mayor
councilmembers,
good
evening,
this
item
was
initiated
by
one
resident
residing
on
Cypress
Avenue.
The
concern
raised
by
the
resident
was
the
limited
sight
distance
at
the
intersection
of
Cyprus
and
Jen
Evan,
mainly
raising
the
concern
about
movement
on
south
cyprus,
and,
of
course,
you
want
to
submit
the
map.
Also,
the
main
concern
expressed
was
for
the
movement
on
site,
south
cyprus
and
the
possible
conflict
with
vast
direction.

On
gentleman,
based
on
the
concern
raised
by
the
resident
staff,
followed
up
with
a
analysis
and
field
assessment,
opted
the
analysis
that
concluded
that
the
existing
site
distance
yes
around
200
should
be
280
feet
for
any
left
turn
movement
and
about
240
feet
for
any
cross
movement,
and
the
existing
site.
Distance
is
around
200
feet,
considering
the
low
speed
on
both
on
genuine
and
Cyprus,
which
is
Tony,
mile-per-hour
a
dislocation
and
also
the
accident
history.

Those
residents
who
showed
up
at
the
tsp
sea
meeting
did
not
support
implementation
of
or
additional
limitation
of,
the
parking
and
the
implementation
of
red
curve
based
on
the
discussion
entity.
Even
if
the
tsp
sea
agreed
and
supported
step
assessment
on
on
our
recommendation
and
on
the
facts
based
on
concern
raised
by
some
of
the
residents
about
the
safety
at
this
intersection,
they
wanted
to
come
off
it.

some
kind
of
improvement
of
the
safety
of
this
intersection
reason
why
they
were
looking
for
some
minor
improve
some
kind
of
improvement
of
safety,
artists,
intersection
based
on
the
discussion.
They
came
up
with
the
recommendation
to
implement
a
ten-foot
red
zone
at
the
north-east
corner
of
gentleman,
minimizing
the
impact
on
parking
in
this
area,
and
that
is
the
recommendation.
What
you
have
before
you
for
your
consideration,
this
ten
feet
red
zone
at
that
corner
will
have
a
minimum
impact
on
the
parking
in
that
area.

afternoon,
step
went
out
to
very
verify
that
typically,
one
truck
is
historically
spark
at
that
location
and
just
very
find
the
distance
hood.
The
truck
is
parked
versus
who
would
be
the
10-foot
parking
restriction,
and
certainly
the
distance
between
the
curb
and
and
the
truck
is
more
than
10.

closer
to

parking
would
have

impact
at
this

oppose
any
length

the
red
zone
at
that
location.

neighborhood
is
already
greatly
limited.
The
community
would
be
better
served
with
a
stop
sign.

the
stop
sign
study
that
was
done
in
July
of
2011
was
done
during
the
summer
months,
where
the
traffic
is
less.
It
should
have
been
studied
again.
It
should
be
studied
again
when
the
schools
are
in
session,
because
there
is
definitely
an
increase
of
traffic
that
travels
on
Jenna
vein
at
that
time
and
the
three
months
in
summer
it
there
is
a
decrease,
the
initial
complaint
that
was
made
about
the
having
a
visibility
problem.
There
was
done
in
November
and
that's
when
schools
are
open.

two
accidents
of
the
three
at
that
intersection
I
actually
witnessed,
and
both
of
them
involve
vehicles
that
were
traveling
the
opposite
direction.
They
were
traveling
eastbound,
so
there
wasn't
even
and
I
know
that
was
stated
that
that
wasn't
the
issue
with
that
side,
but
it
would
better
serve
that
intersection.

we
had
a
stop
sign
but
going
both
directions
on
Jenna

how
difficult
it
is

get
out

truck

reason
why
the
bed
trucks
parked
there
is
because
when
we
parked
it
around
the
corner,
then
we
couldn't
park

two
cars.

driveway

spot
part

other
card,
but
that's
really
not
the
question.
What

was
going
to
say
is
that
by
the
stop
sign
being
there,
if
you
look
down
by
Allen
school,
there's
a
stop
sign

Allen
school
and
then
there's
the
one
block
that
going
up
it
doesn't
have
a
stop
sign.

