing
will
allow
the
city
to
better
realize
its
goal
of
having
an
all-suite
hotel
and
conference
banquet
facility
within
the
city
limits
which
again
has
long
been
a
dream
and
a
necessity
for
the
furtherance
of
the
city's
interests.
As
the
owner
of
the
property.

Purchase
agreement
was
signed
on
July,
twelve
two
thousand
twelve
and
twenty
five
thousand
dollars
in
deposit
money
was
paid
into
an
escrow.
The
purchase
is
contingent
upon
the
city
receiving
a
final
appraisal
supporting
the
purchase
price,
as
well
as
the
city's
complete
review
of
the
environment,
environmental
remediation
status
of
the
site.
Although
staff
has
not
yet
received
the
final
complete
appraisal
documents,
our
appraiser
has
verbally
confirmed
a
valuation
of
1.65
million
dollars.

the
city,
has,
over
the
last
several
years,
incrementally
received
development
impact
fees
from
the
development,
primarily
at
the
crossing
site,
as
the
various
buildings
at
the
crossing
have
been
completed
under
the
development
agreement
that
we
negotiated
many
years
with
the
developer.
An
incremental
payment
of
development
impact
fees
has
occurred
with
each
new
building
that
has
been
permitted
for
construction
city
has
received
in
total
approximately
1
million
dollars
in
such
fees,
which
have
not
otherwise
been
designated
or
earmarked
for
a
in
a
media,
tother
purpose
and
have
not
been
spent
in.

actually
a
tax
that
that
occurs
on
each
new
residential
unit
that
is
constructed
in
the
city.
So
over
the
course
of
the
last
several
years
with
the
merriman
and
marisol
and
other
smaller
developments
that
have
occurred
around
the
city,
the
city
has
accumulated
a
relatively
modest
amount
of
development
fees
that
have
otherwise
not
been
designated
for
some
specific
purpose.

is
the
city's
intent
to
use
those
fees
or
those
amounts
that
have
been
accumulated
in
a
one-time,
Reserve
account
to
complete
this
purchase
and,
ultimately
I
believe
it
is
the
City
Council's
intent
once
and
whenever
that
is,
that
a
successful
hotel
development
can
be
a
agreement
can
be
entered
into
for
such
a
development
and
a
developer
is
in
place.

would
be
the
city's
option
at
that
point
to
include
sale
of
the
property
into
a
negotiated
transaction
for
development
of
a
hotel.

a
comment

resident
of
sannen
as
Santa
Ynez
who
lives
on
that
street
near
San,
Antonio
Avenue,

concerned
about
the
proposed
closure
of
the
street
for
a
temporary
period
of
time
to
accommodate
a
anniversary
party
for
happy
halls
preschool.

Although
this
resident
is
not,
this
residence
is
not
within
the
proposed
street
closure
area.
The
resident
wanted
her
concern
to
be
made
known
to
the
City
Council
via
staff,
and
that
concern
specifically
was
about
this
resident
not
having
access
to
the
two
on
street
parking
spaces
in
front
of
her
home
on
Santa
Ynez
during
the
closure.

Recommends
that,
in
addition
to
the
conditions
that
have
been
presented
in
the
written
report
in
your
packet,
that
an
additional
requirement
could
be
provided
to
resolve
or
to
address
at
least

address
the
concern
that

just

spot

particular
residence

children

school

We
are
occupying
just
the
area
directly

front

our
school,
which
is
four

parcels

neighbors.

north
side

inez

although
one
faces
San
Antonio,
the
garage
is

with
those
neighbors,

neighbor

has

they're

we
will
closely
work
with
them
and
be
sure

we
accommodate
everything
possible,
not
only
just
for
this
event
but
for
future
situations.

complexity
of
our
community
has
changed
quite
a
bit
over
the
past
40
years.
There
are
many
more
multiple
home
people
living
in
homes
and
then
there's
also
around
the
corner
from
us,
and
it's
been
there
probably
much
longer
than
happy
hall.

is
a
really
lovely
apartment
unit,
that's
not
quite
visible,
but
it
has
20
units
and
it
does
not
have
any
parking
space
whatsoever.
So
oftentimes
happy
hall
gets
sort
of
label
that
we
are
the
ones
but
there's
community
just
moving
from
place
to
place
and
with
street
cleaning.

really
is
a
big
challenge
and
our
teachers
are
instructed
not
to
park
on
Santa
Ynez,
the
neighbor
that
made
the
comment

Actually,
the
one
that
parks
there
so
make
a
point
of
staying
away
from
that.

