Description
San Bruno City Council Meeting March 8, 2011
10c. Parking Restriction Change in Downtown Area
B
B
The
study
area
included
in
the
department
assessment
for
this
recommendation
was
cemetery
Avenue.
All
of
the
public
parking
lots,
closed,
adjutant
to
cemetery,
Avenue
and
also
available
private
and
public
parking
around
the
area
is
how
you
see
and
how
you
read
in
your
report.
Use
in
the
study
area
is
a
combination
of
one
hour
parking
to
our
five
hours
or
unlimited
in
the
study
area.
You
have
private
lots,
which
represent
three
eight
percent
of
the
parking
available.
B
You
have
Siri
on
street
parking
eighteen
percent
city
lots
close
to
cemetery
Avenue,
twenty-eight
percent
caltrain
six
percent
and
on
the
parking
on
street
parking
on
Cemetery
em
new
represent
ten
percent
of
the
available
parking.
You
have
here
a
on
discharge.
You
can
see
that
the
one
hour
parking
in
essence
represent
only
eight
percent
of
the
parking
two
percent
two
hours:
twenty-six
percent
five
hours
and
some
restricted
parking
with
44-percent.
B
The
demand
peaks
during
the
week
weekday
evenings
during
those
time
on
on
street
parking
on
Cemetery
of
new
exceed
eight
eighty
five
percent,
which
really
mean
from
a
from
a
technical
point
of
view
when
something
in
a
areas
occupancies
higher
than
eighty
five
percent
is
considered
full.
In
the
same
time,
also,
the
assessment
shown
that
overall
in
the
study
area
in
the
downtown
is
only
just
51
percent,
is
the
overall
percentage.
B
B
Also
pd
will
need
to
rear
out
and
to
change
the
route
44
parking
enforcement.
The
cost
is
a
very
rough
estimate,
will
cost
around
up
to
6,000
or
nine
thousand
dollar.
But
it's
the
department
is
working
on
alternative.
This
cause
seems
little
bit
high
and
this
or
intend
to
come
up
with
solution
which
will
cost
us
much
less.
B
I
will
mention
also
that
during
the
discussion
at
the
tsp
sea
committee,
they
vote
at
fourth
one
to
approve
the
change
of
the
parking
and
also
the
recommendation
was
to
ask
the
chamber
to
pay
for
the
cost
of
implementation
of
this
change.
But
how
I
mentioned
before
is
old
department
working
diligently
to
decrease
the
cost
for
the
implementation.
B
Our
recommendation
is
to
for
you
to
consider
approval
of
changing
the
parking
limit
on
cemetery
avenue
from
one
hour
to
two
hour
and
to
conduct
a
follow-up
performance
assessment
study
after
one
year
and
to
come
back
with
you
with
the
outcome
and
the
result
of
the
implementation
of
this
change.
If
you
have
any
question
and
T
not
seeing
our
traffic
engineer
and
myself
will
try
to
answer
your
question,
any.
C
I
could
through
the
chair
again.
Is
there
any
discussion
about
I
know
there
was
discussion
about
employees
things
but
how
to
keep
employees
out
for
those
prime
spots
yeah,
even
though
it's
two
hour
parking,
they
can
switch
around
and
binge,
but
I
know
there
were
stickers
and
talk
of
students
and
putting
them
in.
You
know
that
or
less.
B
C
C
I
know
I
would
say
I
know
it's
a
concern
in
other
in
other
cities,
even
when
they
have
meters,
it
is
to
make
sure
that
those
employees
don't
take
the
you
know
the
the
prime
spots
for
our
customers
and
now
that
you've
increased
at
one
hour.
It's
probably
not
that
you
know
desirable
for
an
employee
to
park
in
front
of
you
know
close
to
their
store
now
with
two
hours.
It
makes
it
a
little
easier.
You
know
that
you
can
at
least
stay
there
an
additional
hour.
B
Available
of
the
general
board
with
the
businesses
and
their
desire
to
make
more
parking
space
available
in
front
of
the
businesses
and
to
basically
require
them
to
park
on
other
locations.
But
I
will
follow
up
specifically
how
the
city
can
do
even
more
to
make
sure
that
the
businesses
will
be
focusing
on
and.
C
I,
like
I,
like
to
expand
on
what
you
said
about
tsp
sea
and
the
staff
report,
is
that
I
think
it
should
start
with
that
committee.
As
far
as
the
suggestion
of
wayfaring
signage,
getting
a
little
more
information
along
san
mateo
avenue,
guiding
guiding
our
shoppers
and
our
residents
to
the
to
those
back
lots
that
are
underutilized.