traffic
volume
during
school
versus

school
season,

based
on
the
volume
difference
between
those
two
intersection
Cyprus
has,
during
the
peak
hour
less
than
ten
percent
of
the
volume
on
Jen,

the
school,
that
would
be
little
bit
higher
even
than
this
intersection
would
not
warrant
any
stop
sign,

suggestion

that

we
are
studying
areas
near
school,

take

in
consideration

we
do

initial
recommendation
was
to
take
no
action,
and
that
was
a
right
course
of
action
in
our
opinion.
At
that
time,
still,
in
our
opinion,
the
ten-foot
red
zone
will
not
really
make
any
big
difference,
but
certainly
the
residents
and
the
TSP
see
felt
that
they
try
to
do
some
degree
of
improvement
and
I
felt
that
this
10-foot
red
zone
maybe
will
improve
the
visibility,
making
sure
that
no
vehicle
will
be
parked
closer
than
10
feet
to
that
intersection
even
have
the
existing
truck.
How
I
said
before
really
sparked
further
away
than
10
feet.

it
can

something
could
be
done
to
alleviate
the
issue
there.
But
I'm
wondering
if,
if
it's
not
really
going
to
improve
the
site,
visibility
and

the
report
said
that
it

required
to
give
the
adequate
visibility.

curves

safe
intersectional
relative
to
any
other
intersection.

a

speed
road

mile
per
hour
or

considering

geometry

this
intersection
is
relatively
safe
versus

other
intersection
in
that
area,
which
has
more
angled
intersections

school
district
officers
are
only
a
couple
of
blocks
down
and
they
actually
have
it,
there's
a
big
lawn
area
in
front
of
there
that
actually
helps
with
the
visibility
as
you
pull
up
to
that
intersection.

Do
the
people
that
live
in
that
neighborhood
have
an
opportunity
to
get
out
and
reach
the
other
streets,
or
are
they
locked
into
coming
out?

experience,
the
the
problem
from
my
experience
going
across
from
acacia
is
the
cars
coming
there
eastbound
they're
coming
down.
As
the
lady
was
saying,
they
there's
a
stop
sign
it
out
and
then,
as
they
leave,
that
stop
sign,
they
kind
of
gun
it
and
come
it's
like
a
nice
little
roller
coaster
effect
down
to
elm
and
that's
the
next
stop
sign.
So
you
do
especially
when
school
is
in
session
between
745,
because
I
took
my
kids
to
school
between
7,
45
and
8-10.

appreciate
that
occur
and
like
I
was.
My
point
was
that
there
are
some
decisions
that
people
can
make
when
navigating
through
those
streets.
I
know
that
there
are
intersections
that
are
easier
for
me
to
cross
and
I
tend
to
know
where
those
are,
and
rather
than
making
it
a
token
gesture
that
may
not
have
any
impact.
Maybe
we
should
be
looking
for
a
better
solution
or.

we
plead
with
the
drivers?
I've
got
I've
got
a
real
problem
with
some
drivers
in
this
community
because
you
put
up
stop
signs
at
every
intersection,
they're
still
not
going
to
stop.
I
stood
here
hadn't
six
years
on
the
Traffic,
Safety
Committee
and
I
go
out
there
with
an
open,
mind
and
I
stand
there
or
I
sit
there
and
I
just
watch
and
living
in
this
community
for
almost
30
years.

know
Jenna
vinay
know
all
these
cross
streets
and
it's
not
the
corner.
It's
beyond
it's
the
fourth
parking
space.

yeah
you
can
pull
out.
You

you
can
have
10.
You
can
have
that
false
sense
of
10
feet
of
safety
and
you
pull
out
and
there's
that
car
that
you
didn't
see.
I
think
we've
got
a
resident
here,
who's
mindful
of
the
situation
and
gladly
doesn't
have
a
large
truck
that
really
blocks
the
view.
I've
got
this
picture
and
I
looked
at
it.

just
put
it
that
way:

mean
if
you're
gonna
do
red,
do
red
and
just
don't
let
ppl
park
and
let
people
have

clear
view,

that's
not
going
to
happen
because
everybody
has
three
and
four
cars
nowadays
and
there's
no
way
to
restrict
that,

you
know
a
lot
of
people
don't
use
garage
as
they
use
the
street
and
the
driveways,
and
so
it's
a
real
issue.