I

move

can

The
best

renter
and

recently
asking
for

letter

support

city
for
the
district

service
review
to

presented

hearing

July

council
voted
unanimously
to
send
the
letter
to

supporting

district

LAFCO
commissioners
voted

reject
the
proposed
dissolving

district

the

recreation
fees

presented

City
Council
at

last
meeting

July
tenth,

deferred
for
consideration
by
the
city
council
in
consideration
of
some
specific
information
and
questions
to
which
the
staff
did
not
have
ready
answers
at
your
July
tenth
meeting.
We
have
that
information
for
you
tonight
and
are
prepared
to
my
colleagues
are
prepared
to
walk
through
that
with
you.

Department
fees,
specifically
for
waiver
of
planning
and
building
permit
fees
for
the
what
is
identified
in
the
in
the
master
fee
schedule
the
glenview
fire
area,
specifically
shortly
after
the
devastating
explosion
and
fire
in
the
glenview
crestmore
neighborhood
in
September
of
2010,
the
City
Council
moved
quickly
to
institute
a
waiver
of
planning
and
building
in
anticipation
of
residents
needing
to
repair
and
or
rebuild
homes
that
were
damaged
or
destroyed
in
the
explosion.

of
development
has
been
good
over
the
past
nearly
two
years
now,
and
many
residents
have
taken
advantage
of
that
fee
waiver
opportunity
in
order
to
expediently
and
affordably
rebuild
and
repair
their
homes.
Several
others
have
not

a
variety
of
reasons,
that
it
has
not
been
the
city's
interest
to
to
push
or
to
try
and
define
a
time
frame
for
individual
property
owners
to
determine
for
themselves
what
they
want
to
do
with
their
properties
and
when
they
want
to
do
it.

In
anticipation
of
a
more
expeditious
rebuilding
pace,
the
City
Council
applied
in
the
master
fee
schedule
a
two-year
horizon
for
that
fee
waiver,
so
that
it
currently
is
set
to
expire
in
September
on
September
9
2012,
which
is
coming
right
up,
given,
as
I
indicated,
that
there
are
a
number
of
properties
have
yet
to
engage
in
the
rebuilding
process
and
who
have
not
yet
but
might
still
want
to
consider
pulling
building
permits
to
rebuild
staff.
Thought
it
prudent
to
suggest
to
you
that
that
waiver,
a
deadline,
be
it
eliminated.

program
itself,
as
its
captured
in
the
master
fee
schedule,
does
restrict
the
utilization
of
the
fee
waiver
to
owners
of
property
owners
of
record
on
September
ninth
of
2010,
so
in
other
words,
it's
not
available
to
anybody
who
might
subsequently
acquire
either
a
vacant
lot
or
a
damaged
property.
And
secondly,
the
utilization
of
the
fee
waiver
program
is
strictly
available
only
for
rebuilding
or
repair
of
properties
that
were
damaged
in
the
explosion
of
fire.

when
Recreation
Division
staff
sets
fees
for
programs.
We
consider
two
of
our
key
indicators
at
all
points.
Those
are
the
cost
recovery,
as
well
as
participation
numbers
staff
has
been
working
towards
a
goal
of
seventy
percent
cost
recovery,
which
was
set
several
years
ago
in
2008-2009.
The
Recreation
Division
was
recovering
just
under
forty
eight
percent
other
costs.
The
revenues
came
were
for
roughly
forty-eight
percent
of
the
expenses
of
the
department
in
2010-11.

The
division
recovered
over
seventy
percent
of
its
costs
and
its
projected
to
do
so
again
this
last
year,
eleven
twelve,
the
final
numbers
are
not
in
it.
Yet
at
this
point
in
dollars
that
equates
to
in
2008-2009
the
general
fund
subsidized
the
Recreation
Division
by
over
eight
hundred
thousand
dollars
in
2010-11.