D
Can
understand
and
appreciate
the
reporter
than
the
recommendation?
What
I
wanted
to
understand?
I
remember.
This
item
came
up
in
regards
last
time
about
costs
and
who
bears
the
cost
and
it
barely
passed,
but
it
did
pass,
and
so
this
is
what
we
have
implemented,
but
my
understanding,
too,
is
even
within
the
policy.
If
it
was
to
benefit
a
business,
a
property
owner,
then
they
would
bear
the
cost
if
it
was
going
to
affect
and
benefit
a
neighborhood.
In
this
case,
a
district,
then
that
wouldn't
be
a
cost
and
then
we're
seeing
used.
D
It
was
recommended
by
the
TSP,
see
that
chamber.
Why
don't
know
that
they're
all
Chamber
members,
all
in
72,
Avenue
so
I
question
why
they
would
be
paying.
I
do
question
the
cost.
Also.
Let's
say
you
replace
these
signs
and
with
all
the
other
things
that
are
currently
going
on,
where
we're
plan.
What
if
we
change
things
again,
so
we're
going
to
have
more
signs,
so
I
think
there's
a
cheaper
way
to
do.
It.
Concerns
me
when
we're
having
a
six
to
nine
thousand
dollar
cost.
D
B
Just
want
to
clarify,
wasn't
part
of
my
recommendation
to
ask
the
chamber
to
pay
for
the
cost
I
just
represented
correctly.
The
TSP
see
recommendation
on
this
subject
and
just
also
to
clarify
this
request
was
so-called
Godfather
in
that
the
policy
was
change
up
to
this
application,
and
this
request
came
to
us.
That's
a
new
procedure.
Would
not.
B
This
application
would
not
fall
under
the
new
procedure
and
even
in
our
new
procedure,
how
you
rightfully
recall
councilmember
Medina
use
in
each
case
is
a
judgment,
call
fu.
So
only
just
one
business
interest
versus
general
public
interest-
and
this
always
a
case-by-case
decision
for
the
cost
f
is
a
public
interest,
then
would
be
public
money
would
be
used
to
pay
for
it.
D
And
I
can
appreciate
the
TSP,
see
being
mindful
of
the
current
costs
and
the
the
budget
of
the
city.
I
think
that,
as
you
I
think,
are
indicating
that
is
a
council
decision,
but
I
think
the
city
needs
to
initiate
these
types
of
changes.
The
city
needs
to
be
in
the
forefront
of
trying
to
make
things
better
in
order
to
bring
business
which
helps
everybody
in
the
end
of
this
community,
so
that
that's
and
I
do
realize
that
that
was
just
you
bringing
forward
their
recommendation
know.
E
B
In
meantime,
at
least
two
times
or
three
times,
the
Serie
wasn't
a
process
developed,
but
exactly
what
they'd?
The
city
will
conduct
a
follow-up
survey
just
to
reassess
the
occupancy
rate
for
in
the
same
study
area
and
then
also
to
conduct
a
follow-up
survey
with
the
businesses
to
see
if
the
expected
outcome
desired
by
everybody.
E
B
Certainly
that
will
have
a
certain
limited
impact,
but
overall
I
think
that's
why
you
are
making
those
assessment,
not
just
the
ones,
but
at
least
wise,
and
hopefully
you
will
be
able
to
capture
a
pretty
reasonable
cross-section
and
to
have
is
close
to
some
factual
information.
Ok,
thank
you.
Well,.
A
I
think
it's
a
good
idea:
I
mean
you,
don't
want
to
eat
and
run
downtown.
That's
what
a
lot
of
people
are
doing.
Not
eating
I,
don't
know
the
Chamber's
financial
situation,
but
it
would
imagine
they
don't
have
six
to
nine
thousands
to
pay
for
new
signs,
especially
when
the
fact
that
this
would
be
two
hours
and
evaluated
over
a
year-long
period.
Could
change
I
mean
I,
can't
see.
You
know
why
we
couldn't,
just
like
you
do
in
your
license.
A
Plate
get
some
metallic
stickers
with
a
two
on
them
and
put
them
right
over
the
one.
The
real
real
chiara
do,
yeah
right,
sure,
sharpie
and
as
far
as
the
employees
parking
I
think
if,
in
fact
that
affected
the
businesses
downtown
they'd
get
the
word
real
real,
quick
from
the
business
owners
that
they
better
park
in
the
back
not
be
fun
so
I
think
it'll
work
its
way
out,
but
I
think
it's
a
long
time
coming.
We
should
have
done
it
a
while
ago
and
I'm
all
for
it
should.