That
number
was
a
little
bit
less
than
four
hundred
and
thirty
thousand
dollars.
At
the
same
time,
the
other
key
indicator
that
we
look
like
that
we
look
at
is
participation.
Numbers
that
helps
us
determine
are
the
programs?
Affordable?
Are
people
taking
part
in
these
things?
In
the
past
two
years,
the
recreation
divisions
participation
level
has
increased
by
over
fifteen
percent,
particularly
in
the
after-school
programs,
the
vacation
programs,
the
aquatics
programs.
All
of
these
this
this
summer,
this
past
year,
have
been
at
record
highs.

In
fact,
we've
just
had
a
request
from
the
parents
to
extend
the
summer
camp
an
additional
week,
so
there
will
be
an
11th
week
of
the
summer
camp
program
this
year
to
us
that's
an
indication
that
the
programs
are
affordable
to
the
community
members.
The
program
fees
are
a
portion
of
the
master
fee
schedule.
They
are
reviewed
by
staff
and
the
Parks
Recreation
Commission
on
an
annual
basis.

However,
that
does
not
excuse
the
fact
that
we
should
have
put
them
in
the
master
fee
schedule,
and
that
was
out.
That
was
our
oversight,
that
statements
really
in
there
primarily
for
new
programs
that
are
developed
during
the
year,
so
that
staff
can,
after
coming
as
part
of
the
budget
process
and
staff,
comes
up
with
new
programs
all
the
time
we
do
not
have
to
bring
every
single
one
of
those
back
to
Council,
but
we
should
be
bringing
those
back
at
an
annual
basis.

The
staff
report
that
you
have
before
you
does
show
the
fees
that
were
not
the
programs
for
the
fees
that
were
not
included
and
we
are
recommending
that
those
be
adopted
either
tonight
or
at
an
upcoming
meeting
meeting
of
the
City
Council
at
the
July
tenth
City
Council
meeting
the
there
were
additional
questions,
one
of
some
about
the
Bel
Air
playground
program
and
others
about
the
leader
in
training
program,
beginning
in
the
1970s.
The
city
offered
free,
drop-in
recreation
programs
at
all
of
the
public
school
sites.

The
more
structured
program,
the
camp
program
that
we
are
operating
that
is
so
successful
nowadays
began
in
2001
to
ensure
that
all
members
of
the
public
had
access
to
supervise
summer
programs.
The
city
continued
to
offer
the
freep
rake
the
free
playground
program,
sorry
hard
to
say
at
the
Bel
Air
site.
It
operates
five
weeks
each
summer,
weekdays
from
one
till
4pm
on
a
drop-in
basis,
we've
been
averaging
approximately
35
students
per
day
and
it
cost
the
city
approximately
three
thousand
dollars
to
operate.

That
is
the
cost
of
the
staff,
as
well
as
for
the
supplies
for
that
program.
The
leader
in
training
program
began
in
the
summer
of
two
thousand
one,
and
essentially
it
is
a
supervised
camp
program
for
those
that
are
a
little
bit
older
than
the
typical
participants
of
a
day
camp
program.
It
is
still
a
camp
program
staff
still
hires
staff,
part
time
staff
to
supervise
the
program.
It
is
open
to
12
to
17
year
olds,
although
most
of
the
participants
are
in
the
13
14
15
year
old
age
range.

The
program
has
been
the
fee
for
the
program
was
established
at
fifty
dollars
per
week
back
in
2009
and
the
fees
cover
supervision,
the
field
trip
costs
and
the
Li
TT
shirt.
The
Li
T's
receive
training,
leadership,
experience,
mentorship
and
weekly
feedback
on
their
performance,
though
the
Li
TS
assist
with
the
program,
it
still
requires
both
full-time
and
part-time
staff
to
supervise
the
Li
TS.

program
is
the
same
as
you
can't
program,
although
it
is
at
a
discounted
rate,
part
of
that
beam
that
that
they
do
not
need
the
same
staff
ratios
of
supervision
as
the
younger
students
do
so
we
supervise
at
a
different
level
for
the
Li
TS.
They
are
learning
leadership,
skills
and
many
of
the
Li
TS
have
obtained.
They
have
to
go
through
the
same
application
process
as
everybody
for
part-time
recreation,
leader
jobs,
but
many
of
the
Li
T's
have
gone
through
the
process
and
have
become
part-time
recreation
leaders.
